Competency Assessor’s Script

on the
Conduct of Competency Assessment

Establish the Context and Purpose of Assessment


The assessor must familiarize self with the qualification or unit of
competencies to be assessed. Ensure that the assessment site complies with
the relevant occupational health and safety requirements.
Ensure that assessment resources are available. The assessor must ensure
that the tools equipment and facilities are ready and available in the
assessment site before the assessment start.

A checklist of tools, equipment and facilities must be on hand to help the


assessor monitor the availability and completeness of the tools, equipment
and facilities.

The checklist of tools, equipment and facilities is included in the assessor’s


guide.

Plan and Prepare the Evidence Gathering Process


The assessor shall receive assessment package composed of the following:
 One copy of Assessor’s Guide
 Specific Instruction to the Candidate
 Competency Assessment Results Summary
 Written Report
 Written test
 Answer Sheets and Rating sheets.

Prepare the Candidate


The assessor shall introduce himself.

As a competency assessor, you must provide a supportive environment before


starting with the assessment activity. You must ensure that the environment is
suitable for the assessment and the candidates are relaxed and not apprehensive.
As soon as you have admitted the candidates, say:

Good morning, candidates!

My name is Erwin Jason B. Calledo, the accredited


competency assessor in Organic Agriculture Production
NC II. Here is my ID proof that I am an accredited
assessor. (The assessor must wear his/her ID card as a
proof of his/her accreditation)

To formally start with our assessment, let us pray first. Opening Prayer
May I request ___________________ to lead the prayer.

Before anything else, allow me to acknowledge the


presence of Mr./Ms. ________________, our Processing
Officer. Mr./Ms.______________, our AC Manager
and Mr./Ms. _________________, our representative
from TESDA Provincial Office. Good morning,
Sir/Ma’am.

You do not have to worry about their presence. They are


here to oversee the conduct of competency assessment
and to check if the conduct is in accordance with the
prescribed competency assessment methodology and
procedures. They will not assess you.

Before we start, let me first check the attendance.


Please come forward once your name is called and
present to me your admission slip and sign the Attendance Sheet
attendance sheet (Let the candidates sign on the
attendance sheet, compare signature of candidates on
admission slip against the signature on the attendance
sheet)

with Self-assessment Guide. And explain its significance)

I have here with me your accomplished application form


with self-assessment guide. This is an indication that Accomplished Self
you know and can perform all the units of competency Assessment Guide
enumerated for Organic Agriculture Production NC II. Sheet
(self-assessment guide was given to the candidate by the
processing officer of the assessment center)

I would like to welcome all of you to our Provincial


Training Center for your Assessment for Organic
Agriculture Production NC II.
(CONDUCT AN ORIENTATION) The assessor must explain
the context and purpose of the assessment.
By the way, what is the context

The purpose of our assessment for Organic Agriculture


Production NC II is to determine the level of your Relevant
competency Qualification / units of
competency
The competency assessor gives the overview of the Relevant National
Qualification to be assessed: Assessment and
Certification
Arrangements
Today, I am going to administer competency
assessment for Organic Agriculture Production NC II.
The qualification for Organic Agriculture Production NC
II is compose of Basic, Common, Core and Elective
Competencies (It is the Qualification level with (Enumerate Relevant copy of
the Core Units of Competencies. National Assessment
Package for Full
Under the core competency, we have the: Qualification
1. Raise Organic Chicken
2. Produce Organic Vegetables Clustered Units of
3. Produce Organic Fertilizer Competency
4. Produce Organic Concoctions and Extracts (Certificate of
Competency)

(Task to be performed and the evidence to be collected)


In this assessment, you will perform different task under
the qualification of OAP NC II.

I will collect the evidences through demonstration, and


oral questioning. This assessment methods can help to
measure your underpinning knowledge and skills

Personal needs of the Candidates to be considered during


the assessment.

By the way, if you have some personal needs, our Relevant Copy of
comfort room and lavoratory are located at the end of CS/Qualification
the hallway, and you can also take your meal at our
canteen it is located at the lobby. However, during the Copy of National
assessment you are not allowed to leave the premises Assessment package
of the assessment center for full Qualification

once the assessment has started, please refrain from
asking questions. It is no longer allowed during the
assessment.

Again, I’m giving you 5 hours to perform all the task


given and don’t forget to wear PPE’s all the time that
when you are performing the task. Okay?

ask now because as soon as the assessment begins
you can no longer ask me any question.
Okay. Again, please be informed that after the
demonstration there will be an oral questioning.

So, everybody must be very ready now, candidate #1


you may please proceed to the assessment area and for
the rest of the candidates please remain until I call by
your number. Thank you.

Candidate # 1 this is our assessment area we’re you are going to perform the
different tasks; Prepare composting area and raw materials, Compost and
harvest fertilizer. I’ll give you 10 minutes to prepare, 30 minutes to finish that.
After doing this, we will proceed directly to the oral questioning. Do you have
any question? If not, you may now start. Good luck!

Candidate # 2 this is our assessment area we’re you are going to perform the

The assessor must provide candidate about the outcomes of
the assessment process. For positive feedback: Competent

Please tell the candidate to take a sit. How do you feel
about the assessment? Wow very good. What did you
learn from this session? Very good that you learn a lot.

Summarize the performance of the candidate during the


whole assessment process.
Assessor: Now I have with me the result of your
assessment. Based on your performance you were able
to prepare according to standard procedure. You Give the copy of rating
followed the proper way on process of mixing the raw sheet and
materials and as I observed, you did it well. You were Provide trainer’s
also able to answer the question confidently. evaluation

Now based on the evidences that I have gathered, I have


found you competent in this qualification.

Discuss the specific tasks done well by the candidate

Please sign the rating sheet for you. THANK YOU! And
here is your copy (fold it be giving). I have also here the
trainer’s evaluation. Please rate me as you assessor
honestly!

Provide information in claiming National Certificate or


Certificate of Competency

For the issuance of the National Certificate you can


claim it after 3 working days after the assessment to
TESDA Provincial Office.Just bring with you your result
summary, 1 passport size picture with white
background and with collar. Congratulations once
again! You may now go back to seat.

In providing negative feedback. It is recommended to carry


out the following recommendations. Be positive without
raising any false expectations.

Candidate # 2
Please be seated, how do you feel about the
assessment? Ohh, you feel nervous. That alright its
normal.

Identify whether any parts of the assessment need to be


repeated and so which parts.
Suggest further learning or practice to fix the gaps
So, what did you learn from this session? Wow you
learn something new that’s good.

Emphasize and explain the results. “Which competency has


been and has not been achieved?”

Arrange further opportunity for candidate to complete


assessment requirements

Base on the result on your performance during the


demonstration, I do appreciate your effort and also
confidence in performing the task. However, I’m sorry
you were not able do the task within the standard
requirements of the Qualification. Maybe your
nervousness affects your performance. Next time stay
calm, relax and focus. Okay?

You have to review/ practice the activities related to the


competency requirements of the Qualification further.
And the outcome of the assessment is that you are not
yet competent. I’m sorry about it.

However, you can come back after a month for


reassessment or when you feel confident enough that
you have acquired the competence. Don’t worry you will
only be reassessed on the part of the activity that you
were found to be not yet competent.

Provide information on the appeal system and


reassessment process

If you have doubts about the assessment result you


have the right to appeal. You can submit your appeal to
TESDA provincial office were the assessment center
and assessor are accredited.

providing feedback.

Accomplished the Competency Assessment Results


Summary

Submit to Assessment Center Manager assessment reports

The Assessment Center Manager will give the documents to


the Processing Officer to accomplish the Registry of
Workers Assessed and Certified

Sign Registry of Workers Assessed and Certified

After accomplishing the Registry of Workers Assessed and


Certified, the processing officer will ask the Assessor and
Assessment Center Manager to sign before it on together
with the other documents to the TESDA Representative.

The TESDA Representative will then deliver the documents


to the designated TESDA Office

Mr./Ms./ Mrs. (state the name of the candidate), you


were
(Give the strong points of the candidate followed by the
weak points)
(If the candidate was found to be competent say): You
performed the tasks within the standard requirements of
the Qualification.

Note: Present the rating sheets to the candidate to affix his


signature on the candidate’s signature portion. This is a
proof that he accepts your assessment decision.

You can get your National Certificate/Certificate of


Competency from the (state the Provincial Office, the date,
and the focal person)

Note: Give a copy of the accomplished Competency


Assessment Results Summary to the candidate (Make sure
that the document is signed by the candidate in the
appropriate space then affix your signature.)

If the candidate was found not competent say: Mr/Ms/Mrs.


(state the name) I am sorry you were not able to perform
within the standard requirements of the Qualification. You
have to review/ practice the activities related to the
competency requirements of the Qualification further.

You come back after a month for reassessment or when you


feel confident enough that you have acquired the
competence. Don’t worry you will only be reassessed on the
part of the activity that you were found to be not yet
competent.

Note: Give a copy of the accomplished Competency


Assessment Results Summary to the candidate (Make sure
that the document is signed by the candidate in the
appropriate space then affix your signature.)

Complete the rating sheets together with other


documents and submit these to the Manager of the
assessment center.
