With the theme “Youth Engagement: Sustaining Relevance and Strengthening
Resilience”

CAMP RULES AND REGULATIONS

1. No one is permitted to leave the camp's perimeter without your camp


master’s permission.
2. Participants are required to follow the group leader's and camp director's
instructions.
3. Campers are required to uphold the camp's hygiene standards and maintain
the campgrounds tidy at all times.
4. Only the entire scouting uniform, neckerchief, scouting t-shirts, and plain t-
shirts are permitted for the camp attire. tank tops are not permitted.
5. It is not permitted to wear jewelry, makeup, or nail polish at camp.
6. Everything brought to camp that isn't listed on the "Items to Bring List" will
be seized.
7. No drinks, alcohol, or electronic devices of any type are allowed.

8. Participants need to be physically and medically fit. We advised student with


medical conditions not to join unless doctor's clearance was obtained.
9. The troop leaders, under the supervision of the camp director, will
administer strict disciplinary measures including expulsion from the
campground for non-compliance with these regulations and the rules
established by them. In the event of disobedience, no camp fees be reimbursed.

SCOUT MESSAGES FROM THE PRINCIPALS

BOYS SCOUT OF THE PHILIPPINES HISTORY/INTRODUCTION

The Boy Scouts of the Philippines is the national scouting association of the
Philippines. Scouting was brought to the Philippines by American soldiers
following their occupation of the country in the early 20th century.

Plans of forming Scouting troops for Filipino boys came from Mrs. Caroline S.
Spencer, an American widow doing charity works with the natives in Sulu with
Lt. Sherman L. Kiser, a young second lieutenant assigned to arrange her
transportation and accommodation for her charity work. Upon seeing small
boys wandering aimlessly during one of their trips, Mrs. Spencer floated the
idea of organizing Boy Scout troops to Lt. Kiser.

The two discussed and planned the matter seriously, but because of Lt. Kiser’s
reassignment to Zamboanga and Mrs. Spencer’s return to the United States,
their plan in Sulu never materialized. In Zamboanga, Lt. Kiser observed the
same aimless behavior of boys and decided to push their plan of forming Boy
Scout troops. And so, the first Filipino troop consisting of 26 boys was formed
on November 15, 1914. This troop was named Lorillard Spencer in honor of
Mrs. Spencer’s son, who was a Boy Scout.

The Scout movement was then created in the Philippines by Lord Robert
Stephenson Smyth Baden-Powell – founding father of the scouting movement.

Moreover, the United Arab Emirates works on preparing a generation of youths


able to shoulder the responsibility and enjoy considerable skills, profound
insight and a strong determination that led them towards engagement in the
positive practical life, so that they could serve themselves and their societies.

Through the years, the Scouting Movement has played a primordial role in the
community and society as a youth organization that encourages and helps
young people develop their individual potentials and raise their level of
awareness and importance of their responsibilities for social development.
