person on regular basis in the prcscribed manner.

(ii) Proposal for regular appointment in the prescribed manner should be initiated --..

Subject: APYOnVTMENT OF OFFICERS ON CiJRRENT CHARGE AGAINST


HIGHER POST AND PAYMENT OF ADDITIONAL REMUiYERATION
THEREFOR

The undersigned is directed to say that the administrative


instructions regarding current chargc appointments contained in this Division's O.M.
No.112 1176-AR-UR-I1 dated 18.06.1980 read with 0 . M No. 1121176-AR-J/R-I1 dated 6.4.1 982
read with 0 . M No.1/1.7/2000-R-I1 dated 21.11.2000 on the subject 'provide that all
, appointments by promotion in higher posts are required to be made through refilar selection
process i.e. with the approval of CSB~DPCand the Authority competent to make appointment
to the grades in which the vacancy exists, However, in thcise cases where a vacancy in higher
posts occurs for less than two months and it is considered impossible for good reasons to
make arrangements for day to day work of that post to be carried on otherwise, the duties of
that post may be given temporarily with the approval of Authority competent to make
appoiutnients to the said posts, to the senior most officer in the cadre present at thc place or in
the organization where the vacancy may have occurred, if he is otherwise fit and eligible for
promotion. In order to overcornc the difficulties, authorities competent to approve such
arrangements from BS-17 to BS-20 have also been prescribed. The above rcferred
ins[ruclions also provide that the said arrangements should not be Gade for a period of less
than one rnontll and should not exceed three months. However, the prrangements can be
extended with the approval of the Appointing Authority f ~ anotherr period of three months.
Extension beyond six months requires prior consultation with the Finance Division before
seeking orders of the competent authority prescribed in rule 6 of the Civil Servants
(Appointment, Promotion 6:Transfer) llules, 1973. . . '
2. It has been observed that the said insttitctions are not being complied with in
letter and spirit and the current charge arrangemcnts are extended with a gap of couple of days
for one reasori or .the othcr which 'amcunts tb' deviation. from the above mentioned
adnlinistrative instructions on the subject.
3. The Prime Minister has taken a serious notice of the above practice and has
bccn j~lcascd to observe that current charge is a tempor&y arrangement to run day to day
work of Organizations. Extensions ore frequently made, without any cogent reasons and
withoul making arrangements for regular appointment to the post.
4. In view of the above, all Federal SecretariesIAdditionalSccrctaries lncharge of
Ministries/Divlsions are requested to ensure that the admitlistrative instructions regarding
current charge arrangements as mentioned above are .being complied with in its letter and
spirit in the h?inistries/Divisio~~s~epartments end Organizations under their administrative
control and current 'charge arrangemcnts arc made only for cogent and valid reasons while
si~nultancouslyrilaking arrangements for regular appointment to that post. 4
