1. INTRODUCTION
Package’s name: “Procurement of Equipment/ Systems for four (4) Blasting & Painting
Workshops (BP-01/02/03/04)”. The project’s name: “Investment of Corrosion Protection
Equipment”. The project is comprised of:
- Blasting and Painting workshop: 04 Workshops;
- Process equipment system for blasting and painting: 04 systems;
- Equipment control system; Electrical supply system; Lighting system: 04
System;
- Fire fighting systems: 01 System;
- Utilities building; Drainage ditch; Other utilities…: 01 System
2. PURPOSE OF DOCUMENT
This document provides the design criteria for design and engineering of
electrical supply system for for “Pakage: Equipment/ Systems for four (4) Blasting &
Painting Workshops (BP-01/02/03/04)” - (PROJECT).
The Contactor shall submit technical requirements of its equipment, which meets the
requirements detailed herein.
The electrical supply system shall cover the following:
- Electrical calculation
- Power distribution system and single line diagrams
- Illumination System
- Cabling System
The designed electrical system shall provide:
- Safety to personnel and equipment
- Reliability of service
- Minimum fire risk
- Ease of maintenance and convenience of operation
- Adequate provision of future expansion or modification
- Maximum interchangeability of equipment
- Automaticprotection of all electrical equipment throughthe
MCCB’s.

6. TECHNICAL DEVIATIONS AND EXCEPTIONS


The CONTRACTOR shall inform the PURCHASER of any deviation or exception from
Specifications as soon as such deviation or exception becomes known. In the absence of any
exception or clarification, it shall be construed that the CONTRACTOR will comply fully
with the requirements of the Specifications.
Non listing of exceptions or deviations by CONTRACTOR will be taken by the
PURCHASER as being in full compliance with the specifications, codes and standards
listed.
7. LANGUAGE
All Document and Drawings must follow metric Unit (SI) System. Drawings and
documents shall be written in the English language.
8. LOCATION AND ENVIRONMENTAL CONDITIONS
Location: PTSC Supply Base, Vung Tau City, Ba Ria - Vung Tau Province,
Vietnam.
Altitude: 4m above mean sea level

9. HAZARDOUS AREA CLASSIFICATION
Classification of hazardous areas shall be as per international standard API RP505.
All electrical equipments located in hazardous area must be certified withhazardous
area certificate which in accordance with the requirement of IEC 60079.

Minimum degrees of enclosure protection for electrical equipment in outdoorand
indoor hazardous area installation shall be IP 55.

11. POWER SYSTEM DESIGN


11.1 Incoming Power:
In coming power sourse of the (Equipment/system for four (04) blasting &
painting workshop (BP-1/2/3/4)” shall be from existing LV switchgear panel (The scope
of work in another bidding package).
12. TECHNICAL REQUIREMENTS

12.3 Capacity Of Electrical Equipment


All electrical system components shall be sized to suit the maximum load under the
worst operating conditions with 10% contingency factor. Maximum demand shall be
calculated as maximum simultaneous consumption of power by continuously operating
loads.
The amount of electrical power consumed for equipments shall be
calculatedfor its operation at the design capacity.
13. ELECTRICAL EQUIPMENT
13.1 Low Voltage Distribution Board
The LV power distribution board shall be form 2B

- 3 phases 400VAC, 5wires (3P + N+E) ;

Rated insulation voltage: 1000 VAC (750V DC)


Rated operational voltage: up to 690 VAC (600V DC).
The ingress protection shall be: IP 42 (indoor), IP54 (outdoor)
Bus bars shall be tin-plated; The main bus bars shall be made of copper bars (Short
circuit: 65kA); Neutral bar bus bar size shall be 100% size of phase bus bars
Temperature:
- Average ambient temperature during 24 hours: 40°C;
- Max temperature: +45°C;
- Min temperature: 15°C Humidity: Max 90% at 40°C
Distribution board includes all branch circuit and suitable for all loads.
20% MCCB circuit spare and same rating with other MCCB inside for each
Distribution board
MCCB shall be of the three (3) pole type and fixed type and MCCB will betrip
unit:
- These trip units shall offer Long time protection (LT). Selectable Irthreshold
settings from 70% to 100 % of the trip unit rating (by knobs).
- Short time protection (ST) Selectable Isd threshold settings from 1.5xIrand
10xIr (by knob).
- Instantaneous protection: fixed threshold between 11 and 15xIn,
depending on the rating.
All Miniature circuit breakers (MCB’s) shall be constructed to IEC 60898 andshall be
of the four (3) pole type or two (2) pole type as appropriate, for voltages less than 1000V
AC or 1500V DC unless for special application.
The frame, external panels (doors, side & rear panels, tops) metal sheet components
Enclosure thickness shall be 1.5mm minimum and protected by an epoxy- paint
coating.
Equipment of the same type, current rating and circuit duty shall be interchangeable.
All distribution board shall be of the “dead front” construction type. Alloperational
adjustments, trouble shooting and maintenance shall be done from the front.
Distribution board rating and configuration shall be in accordance with the reference
drawing Single Line Diagrams for Electrical System: CHW2204-00-EL- SLD-7301.
(The above technical requirements do not apply to lighting panels)
13.2 Safety and reliability
The distribution board shall be designed to minimise any risk of an internal short
curcuit.

With the enclosures completely open all live parts shall be shrouded to provide IP21
protection at a minimum.
The distribution board shall be designed in such a manner that all components shall be
operated and maintained safely and shall not present a hazard to personnel or cause damage
to other equipment.
13.3 Cable terminations
Wire ways shall be provided in the distribution board.
Wire ways, gland entries shall be dimensioned and sized to ensure that all incoming
and outgoing cables can be installed and connected easily. The Contractor shall indicate the
basis, who has used for sizing cables and shall be responsible for confirming cable sizes with
the PURCHASER prior to design and manufacture to ensure that the cables can be glanded
and terminated easily and the requirement for additional terminals identified.
Terminal block insulation shall be of non-rigid, non-hygroscopic, non- tracking, non-
inflammable material.
Terminals shall be of vibration proof construction and incorporate captive pressure
screws, which do not bear directly on the wire. The pressure screws shall have an inherent
locking feature. Locking bars shall be fitted.
14. WIRING AND TERMINATION
14.1 General
The identification colour for power cables insulation comply with IEC 60445 shall be
as follows:
- Single Conductor - BLACK
- Twin Conductors - BLACK (L) and BLUE (N)
- Twin Conductors + PE - BLACK (L1), BLUE (N) and GREEN with
YELLOW stripe
- Three Conductors - BLACK (L1), BROWN (L2) and GREY (L3)
- Three Conductors + PE - BLACK (L1), BROWN (L2), GREY (L3) and
GREEN with YELLOW stripe
- Four Conductors - BLACK (L1), BROWN (L2), GREY (L3) and BLUE(N)
- Four Conductors + PE - BLACK (L1), BROWN (L2), GREY (L3),BLUE
- (N) and GREEN with YELLOW stripe
- All control circuit wiring shall be minimum 1.5 sq. mm stranded, tinned copper.
14.2 Installation of Wiring
All internal wiring shall be run in flame retardant non-metallic ducts in such a manner
that wiring can be checked against diagrams. These cable ducts shall be fitted with a
removable cover. A minimum of 20% spare space shall be allowed in these ducts after

installation of all wiring.


Joints in wiring shall not be allowed.
14.3 Termination of Wiring
Terminal blocks shall be mounted to provide easy access for both installation and
maintenance
Plus sufficient terminals for spare cores of control cables. Terminal blocks shall be
fitted with end plates and brackets, barriers and earth connections. Both overall block and
individual terminals shall have identification.
Wiring shall be terminated with approved pre-insulated crimping lugs or pins.Separate
lugs or pins shall be used for each conductor. The size of lug shall be suited to the size of
conductor terminated and only correct crimping tools shall be used. Wiring shall be
terminated in functional groups
All wire strands shall be inserted into the ferrule before crimping.
14.4 Wire Numbering/Marking
Number ferrules shall be fitted to both ends of all wires. Clip-on ferrules and wrap-
round type wire markers shall not be used.
Control wire designations shall be as shown on the wiring/schematic.
15. LIGHTING SYSTEM
Illumination level of lighting system shall be based on CIE standard, IES
standards, API RP 14F to ensure that the requirement is met and Owner requirement.
LED light type shall be used in Workshops of Project:
- Type: Explosion proof LED lighting fixture;
- Area Classification: Zone 1;
- Temp. Class: T5;
- Enclosure: Exd;
- IP Code: IP66;
- Power consumption: 200W;
- Luminuos flux: 28600 Lm;
- Main supply: 187 ~ 275V, 50/60Hz;
- Color temperature: >5600k.
Lighting fixtures in same area will be grouped in same lighting circuits. The lighting
circuits shall be taken power supply from local lighting panel in each corresponding area.
The cabling from the local lighting panel to the mainterminal
boxes shall be by 3 Phase+N+PE cable according to circuit requirement.
In general, circuits shall be MCB/MCCB from lighting panels. The use of local

16. CABLE
16.1 General
LV cable shall be fully type tested according to IEC 60502, IEC 60332-3, IEC61034
and IEC 60754 by an IEC approved testing authority.
Cable connection to Panel, Equipment, Junction Box… shall be by brass nickel plated
cable gland. The cable gland in non-hazardous area shall be weather proof type and in
hazardous area shall be explosionroof type. The minimum ingress protection rating of cable
gland shall be IP55.
All cable shall be stranded copper conductors with the following minimum
conductor sizes:
- 1.5 Sq.mm for control circuit
- 2.5 Sq.mm for lighting, socket outlet, low voltage power circuit

16.2 Protective (grounding) conductor


Protective conductor shall be made of stranded copper. The cross-sectional areaof the
protective conductor shall be not less than the appropriate value shown below in accordance
with IEC 60364-5-54, table 54F:

16.3 Insulation and protection:


All power and control cable shall be PVC or XLPE insulated and un- armoured type
Grounding cable shall be PVC insulated and un-armoured type.
16.4 Color for identification:
The color of outer sheath of LV cable shall be Black color.
The color of outer sheath of Control cables shall be Black color.
The individual core of power cable shall be identified by below different colorof the
surface of the insulation or by color strip. Each control cable core shall be identified by
numbering.
(1) LV power cable:
- L + N + PE: Red, Black, Green with Yellow strip
- L1 + L2 + L3 + PE: Red, Yellow, Blue, Green with Yellow
strip
- L1 + L2 + L3 + N + PE: Red, Yellow, Blue, Black, Green with
Yellow trip.

(2) Grounding cable: Grounding cable color shall be Green-Yellow striped

(3) Control cable: Individual cores shall be identified by number 1, 2,


printed on the core insulation by white color at adequate intervals throughout thelength
of the cables.
16.5 Cable Installation
LV cable in this project shall be underground & above ground installation.
(+) Underground cable installation:
Cable can be installed with elevation -0.8m to -1m from ground level, space or
touching as appropriate to the de-rating current applied.
Cable shall be laid in HDPE conduit & flexible for pulling construction duration.
The bottom of cable trench the underground shall be back-filled with a 75mmlayer of
sifted sand fill and after the cables are laid the trench shall be back-filled with sifted sand fill
to a level 150mm above the top of the cables. Cable tiles with suitable polythene warning
tape will be laid to indicate the presence of cables and the remainder of the trench shall be
back-filled.
Cables shall be installed in one length.
When cables pass under roadways, they shall be installed in ducts.
Compression type glands shall be used for termination of cables.
Where cables leave the ground, they shall be mechanically protected to a height of
150mm above grade.
(+) Above ground cable installation:
Where cables are run above grade, they shall be securely fixed to suitably supported,
heavy duty, hot dip galvanized steel cable trays, steel conduit.
No cable aboveground shall be run unsupported. Single cable may be attached to
structures where the structure provides support and protection of the cable, e.g. channels.
Cable trays shall be attached to steel supporting structures of buildings, platforms,
pipe-ways or purpose provided support steelwork.
All cable trays installed in open locations shall be fitted with ventilatedsunshades to
prevent overheating by direct sunlight. Suitable care shall be taken not to obstruct free
ventilation of cables.
17. EARTHING
17.1 Earthing System
The grounding system design is connected directly to the existing grounding system
of the project, from the supplied PE cables of Substation (LV switchgear panel) to the Power
distribution boards of the workshops

Protective Earthing PE grounding network connects to all enclosures of the entire


equipment, to the steel frames,… grounding resistance shall less than or equal4 Ohm.
18. TESTING AT FIELD
18.1 General
Field-testing shall be performed prior to energizing the electrical system as a check
that equipment has not suffered deterioration since works testing and that the electrical
connections on site are satisfactory. 500 V Meg Ohmmeter shall be used for the insulation
resistance tests for LV equipment (1000 volts and below).
Routine testes as required by appropriate equipment standards shall not be repeated at
site unless so required by a relevant installation standard or code of practice. Similarly, the
re-calibration of instruments shall not be repeated at site.
The continuity of all connections to the earthing system of equipment bonds made at
site including the main cabling system and of connections between that existing earth system
All control and power circuits shall be tested for satisfactory insulation resistance.
Functional tests to prove operation is satisfactory in normal operation shall be carried
out.
18.2 Electrical Installation
LV systems such as lighting and small power shall be tested for insulation resistance
as complete units.
