UGANDA IS INVITING COMPETENT COMPANIES TO UNDERTAKE AN EPC CONTRACT OF
BELOW SUBJECT.

REQUEST TO SUPPLY PIP WITH SOLAR INPUTS

1. PROCUREMENT REF: N0: PIP/PDM/SUP/WRKS/GOV/UG/2024/2025


requesting for the below supply of input units and installations Ref:
N0: PIP/PDM/SUP/WRKS/GOV/UG/2024/2025
2. In a phone conversation with the Permanent secretary, it was
agreed that the supply covers three (3) years with their allocated
quotas and in phases renewable.
3. Each supply quota has its allocated supply number
and must be clearly indicated on supply packages.
4. The Procuring and Disposing Entity has an approved budget
from Government funds towards the initial cost of the procurement
and installation.
The Procuring and Disposing Entity intends to use these funds to
place a contract for which this Procurement document is issued
in accordance to the country’s PPDA.
5. Payments will be made directly by the Procuring and Disposing
Entity and will be subject in all respects to the terms and conditions of
the resulting contract placed by the Procuring and Disposing Entity, to
the Provider by Telegraphic Transfer.
6. The solar input units and installations agreed upon are:

STATEMENT OF REQUIREMENTS
Technical specifications of the required 85,000 units of solar street
lighting of which50,000 units must be single lamp while 35,000
units must be of two/double lighting, applicable standards and
regulations, system integration requirements, design procedure and
parameters etc.
Attached as appendix sections 5800-5815 which shall be construed
with modification of what is applicable to the supplier and / or
installer

SECTION 5800: STREET LIGHTING


85,000 UNITS OF SOLAR STREET LIGHTING OF 50,000 UNITS
MUST BE SINGLE LAMP WHILE 35,000 UNITS MUST BE OF
TWO WAY/DOUBLE LIGHTING.

ANNEXURE -A
I. SCOPE OF WORK AND TECHNICAL SPECIFICATIONS

SCOPE OF WORK
The scope of work includes design, supply, installation, Civil work,
testing, commissioning of Solar LED Street Lighting System including 05
years comprehensive warranty maintenance in five cities (05) of Uganda as
specifications.

GENERAL TECHNICAL SPECIFICATION:


A Solar Light consist of white LED luminary of maximum 12 Watt ( LED +
Driver) as per configuration along with solar PV modules and battery of
given capacity, necessary control electronics-inter connecting wires /
cables, module mounting structures etc. to operate the load for dusk to
dawn. The broad performance specifications of a White Light Emitting
Diode (W-LED) light source based solar street lighting system are given
below

MINIMUM TECHNICAL REQUIREMENTS / STANDARDS


1. DUTY CYCLE
i. The LED solar street lighting system should be designed to
operate for dusk to dawn

2. SPV MODULES:
i. Only indigenous modules of reputed brand such as BHEL, BEL,
CEL, REIL, Tata BP Solar, Moser Baer, or equivalent ( IEC Tested)
shall only be used in the project. Crystalline high
power/efficiency cells shall be used in the Solar Photovoltaic module.
The power output of the m o d u l e shall not be less than 75 Wp at
16.4 +- 0.2 Volt under standard test conditions (STC).

ii. The open circuit voltage of the PV modules under STC should be at
least
21.0 Volts.

iii. The terminal box on the module shall be designed for long life out
door operation in harsh environment should have a provision for
opening for replacing the cable, if required.

iv. The offered module shall be in accordance with the requirements


of MINISTRY OF ENERGY AND MINERAL DEVELOPMENT (MEMD).

v. Conformity with IEC 61215 edition II / BIS 14286 for Crystalline.


The bidder shall submit appropriate certificates.

vi. Module efficiency should not be less than 14%

vii. IDENTIFICATION AND TRACEABILITY


Each PV module must use a RF identification tag (RFID), which
must contain the following information:

(i) Name of the manufacturer of PV Module


(ii) Name of the Manufacturer of Solar Cells
(iii) Month and year of the manufacture (separately for solar cells
and module)
(iv) Country of origin (separately for solar cells and module)
(v) I-V curve for the module
(vi) Peak Wattage, Im, Vm and FF for the module
(i) Unique Serial No and Model No of the module

(viii) Name of the test lab issuing IEC certificate


(ii) The RFID should be inside the module laminate.

3. BATTERY
I. Battery shall be Flooded Electrolyte Tubular Lead Acid, Low
Maintenance type with low antimony lead alloy plates and ceramic
vent plugs. The batteries should conform to IS 1651 / IS 13369/
IEC61427 standards. A copy of the relevant test certificate for the
battery should be furnished. The battery of reputed Indian make
Exide, Amco, HBL, Luminious, Amar raja, Tata power, Sukam or
equivalent
II. The battery will have a minimum rating of 12 V, 75Ah at C/10
discharge rate.
III. DOD shall be 75 % i.e. at least 75% of the rated capacity of the
battery should be between fully charged and load cut off conditions.
IV. Battery should conform to the latest BIS/ International standards.
V. Battery need to be housed in the luminaire fixture only along with
proper ventilation. No separate battery box is allowed.
VI. Protection: Temperature compensated charging for battery
viii. Batteries shall be provided with micro porous vent plugs & acid
level indicator.

4. Light Source:
i. The light source will be of white LED type The color temperature of
white LEDs used in the system should be in the range of 5500 degree
K – 6500 degree K. Use of LEDs which emits ultraviolet light will not be
permitted.

ii. The illumination should be uniform without dark bands or abrupt


variations, and soothing to the eye. The light output from the white
LED light source should be almost constant.

iii. The lamps should be housed in an assembly suitable for outdoor use
and shall comply to IP65.

iv. High power LED of minimum 1 watt each capacity capable to


withstand maximum 1 amp driving current having lens angle greater
than 120 degree shall be used.

v. The total luminarie efficacy should not be less than 80 lumens per
watt.( Including all loses) i.e the lumens output of luminare should
not be less than 960 lumens.

vi. All LED in circuit must be connected in series only. It must


incorporate fail short mechanism in all LEDs

vii. The LEDs used in the Luminaire should have life time more than 50,000
hrs.

viii. The lumen depreciation of LED shall not be more than 30% even
after 50,000 burning hours.
ix. Power consumption of the LED Luminaire / Lighting unit shall not be
more than 12 W (including LED Driver power loss).
xii. The connecting wires used inside the luminaries, shall be low
smoke halogen free, fire retardant e-beam cable and fuse
protection shall be provided at input side.

xiii. Auto resettable reverse polarity protection shall be provided

xiv. In order make the system performance better and longer life a
suitable micro controller dimmer may be provided to dim the light
about 50% between 11 PM to 5 AM in night.

5. ELECTRONICS

I. The total electronic efficiency should be at least 85%.


II. Electronics should operate at 12 V and should have
temperature compensation for proper charging of the
battery throughout the year.
III. No load current should be less than 20 mA.
IV. The PV module itself should be used to sense the ambient
light level for switching ON and OFF the lamp.
V. The PCB containing the electronics should be capable of solder
free installation and replacement.
VI. Necessary lengths of wires/cables, switches suitable for DC use
and fuses should be provided.

6. ELECTRONIC PROTECTIONS

I. Adequate protection is to be incorporated under “No Load


“Conditions
e.g- when the lamp is removed and the system is switched ON.
II. The system should have protection against battery overcharge and
deep discharge conditions.
III. Fuse should be provided to protect against short circuit conditions.

IV. Protection for reverse flow of current through the PV


module(s) should be provided.
V. Electronics should have temperature compensation for proper
charging of the battery throughout the year.
VI. Adequate protection should be provided against battery reverse
polarity.
VII. Load reconnect should be provided at 80% of the battery
capacity status.

7. MECHANICAL HARDWARE

(i) A metallic frame structure to be fixed on the pole to hold the SPV
module(s).
(ii) The frame structure should have provision to adjust its angle of
inclination to the horizontal between 0 and 45, so that the module can
be oriented at the specified tilt angle.
(iii) The pole should be made of Galvanized Iron (GI) pipe.
(iv) The lamp housing should be water proof and should be painted
with a corrosion resistant paint.

(v) The length of pole should be 5 meter.

(vi) A vented, acid proof and corrosion resistant metallic box with a
locking arrangement for outdoor use should be provided for housing
the battery
(vii)The metallic arm for holding the light assembly should be set at a suitable angle
to maximize uniform illumination of desired level over the specified area (4 meter
wide road). The arm length of luminary holder from pole should be 0.5 meter for
its easy approachability for repairing and replacement.

8. INDICATORS

I. The system should have Five cities indicators, green and red.
II. The green indicator should indicate the charging under progress and
should glow only when the charging is taking place. It should stop
glowing when the battery is fully charged.
III. Red indicator should indicate the battery “Load Cut

9. ELECTRIC CABLE
The electric cable used shall be twin core PVC insulated water and UV
resistance copper cable of minimum size 1.5mm.

10. INSTALLATION OF SYSTEM:


The system should be properly installed at site. The SPV module
mounting structure along with pole should be properly grouted
depending upon the location and requirement of the site. The grouting
should be such that it should withstand the maximum wind speed
/storm. The pole should be grouted with CC mixture of 1:2:4 of dia 350
mm having depth of 750 mm and 200 mm above ground level with
225 mm dia. Adequate space should be provided behind the PV
module/array for allowing un-obstructed air flow for passive cooling.
Cables of appropriate size should be used to keep electrical losses to a
bare minimum. Care should be taken to ensure that the battery is
placed with appropriate leveling on a structurally sound surface. The
control electronics should not be installed directly above the battery.
All wiring should be in a proper conduit or capping case. Wire should
not be hanging loose. Any minor items which are not specifically
included in the scope of supply but required for proper installation and
efficient operation of the SPV systems, is to be provided by the
manufacturer as per standards.

11. WARRANTY
The mechanical structures, electrical works including power conditioners/
inverters/ charge controllers/maximum power point tracker
units/distribution boards/digital meters/switchgear/ storage batteries,
etc. and overall workmanship of the SPV power plants/systems must be
warranted against any manufacturing/ design/ installation defects for a
minimum period of 5 years.

12. Traceability of the product to be supplied


In order to prevent the misuse of the product such as unauthorized sale or
diversion to the open market, the following incorporation shall be made
in the product. Engraving (or) Screen printing of CSR –BSL at a suitable
place on the main components viz., SPV Panel, Battery, LED Lighting Units
to be used in the installation of the solar street lighting systems.

II. QUALITY AND WARRANTY

I. All the components and parts used in the solar street lighting systems
should conform to the latest BIS or IEC specifications, wherever such
specifications are available and applicable.

II. The street lighting system including the battery will be warranted
for a period of 5 years from the date of commissioning.
III. The PV module(s) will be warranted for a minimum period of 25
years from the date of supply. The PV modules must be warranted
for their output peak watt
capacity, which should not be less than 90% at the end of Ten (10)
years and 80% at the end of Twenty-five (25) years.
IV. The Warranty Card to be supplied with the system must contain
the details of the system.

III. OPERATION and MAINTENANCE MANUAL


An Operation, Instruction and Maintenance Manual, in English and
Hindi should be provided with the Solar Street Lighting System. The
following minimum details must be provided in the Manual:

I. Basic principles of Photovoltaic.

II. A small write-up (with a block diagram) on Solar Street Lighting


System - its components, PV module, battery, electronics and
luminaire and expected performance.
III. Type, Model number, Voltage & capacity of the battery, used in the
system.
IV. The make and wattage of the LED used in the lighting system.
V. About Charging and Significance of indicators.

VI. Clear instructions about erection of pole and mounting of PV


module (s) and lamp housing assembly on the pole.

VII. Clear instructions on regular maintenance and troubles hooting of


the Solar Street Lighting System.

VIII. DO's and DONT's.

IX. X O&M Manual should contain the make, model number, country of
origin and technical characteristics of W-LEDs used in the lighting
system.

X Name and address of the contact person for repair and maintenance,
in case of non-functionality of the solar street lighting system

V. Technical Bid

V. Other Condition:
1. Design, supply, installation, civil work, testing, commissioning of
Solar LED Street Lighting System in Five cities of Uganda–as
follows: Kampala, Jinja, Fort Portal, Mbale and Mbarara
2. To provide five-year warranty and maintenance support for
complete installed system.
3. The maintenance work by supplier should also involve, regular top
up of water in the Solar Batteries and cleaning of Solar panels for
removal of dust, as per system requirement along with five-year
warranty and AMC
VII. Condition for Financial Bid
1. The rates quoted are as per the requirement, specification terms &
condition mentioned in the tender document. MUST BE IN USD
2. The rates are inclusive for 05 years warranty and maintenance
support for complete installed system.
3. The rates are inclusive of all expenses of registering your company
locally in Uganda, storage, transportation up to site, insurance etc.,
and any other job required to execute the work properly.
VIII. PAYMENTS:
The payments shall be made as per the following terms and conditions:

i) 60% of the ordered value before the supply of the system /goods.
ii. 25% of the ordered value after production the goods.

iii) The balance 15% payment to be released after successful


commissioning duly countersigned by the designated officer on satisfactory
performance.
