SUBJECT: Submission of Projects for Capital Formation and Clarification of Specialty


Center Targets in the 2023-2028 Hospital Scorecard

I. BACKGROUND

The Hospital Scorecard, as issued in Department Memorandum (DM) 2023-0068 as


amended, is a performance and reporting tool used to measure and track the performance of all
Departmen t of Health (DOH) hospitals. Its indicators will serve as the standardized strategic and
core commitments of the hospitals as part of their Office Performance and Commitment Review
Report.

Strategic indicators 3 and 6 highlight the contribution of DOH hospitals to national


development targets such as increasing access to specialty care, expanding service capability, and
increasing hospital bed capacity in the Philippines. These indicators measure performance in
project management and the timely achievement of set targets and goals. They likewise signal the
strong commitment of DOH hospitals to continued improvement. As such, DOH hospitals shall
select their projects that will be monitored and rated for the scorecard.

II. STRATEGIC INDICATOR: CAPITAL FORMATION

A. Selection Projects
1. DOH Hospitals shall select one infrastructure or equipment project from their Hospital
Development Plans (HDPs) or in the Annual Progress Report (APR) that contributes to
their chosen development target listed in bit.ly/CF2023-2028. Any project that
contributes to the chosen development target can be selected regardless of funding
source.
DOH hospitals shall submit their identified development targets and projects, using the
template provided in ANNEX A, signed by the Medical Center Chief or Chief of
Hospital via bit.ly/HDPsubmissions within one month after the enactment of the
General Appropriations Act (GAA).
The Health Facility Development Bureau (HFDB) shall verify if the selected project
contributes to fulfilling the chosen development category and is reflected in the HDP or
APR. The HFDB shall request the hospital to resubmit a new project or revised project
description if, upon evaluation, it
is unclear how the project fulfills verifiable gaps.

In the event that the hospital fails to submit a project one month after the enactment of
the GAA, the HFDB shall proceed and select a development priority and funded project
for the hospital.
5. The HFDB shall publish the selected projects via bit.ly/HDPTrack2023-2028.

. Scoring and Means of Verification


1. DOH hospitals shall be scored based on the achievement of the chosen project contract
timelines. See ANNEX B for the scoring for the indicator.
2. DOH hospitals shall submit the listed documents in ANNEX B as means of verification
of the progress of the chosen project through the same online platform
(bit.ly/HDPsubmissions).

III. STRATEGIC INDICATOR: FUNCTIONAL SPECIALTY CENTERS

. Scoring and Monitoring Progress of Specialty Centers (SC)


1. DOH hospitals will be scored based on the functionality of specialty centers as
designated in Department Order No. 2021-0001 as amended and adherence to the
timelines agreed upon during the Subnational Planning Workshops (see
bit.ly/SCTargets2023-2028).
The HFDB shall conduct an assessment of the functionality of specialty centers and
release the report every 2nd semester of each year.
In the event that the project for the specialty center is not funded, DOH Hospitals shall
submit a new target year of completion signed by the Medical Center Chief or Chief of
Hospital via bit.ly/HDPsubmissions by the 4th quarter of each year. (see ANNEX A for
template)

IV. REPEALING CLAUSE

The targets, source of funding, and scoring metrics of strategic indicator 3 on capital
formation in DM 2023-0068-A are hereby repealed. All other provisions in DM 2023-0068-A not
affected by this DM still stand in effect.
