Broadcast Procedure applies when

1. A station transmits without expecting a response form any other station;

2. A station transmits a message without knowing if a response form another station will be
received or not.

Attention

If another station responds to a broadcast, then communication becomes an Exchange and the
Exchange procedure rules apply.

Typical subjects for broadcast are:

A) weather forecast/ report

B) Navigational information

Outline diagram of a Broadcast Procedure

1 Initial Call ( Address/ Identify/ Indicate content of the Broadcast/ Advise VHF channel on which
broadcast will be made/ Over

2 Switch-over Rules

3- Message ( Address/ Identify/ Indicate content of the Broadcast/ Broadcast message/ Out

Initial Call (Step 1)

Address/ Identify

This is done in the same way as in an Exchange, except that if the Broadcast is being addressed
to more than on station, it will be given as shown below:

A) All ships/ All stations (if addressed to ships and shore);

B) All ( type/ nationality/ company, etc) ships;
C) Name(s) of station(s) for which the Broadcast is intended

All ships in Malacca Straits

All ships in Malacca Straits
This is China Star, China Star November Alfa Alfa Alfa

Indicate content of the Broadcast

This is done so that the other stations can decide if it is necessary to listen to the Broadcast itself.
The phrase to be used is to be selected from the list of major communication subjects.

Example:
Wheater Report / Navigational Information ( fairway, depth, tide, current, wind, visibility, etc)

Advise VHF channel on which the broadcast will be made

The phrase to be used is: Change to VHF channel…

Over

Example:

Change to VHF Channel one-two
Over

Broadcast message (step2)

This is the step during which the message is sent. This transmission needs to contain only five
items:

1- The proper form of address

2- The proper form of identification
3- An indication of the content of the Broadcast
4- The message
5- The word out

End procedure (Step 3)

1- This is designed to allow other stations time to request repeats of all or part of the broadcast
message before the station making the Broadcast switches back to the watch keeping VHF
channel;

2- After saying out, the station making the Broadcast will listen for a short period;
3- If any of the stations wish for a repeat of all or part if the Broadcast message, then they should
request it now;

4- If a repeat is requested, the Broadcast becomes an Exchange;

5- If no request for a repeat is received within a reasonable time, the station that made the
Broadcast will switch his/her VHF set back to the appropriate watch keeping VHF channel.

Exercises:
Answer these questions:

1) How many types of VHF procedures are there?

A: Exchange procedure; Broadcast procedure

2) What is an Exchange? A Broadcast?

A: An exchange is when two or more stations achieve communication with each other.

A Broadcast may happen in two different manners: 1.when a station transmits without expecting a
response form any other station or 2. when a station transmits a message without knowing if a
response form another station will be received or not

3) Which three types of communication have the highest priority?

A: Safety messages

4) What is the main responsibility of the Controlling Station?

A: Making, maintaining and terminating contact.

Using the Readability Code, writhe down how you would say the following:

A) Your signal is barely perceptible ( I read you 1 )

B) I am receiving an excellent signal from you. ( I read you 5 )

The following four stages in a VHF Exchange are in the wrong order. Write down the letters
of the correct sequence.

A) Agree to a working VHF channel ( 2 )

B) Exchange messages ( 3 )
C) Terminate ( 4 )
D) Make contact (1 )
The following sets of elements each make up a particular kind of call. Name the types of
call.

A) Address - Identify - State VHF calling channel - Over ( switching channels )

B) Address - Identify - Out ( Terminate )
C) Address - Identify - Over ( Making contact )

A station may say Nothing more before ending a transmission, if it has no further messages to
transmit. What will it say if it does wish to pass on further messages? ( Stay on/ Stand by )

Write down the following messages.

A) Kotka Radio is about to make a Broadcast to ships in the Gulf of Riga*. The content of
the broadcast will be Ice Information and the VHF channel to be used will be 68

Control of Distress communications

• Distress communications will be conducted primarily on VHF channel 16. Other VHF channels
may be employed as necessary and silence imposed on them.

• No station is permitted to make transmissions which are unrelated to the resolution of the
Distress situation, on VHF channels which are being used for Distress communications

• To stop a station which is interfering with Distress communications, the Controlling Station (CS)
will make the following transmission:
“Silence Mayday” ( Radio silence is imposed to all vessels when SAR- operation is in progress)

Mayday
All stations All stations All stations
This is Avero Radio Avero Radio Avero Radio (1-3)
Time: one-three-three-zero UTC
Silence Mayday (/seelonce mayday/) - ( in French)

Only the ship in distress, or the station controlling the SAR activities has the authority to indicate
completion of distress communications. It will do so by making the following transmission

The termination of radio-silence is indicated with “Silence Fini”

Mayday
All Stations All Stations All Stations
This is Avero Radio (1-3)
Time: one-five-two-five UTC
Ocean Queen Sierra Lima Papa Alfa (ship that was in distress)
Silence FInit (in French)

This transmission will be made on each VHF channel on which silence was imposed.
Receipt of this transmission indicates that distress communications and their associated
restrictions are terminated. Normal working may now be resumed on VHF.

When a ship is threatened by serious and imminent danger and requests immediate assistance.

Fire, explosion
Flooding
Collision
Grounding
Danger of Capsizing
Sinking
Disable and adrift
Armed Attack / piracy

8. In what circumstances are you legally required to assist another ship?

I am legally required to assist another ship in order to save lives when it’s endangered/ in danger

9. In case where these circumstances referred to in question 8 apply, and you did not go to
the assistance of the other ship, what action must be taken?

If I didn’t go to the assistance of the other ship, I must write an entry (a piece of writing) detailing
the circumstances and the reasons why you did not go to the assistance of the other ship in the
official logbook.

10. If you make an Acknowledgement transmission in response to an Initial Distress

transmission, what information should you be collecting together in order to be ready for
your next transmission?

The information I should be collecting together in order to be ready for my next transmission are
my position, speed and ETA at the position given in the Initial Distress Message

11. What is the address element of an Initial Distress Message transmission?

There is no separate address element. The distress marker word (Mayday) spoken three time is
automatically assumed (supposed) to be an address to all ships hearing it.

consecutively numbered

17. What information would you expect to get in a Distress Information Broadcast?

The information expected in a Distress Information Broadcast are position, problem and
assistance required.

18. You are involved in distress communications. A station interrupts with lower priority
traffic. Write out the transmission that you would use in order to tell that station to be quiet.

Mayday
All stations All stations All stations
This is ( Avero Radio) (1-3)
