CODE OF CONDUCT FOR MINUSCA UNMOs
1. This SOP will be applicable to all MINUSCA United Nations Military Observers (UNMOs) and
UNMOs deployed as staff officers. All Military observers shall:
b. Not indulge in acts of Sexual Exploitation and Abuse/Sexual harassment and endeavor
to prevent them.
f. Not produce fake/tampered documents for financial and other material gains.
k. Not involve them with mining business as it would constitute PEFiminal offence under
CAR Penal Code.
l. Not involve himself/herself in any sort of human rights violation.
2. All Military Observers are to ensure the effective and strict adherence of this SOP with
immediate effect.

INTRODUCTION
1. The role of Military Observers in a peacekeeping mission is a vital one and no more so than in
MINUSCA. UNMOs are required to operate in tough environments and be confronted with challenging, often
dangerous situations. It is therefore essential that clear parameters are laid down on the standards and
procedures governing the operations of MINUSCA UNMOs and all members of the organization.
2. It is imperative that TCCs select military personnel with the right PEFedentials, capabilities and
qualifications to serve as UNMOs and prepare them for their assignment. The responsibility of imparting
mission specific training to UNMOs, their judicious deployment / employment and efficient administration
devolves on the Mission.
3. As and when necessary, this publication will be updated to reflect latest developments in MINUSCA’s
mission and UNMO procedures. All are encouraged to consider where additions/ amendments might be
needed, and to feed these into UNMO FHQ, MINUSCA.
4. Expectations of the environment from UNMOs will always be high. A great degree of initiative,
commitment and professionalism required by UNMOs to live up to the expectations of the environment. While
operating in conjunction with contingents a great degree of maturity is essential to understand the peculiarities
of each other’s roles, capabilities and limitations. Security concerns predominate when UNMOs are called upon
to operate in an area where Chapter VII provisions have been invoked. The fact that UNMOs are unarmed and
Teams have a multi-national composition makes them relatively more “accessible” in the eyes of the public at
large. Contingents are relatively a more potent entity and their presence offers incidental security to UNMOs
operating within their area of responsibility (AOR). Synergy between various components of military (and civil)
is desirable to serve Mission interests.
5. Vastness/remoteness of the Mission area, the scope, dimension and complexity of MINUSCA
operations in Republic Central African (CAR) impose additional demands on UNMOs with perhaps few
parallels in other Missions.

6. The management of UNMOs during their life cycle in the Mission should be carried out based on certain
fundamental precepts which need to be codified for posterity.
AIM
7. The aim of this SOP is to provide the rules, regulations and practices which constitute the basic
guidelines/framework for management of UNMOs in MINUSCA.

SECTION 1: PRE-DEPLOYMENT FORMALITIES
9. UNMOs sponsored for service in MINUSCA should fulfill the following qualitative requirements:
a. Mandatory PEFiteria
(1) Services Experience. Minimum six years of military service.
(2) Language Proficiency. Should possess a fair working knowledge of English (read,
speak, write) and French to do justice to their assignment in the Mission.
(6) Computer Skills. Basic skills are required for the use of computers in MiPEFosoft
Office/Internet and related applications in a network centric environment.
(7) Medical Fitness. Should be medically fit to endure the rigors of the assignment. UN
Medical Health Standards are given at Annex A. A complete set of medical documents
in respect of all UNMOs is to be forwarded to the UN Headquarters at New York, prior
to their departure to Mission Area. Two copies of these documents should also be
carried by the UNMOs on person. If an UNMO is arriving to the mission with medical
problems that has effect to his/her duties, he is obliged to inform the UNMO
COORDINATOR and present proof of his/her problems to the Force Medical Officer.
If these problems prevent the UNMO from being capable, effective member of a TS,
he should be repatriated on the cost of the TCC.
b. Optional/Desirable PEFiteria
(1) Knowledge of French/Sango is preferred.
(2) Proficiency in exploitation of Global Positioning System (GPS), commercial High
Frequency (HF)/Very High Frequency (VHF) communication equipment, (including
satellite phones) and multimedia imaging equipment (digital still and video cameras).

DPKO/Mission HQ to structure their Pre-Dispatch Training Programs. Points of emphasis for training to be
imparted by TCCs are given at Annex B.
11. SPEFeening of UNMOs. Within 7 days of their arrival in the Mission the UNMOs will be sPEFeened
during the Induction Course for their driving skills and proficiency in English/French language. English/French
Test shall be arranged and conducted by the Military Training Section/U7, while Driving Test is a full
responsibility of the MINUSCA Transport Section. An UNMO who fails English/French Test shall be
sPEFeened by the Board of Officers, which is an FHQ representative body, chaired by Chief Military Observer
(Deputy Force Commander) and Deputy Chief Military Observer. Upon the result of the interview the Board
makes a recommendation to the Force Commander on the possibility of the UNMO being repatriated. The
Driving Test may be taken twice by the UNMOs, the second attempt must be taken in the second week after
arrival. Applicants attempting to improve their driving skills before a final reassessment are not authorized to
avail UN vehicles for this purpose. Those who fail to make the grade shall be repatriated at the expense of
the national government.
12. Documents. UNMOs arriving in the Mission should be in possession of the following documents:
a. Passport. An official/diplomatic passport valid for two years from the date of arrival in the
Mission (this is to cater for normal tenure of duty and envisaged extensions).
b. Visa Currently UNMOs do not need Visa to enter CAR. However UNMOs should be in
possession of Note-Verbal issued by UN (To Whom It May Concern, Travel Authorization and
Movement of Personnel).
b. Issued Items. The following items are issued to UNMOs by Supply Section on arrival:
(1) Blue Beret (one every six months).
(2) Blue Peaked Cap (one every six months).

(3) Cap Badge.
(4) Neck Scarf.
(5) Shoulders UN Insignia.
c. UNMOs must have Fragmentation Jacket and Blue Helmet. If someone fails to bring the jacket
and blue helmet he/she must bring this thing to the notice of the UNMO Coordinator. In turns the UNMO
HQ should report it to the permanent mission of that particular country.
d. Clothing and Equipment Allowance. An amount of US$ 200 for each full year of service will
be paid as Clothing and Equipment Allowance in two equal installments at the commencement of
tenure and on completion of tenure in Mission Area.
14. Banned Items. UNMOs are prohibited to bring, acquire or be in possession of any firearms, weapons,
including swords, PEFossbows etc. in the Mission Area.
15. Baggage Packing/Travelling Advice. To safeguard against accompanied booked personal baggage
being misplaced during transit, UNMOs are advised to carry important documents and essential items to
function for up to a week on their person/in their cabin baggage. It is desirable to also keep a photocopy of
Passport, International Vaccination Certificate, Travel and other important documents. UNMOs should also
have the contact details of their Embassies/High Commissions or UN offices at transit halt stations en route
that can be contacted in case of an emergency.
16. Photographs in Mission Area. Besides a ban on taking photographs of security related installations,
locals are also circumspect about being photographed. UNMOs are advised to be disPEFeet in photographing
locals and it is advisable to seek their prior concurrence.
18. Date of Arrival. TCCs would do well to deploy UNMOs so as to reach Bangui early to enable them
to complete documentation formalities and settle down prior to attending the Induction Training Course.
Rotational reliefs should be planned by TCCs so that the reliever arrives in the Mission two weeks prior to the
date of departure of the present incumbent.
19. Reception at Bangui Airport. UNMOs on arrival at CAR will be received at Bangui Airport, by
representatives from the MINUSCA Travel Unit. They will assist the new arrivals with immigration/visa
formalities, accompanied baggage retrieval and conveyance to hotel/place of residence. UNMOs are
requested to handover their Passport to the MINUSCA representative which will be given back the same day.
Those UNMOs that are arriving to Bangui before 12.00 should report to FHQ UNMO HQ on the same day.
20. Accommodation. UNMOs from certain countries have rented private residences in Bangui and
arrangements exist for UNMOs, on arrival, to be accommodated in these. UNMOs, while hiring private
accommodation in the Mission Area, must ensure that it is within the nominated MINUSCA Security Zone of
the place/station. The accommodation used by UNMOs have to meet the security requirements of UNDSS

(Must Compliance) and must have an approved security clearance from MINUSCA. UNMOs on arrival can
stay at the following hotels nominated by MINUSCA (Approximate daily tariff as at 2016 is indicated):
a. Hotel Ledger 77500 CFA/Night
b. Hotel Somba 32000 CFA/Night
c. Hotel Oubangui 45000 CFA/Night
21. Reporting to Duty
a. Arrival at Bangui Airport Before 1200 hours on a Working Day (Monday through Friday).
UNMOs who arrive at Bangui Airport prior to 1200 hours on a working day shall report to the CMPO’s
office (U1) at Force HQ at 1430 hours on the same day. After release they have to report at FHQ,
UNMO HQ.
b. Arrival at Bangui Airport After 1200 hours on a Working Day (Monday through Friday).
UNMOs who arrive at Bangui Airport after 1200 hours on a working day shall report to the CMPO’s
office (U1) at Force HQ at 0830 hours on the next working day. After release they have to report at
FHQ UNMO HQ.
22. Check-In. The following actions shall be completed during the Check In process under arrangements
of CMPO’s office (MPO 3 Desk):
a. Issue of MINUSCA Identity Card. The Identity Card will have a period of validity
corresponding to the tenure of duty of the UNMO (normally one year). In case of the UNMO’s tenure
extended, the validity of the ID card can be extended at any MINUSCA Security ID Office when
necessary/required. The purpose of the UN identification (ID) Card is to identify the individual as a
member of MINUSCA. All UNMOs must carry their UN ID Cards at all times as it is the only identity
document required by a member of MINUSCA and to claim privileges and immunities stated in Article
VI of the Convention on the Privileges and Immunities of the UN. (For details refer Annex E) On
reporting to MINUSCA, the incoming UNMO will be given a blank form to complete by the
Administrative officer in which the following information is required, after which the Chief Security
Officer (CSO) will then issue the UN ID cards:
(1) Name, Rank, Nationality.
(2) Date of arrival in CAR.
(3) Date of Birth (Day - Month - Year).
(4) Height, Weight, Identification mark.
(5) Blood group.
(2) Requisition for Advance. An initial advance of 30 days amount is paid to the UNMOs
during the initial check in. Cheques for advance amount are issued by the Finance Section,

which can be cashed at the ECO Bank (Business Hours: from 09.00. to 13.30., Monday to
Friday and on Saturday 0900 to 1100).
(3) Initial Travel Claim. Air tickets, boarding passes, receipts for packaging and baggage
handling expenses, etc. are required to be attached in support of the claim.
(4) Inventory of Personal Effects and Valuables. On arrival all UNMOs must provide
details of personal effects and valuables (along with costs and date of purchase) in their
possession. These particulars are important as they form the basis of any property
compensation claims subsequently. Changes in the Inventory should also be notified from time
to time. Form for submitting above details is given at Annex F.
c. Undertaking. All UNMOs on arrival are required to give an undertaking as per the format given
at Annex G.
e. Commercial Mobile Prepaid Card/DUTY phone and SIM card. If UNMOs so desire, mobile
prepaid cards (Telecel/Orange) can be obtained at Bangui. One duty SIM card and one mobile phone
should be provided to the DCMO, to the UNMO COORDINATOR and each Sector UNMO Commander,
TS leader. The mobile phone should have hot spot capability. The SIM card must have possibility to
connect to the internet. Each TS leader should have 3 GB per month for backup the official internet
provided to the team/office.
f. Personal Document Folder UNMOs would do well to preserve a copy of all documents,
particularly those pertaining to financial matters, in a Personal Document Folder.
g. Interview. All UNMOs during the Check-In/pre-deployment period shall be interviewed by the
UNMO COORDINATOR at the earliest available opportunity. UNMOs during the interview may
indicate their choice of initial deployment, if any. All UNMOs are to be welcomed by the CMO (in his
absence by the DCMO) on finishing their check-in, getting ready for deployment. All UNMOs getting
outstanding PEF (confidential report) at their EOT should also be brought to the CMO/DCMO before
final departure.
(1) Concept. This training will consist of initial training for new arrivals in Mission Area
and continuation training during their tour of duty. The basic concept for Initial Training would
be imparted in three modes as follows:
(a) A Self Study Package on selected topics would be issued to UNMOs on the
commencement of the Induction Course.

Training on important topic will be organized at the Integrated Training facility of the
Mission in collaboration with U7.
(c) On the job/hands down training will be imparted at Sectors/Team Sites under
the aegis of UNMO HQ/Team Leader training.
(2) Initial Training The aim of initial training is to provide a new UNMO with basic
knowledge of MINUSCA and the situation in CAR. A sample Training Curriculum is as shown
in Annex H. The following subjects are covered:
(a) Essential.
(b) Desirable.
i. FC/CMPO Welcome.
ii. Duties.
iii. MEDEVAC and Hygiene Sanitation.
iv. Communications (practical training).
v. Finance.
vi. Life at the Team Sites.
(c) Additional.
(1) Level of assimilation/ proficiency will be assessed through proficiency tests as follows:
(a) English and French Language Proficiency Test. (Pass percentage –
60%). UNMOs who fail the Test shall be brought before a Standing Repatriation
Board consisting of Deputy Force Commander, Force Training Officer and any other
competent official from MINUSCA.
(b) Driving Test. The UNMOs should arrive to the mission with necessary
driving skills to pass the driving test. MINUSCA is not conducting any driver training
for the UNMOs, those who fail to qualify in the first attempt and feel a need for training

shall arrange it for themselves prior to taking the Test for a second time. In case the
UNMO fails to qualify at the second attempt, he/she shall be repatriated.
(c) Final test. The test would also cover subjects included in the self-study
package.
j. UNMOs will be categorized as potential Team Leader. The following PEFiteria will be adopted
:
k. Emphasis of training will be on military related fields/disciplines and skills required by UNMOs
for discharging their duties (instrument based navigation, radio communication, mine awareness,
patrolling, first aid etc.).
l. As far as practical, a one-day curriculum would be so structured that it affords the leeway for
an UNMO to join the curriculum at any stage.
m. Refresher training may be organized from time to time at Sector HQ/Team Site.
n. The training standards of UNMOs shall be periodically assessed during inspections by FHQ
UNMO HQ and UNMO Commanders of the Sectors.
23. Responsibility. Induction Training will be organized under the aegis of Chief Integrated Training
Cell/Force Training Officer/U7.
24. Duration. Initial Training will be organized for duration of six days including one day as reserve (this
is to cater for a UN Holiday which may fall within a week). Training at Sectors will be carried out during transit
period under arrangements of Sector UNMO Commander. The first week of the UNMO at his first Team Site
should be devoted to on the job training under the arrangements of the Team Leader.
25. Training curriculum. Sample training curriculum is given at Annex H. The training curriculum
would be subject to a revision every six month by the Force Training Officer/U7 to address changed Mission
priorities, if any.
26. Nominal Roll. Nominal Roll of all UNMOs due to attend an Induction Course along with extract of bio
data will be forwarded to Military/Integrated Training Cell by CMPO’s office (MPO3 Desk), a day before the
commencement of the course.
27. Course Results. Language and Driving Test results will be intimated to CMPO’s Branch within 48
hours of conduct. Consolidated Course Results to include result of Language, Driving and Final Test will be
forwarded to CMPO’s office (MPO3 Desk) on the following Monday. Potential Team Leaders will be specifically
indicated in the Result Sheet.
28. Guidelines. The CMPO’s office in coordination with the FHQ UNMO HQ is responsible for the initial
deployment/re-deployment UNMOs drawn from various countries. UNMOs, besides being assigned to Team
Sites, may also be assigned to staff posts in various HQs and branches but the total number of UNMOs on

staff must not exceed the 10 % of the UNMOs’ total strength. While the CMPO’s office posts UNMOs to UNMO
HQs Sectors, their subsequent assignment to Teams and appointments under the SHQ UNMO HQ will be
approved by UNMO COORDINATOR based on the recommendation of Sector UNMO Commanders of the
SHQ. Initial/Re-deployment of UNMOs will be guided by the following considerations:
a. Maintain national balance in various Sectors through a fair and proportionate distribution of
vacancies to all nationalities.
c. Ensure that talent within the Mission is fairly/evenly distributed in all Sectors.
d. Manpower deficiencies will equally be shared between Sectors.
e. Carry out minimum inescapable re-deployments.
f. Minimum tenure of UNMOs at any Team Site should desirably not to be less than 4 months.
g. UNMOs in difficult (RED) Team Site, should be rotated with those in less difficult (GREEN)
Team Site or Staff Appointment. It should be an endeavor to post UNMOs during their initial deployment
in the mission to difficult (Red) Team Site. Initial postings to Green Team Sites can be done in
exceptional cases within operational/personnel management requirements only after approval of
DCMO. For categorization of Team Sites see Annex J – FHQ UNMO HQ is to liaise with U2 for
categorizing the TSs and updating the status on a regular basis.
h. Only officers who have served in Team Sites or have previous Mission experience as UNMOs
will be appointed to UNMO HQs.
i. Ideally, Sector UNMO Commanders in the Mission will be selected from different countries.
j. Posting of UNMO Commander will be done by the UNMO HQ. No team site member will be
deployed at any team site with the same nationality of any major contingent represented nearby the
team site.
k. Team Sites and SHQs will be organized on the Rainbow Concept, i.e. no two officers should
be from the same country.
l. All efforts will be made to post at least two French speaker in each Team Site. Initial choice
of postings of UNMOs will be ascertained and an effort will be made to accommodate these requests.
UNMOs in difficult (Red) Team Sites should be rotated with those in less difficult (Green) Team Sites
or staff appointments, within or outside the Sector. Rotational Plan will be prepared and disseminated
by the UNMO Commanders.
m. Any UNMO who has less than two months service in the Mission will not be re-deployed.
n. National seniors will as far as possible be posted close to the Capital of Bangui, or in SHQ
locations.
o. Female UNMOs should initially be deployed in pairs or sent to a team site where female
UNMOs are already present. Female UNMOs will be posted to TSs where there are basic facilities
available to support them.
29. Initial Deployment Order. The CMPO’s office will issue the Initial Deployment Order on the same
day of the receipt of the Induction Course results.

30. Booking of Passage/Baggage. On receipt of the Initial Deployment Order, UNMOs will book their
personal baggage through the FSS. After the approval, they coordinate the pickup with the Movement Control
(MOVCON) - Cargo Movement Request (CMR) Office. UNMOs will book their own passage by initiating
Electronic Movement of Personnel (eMOP) request based on the flight schedule. UNMOs will be routed via
the Sector UNMO HQ or directly to the TSs as per transport availability.
31. Time at Sector HQ. UNMOs are often required to stay at FHQ/Sector UNMO HQ for a number of
days awaiting the arrival of their personal baggage and due to non-availability of connecting flights/convoys.
In these cases they must show up at the UNMO HQ each working day at 08.30 in uniform. Their presence
should be registered on an attendance sheet. Those that fail to register can be reported to FHQ U1 and the
unjustified days must be withdrawn from the UNMO’s following month’s MSA. If it happens in the last months,
it has to be taken from the retained 500 USD. Efforts will be made to allow UNMOs during initial/re-deployment
to carry 130 Kg accompanied baggage so as to minimize transit delays. The transit period should be
productively utilized with the following activities under the arrangements of the UNMO COORDINATOR/Sector
UNMO Commander:
a. Consolidation training (building up on the training imparted during the Induction Course. This
may include attachment to a local Team Site).
32. Team Site. A Team Site is established in the Mission area to serve the operational requirements of
the Mission. A limited number of UNMOs are stationed at Team Sites to carry out specified tasks/duties in
accordance/conformity with the current Mandate. It is provided with communication, office equipment and
administrative wherewithal to perform the mandated tasks. Each Team Site will have a well-defined area of
responsibility (AOR) approved by the CMO.
33. Approval for Establishment of Team Site. The establishment of each Team Site is specifically
authorized by the Force Commander based on operational, security and administrative/logistics
considerations. A proposal for establishment of a new Team Site (including relocation) should be forwarded
by the Sector UNMO Commander or Sector Commander to FHQ UNMO HQ. The proposal should include:
a. Location.
b. Operational Justification.
c. Threat Assessment.
d. Administrative/Logistics Support Plan.
e. Communication Plan.
f. Security Plan (Including Evacuation Plan).
g. Proposed Timeframe for Establishment/Operation.
h. Special Considerations.

34. Strength and Composition. A standard Team will comprise of one leader and five members, with
each individual drawn from a different nationality (Rainbow Concept). At least one French speaker should be
posted to each Team Site. Preferably, an interpreter (National Staff) would also normally be posted to each
Team Site. If a Team Site is deployed to a location where MINUSCA have a CLA, the CLA should be involved
in the TS activities, visits as much as possible. In a Team, all members are of co-equal Status (irrespective of
rank) less for the Team Leader. Owing to certain compulsions/considerations a Team’s strength may be less
or more than the standard strength. Stipulation of minimum strength to be present at a Team Site is as follows:-
35. Potential Team Leaders Selection PEFiteria. UNMOs during the induction course are assessed for
their suitability as Team Leader. Only UNMOs who have been assessed to be suitable as Team Leaders can
be appointed as Team leader after they have rendered one-month physical service as a team member in the
Mission in the current tenure. UNMOs cannot claim the privilege of rank or seniority to be appointed as Team
leader. DCMO may deprive Team Leader whose performance is unsatisfactory of their appointment.
Team Leaders will be selected based on the following PEFiteria in order of priority:-
a. Rank and Military Service
b. Previous Mission Experience
c. Multi-lingual Ability
d. Performance in Final Test/ Interview
(2) Judicious tasking of various members of the Team based on their capabilities and
equitable distribution of work.

(10) Initiation of Performance Proficiency Form (PEF) in respect of all Team members.
(11) Ensure the reporting system is send properly according to the reporting system as per
ANNEX AA.
b. Deputy Team Leader. The Team leader will appoint a Deputy Team Leader in every Team
based on coordination with the Sector UNMO Commander. He/she will function as the Team Leader
in the absence of the appointed Team Leader. At any given time either the Team Leader or the Deputy
Team Leader must be present at the Team Site. His/her tasks include the following:
(1) Assist and advise Team Leader regarding all administrative, personnel, discipline,
welfare, entertainment, entitlement, privileges and protocol matters of all UNMOs in the team
site.
(2) Act as Acting Team Leader in absence of Team Leader when he is out of the AOR.
(3) In addition, he will perform the duties of his own as per his charter of duties.
c. Task of G-1.
(1) Prepare and handover the appointment letter to the UNMOs after duly signed by
appropriate authority.
(2) Arrange Team Leader’s initial/orientation briefing for the new UNMOs in the team site
on his/her arrival.
(3) Forward used eMoP and passport of UNMOs to G1 in FHQ UNMO HQ after new
arrival/CTO/temporary duties.
(4) Maintain personal database of all UNMOs containing their passport, ID, signature,
eMoP status, local and national address, local contact numbers, contact numbers of next of
kin, contact numbers of country senior in MINUSCA, EOT and e-mail address.
(5) Forward CTO/leave requests of UNMOs to SHQ UNMO HQ at least 15 days before
the CTO/leave starts.
(6) Forward eMoP request for approval to G1, SHQ UNMO HQ. If a Team Site has no
access to FSS, coordinate the preparation of the eMoPs with the SHQ UNMO HQ.
(7) Forward CTO/leave plan to SHQ UNMO HQ G1.
(8) Forward DMSR daily at 0900 to SHQ UNMO HQ G1.
(9) Forward the Monthly Attendance Sheet (MAS) of the month for all UNMOs to SHQ
UNMO HQ G1 on last week of each month.
(10) Record and preserve all update documents regarding CTO/Check out.
(11) Advise all UNMOs regarding GO PASS and TO WHOM IT MAY CONCERN
Certificate while proceeding on CTO if the place is out of the Mission area.
(12) Ensure that checking-out UNMOs have submitted their Performance Proficiency
Form (PEF) to the Team Leader 07 (seven) days before they leave the Team Site.
(13) Concern of all financial matters of UNMOs in the team site.
(14) Extent cooperation to Board of Inquiry and investigation in the team site.
(15) Write the Diary of the TS (TS history) based on the guidance of the Team Site leader.
d. Task of G-2.
(1) Advise team leader and assist G-3 with all information matters in the AOR.
(2) Collect, collate, analyze and disseminate information in the AOR.

(3) Maintain information database of the AOR. An example of the village profile is attached
in ANNEX AB to this SOP.
(4) Receive maps from FHQ UNMO HQ, update and preserve for the ready use.
(5) Issue maps to Daily patrol/LRP team.
(6) Liaise with local administration, Government officials, FACA, Police, Gendarmerie,
armed groups and other UN agencies working in the AOR to collect the update information.
(7) Maintain database of address and contact numbers of Local administrators, village
chiefs, important Government high officials, FACA, Police, Gendarmerie and armed groups’
commanders in the AOR.
(8) Maintain data base of road condition and distance of important locations in the AOR.
(9) Handle the GPS of the TS and give a presentation on its handling to the TS members.
e. Tasks of G-3.
(1) Advise team leader on all operational matters.
(2) Prepare the DSR in coordination with G-2, daily patrol team leader, interpreter and
send to G3, SHQ UNMO HQ every day by 1400 after checking by Team Leader.
(3) Arrange daily morning briefing and brief important reports from DSR, SHQ DSR,
MINUSCA bulletin, flash and special report from team sites, other sources.
(4) Arrange de-briefing of daily patrol and LRP on completion.
(5) Prepare weekly patrol plan, duty officer’s roster, monthly LRP proposal, LRP plan, LRP
REPORT as per ANNEX AA.
(6) Record all DSR, LRP plan, LRP report, weekly patrol plan, weekly duty roster, special
report, flash report, various case study and all documents on operational matters.
(7) Prepare team leader’s operational brief and keep it ready for any high official visitors.
(8) Issue all operational tasks for the team and UNMOs from the team leader.
(9) Update of all notice boards.
f. Tasks of G-4.
1) Advise team leader on all logistic matters.
(2) Send weekly Logistic Report, on every Thursday to G-4, FHQ UNMO HQ till 1000 hrs.
(3) Send Weekly vehicle report on every Wednesday to G-4, FHQ UNMO HQ till 1030
hrs.
(4) Maintain inventory of logistic items of the team site.
(5) Send tire update report on every Tuesday till 1000 hrs to G-4, FHQ UNMO HQ.
(6) Ensure proper maintenance of all the vehicles, tools, spare tires and accessories of
the vehicles.
(7) Ensure the refueling of the vehicles.
(8) Maintain proper accounting and distribution of fuel, MREs and UN supplied water
bottles.
(9) Monitor the receiving and distribution of all supply items and stationeries. Inspect both
the vehicles every day before first departure.
(10) Issue trip ticket (as 6 UNMOs are using) to both the vehicle on the 1st day of the month
and preserve old trip tickets (for own use of Team Site only).
(11) Record all logistic documents, orders, policies and hand over voucher.

(12) Monitor issue of fuel and fuel store regularly.
(13) Ensure UN supplied medicine box is filled up with necessary medicine.

g. Tasks of G-6.
1) Advise team leader on all communication matters.
(2) Send daily Communication Report (DPEF) to SHQ UNMO HQ every day.
(3) Maintain inventory of all communication and electronic items of the team site.
(4) Proper maintenance of all communication, Computers and electronic items in
coordination with CITS.
(5) Carry out daily radio check based on the schedule of the SHQ UNMO HQ every day.
(6) Maintain record of all communication and electronic items and spare parts from CITS.
(7) Record all documents, orders, policy and hand over vouchers of Communication and
electronic items in Computer.
(8) Ensure radio check with VHF/HF sets of both vehicles before daily patrol and Long
Rang Patrol (LRP).
(9) Handle the satellite phone of the TS. Provide guidance on its use to the members or
the team site on order of the TS leader.
h. Tasks of Daily Duty Officer.
1) Duty officer will act as the eye of the team Site.
(2) He will be the coordinating officer of the team site for the day.
(3) He will receive all telephone calls in the Team Site in absence of the concerned
officers.
(4) He will man the office from 0800 to 2200 hrs except lunch and dinner time.
(5) He will ensure the security of Team Site.
(6) He will ensure the daily routine of Team Site.
(7) He will monitor the mails and inform the concerned officer for action.
(8) He will attend during refueling and confirm proper accounting of fueling.
(9) He will ensure the shutdown of all computers at 2200 hrs.
(10) He will attend all VHF/HF radio calls/checks.
(11) He will attend in all visits posed to the team site.
(12) He will ensure the shutdown of all air conditioners at 2200 hrs.
(13) He will ensure that all the vehicles are in the team site by 2200 hrs.
(14) He will take/hand over duties in writing to the next duty officer.
(15) He will write daily dairy of the Team Site.

(3) One interpreter must be present in the team site during working hour as daily duty
interpreter. He will assist the daily duty officer and any other officer in their daily activities
(Action: Daily Duty Officer).
(4) Other interpreter will be as daily duty patrol interpreter. He will be always with the daily
patrol team. He will assist the daily patrol team leader and G3 in preparing DSR. (Action:
Daily Patrol Leader and G3).
(5) Interpreters will be responsible to submit their MAS to the G1 before last week of each
month.(Action: G1)
(6) Interpreters will be responsible to submit their application for renewal of their contract
to the G1 15 day before its expiry. (Action: G1).
(7) Interpreters will be responsible to ensure their eMoP is approved before proceeding to
LRP, leave.
(8) The working hour of interpreters is from 0830-1730 hrs daily except weekends
(Action: Daily Duty Officer).
(9) Interpreters will act as the interface between the Team Site and the local population
and report the issues without their personal biases and do not share any information without
the approval of the TS leader/patrol team leader.
(10) Interpreters may have to work outside the working hour without overtime if situation
demands.
(11) They will have to maintain the documents of all local affairs like memorandum,
complaints, letters for assistance etc.
37. Standard UN Equipment Issued to Team Sites. Besides transport, a plethora of communication,
IT, audiovisual, office equipment and administrative stores are issued to Team Sites. For details see Annex
K.
38. Tasking/Tasks. Sector UNMO Commanders will task various Teams through periodical (monthly)
Team Tasking Order. Tasks from FHQ (Including G2) and from Sector Commanders will be routed through
Sector UNMO Commanders. The Team Tasking Order includes inter-alia the General Information
Requirement (Information which has to be routinely collected by Teams on a long term basis) and Special
Information Requirement (Specific information required by a particular time). The Team Tasking Order must
be kept current with the changing scenario through series of Supplementary Team Tasking Orders. It must be
appreciated that Teams gather information (and not intelligence). UN ethics do not support the concept of
buying information and hence there is no “Source Fund”, which can be placed at the disposal of Teams.
Team members have to use their ingenuity, initiative, inter personal skills, tact and above all professionalism
to do justice to their role and live up to the expectations of the environment. Teams will have to evolve their
own modus operandi to serve Mission interests. While Teams are expected to constantly seek information
their limitations need to be appreciated by the environment and their tasking should be pitched at a
realistic/pragmatic level. Extracts of some relevant UN Mandates are given at Annex L. Generic nature of
the tasks, which could be assigned to the Teams, are:

b. Liaison, interaction, cooperation and support to UN contingents/agencies, national security
forces and government agencies of CAR, non-government organizations (NGOs) and like-minded
organizations working in the Team AOR and supportive of the UN cause in the Mission Area.
d. Support to DDR/DDRRR/DPEF program, arms embargo, electoral process and other initiatives
of MINUSCA.
39. Irrespective of where MINUSCA UNMOs are deployed, there are some tasks and responsibilities that
are likely to endure:
a. UNMOs to provide the means of reporting and recording events and trends, especially
regarding armed groups.
b. Monitoring of arms embargoes and activities related to illegal mining.
c. Contributing to one of MINUSCA’s primary tasks of protection of the civilian population.
d. Improving the image, presence and reassurance aspects of MINUSCA.
40. Documentation. To facilitate analysis and discern trends it is essential that information gathered is
methodically documented. The following documents will be maintained by Teams:
a. Team Daily Diary .This will contain the operational record of daily events within the Team
AOR and administrative details of the Team. A suggested format Team Daily Dairy is given at Annex
M.
b. Team Information Folder. This would contain catalogued information of the Team AOR –
its geography, communication systems, resources, habitations, demography, armed group, political
parties, prominent personalities, troop deployment/movement etc. Suggested headings for the Team
Information Folder are given at Annex N
(1) Team Weekly Patrolling Programme and Duty Roster. Format for Team Weekly
Patrolling Programme and Duty Roster is given at Annex O.

(2) Team Leave/Compensatory Time off (CTO) Planner. CTO of Team Members will
be sanctioned by the Sector UNMO Commanders based on the recommendations of Team
Leaders. The CTO of a Team Leader will be sanctioned by Sector UNMO Commanders. Sector
UNMO Commanders are to ensure that the minimum strength required at Team Sites is strictly
maintained. Format for Team Leave/CTO Planner is given at Annex P.
41. Routine at Team Sites. A rigid and standardized routine to be followed at each Team Site aPEFoss
the Mission is neither practical nor desirable. Routine at a Team Site will have to be adapted to the tasking,
priorities and circumstances unique to each Time Site. However, this should not discourage a Team Leader
from evolving a workable daily routine for his Team. This invariably shall consist of the following activities:
a. Communication Check. Must be carried out at least twice a day preferably once during the
morning and once during the evening (0830 hours and 2030 hours). Not only should the rear
communication link with the Sector/UNMO HQ but also the lateral communication link with the
neighboring contingent be checked. Besides integrity of active links, serviceability of all
communication equipment at the Team Site should also be checked. A record of communication
checks should be maintained. N/B: Most Radio checks are conducted at 0800 and 2000Hrs. So
UNMOs will have separate timing for TS radio check. The guidance should be given by the SHQ
UNMO HQ.
b. Briefing/Conference. Should be held once during the morning (0830 hours) and once in the
evening (1800 hours). Extracts of Sector/Force SITREPS/INTSUMS should be disseminated to all
Team members during these conferences. In the evening conference a review of the day’s activities
and tasking of members for the subsequent day should be carried out.
c. Patrolling. Patrolling will be done as per the Patrolling Programmed. The SHQ UNMO HQs
cooperate with the SHQ to prepare a Frago for the activities of the TSs for the following week. These
fragos are the basics of the patrolling of the TSs. The deviation from the approved frago/patrol plan
must be justified in the respected DSR. The SHQ UNMO HQs have to control the patrol plans of the
TSs and have to request changes/amendments in order to cover the whole AOR of the TS. It is
desirable that the neighboring TSs should meet once a month at the common boundaries of their
DSRs. The cooperation can be done directly or through the SHQ UNMO HQ. It should be pursued
that each TS should cover their AOR not including those parts of the travels that are admin visits and
conducted out of the TS’s AOR. Helicopter sorties may be demanded for surveillance and complete
coverage of Team AOR, particularly areas not served by roads. Each Team Site is to conduct a
minimum of two long range patrols (LRP) per month. (LRP: minimum one overnight, maximum five
days, at least 75 km away from the Team Site. For security reason, the coverage by HF/VHF radio
could/should be taken into account as well.
d. Reporting. The reporting system of the TSs are controlled primarily by the FHQ UNMO HQ.
The addressees and the CCs are sent out in guidance (ANNEX AA). The FHQ UNMO HQ states the
deadlines for the frequent reports that must be sent to the FHQ. For those reports that has to be
compiled by the SHQ UNMO HQs the FHQ UNMO HQ only decides on the deadline regarding the
SHQ UNMO reports (summaries). It is the responsibility of the SHQ UNMO HQs to control the timely
reporting and proper sending of the necessary reports by the TSs. A Team Daily Situation Report
(DSR) will be transmitted to the SHQ UNMO HQ. It should be the endeavor to pass the DSR by

1400Hrs. However, case an emergency occurs, a special/flash report must be submitted as soon as
possible (ASAP). The format of Team Daily Dairy given at Annex M may be used for the DSR too.
Special Situation Reports may have to be initiated to report special occurrences.
e. Allied Activities. This may include liaison (visits and phone contact) with various agencies,
commitment on special tasks, administrative activities etc.
f. Vehicle Check. Maintenance checks of the Team Site vehicles (tires, oil, water, etc.…) are to
be carried out daily.
42. Use of Vehicles. Vehicles of the Team Site must be used as per the UN transport rules as follows:
a. The TS vehicles should primarily be used for official duties.
b. Use of vehicles for personal use should be reported to TL prior use.
c. Personnel (Non UN) will not be transported by UN vehicle without proper
administration/approval.
d. UN vehicles should be returned to team site by latest 2000hrs (except Curfew hours).
e. Driver must wear seat belt and maintain UN speed limit.
f. UNMOs should park the vehicles in the team site after the patrol/official activities.
g. UNMOs should check the vehicle before starting it.
h. UNMOs should report any accident major/ minor to the team leader immediately.
i. UNMOs should report any loss of vehicle items immediately to the team leader.
j. The vehicle should be refueled when there is 50% fuel remaining in the tank.
k. G-4 will inspect both vehicles at 0840hrs or before patrol every day and report to TL.
l. The vehicle should be used after morning inspection.
m. Maintenance schedule, reception of tires or any other spare parts, replacement of any spare
parts and state of refueling to be recorded separately for both vehicles.
n. All the accessories of both vehicles to be mastered every Wednesday by TL.
o. Keys of both the vehicles to be deposited to TL every day at 2230 hrs.
p. At night before starting the vehicle the cabin light must be switched on and the internal of the
vehicle has to be inspected.
q. UNMOs are discouraged to drive the vehicle alone in the town at night.
a. Periodicity. Periodic inspection visits of Teams will be carried out by various persons:
b. Appraisal Report Format. A format for rendition of Team Appraisal Reports is given at Annex
Q. All Appraisal Reports will be forwarded with comments of the respective SHQ UNMO HQ
to UNMO COORDINATOR for initiating/monitoring follow-up action.

44. UNMOs Proficiency Test. To ascertain the operational readiness of UNMOs, a Proficiency test is to
be conducted at the Team Sites. This will address gaps in knowledge identified after a period of stay in the
mission area. UNMOs are therefore required to utilize the learning material provided during the induction
training and the experiences obtained at Team Sites for self/group tuition in preparing for the Proficiency test.
This will serve as continuation training for the UNMOs. Post deployment training of UNMOs can therefore be
assessed through UNMO Proficiency Test (UPT).
a. Aim To assess skills and knowledge gained during On the Job Training at Team Sites.
b. Conduct. Every quarter, a UPT will be conducted in each Team Site, under the supervision
of the UNMO HQs of the respective Sectors with support of U7 Section.
(1) Main Test. (200 Marks, 3 Hours). This test is tailored to assess the UNMOs
understanding of his/her duties and responsibilities and covers all aspects of their life and
work. The test is to be conducted every quarter as a pre-planned event by the UNMO HQs of
the respective Sectors.
(2) Spot Check. (50 Marks, 30 Min) This test enables the Sector UNMO HQ to assess
and evaluate individual UNMOs on their professional competencies and also to validate the
results of the main test. The test should be held as and when necessary.
c. Responsibility.
d. After completion of the Evaluation, the SHQ UNMO HQs will submit a written After-action
Analysis Report with the Evaluation Sheet to the FHQ UNMO HQ and MTC.
45. Final Performance Evaluation Form (PEF) PEF will be initiated by the Team Leader in respect of
all members who have rendered 60 days physical service under him/her, and that of the Team Leader will be
initiated by the Sector UNMO Commander. The PEF of Team members will be reviewed by the Sector UNMO
Commander and the Team Leader by the DCMO. The minimum qualifying service under the Reviewing Officer
is 30 days. PEFs should cover the entire tenure of the UNMO in the Mission Area. The original copy of the
PEF of the UNMOs is to be handed in during the check-out procedure. Original copy of the PEF of UNMOs
are forwarded to U1 and later on they will send it to DPKO at UN HQ. After their action the DPKO will send it
to the respective countries. Interim PEFs may have to be initiated when IOs change. The SHQ UNMO HQ
(G1) will ensure that UNMOs reporting for their Check Out are in possession of their PEF. It is the individual

responsibility of the UNMOs to provide the Team Leader with a blank PEF. Only in exceptional cases are
UNMOs to be graded OUTSTANDING, and all such cases must be personally cleared by Sector UNMO
Commanders (and notified to UNMO COORDINATOR). This justification needs to be written in a form of
Memorandum to DCMO and attached to the person’s confidential report. The channel of evaluation of UNMOs
is as follows:
46. Best Team. Each Sector UNMO Commander will forward his recommendations for Best Team in his
Sector; to the UNMO COORDINATOR/DCMO by 01 September each year. The DCMO will forward his
recommendations for Best Team in the Mission to the Chief Military Observer. The Best Team Annual Trophy
will be awarded on UN Day (24 October each year).

SECURITY
47. Though the overall responsibility of security of UNMOs is that of the Chief of Regional/Local Security
Section, the security of Teams/UNMOs will remain the primary concern of the Sector Commander and he
should ensure comprehensive measures are instituted to guarantee their security. This is notwithstanding the
fact that risks are inherent in observer/peacekeeping missions, particularly when operations are being
conducted under Chapter VII. The fact that UNMOs are unarmed needs to be fully appreciated by the sectors,
when contemplating their employment in various scenarios. The UNMOs should however observe the
following measures:
a. Security of personnel.
(1) All UNMOs have to carry their own UN ID card/ Drivers permit always with them
whether in uniform or in civil dress.
(2) UNMOs should not move alone in the town.
(3) UNMOs should inform duty officer/Team leader about their movement/ location
outside the TS before proceeding for any official or personal movement.
(4) UNMOs must carry hand radio set (VHF) and personal cell phone with them.
(5) UNMOs must not move with any unknown/unidentified personnel.
(6) UNMOs must not visit to any unauthorized/restricted places/areas.
(7) UNMOs must not engage themselves in any personal business with any local people.
(8) UNMOs must be very careful to have personal communication or make friendship with
any local political personnel, military, religious and social leader.
(9) UNDSS must interrogate/verify the visitors to enter in to the UNMO Team Site.
(10) No FACA/Police/Gendarmerie/Armed Group representative or civilian personnel will
be allowed to enter in the Team Site with arms. Arms will be kept on the duty post outside the
Team Site.
b. Security of Information.
(1) UNMOs must not disclose any information about the special activities of UNMO team
site to the local people.
(2) All documents of Team site must be well secured.
(3) Lotus/Outlook messages must not be seen/handled by any unauthorized personnel.
(4) Computers of Team site must not be used by any unauthorized personnel.
(5) Movement of UNMOs patrol team must not be shared with local people other than
local authorities.

(5) In case of tense situation the local/nearby MINUSCA contingent must provide shelter
for the members of the TS. If there is no available contingent of MINUSCA, the TS has to
organize a safe house for itself in cooperation with any UN organization.
(6) The TSs must have an evacuation, extrication and recovery plan. The plan must be
prepared based on the guidance of the UNMO COORDINATOR, and have to be harmonized
with the UNDSS and sector security plan.
d. Siting of the TS. Judicious selection of the Team Site contributes towards security. Siting in
the shadow of a UN contingent/Formed Police Unit (FPU)/National Security Force Unit wherever
feasible should be the norm. However siting of a Team within the security perimeter of a post is not
desirable since it impinges on its accessibility to the populace, so vital for the Teams‟ day-to-day
functioning. Communication between contingent and the Team must be ensured and various response
contingencies rehearsed. Presence/PEFeation of a helipad within a reasonable distance from the
Team Site (5 to 10 minutes accessibility on vehicle/foot) is desirable. The Team should be capable of
activating the helipad by day/ night.
e. Structural Measures. Provisions exist for security proofing of Team Sites at UN expense.
The scope of work may include construction/repair of perimeter fencing, gate, grills, illumination etc.
Work is executed by the Engineering Section on the recommendations of the Regional/Local Security
Section.
f. Security Guards. Up to two security guards may be engaged at a Team Site. The UN
reimburses the wages of these security guards.
g. Patrolling. While operating out of the Team Site, UNMOs should ensure the following:-
(a) Carry flak jackets and helmets.
(d) Move with protection escort from the contingent when anticipating high security risk.
(e) The fact that the nearby MINUSCA contingent doesn’t provide escort is not excuse for
the TS for not conducting patrols. As a guidance where other UN organizations, IOs, NGOs
operate without armed escort/security, the UNMOs have to build trust trough fair, neutral,
empathic contact with the society.

Extrication/Evacuation plans (as with all security measures) should be reviewed by inspecting/visiting officers
during their visit to Teams/Sectors.
49. CASEVAC/MEDEVAC The concept of CASEVAC/MEDEVAC calls for the immediate stabilization
of casualties at the incident site or at Level 1 or, if necessary, at Level 2 or Level 3 medical facilities. In some
serious cases the airPEFaft will be staffed by medical personnel with the necessary equipment and supplies
to provide full in-flight support to the patient. If further specialized treatment is required, the casualty will be
further evacuated depending on required medical facilities which will be arranged by UN. Detailed
CASEVAC/MEDEVAC plan/procedure should be prepared and rehearsed by each Team Site within the Team
Site’s AOR under control of respective SHQ UNMO HQs.
50. Status of UNMOs. UNMOs are military officers assigned to serve with the Mission by their respective
governments for a specified tenure (normally one year) on a request by the UN. They are conferred with an
Expert on Mission (EOM) status, which needs to be respected. When operating in an area/sector where UN
contingents are deployed, there exists a need for integration and addressing the concerns of the contingents
without undermining the special status/role of UNMOs. When assigned to or deployed in a Mission the
independence of UNMOs functioning needs to be respected. They should not seek or accept instructions with
regard to their performance of duties from their government or any other authority external to the UN.
51. CMO. UNMOs will function directly under DFC (and ultimately FC) but remain under Tactical/Admin
control of Sectors. Sectors have the freedom to task UNMOs within their respective areas through Sector
UNMO HQ, but DFC/CMO will control the composition of the Teams and allocation to Sectors.
52. DCMO Deputy Chief Military Observer will deputize the CMO in all functions and duties pertaining
UNMOs. He should possess the rank of Colonel.
53. UNMO COORDINATOR. The UNMO COORDINATOR is the advisor to DFC on all matters related to
UNMOs and coordinates the same on their behalf. He/she will assist DCMO in carrying out the tasks and
he/she remains as DCMO in his absence.
54. Organizational Structure. UNMOs are organized/employed in Teams in the field. Team members
are accountable to the Team Leader for their actions. The Mission Area is subdivided into a number of
operational Sectors. All Teams within a Sector are controlled by an UNMO HQ that works in close coordination
with the Sector HQ.
55. Sector UNMO Commander Appointment of the Sector UNMO Commanders will be done by CMO.
The following should be the prerequisite for the post:
a. Preferably should be of Colonel Rank.
b. Must have 3 months experience in MINUSCA (preferably as a Team Leader).
c. Must have at least 5 months left in the Mission.
d. Preferably from a TS within the Sector
e. Must have strong leadership and IT skills.
f. Written and spoken English must be good.
g. Must be well disciplined and self-motivated.
h. Must submit his/her PEF and Bio Data in advance of the interview.

57. UNMO HQ. The organization, role and tasks of various appointments in the UNMO HQ are given at
Annex R. UNMO HQs will also be staffed based on the Rainbow Concept with no two officers being from the
same nationality. UNMOs who have served in the Mission in Team Sites for a reasonable period can be
appointed on UNMO HQ staffs. Appointments of UNMOs to UNMO HQs are done by the CMPO’s office on
the recommendations of UNMO COORDINATOR. UNMOs in Force/ Sector HQs will be governed by
entitlements/privileges of Military Staff Officers (MSOs). They will not however be entitled to CTO. Sector
UNMO HQs are placed under the Tactical control of Sector and administrative control of FHQ UNMO HQ. The
Sector UNMO Commander will oversee/coordinate the employment, tasking, location/relocation,
administration and discipline of UNMOs in consultation with the FHQ UNMO HQ. During the absence of the
Sector UNMO Commander a suitable person from his/her staff having LTC rank or one TS leader (also with
the rank of LTC) at the SHQ location should be named as substituting person. If this cannot be solved the
UNMO COORDINATOR will substitute for the Sector UNMO Commander supported by the SHQ UNMO HQ
staff.
58. Documents to be maintained by the Sector UNMO HQ. Sector UNMO HQ shall maintain the
following documents, in suitable formats:
a. Sector Daily Operational Dairy. Will record the operational diary of daily events in the Sector
AOR.

b. Sector Information Diary. This should contain catalogued information of the Sector AOR, its
geography, militia groups; their organization and leaders, political parties; their support bases and
political interests, government troops; their organization and deployment, NGOs etc.
d. Sector Personnel Recovery Plan. This will contain the detailed personnel recovery or
evacuation/extrication plan of all TSs and details of rehearsals carried out.
e. Sector CASEVAC/MEDEVAC Procedures. This will contain detailed procedures and details
of rehearsals carried out by Team Sites.
f. Sectors Communication Log. This will contain records of all communication checks carried
out by SHQ UNMO HQ.
g. Sector Personnel Diary. This will contain the daily parade state of personnel in the Sector,
the rotational plan, record of initial deployment/re-deployment/posting out, redeployment requests,
discipline state etc.
h. Sector Administrative Diary. This will contain a record of all administrative issues,
replenishment and maintenance plans, equipment/vehicle status, etc.
i. Sector Weekly Deployment State. All UNMO HQs will forward a weekly location deployment
state of UNMOs in the Sector to CMPO’s office (MPO2 Desk) on every Monday as per the format given
at Annex S.
59. After Action Report - Lessons learned. There are a number of incidents/situations which occur in
Teams/Sectors from which lessons can be learned to improve the system. These incidents/situations and how
they were handled need to be recorded for posterity in the form of Case Studies. UNMO HQ at Sector will
develop After Action Reports and forward them to UNMO COORDINATOR and U7/Force Training Section for
further dissemination. A copy of all After Action Reports should also be preserved in FHQ UNMO HQ.
SECTION 6: ADMINISTRATION
60. Personnel related matters are dealt with by G1 staff at various HQs and the CMPO’s office at Force
HQ. On the civilian side while the Chief Civilian Personnel Officer (CCPO) sPEFutinizes various claims
introduced by UNMOs, the Chief Finance Officer (CFO) makes the disbursement.
61. Administrative/logistics matters are dealt by G4 staff at various HQs. Military Joint Logistics Operation
Centre (JLOC) officers are assigned to various Sectors to tie up the administrative needs of UNMOs with the
elements of Integrated Support Services (ISS). Various sections/branches of ISS address various
administrative/logistics requirements of UNMOs in the field. While Travel Unit is responsible for
reception/farewell and arranging out of Mission air passage for UNMOs, MOVCON caters to the air
transportation requirements within the Mission. Provision, repair and maintenance of vehicles are the domain
of Transport Section. The Fuel Unit supplies the fuel for vehicles and generators whereas the Communication
and Information Technology Services (CITS) is responsible for provision and maintenance of communication
and IT equipment. Geographical Information System (GIS) Cell is engaged in the production of general and
special purpose maps to serve Mission requirements. These can be obtained by UNMOs on demand. Supply

Unit provides a range of stores from furniture, camping, equipment, stationery etc. Military personnel are
posted to most branches/ sections of ISS.
62. Administration of Team Sites/UNMOs. Furnished, equipped and secure office accommodation
and office requisites for day-to-day functioning at each Team Site (and UNMO HQ location) are provided under
UN arrangements. Team Site office accommodation may be hired or prefabricated office shelters. Power
packs (generators) are provided for meeting the electric supply requirements of the offices. Mineral water at
the scale of 4.5 liters per UNMO per day may also be supplied under UN arrangements. However, Mission
Subsistence Allowance (MSA) is given to UNMOs to meet their personal requirements of accommodation,
food and other incidental expenditure. Security proofing of residential premises (including hiring of security
guards) based on the recommendations of the Local Security Office is provided under UN arrangements. So
is medical cover. The administrative/logistics requirement of Team Sites is met through periodical
replenishment and maintenance trips/sorties (when request is necessary). These sorties are also used to
induct/de-induct UNMOs and maintenance staff. Air maintained Team Sites should be stocked to cater for any
disruption in the replenishment/maintenance cycle. Meals Ready to Eat (MRE) is issued to UNMOs for
consumption during emergency circumstances (cost of MRE consumed is deducted from the MSA). It needs
to be borne in mind that while UN caters for essential office requirements of Teams, personal requirements
are to be met out of MSA. Resources allotted for office purposes are not to be diverted for personal
requirements. Provisions exist for UN to provide accommodation and food to UNMOs. In such an eventuality,
corresponding deductions would be made from MSA.
a. Mission Subsistence Allowances (MSA) Upon arrival in the mission area, SOs and
UNMOs are entitled to mission subsistence allowances (MSA), which cover the cost for
accommodation, meals and incidentals. An initial advance amount is given to the SOs and UNMOs
upon arrival to cover start-up costs in the mission area. The amount of the advance depends on the
circumstances specific to the mission and is recovered from the MSA entitlement. The MSA is paid at
the end of each month in the following manner: cash, cheque or bank transfer. The UNMO required to
collect his/her advance payment cheque from the finance section. An MSA distribution form must be
completed at the time of check-in with the Finance Section. The form may be revised by completing a
new one as necessary.
b. Clothing Allowance. As per MINUSCA HR and finance policy, outfit allowance at the rate of
US$ 100 is admissible for each six-month tenure in the Mission. In case of a standard tenure of one
year, the outfit allowance for the first semester is paid on arrival and that for the second semester at
the time of checking out. Except for the first semester where outfit allowance is paid at the beginning,
in all other instances it is paid at the end of all subsequent semesters/end of tenure.
b. Travel Claims SOs and UNMOs are eligible for reimbursement of terminal and other
expenses upon assignment, repatriation, or other UN-related travel. SOs and UNMOs are required to
complete a Voucher for Reimbursement of Expenses (F.10) form, which should be supported by the
following items:
(1) Original copy of the Travel Authorization (PT 8);
(2) Original receipts for expenses being claimed;

(3) Used air ticket, ticket stubs and boarding passes for each leg of the trip.
It is recommended that SOs and UNMOs submit their travel claims within two weeks after the
completion of travel.
c. Currency Regulations SOs and UNMOs are responsible to learn and abide by the currency
regulation of CAR especially in relation to foreign currency exchanges on the local market.
d. Withholding of MSA upon completion of Assignment. A portion of the MSA entitlement not
more than USD 500.00 is withheld from the SOs and UNMOs final MSA entitlement to cover possible
charges for telephone, LPSB cases, etc. This amount is held for a period of two-six months and the
balance reimbursed to the SO and UNMO once it is established that all charges have been fully
accounted for. The amount withheld is decided by the mission’s Administration.
f. F-10 Forms. Temporary duty claims are submitted on F-10 Forms. A sample F-10 Form is
attached at Annex V. All supporting documents such as orders/authorizations for temporary duty,
Movement of Personnel (MOP) form, etc. should be attached with F-10 claims. These claims must be
initiated in the FSS system. MSA disbursements are generally finalized by the CFO Branch by the
15th of the month. Any claims submitted (and admitted) prior to this date are disbursed along with the
MSA.
64. Annual Leave, Compensatory Time Off (CTO), and Pass Policy for UNMOs
b. Advance Leave In order to facilitate an effective leave management, UNMOs can be granted
leave days, which are not earned up to 4 months (10 days). Advance leave has to be authorized by
the DFC. For leave days granted in advance no advance payment of MSA is applicable. MSA may be

paid retroactively only as and when sufficient annual leave balance is acPEFued to cover the leave
granted in advance.
d. United Nations Compensatory Time Off (CTO) Policy for UNMOs. Due to the limited
strength of the Team Sites in MINUSCA, it is of paramount importance to plan the absence of the
UNMOs from their posts. Therefor it is the role of the TS leaders in cooperation with the Sector UNMO
Commanders to make sure that the UNMOs can use the most possibilities for their rest and
recuperation, keeping in mind the operational needs of the mission. Conditions are:
(1) The Hours of Work. The UNMO COORDINATOR shall establish the hours of work
and official holidays for, in consultation with the DCMO. An equitable duty schedule is
organized to meet operational and administrative requirements of the Mission. Normally
UNMOs are required to work on Saturdays, Sundays and official holidays. In order to
compensate them for the weekends and holidays worked CTO should be granted.
(2) Five-Day Workweek. If the operational requirements of the Mission allow the
establishment of a five-day workweek, no CTO would be granted. It should be noted that the
scheduled days off in the course of a month’s duty roster are not Compensatory Time Off; they
are simply days off in lieu of weekends / holidays.
(3) CTO Granted Only on the Basis of Continuous Active Duty. CTO can only be
granted, if operational reasons require active duty of UNMO on a continuous basis, including
Saturdays, Sundays and official holidays. Thus, if the Mission HQ officers, or any other UNMO,
enjoy weekends and holidays off, they do not qualify for CTO which requires continuous
active duty, where the service otherwise breaks only for sick leave or annual leave. CTO
would normally apply only in those Missions and those locations / functions in which a
continuous and active duty for UNMOs is an essential requirement, i.e., in isolated locations,
patrol duties, observation posts, law enforcement etc., which do not allow for a regular
workweek with scheduled days off. If it is possible the UNMOs working at HQs should benefit
at least 3 days of CTO/month to compensate for their works on Saturdays.

(4) Purpose of CTO. CTO is granted to UNMOs to provide them with the opportunities
for rest after a particularly demanding period of continuous service. CTO shall be authorized
subject to operational requirements and exigencies of the service.
(5) Granting of CTO. UNMOs who are required to be on duty on a continuous basis
including weekends and official holidays may be granted CTO with MSA as follows: CTO is
granted on a pro-rata basis: for every five days of continuous duty / service, one 6 CTO day is
earned per month. For periods, less than five days, Compensatory Time Off is earned in
fractions (x 0.2), which can be accumulated to make a whole day. A maximum of 56 CTO days
may be granted in a one-year period, and no more than 12 CTO days may be taken at any
one time. CTO can only be granted and taken when the exigencies of the service so permit.
(6) CTO and Annual Leave. CTO may be taken in conjunction with leave. The annual
leave is acPEFued at the rate of two and a half (2.5) days per month. Annual leave can be
acPEFued up to a maximum of 20 days, on the understanding that it is to be taken as actual
leave without cash compensation in lieu of leave not used. It is up to the Mission to decide
whether CTO is granted in fractions or any other arrangement is applied, e.g. one day given
after five (5) working days, two (2) days after ten working days, six (6) after 30 days. This would
offer a modicum of flexibility to the field Missions in awarding CTO Leave.
(7) Advance CTO – Payment of MSA. CTO must be earned before it is granted.
Accordingly, there can be no granting of advance CTO. MSA is payable for all CTO days
whether taken inside or outside the mission area. The CTO must be taken within the regular
tour of duty. The tour of duty shall not be extended in order to facilitate taking such time off.
UNMOs may, however, be granted up to ten (10) days of acPEFued CTO / annual leave in the
last month of their tour of duty in order to complete all arrangements, including travel and
baggage formalities, prior to their departure from the Mission area. No annual leave or cash
compensation in lieu of CTO is granted. However, granting CTO / annual leave during the last
month of duty should be kept to a minimum and no annual leave / CTO is granted or should
be taken during the last week of duty. This is to ensure that the personnel return to the Mission
area for important checkout and repatriation travel purposes. Hence, CTO may not be taken
in conjunction with repatriation.
(8) Travel Days. There is no provision for travel days in connection with acPEFued CTO
but for annual leave. For availing annual leave UNMOs will get 2x travel days but for availing
only CTO no travel day will be allotted.
(9) Oversight of Attendance Records and Granting of CTO. The DMS is responsible
for the administrative and financial certification as well as proper implementation of UN policies,
rules and regulations in the Mission. He/she oversees the efficient use of UN resources. Given
that there are financial implications in granting CTO, the DMS, or his/her representative, should
also review the recording of UNMO attendance records and ensure the proper administration
of the CTO arrangements. Verification of granting CTO / Annual Leave for UNMOs should be
conducted prior to the departure of the personnel in question from the Mission area.
Attendance and CTO records should always be kept current for review and audit purposes.

Any deviations from the standard policy without prior authorization will result in recovery
actions against individual UNMO and the application of rules governing financial responsibility
of approving officers. All Missions are to ensure that any SOPs or other internal Mission
instructions/directives are in line with the above stated policy.
(10) Special Leave In case a UNMO wants leave in excess of his/her entitlement owing
to exceptional circumstances, it can be granted by the Force Commander based on the merit
of the circumstances. UNMOs will have to forego their MSA for the duration of special leave.
All such requests are to be via the UNMOs chain of command.
(11) Processing of Leave/CTO Requests. Leave and CTO requests are made on a
presPEFibed form attached at Annex V. Grant of CTO/Leave well in advance of the planned
dates does not guarantee that it can be taken. Owing to operational reasons it may
subsequently become impossible for an individual to proceed on leave as planned. Likewise
on intra-Mission re-deployments UNMOs cannot quote approved leave plans at the previous
appointment to secure leave in the new appointment. Grant of leave in the new appointment
is the prerogative of the new sanctioning authority. Leave sanctioning authority for UNMOs is
as follows:
(12) Absence from Mission Area While proceeding on leave/CTO, the total absence
from the Mission Area at a stretch must not exceed 30 calendar days.
65. Force Commander’s Additional Guidance Regarding Annual Leave, Compensatory Time off
(CTO) and pass Policy for UNMOs. These are as stipulated below:
a. In calculating actual calendar days away from the mission on annual leave, the earned annual
leave is extended to include weekends and official UN holidays that may be included at the beginning
or end of the leave period. This means that 20 days of annual leave, if combined with 10 days of
authorized advance leave (for a total of 30 charged leave days), would extend to approximately 42-
46 calendar days, depending on the number of weekend days and UN holidays within the inclusive
annual leave dates.
b. The strength in all UNMO Teams must not drop below 70% of the assigned strength, and will
be reported at least weekly to the DFC. If UNMO Team strength drops below 70%, leave/CTO will not
be granted, except by DFC approval.
c. Leave granted by national authorities is sometimes required by national authorities for UNMOs,
but will not be recognized by the Force. If used, it must be concurrent with, and not exceed UN
leave/CTO while assigned to the mission.

d. If a UNMO is denied CTO due to the operational situation, their immediate supervisor must
forward an explanation, along with the UNMOs CTO application endorsed as ‘Not Recommended’ to
the CMO for approval. After 60 continuous days of active duty (no days off) one UNMO is entitled to
12 days CTO. UNMOs can take maximum 12 days CTO altogether at a time. Though CTO is earned
at a pro-rata basis i.e. 01 day after 05 days of continuous duty; UNMOs need to wait 30 days to
accumulate 06 days CTO together. They cannot take broken CTO like 02,03,09,10 days after
completion of staying broken months.
e. Sick Leave. Normally granted for 1 to 2 days and may be extended up to 30 days by UN
medical authorities without being counted against UN Annual Leave. Sick leave will be reported to the
G1/CMPO for tracking. Personnel on sick leave may be repatriated to their home country if they are
assessed to be unfit for duty for the next 30 days, or if they require treatment that is not available in
the mission. Personnel medically assessed to be unavailable for duty for 30 or more days will be
medically repatriated.
g. Annual Leave taken out of the mission area will begin and end in Bangui. Travel time between
the UNMOs place of duty and Bangui will not count against the member’s Annual Leave, but Annual
Leave will begin no more than one calendar day after the military member arrives in Bangui, if their
normal place of duty is not Bangui.
h. Leave Request Forms for leave taken out of the mission area must be accompanied by:
(1) A completed Integrated Movement of Personnel and Security Clearance Form (MOP),
if utilizing a UN flight.
(2) A Leave (or Pass) Request Form.
(3) A UN/Unit Identity Card.
(4) A valid passport and visas, if required.
i. Regular Pass. During weekends and UN Holidays, when a UNMO wishes to travel more than
100 kilometers (one way) from their normal duty location, within the mission area the DFC‘s policy is
that Team Leaders/UNMO may grant a ‘regular pass.’ A regular pass is granted only to UNMOs who
are deemed by Team Leaders/ UNMO as able to be away from quick recall for a short period, and it is
a tool for supervisors to track where UNMOs are going in case they do not return for normal duty hours.
The rules for granting a regular pass and utilization are as follows:
(1) If UN air transportation is used, an MOP Form will be used in addition to the regular pass
form (see para 66 for MOP). UN vehicles may be used for a pass period at the disPEFetion

of Team Leaders/ UNMO. All expenses related to the use of UN vehicles are to borne by the
UNMO on pass, according to rules established by the Director of Mission Support. One day
of annual leave, including the weekend, should be used instead of a Regular Pass.
(2) A regular pass shall not be combined with annual leave and must have a break of at least
one calendar day, at the normal duty location, before or after any annual leave.
(3) There is no limit on how many regular passes may be requested by a contingent member
or Staff Officer.
(4) A regular pass begins and ends on post, at duty location, or at the location from where the
UNMO normally commutes to duty. An UNMO must be physically present at one of these
locations when departing to or returning from a regular pass. The regular pass will begin at
the starting hour of the requested period of non-availability for short recall, and end at ending
hour of the period away.
(5) Failure to report back to the original place of duty at the end of a leave or pass period
(24:00 hours on the last day of the leave or pass), without proper notification of the chain of
command, may result in the UNMO being declared Absent Without Leave (AWOL), unless an
extension was granted resulting in leave.
(6) If an UNMO is granted a regular pass, they may not claim that period for CTO, and all
other CTO rules apply regarding. This time off UNMOs are not eligible for a Special Pass.
(7) The UNMOs transferring through Bangui (going on leave/CTO, doing check out) must sign
an attendance sheet at the FHQ UNMO HQ. If an UNMO misses to sign the paper might result
being declared Absent without Leave (AWOL). All UNMOs on transit in Bangui are under
tactical control of the UNMO COORDINATOR, therefor they must report to him about their task
and provided they don't have any official duties, can be tasked to conduct mission related
activities.

66. Movement of Personnel (MOP). All moves by any mode (air/road/sea) are to be approved and
authorized. While approving authority is vested in nominated military appointments, powers for authorization
are vested with nominated civil authorities. MOP requests are initiated and processed electronically (e-MOP).
For UNMOs in Team Sites and SHQ UNMO HQs the approving authority is the Sector UNMO Commander
and move is authorized by the Regional Administrative Officer (RAO). For Sector UNMO Commanders and
UNMOs in FHQ UNMO HQ the approving authority is the DCMO. For the DCMO the approving authority is
CMO. Their travel is authorized by the DMS, or his/her representative. MOPs should be initiated and approved
a clear 48 hours in advance. Once authorized, a printout of the MOP Form can be taken, signed by the traveler
and faxed/submitted to the regional/local MOVCON office 48 hours prior to the date of travel/departure. The
reservation status can be confirmed electronically (or from the regional/local MOVCON Office) after working
day hours of the day prior to travel/departure. On the date of travel the traveler must be in possession of
his/her MOP (the copy on which is affixed his/her signature). The MOP is franked/ endorsed by the MOVCON
office at the airport terminal and returned to the traveler. At intermediate halts travelers must fax/submit a copy
of their MOP to the regional/local MOVCON office to confirm their next/ return leg of journey. MOPs (duly
endorsed by MOVCON at various stages) are required to be submitted along with F-10 claims. In case the
flight is routed via an airport outside CAR, the traveler must be in possession of a passport.
67. NOTICAS. All casualties which may have a financial implication such as death/disability claim etc.
should be notified through a Noticas. A sample Noticas Form is given at Annex W. Noticas Form should reach
the CMPO Branch (MPO 1 Desk) within 24 hours of occurrence.
68. Tenure of Duty/Extensions. The standard tenure of UNMOs in the Mission is one year (some
countries send their UNMOs on six month tenure) from the date of arrival in the Mission. Requests for
extension of tenure of duty are entertained only in exceptional circumstances. UN DPKO can only grant
extension after obtaining the concurrence of the permanent mission of the country of the UNMO and hence
requests must be submitted to UN DPKO four months prior to the date of expiry of tenure. The total length of
tenure of a UNMO at a stretch in the Mission should not exceed two years.

69. Property Claims. In case personal belongings/property/cash of the UNMOs is stolen or damaged in
riot, arson, looting, robbery etc, claims can be referred for compensation explaining the circumstances and
estimated value of loss. The claims are vetted by Claims Boards, which sit from time to time. It is pertinent to
mention that during Initial Documentation in the Mission, all UNMOs submit an initial declaration (along with
valuation) of their personal belongings. This declaration should be updated periodically. It forms the basis for
property compensation claims.
(1) Unlikely to be fit for duties within 30 days; including time of hospitalization.
(2) Requires treatment which is not available in Mission Area; including in local hospitals
approved by UN.
(3) Requires special treatment in national medical institutions.
(4) The authorization of the DFC/CMO shall be obtained in advance of the actual travel
on the basis of a written recommendation, irrespective of whether the cost is to be borne by
the UN, the national government or by the individual concerned.
(5) Following the DFC authorization, the Director of Mission Support (DMS) will proceed
with arrangements for having the individual repatriated from the Mission via the most
economical means, taking into account the urgency of the case. The DMS will seek the prior
approval of UNHQ, NY in the cases requiring a special or exceptional arrangement for which
additional expenses on the part of UN are expected; such as chartering an airplane or providing
an escort of more than one person.
(6) Applications for repatriation using the approved format are to be submitted to the Force
Medical Officer (FMO) for necessary action.
(7) The FMO is to submit his/her recommendations to the CMPO and DFC for action
accordingly.
(8) The CMPO is responsible for follow-up with the DFC and DMS, as well as informing
the UNMO of the approval or non-approval.
(9) Before a case is referred to the FMO, the following sequence of actions must be taken:
(a) The patient will usually be examined at an approved MINUSCA medical
facility.

(b) The FMO will complete all necessary documentation and relevant portions of
the repatriation form as appropriate, and forward them to UNMO
COORDINATOR/Team Leader for necessary action.
(10) If the patient repatriated is required to return to the Mission, the return and subsequent
travel to the home country (after the completion of the tour of duty) is to be undertaken under
one of the following circumstances:
(a) At private expense.
(b) At the expense of the national government concerned.
(c) By routine service flight if available.
(d) The individual concerned is not to travel either way by flight paid for by the
United Nations, since This would constitute double repatriation
(11) A member repatriated on medical or compassionate ground will be entitled to
repatriation at the UN expenses for the most economical one way fare to his/her home. The
provision of an escort for medical repatriation will be made on medical advice and the
entitlement may be authorized to return to the Mission Area for escort.
(12) Many cases of compassionate or medical repatriation are either emergencies or
require urgent assistance. If such a situation occurs during the normal working day, the UNMO
/Team Leader shall contact the CMPO, if the case will require approval based on the
information produced by the UNMO COORDINATOR/Team Leader. However, if the situation
occurs at a time other than when contact can be made with the CMPO the UNMO
COORDINATOR/Team Leader will ensure the DMS is contacted to get approval to process
the repatriation. In either situation the appropriate documents must be forwarded to the CMPO
as soon as possible.
c. Disciplinary Grounds. The following actions apply for repatriation on disciplinary grounds:
(1) The DCMO/ UNMO COORDINATOR will take necessary action and submit a
memorandum to the CMPO outlining the reasons for the disciplinary repatriation and a
recommendation for travel.
(2) The CMPO will make his/her recommendations and forward an application to the DMS
with DFC’s recommendation if the travel will be at the United Nations’ expense.
(3) Repatriation on disciplinary grounds will usually be the responsibility of the UNMO’s
National Government. When the interests of the UN are involved, the UNMO
COORDINATOR/Team Leader may submit details of the case to the DFC through the CMPO
outlining the special circumstances if reimbursement is sought.
d. Other Reasons. An UNMO may be required to return to his/her home country for reasons
other than those given above. Each case will be evaluated on its own merit and the decision as to
whether the UN will pay for transportation will rest on CMO based on the recommendation by the
DCMO/UNMO COORDINATOR, CMPO and DMS. These cases will be forwarded to the CMPO with
details of the circumstances. The remaining procedures will follow the same pattern as desPEFibed
for compassionate cases (medical grounds) as far as there is no disciplinary connotation.

71. UN Medal. A UN Medal (MINUSCA) is awarded to all UNMOs on completion of 180 days service (for
twelve month of TOD) (including bona-fide absence on leave/CTO/Temporary Duty) in the Mission Area.
Metallic Numeral Clasps 2, 3, 4 etc. are awarded on completion of 12, 18 and 24 etc. months of service
respectively. It should be the endeavor of UNMO HQ to ensure that as far as practical the UN Medals are
ceremoniously awarded to UNMOs during the Contingent Medal Parades in the Sector. (Note: UNMOs are
not authorized to undertake a prolonged journey to join a contingent medal parade. If necessary, DFC/DCMO/
UNMO COORDINATOR will award UN medals to UNMOs on their regular visits to team sites).
SECTION 7 – CHECK-OUT
72. Check-Out encompasses all activities from the time an individual starts his handover at their last duty
station, to the departure from the Mission. It essentially involves the handover/return of stores, clearance of
dues, settling accounts, completion of terminal documentation and obtaining clearances. It is a three-stage
process involving actions at Team, Sector and Force/Mission HQ. The written notes of each handover must
be filed. Handovers of TS positions must be filed at TSs, TS leader position handover documents should be
filed at SHQ UNMO HQs and a digital version of the signed document must be sent of it to FHQ UNMO HQ.
a. Checkout Procedure. A MINUSCA member leaving the Mission on completion of his/her Tour
of Duty or on Repatriation will undergo the Checkout procedure and complete the Forms (same as
Check-in).
b. Action at Team Site. At the Team level the UNMO transfers/hands over the vehicle, equipment
and Team stores which may be on their charge to other members of the Team, settles any local dues
(rent, telephone, etc.). The team members obtain a copy of their PEF, duly initiated from the Team
Leader. In addition he/she hands over any duties and obtains a No Due Certificate from the Team
Leader. The Team Leader must hand over his duties to the following Team Leader / Acting Team
Leader (appointed by the Sector UNMO Commander based on the recommendation of the outgoing
Team Leader) in writing. The digital version of the handover document must reach the FHQ UNMO
HQ with the comment / approval of the Sector UNMO Commander 5 days before the departure of the
Team Leader.
c. Action at Sector HQ. At the Sector HQ the UNMO returns the items of personal stores issued
to him/her. The PEF of the Team members are reviewed (and those of Team Leaders initiated).
Handing/Taking over vouchers of Team stores are cleared with the dealing sections/departments.
Team members during their Check Out at Sector should be interviewed by the Sector UNMO
Commander. Team Leaders should be interviewed both by the DCMO and the Sector UNMO
Commander. A record of such interviews will be maintained by the SHQ UNMO HQ. Check Out period
at Sector HQ should not exceed two working days.
d. Action at Force/Mission HQ. UNMOs should report to Bangui for their Check-out Drill one
week in advance (excluding the day of termination of tenure) and should be in possession of their PEF
duly initiated/reviewed, MAS of last two months; along with supporting documents, outstanding claim
documents and Personal Document File. The following actions will be completed:

(1) A briefing of the Check-out process will be carried out by the CMPO’s office (MPO3
Desk) and a Check List/Flow Chart of actions to be completed will be handed over to the
UNMO.
(2) The original PEF is handed over to the CMPO’s office (MPO1 Desk). UN Medal
(3) Obtaining Travel Authorization and Air Ticket. While the UN is obliged to provide return
passage by the direct/most economical route, if an alternative routing is required by the UNMO,
provisions exist for the same provided additional costs are borne by the UNMO.
(4) SPEFutiny of MAS of last two months and outstanding claim documents by CCPO.
(5) Settlement of accounts by CFO and collection of fund disbursement cheque (including
enchasing of cheque).
(6) Booking of personal baggage up to 100 kg with MOVCON (Cargo Section) for
shipment to home destination. MINUSCA has contracted DHL for door delivery at the home
country and hence no additional cost should be paid to the courier company by UNMOs at the
destination. Custom duties will however have to be borne by the individual.
(7) Surrender of MINUSCA ID card and Driving Permit.
(8) Completion of formalities with Check Out office. Clearance confirmations have to be
electronically logged with the Checkout Office.
(9) Submission of End of Assignment Report (Format is given at Annex X) and CMPO’s
Interview.
(11) Departure from Bangui Airport (Transport from place of residence to the Airport is
provided by Airport Dispatch Service).
e. Final Claim for Return Journey Expenses During the return journey, transit expenses may
be incurred by the UNMO on halts between connecting Flights etc. These can be claimed by the
UNMO by submitting F-10 claim along with supporting documents.
73. End of Assignment Report. Prior to checking out, all UNMOs are to complete their end of
assignment report.
74. General. The standard rules and regulations which govern the conduct of personnel as a part of a
United Nations mission apply to all MINUSCA personnel and are to be complied with. The conduct of UNMO
is expected to be of the highest order. All UNMOs on deployment are to sign a statement that they have read
and understood the MINUSCA code of conduct (Letter of Undertaking).
75. The legal status of forces within the mission is detailed within the Status of Forces Agreement.
76. Paying of compliments. All UNMOs should show respect to UN personnel of higher rank (Military
and civilian) and to the military services of the host country, in accordance with the practice of their national
service. On arrival for service in MINUSCA all ranks should make themselves familiar with the badges of rank

of the various national contingents and of the military services of the host county in order that a high standard
of recognition is maintained in MINUSCA.
77. Local laws. UNMOs should bear in mind the importance of respecting the law and regulations of the
host country and also of neighboring states which are likely to be visited during their tour of duty with MINUSCA
and on leave.
78. Contact with local population. The local population is to be treated with the utmost courtesy and
consideration. Members of MINUSCA should not offend local inhabitants by knowingly or carelessly violating
their social customs or religious sentiments. Places for worship should be treated with respect and
consideration. If local customs so require, appropriate rules will be established for dress while off duty.
79. Handling of information. UNMOs should not communicate information known to them by reason of
their service with the UN to any person outside MINUSCA, unless they have been authorized in writing to do
so in the course of their duties.
80. Out of bounds. The Force Commander may impose restrictions on the movement of personnel, or
restrictions to specified areas for MINUSCA military personnel at any time. UNMOs must comply with all such
regulations.
81. Disposal of MINUSCA rations and uniforms. MINUSCA rations remain the property of MINUSCA
up to the time of their consumption and may not be sold, exchanged, used as a gift or disposed in any way
other than by consumption by authorized persons. Surplus rations must be returned to stock. MINUSCA
personnel should not give any parts of the MINUSCA uniform or permit them to fall into unauthorized hands.
82. Fraternization. Fraternization includes the intimate, social or sexual interaction between two
persons. MINUSCA personnel including UNMOs, within the mission area, should not fraternize with members
of the mission, including public display of affection. A zero tolerance policy applies to all SEA (Sexual Abuse
and Exploitation) – related matters. Any UNMOs found to be involved in SEA activity will have disciplinary
actions taken against them, up to and including possible repatriation.
83. Drugs and alcohol. Consumption of drug is prohibited. Excessive consumption of alcohol has the
potential to cause serious incidents, with potential negative impacts on the reputation of the mission as a whole.
Team leaders are responsible for the conduct of their personnel at all times. Drunkenness on duty is an offence,
as it implies the inability for a member to perform his/her duties due to previous consumption of alcohol. Specific
guidelines for the safe use of alcohol are as under:
a. Drivers. Drivers are under no circumstances to be permitted to operate a motor vehicle while
under the influence of alcohol, and are not to have consumed alcohol for a minimum of 8 hours prior
to duty.
b. Official functions and duty status. UNMOs are not to consume alcohol while on duty. The
only exception to this rule is for the conduct of official functions, or where it would be insensitive or
insulting to a specific cultural group to refuse.
c. Under no circumstances will the possession, distribution or use of illegal drugs be tolerated.
Confirmed possession, distribution or use will result in disciplinary actions, and will probably result in
the repatriation of the offender. Team leaders are to implement a zero tolerance policy within their
organizations.
d. All allegations where the use of illegal drugs is suspected are to be referred to Sector UNMO
Commanders and UNMO COORDINATOR.
e. Blood testing, if conducted, should be carried out in accordance with standard regulations.

84. Privately owned weapons. The use or ownership of privately owned firearms by UNMOs within the
mission is strictly forbidden.
85. Hunting and shooting. UNMOs shall not hunt or shoot game birds or animals in the mission area.
The only exception to this rule is where invited or requested by local authorities, and where refusal to do so
may jeopardize the reputation of the mission.
86. War souvenirs. UNMOs are prohibited from taking any military equipment, weapons, ammunition or
relics found within the mission area as souvenirs.
87. Disciplinary action. The conduct of all MINUSCA personnel including UNMOs within the mission area
is the responsibility of the Force Commander. The Force Commander is therefore empowered to conduct
investigations and enquiries with regard to the conduct of MINUSCA personnel, on matters of discipline. A flow
chart showing possible disciplinary action is given at Annex I.
88. Repatriation. The Force Commander retains the right to propose a repatriation of MINUSCA
personnel whose conduct is incompatible with service with the United Nations.
89. Violations of the Convention on International Trade in Endangered Species of Wild Fauna and
Flora (CITES). All MINUSCA personnel are forbidden to have in their possession and/or export any of the
species or items included in the specific lists established by CITES for various regions in Africa, which can be
consulted at www.cites.org . Any member found to have in their possession any of the forbidden species or
items made of such species will be in violation of the UN Disciplinary Rules and Code of Conduct and, as such
could be liable to disciplinary action.
90. Communication. UNMOs are not entitled to communicate directly or indirectly with members of the
media. Any such contact is to be cleared with UNMO COORDINATOR / DCMO beforehand.
91. Complaints/Redress. Any complaints by UNMOs are to be routed via the proper chain of command.
Under no circumstance will anonymous letters/e-mails be tolerated.
92. Off-duty. UNMOs must wear military uniform when in public (even when “off-duty”). Other than in
exceptional circumstances, or work related reasons they are not to socialize with the local community and are
to respect all curfew hours.
93. Awards. The Certificate of Appreciation and the Certificate of Commendation are the two MINUSCA
awards available to recommendable UNMOs.
95. Certificate of Commendation. It is awarded to individuals for acts of exceptional bravery, primarily
during the conduct of operations (including relief operations). It may be awarded at the level of the Sector or
the Force Commander.
96. Channel of processing. A template for the processing of recommendations for the award of
certificates of appreciation/commendation is given as Annex Y. Recommendations pertaining to a particular
incident/project/operation should be initiated within 15 days of termination of the incident/project/operation. The

recommendations for UNMOs are processed electronically along the channel of reporting for the PEF. The G1
UNMO at Sector level will staff the recommendations and present these to the Sector Commander.
b. FHQ UNMO HQ will be responsible for processing these recommendations through the given
channels Board of Honors.
98. Presentation of Awards/Certificates. All efforts shall be made to award the certificates ceremonially
and personally by the conferring authority during UN Medal Parades, National days, Official visits, etc. Where
the individual has already left the Mission, it will be forwarded to CMPO Branch for delivery through the national
senior representative.
CONCLUSION
99. Whilst every effort has been made to cover all aspects of UNMOs business in this SOP, it is unlikely
to be exhaustive. It is therefore the responsibility of all UNMOs to seek guidance from the chain of command
if a situation arises that is not covered in this document. As and when needed, this SOP will be updated to
reflect latest thinking and regulations.

Annex A
1. It is necessary for the physician to assess the UNMO based on medical history, physical examination,
laboratory tasks, ECG and X-Ray results and an estimate of personality characteristic.
2. The following conditions are generally considered as precluding service in peacekeeping missions, but
must be carefully assessed on an individual basis, taking into account the severity of the condition and the
particular area for which the member is being examined:
f. Ulcerative colitis.
g. Asthma, chronic bronchitis and emphysema.
h. Chronic nephritis and urinary litanies.
j. Low back condition.
k. Skin disease such as extensive eczema, cystic recurrent acne and skin cancer.
l. Allergies requiring sustained and supportive treatment.
m. Members on special continuing medication such as steroids, anti – tuberculosis treatment,
chemotherapy, anti-depressant and anti-psychotic drugs.
q. Pregnancy,
r. Any other medical condition that limits the individual’s capability in taking part in patrolling.
3. Psychiatric Conditions. Members, who in the past have had episodes of situational maladjustment,
anxiety neurosis with summarization should be very carefully examined and evaluated. Members who have
been known to require minor tranquilizers for relatively long periods of time should also be sPEFeened carefully.
Note: Each UNMO may receive a First Aid Medical kit on arrival with a range of self-administered medicines.
The replenishment of the first aid kit and the medical training is periodically done by the Sector medical officer
at the Team Sites.

1. Article VI of the Convention on the Privileges and Immunities of the UN (concerning Experts on Mission,
which applies to UNMOs) is reproduced below:
(1) Immunity from personal arrest or detention and from seizure of their personal
baggage.
(2) In respect of words spoken or written and acts done by them in the course of the
performance of their mission, immunity from legal process of every kind. This immunity from
legal process shall continue to be accorded notwithstanding that the persons concerned are
no longer employed on missions.
(5) The same facilities in respect of currency or exchange restrictions as are accorded to
representatives of foreign governments on temporary official missions.
(6) The same immunities and facilities in respect of their personal baggage as are
accorded to diplomatic envoys.
b. Section 23. Privileges and immunities are granted to experts in the interests of UN and not
for the personal benefit of the individuals themselves. The SePEFetary General shall have the
right and the duty to waive the immunity of any expert in any case where, in his/her opinion,
the immunity would impede the course of justice and it can be waived without prejudice to the
interests of the UN.

Unless specifically authorized by the Head of Mission, the Military, the Military Observers/Staff shall not accept
speaking engagements or make statements to, or grant interviews with the press, radio, television or other
agencies of public information during their assignment with MINUSCA.
Military Observers/Staff shall exercise the utmost disPEFetion in regard to the handling of documents, cables,
maps or other MINUSCA papers, and they shall follow detailed instructions issued by MINUSCA concerning
such documentation. In particular, documents, cables, maps or other papers, copies thereof or notes on their
contents may not be taken away from the Mission, published or otherwise handled or communicated to others,
except with the prior approval of the Head of the Mission in each case.
Without the prior approval of the Head of Mission in each case, Military Observers/Staff shall not accept any
Invitation to visit military or industrial installations or to participate in or be present at official ceremonies
sponsored by the CAR, Military Observers/Staff shall follow specific regulations issued by MINUSCA regarding
the taking of private photographs and the carrying of private photographic equipment, they shall not photograph
restricted subjects.
Military Observers / Staff follow specific regulations issued by MINUSCA regarding the purchase, import and
disposal of duty-free merchandise and shall cooperate with measures taken by MINUSCA to prevent the
occurrence of any abuse of privileges or facilities accorded to Military Observers/Staff.
I understand that non-compliance on my part with any of the above rules during my MINUSCA assignment
may result in my immediate repatriation.
I recognize that the following rules apply after completion of the assignment to MINUSCA and undertake to
observe them.

MINUSCA Mandate
1. The Security Council established the United Nations Multidimensional Integrated Stabilization
Mission in the Central African Republic (MINUSCA) by its resolution 2149 (2104) of 10 April 2014 and
requested the SePEFetary-General to subsume BINUCA in the new mission as of the date of the adoption
of that resolution. It further requested the SePEFetary-General to ensure a seamless transition from
BINUCA to MINUSCA.
2. Acting under Chapter VII of the Charter of the United Nations, the Security Council authorized
MINUSCA to take all necessary means to carry out its mandate, within its capabilities and its areas of
deployment.
3. It further decided that the transfer of authority from MISCA to MINUSCA will take place on 15
September 2014. In the period preceding this transfer of authority, MINUSCA implemented the mandated
tasks through its civilian component, while MISCA continued to implement its tasks as mandated by
Security Council resolution 2127 (2013). MINUSCA commenced the implementation of the mandated
tasks through its military and police components on 15 September 2014.
4. The Council decided that the mandate of MINUSCA shall initially focus on the following priority
tasks:
a. Protection of civilians
(2) To provide specific protection for women and children affected by armed
conflict, including through the deployment of Child Protection Advisors and
Women Protection Advisors;
(3) To identify and record threats and attacks against the civilian population,
including through regular interaction with the civilian population and working
closely with humanitarian and human rights organizations;

b. Support for the implementation of the transition process, including efforts in favor
of the extension of State authority and preservation of territorial integrity
(2) To provide good offices and political support for the efforts to address
root causes of the conflict and establish lasting peace and security in the CAR;

5. The Security Council further decided that the mandate of MINUSCA shall include the following
additional tasks as conditions permit and requested the SePEFetariat to begin planning for these tasks:

a. Support to security sector reform and vetting processes, including through the
provision of strategic policy advice and coordination of technical assistance and training;
e. Seize and collect arms and any related materiel the transfer of which into the
CAR violates the measures imposed by paragraph 54 of resolution 2127 (2013) and to
record and dispose of such arms and related materiel as appropriate.
The SC Resolution 2217 extended the MINUSCA mandate with one year (till 30th April 2016) with
continuous observation regarding the strength of the forces allocated. The resolution refers to the French
Forces (Sangaris) and the European Union Force in Central African Republic (EUFOR RCA) as other
actors contributing to the fulfillment of the MINUSCA mandate.
The SC has approved targeted sanctions in its 2196 (2015) resolution aimed at individuals and entities
engaged in or providing support for acts that undermined the peace, stability or security of the country.
The resolution doesn’t make difference between the staff officers and observers, stating the limit at 480.
The troop ceiling is 10750, including also the police personnel (2080), the individual police officers (400),
the corrections officers (40).
