The General Assembly,

Acting on Article 23 of Charter of United Nations which gives the necessary voting procedures to elect
non-permanent members of United Nations Security Council,

Recognising Chapter VIII Article 52, 53 and 54, and Chapter V Article 27 of the Charter of United
Nations,

Also Recognising the need for expansion of non-permanent members in the United Nations Security
Council,

Also Recognising Article 108 of the Charter of the United Nations, which specifies that amendments to the
present Charter shall come into force for all Members of the United Nations when they have been adopted by a
vote of two thirds of the members of the General Assembly and ratified in accordance with their respective con-
stitutional processes by two thirds of the Members of the United Nations, including all the permanent members
of the Security Council,

Reaffirming to the purposes and principles of the United Nations in maintaining international peace and security
and solving international problems of economic, social, cultural or humanitarian character and in encouraging
respect for human rights,

Recognising the need for changes in voting procedures and improving effectiveness of the United Nations Se-
curity Council in addressing issues concerning international peace and

Recognizing Article 2, paragraph 3 of the Charter of United Nations, “All members shall settle their interna-
tional disputes by peaceful means in such a manner that international peace and security, and justice, are not en-
dangered”, which is the purpose of United Nations,
Acknowledging the need to voice the underrepresented Member States,

Recognising that the sovereignty and territorial integrity of all Member States are fundamental
principles enshrined in the Charter of the United Nations,

Recognizing that the increase in the membership of the United Nations makes it necessary to enlarge the
membership of the Security Council, thus providing for a more adequate geographical representation of
non-permanent members and making it a more effective organ for carrying out its functions under the
Charter of the United Nations,

1. Decides to adopt, in accordance with Article 108 of the Charter of the United Nations, the
following amendments to the Charter and to submit them for ratification by the States Members
of the United Nations:

(a) In Article 23, paragraph 1, the word "fifteen" in the first sentence shall be replaced by
"seventeen", and the word "ten" in the third sentence by "twelve";

(b) In Article 23, paragraph 2, the second sentence shall then be reworded as follows: "Adding
to the changes in after rewording of ‘In the first election of the non-permanent members
after the increase of the membership of the Security Council from eleven to fifteen, two of
the four additional members shall be chosen for a term of one year, In the election of the
non-permanent members after the increase of the membership of the Security Council from
fifteen to seventeen, two of the four additional members shall be chosen for a term of one
year’”;

(c) In Article 27, paragraph 2, the word "nine" shall be replaced by "ten";

(d) In Article 27, paragraph 3, the word "nine" shall be replaced by "ten";

2. Calls upon all Member States to ratify the above amendments, in accordance with their
respective constitutional processes, by 25 March 2024;

3. Further decides that the twelve non-permanent members of the Security Council shall be elected
according to the following pattern:

(a) Seven from African and Asian States,

(b) One from Eastern European States,

(c) Two from Latin American States,

(d) Two from Western European and other States;

4. Recommends the formation of a convention called “Afro-Asian Empowerment Group” mandated


by Chapter VIII Article 52,53 and 54 of Charter of United Nations, consisting of Member States
from the regions such as, but not limited to central Asia, north Africa and the middle east to
discuss and select two non-permanent representatives to be added to the existing ten non-
permanent Member States of the United Nations Security Council;

5. Affirms that the representatives selected by the convention shall undergo the traditional secret
ballot system of the General Assembly;

6. Recognizes the need for a deadline to be set by the Presiding Officer of United Nations Security
Council before which the convention must decide both representatives, else these two seats shall
be open for any candidate as per the amendments proposed in Articles 1,2,3 mentioned above;

7. Encourages constructive discussion among the convention so that peace and security may
remain the top priority for all Member States involved in the discussion;
8. Also Affirms that once the deadline is passed, the Presiding Officer or President of Security
Council shall assign a new deadline to meet for the next term;

9. Recognizes the formation of a temporary committee called Global Crisis Intervention Committee
(GCIC), a sub-committee of UNSC mandated by Chapter VIII Article 52, 53 and 54, and Article 29 of
the Charter of United Nations, will come into action when the UNSC fails to restore peace and diplo-
matic efforts due to no unanimity among the permanent five Members States and after the last 5 consec-
utive resolutions fails due to usage of veto, wherein the GCIC shall discuss the matters;

10. Affirms the need for fixed rules to be included in the charter for the GCIC and separate from the rules of
procedure to check the powers of UNSC and ensure the fulfilment of the motion;

11. Recommends the amendment of Article 29 such that the transfer of situation of crisis to GCIC will take
place, but only after at least 5 resolutions that were passed, were failed due to consecutive use of veto,
or if UNGA or UNSC takes a procedural vote to transfer the situation discussed from UNSC to GCIC;

12. Also affirms that, for the GCIC to implement Article 42, substantive voting will take place in the ses-
sion, which can be used to enforce ceasefire, if resolutions of ceasefire has failed previously or a cease-
fire resolution has not been followed in the enforced countries;

13. Encourages Member States involved in the crisis and the members of the United Nations Security
Council as a member of the GCIC;

14. Affirms that this committee shall not have vetoes or any higher power of vote, as all:

a) No countries can abstain in voting;

b) Requires Substantive voting to pass resolutions in this committee, but if less than 50% votes
are supporting the resolution for the last 5 consecutive resolutions proposed for vote, the
situation will move from the hands of this subcommittee of UNSC to UNGA by
implementing resolution 377 (A);

c) If three or more countries think an unfair decision has been made, the resolution that has
been passed and voted, informed to the secretary general or UNGA in less than 4 hours shall
be paused from implementation and shall be put to vote among the UNGA members
immediately along with amendments for the resolution which shall be voted upon in the
session.
