1. Purpose:

The purpose of this method statement is to define the step-by-step procedure to implement the
correct practices for the Testing and commissioning of the Transformer through the
guidelines contained herein to ensure that the job execution complies with the project
requirements and serves the intended function to satisfactory level.

This document describes the testing and commissioning procedure for Transformer in
detail, also it identifies the scope of work clearly, the instruments which are needed to
perform the test, and finally, it provides the testing and commissioning forms that will be
used.

2. Scope of Work:

This method statement is applicable for testing and commissioning for Transformer in the site as per project
specification requirement, manufacturer guidelines, Testing & Commissioning procedures.

The method statement covers the onsite physical inspection, verification, testing and commissioning of Dry
Type Cast Resin Power Transformers to ensure that the equipment is ready for energization, and to
ensure that the transformers are suitable for their purpose which includes the correct operation of Thermo-
controller and associated protective device during normal and abnormal conditions in Red Sea Shura Island
HE03.

5. Prerequisites to Procedure:

Contractor/supplier shall ensure that the following approved documents prior to the testing &
commissioning of the system.

• All necessary work permits shall be approved before commencement of the work.
• Prior to starting the work, conduct pre-work start toolbox talk and related method statement shall
be read and signed off by concerned engineers.
• All personnel involved carrying out the testing activity shall be briefed via HSE Toolb o x
talk, on site condition, work area, task in hand, risk, hazards, and mitigation of potential risk.
• Secure valid calibration certificate for all testing equipment, which will be used for test.
• Ensure approval of drawing by Local Electrical Authority are in place.
• The pre-qualified contractor, authorized by the local authority, shall conduct, or supervise the
tests on the transformers.
• The ambient temperature of the room must be within the following limits: Minimum Temperature of
5 °C and Maximum Temperature of 40 °C. It is important for the transformers to avoid water
condensation on the coils surface. Wait for a period of at least 8-24 hrs in such a way that the
temperature of the transformer has necessary time for reaching that of the room.

• Contractor to ensure the area of testing activity is safe, ready and without any form of obstruction
which may result to unnecessary incident.

6. Staffing:

• The Commissioning Manager has the overall responsibility for the implementation of this Method
Statement, also will individually assess the manpower required for T&C to meet the schedule.
• Specific fully trained and qualified commissioning engineer(s) will be appointed and
assigned for the system provided.
• The relevant project manager of the commissioning team will have the overall
responsibility for the testing with regards to execution, quality, and safety.
• Project engineer will be responsible for the day - to - day testing activities on site, for test
sheets, design information and data approval and for the onsite testing itself and will
report daily to the project manager.
• Site Safety officer will be responsible for monitoring Health and safety regulation as per project safety
procedures and always followed.
• ln case of any emergency, the Safety Officer (and / or the most senior employee present),
must stop the work immediately and make necessary emergency arrangements for
personnel to report to the assembly points as indicated during the site safety induction course.
• Environmental considerations: There are no waste materials associated in the testing location, ensure the
situation till the completion of T&C.

7. Safety Aspects and Permit to Work Requirements:

• Keep unqualified and unauthorized personnel away from the test area.
• Secure the area under the test and provide signage for people awareness that test is ongoing.
• Arrange the test station in a safe and orderly manner.
• Do not do any unauthorized modifications on the test equipment.
• Make sure any custom test fixture carry the proper rating.
• Never touch the product or connection during the test.
• In case any problem, turn off the voltage injection Frist.
• Properly discharge cable under test before touching connections.
• Don’t touch the cable during testing.
• A Permit shall be obtained when and where applicable in accordance with the requirements of Permit to
Work Procedure prior to performing the Testing, and commissioning activity. The supervisor will ensure
that all relevant risk assessments, method statements and permit to work control measures are in place
and that all relevant procedures contained within these documents are fully understood by the operative
personnel.

8. Pre-Commissioning Procedure

Mechanical

• Ensure that the unit is installed correctly and is undamaged as per approved shop drawing and
General Arrangement Drawing.
• Ensure that Transformer installation is complete with RFIT signed off.
• Verify nameplate ratings are in accordance with the approved drawings and specifications.
• Check the insulating distance of parts under voltage towards the ground.
• Check the tightness of HV and LV terminals and of the links of the tap-changer.
• Ensure that the transformers are heated, or moisture is removed prior to the tests.
• Check the insulation rating of the HV gloves to see if it can withstand the supplied voltage up to 5
kV.

Electrical

• Ensure Earthing System is complete with WIR signed off


• Verify connection of grounding conductors to the relative earth points on the metallic parts of
transformer and enclosure.
• Verify the position of the link of tap changer is equal in all the three phases.
• Check the correct functionality of the switches located as protection of the transformer on HV and LV
side.
• Check the correct setting and functionality of the overloading and short-circuit protection relay.
• Check the correct setting and functionality of the over-temperature protection relay (thermo-
controller). For Insulation Class F, set 120 °C for alarm and 140 °C for trip.
• Check the functionality of the fans and of the relative control circuit, if they are installed on the
transformer or on the enclosure.
• Verify nameplate details in accordance with the approved drawing.
• Verify the connection of Low Voltage Neutral to Earth as per approved drawing.
• Verify Equipment Identification/Labeling English & Arabic
• Check that Incoming MV Cable & Outgoing Busbar connections of Transformer being tested
should not be connected during the test.
• Check reliability of External Power Supply to the Thermo-controller. This connection should be
from the Incoming side of auxiliary power supply of the MV Panel associated with the
transformer.
• Check HV Tripping Cables and connection.

9. Commissioning/Test Procedures

The objective is to confirm the physical condition and electrical characteristics of the power transformer
installed and to ensure that it is connected to the system at a correct condition as mandated by design
specifications and equipment schedule.

• Insulation Resistance and Polarization Index Test

Insulation tester leads shall be connected between one phase conductor and earth. Minimum DC Test
Voltage shall be 1 kV for transformer coil rating 0.1 kV to 1 kV and 5 kV for transformer coil rating 5 kV
to 15 kV. The duration will be 1 min and 10 min, and the reading shall be recorded on the sheet. Before
disconnecting the test leads, the test object shall be discharged through the ground. The same procedure
shall be followed for other phases.

Insulation resistance is influenced by various factors like temperature. The ambient temperature shall be
noted during the test. The type of instrument to be used is a 5 kV Insulation Resistance Tester.

o HV winding to ground with LV winding grounded. (Test voltage is 5 kV)


o LV winding to ground with HV winding grounded. (Test voltage is 1 kV)
o HV winding to LV winding. (Test voltage is 5 kV)

Acceptable limits for the value of resistance should meet the manufacturer minimum. The
component tested should have at least 1 Mega Ohm for every 1 kV of rated voltage plus an
additional 1 Mega Ohm. Refer to the table below for the insulation condition result.

• Winding Resistance Test

Winding resistance measurement shall be performed when the windings are at ambient temperature
without supply for a time long enough to achieve this condition. HV winding resistance can be
measured by a multimeter, as it will be a higher resistance. The LV winding resistance can be
measured with micro-ohmmeter for each winding. The test shall be carried out in direct current
conducted at all taps. The test is to be done for primary and secondary winding phase by phase.

The test values are influenced by temperature, so ambient temperature should be noted during the test.
The type of instrument to be used is a Micro Ohmmeter.

o HV Winding Resistance Test – Test will be carried out for All Tap Positions.
(1U-1V, 1V-1W, and 1W-1U measurements)
o LV Winding Resistance Test – Test will be carried out at Normal Tap Position.
(2u-2v, 2v-2w, 2w-2u, and 2u-2n, 2v-2n, 2w-2n measurements)

• Vector Group Test

This test is to confirm the vector relation between primary and secondary. Verification for Vector Group
Dyn11 shall be carried out at Normal Tap Position with HV (1U) and LV (2u) shorted together. Type of
instrument to be used is a digital multimeter.

o Apply 3-phase test voltage on transformer primary with secondary open circuited.
o Short 1U and 2u. Measure voltage on several points and record.
o Check the criteria for Dyn11 with the recorded results.
o The result should match with nameplate specification.

Conditions below are to be satisfied to meet vector group (Dyn11) requirements.


1. 1V-2v = 1V-2w
2. 1W-2w < 1W-2v
3. 1U-1V = (1U-2n) + (1V-2n)

• Voltage Ratio Test

This test will be carried out for all Tap Positions by using Voltage Ratio Method when the Transformer
Turns Ratio Tester is not available. The voltage Ratio Test is done by applying 3- phase/400V supply in
HV side. The type of instrument to be used is a digital multi meter.

o First, keep the tap changer of the transformer in the lowest position and open all LV terminals.
o Then apply 3-phase 400 volts on HV terminals. Measure the voltages applied on each phase on HV
side (1U-1V, 1V-1W, & 1W-1U) and induced voltages at LV terminals simultaneously (2u-2v, 2v-
2w, & 2w-2u).
o The Tap Changer should be raised by one position and repeat for each and every Tap.
o Range of measured ratio shall be equal to the calculated ratio ±0.5%.

• Magnetizing No Load Current Test

This test will be carried out for all Tap Positions and will be done by applying 3-phase 400 volts
temporary supply in HV side. This test is to be carried out before DC Winding Resistance Test. Type of
instrument to be used is an Earth Leakage Clamp Meter.

o First, keep the tap changer of the transformer in the lowest position and open all LV terminals.
o Then apply 3-phase 400 volts on the HV terminals. Measure the applied voltage in the HV side (1U-
1V, 1V-1W, & 1W-1U), then record the HV side No Load Current (1U, 1V, & 1W).
o The Tap Changer should be raised by one position and repeat for each and every Tap.
o Within 30% of the measured exciting current, compared with the previous test results, is
usually considered satisfactory.

• Core Balance Test

This test will be carried out at Normal Tap Position and will be done by applying 3-phase 400 volts
temporary supply in HV side. The type of instrument to be used is a digital multi meter.

o First, keep the tap changer of the transformer in the normal position and disconnect the
transformer neutral from ground.
o Supply voltage across one of the HV winding terminals and neutral terminal.
o Measure the voltage in two other HV terminals with respect to the neutral terminal.
Repeat the test for each of the three phases.
o Sum of the resultant two values (V1 + V2) shall be equal to the voltage applied.

• Short Circuit Test

Short circuit impedance and load loss measurement shall be performed at rated frequency by applying a
3-phase/400V supply on the transformer HV windings. The LV windings shall be short circuited.
Applied voltage, current, and load loss shall be measured.

The frequency of the test shall not differ from the rated frequency more than ±1%. In case the rated
power is higher than 10000 kVA, load loss shall be measured by using three-watt meters, in order to
reduce measurement uncertainties. When necessary, instrument transformers and transducers shall be
used. The measured values shall be referred to rated current and then calculated at reference
temperature. This temperature is the annual average ambient temperature increased by the permissible
temperature rise in accordance with the temperature class of the windings.

• Open Circuit Test

No-load current and no-load loss measurement shall be performed at rated frequency and rated voltage
by applying 3-phase / 400V supply on the transformer LV windings. The wave shape shall be as nearly
as possible of the sinewave and The HV windings shall be open. The frequency of the test shall not
differ from the rated value more than ±1%. No-load current and loss shall be measured as well as the
mean value and the effective value of the voltage. No-load current shall result as the average value of
three readings performed by effective value ammeters. Three watt- meters shall be used to measure the
power, by using instrument transformers and transducers when necessary.

• Temperature Relay Test

The relay test will be conducted as per manufacturer’s recommendation through the temperature
monitoring device (TSX1). There are 4 analogue input channels for resistive probes Pt1000 to measure
4 temperatures: 3 in the transformer columns and 1 in the core.

When the device is start-up, you can access the relays test page by pushing the up/down key.
Pushing the last key on the left, relay 1 (RL1) will be excited, the associated led will be lighted up.
Pushing the second key, relay 2 (RL2) will be excited, the respective led will be lighted up and so on.
Pushing the key of an excited relay will stop it from being excited.

On the display, you can see a decreasing counter. This counter will reset at every relay commutation.
When the counter reaches zero value, the device will be switched on normal running condition to avoid
the relays test still switched on in case of oversight. The counter is useful to inform when the test will
be over.

The tightness of the bolts will be tested with torque wrench to ensure correct tightness. See below
the Standard Torque Chart.

• The test is carried out using the calibrated torque wrench.


• The fasteners size is checked for making proper tightening.
• The desired torque value is adjusted in the torque wrench.
• Keep the torque wrench in one side and the other side with spanner for clasp.
• Rotate the torque wrench in clockwise direction until hearing the sound like “Click”. The
results are tabulated in the given formats for sign-off.

• Housekeeping

Upon completion of all the tests, ensure that:


o All tools and test equipment used during testing is removed from the area.
o All fuse wire, connections, lamps, switches etc. that have been used for testing are removed.
o Correctly replace all coverings, etc. removed during test.
o Check painted areas of the switchgear for possible damage, touching up.
o Clean the switchgear thoroughly.
o Panel doors must be properly closed.

CONTROL MEASURES
1. All tools provided must be assessed to ensure that they are fit for purpose, fit for the environment in which they are to be used and
they are in good condition.
2. Visual checks must be completed by operatives on tools prior to their use.
3. Tools are required to be suitable for the purpose for which they will be used.
4. Eye protection is to be provided and used whenever work is done and there is the danger of dust being blown into the operatives’
eyes during system commissioning.
5. Insulated tools must be used where there is a possibility of live electrical work.
6. Prior to taking amp readings on live conductors the tightness of the terminations will be checked with the circuit dead to ensure no
cables come loose during live testing.
7. Step ladders will only be used on even floor areas and an assistant will foot the steps at all times when an engineer is using them. At
no time will the commissioning engineers stand on the top level of any step ladder.
