2 SCOPE OF WORK
This method statement describes and elaborates the procedures of Wet well Cleaning.

5. ROLES AND RESPONSIBILITIES

The following key personnel will be responsible during the execution of work.
5.1 Mechanical/Civil Engineer

He is responsible for work methodology & safety on the project Duties include;
 He is Reporting to O&M manager, PM.
 Implementing the company Occupational Health Safety.
 Stimulating his staff a high level of safety awareness.
 Identifying safety training needs for the staff.
 Ensuring safe equipment and work atmosphere is provided and maintained.
 Leading by good example in front of his staff and all times.
 Reviewing and approve the safety reports and initiate rectification where required.

5.2 HSE Engineer/Officer

 HSE Engineer reports to HSE Manager or Project Manager


 He will be sure that staff implements all HSE procedure at site.
 He will be following up the Tool Box talks related to HSE at site.
 Creating awareness of HSE Procedures as per Project Requirement at site.
 Reporting of all Incident/ accident and unsafe work and report to the O&M, Project
manager.
 He has the authority to stop any unsafe work till be rectified and become safe.
 Preparing HSE related Documents & Inspection Report.

5.3 Core staff

Site supervisor is the main responsible person for high quality work methodology and

 He will plan and implement the HSE during Task.

 Leading by good example in front of his staff and all times.
 Ensuring safe work environment is provided and maintained.
 Implement the planned work in time and as per approved methodology.
 The staff will delegate suitable team as per the work load of a specific work
order

6 TRAINING REQUIREMENTS
The Staff should have the following training in order to carry out the activity.
Special training for specific staff
 HSE site induction training given to all the wet well cleaning team by HSE team.
 First aid training given to first aider by third party.
 LOTO training given to engineer, foreman, technician and operators by third party.
 Firefighting training given to Engineer, Foreman, technician and operator by third party.
 Heavy equipment operating given to heavy equipment operator by third party.
 Permit to work training given to engineers and foreman by third party.
 Confined space training given to all the wet well cleaning team by third party.
 AGT (authorized gas testing) given to engineer, foreman, technician and operators by
third party.
 SCBA training given to confined space entrants by third party.
 Lifting Operation Training given to foreman technician and operators by third party.
 ERT-fire drill/Site evacuation (ERT to all the team by third party and fire drill to all team by
HSE team)
 Technical training given to all the wet well cleaning team by Civil Engineer.

7. HSE procedure and requirements

7.1 HSE procedure


 Lock out Tag out procedure.
LOTO 1-Mechanical or electrical isolation to the penstock by trained personnel
before starting the activity.
LOTO 2-Electrical isolation to the pumps by trained personnel before starting the
activity.
 Tool box talk must be conducted to all the team by Supervisor/foreman.
 Suitable warning signs to ensure that personnel not involved with the Maintenance
are aware that additional hazards may exist.
e.g.: Keep out
Dangerous Confined space
 General Work permit, Confined space permit and lifting permit from the authorized
department if any.
 Suitable PPE for all the wet well cleaning team and all attendees for the activities.
 Barricade tape for area of activities.
 Hazards and notification signs.

7.2 HSE requirements

7.2.1Safety Objective

To ensure all the team, employees and visitors at site safety, health and environment
To complete the wet well cleaning task safely without any personnel injury to the
people.
This will be ensuring by observing safe work procedure and right equipment.

7.2.2 Protective & Safety Equipment


Members of the wet well cleaning team will be issued with the following Personal
Protective Equipment (PPE):
 Water repellant coverall to prevent the spread of virus and bacterials
 Hard hat.
 Gloves.
 Safety Shoes.
 Safety Glass.
 APR Mask
 High visibility vests.(optional)
 H2S Detector / Analyzer.
 Full body harness.
 Additional protective equipment will be issued as and when required.
 Disposable gloves.
7.2.3 Information to Personnel
Communication to personnel shall be made through:
 Method Statements
 All pertinent requirements of this Method Statement will be discussed with the
concerned personnel.
 HSE induction.
 Tool box Talk.
 Risk Assessments.

8. QAQC REQUIREMENTS AND REPORTS


 Activity should be closely supervised by Mechanical/Civil Engineers, Safety
Engineer and report to O&M Manager, Project Manager.

9. EMERGENCY PROCEDURE AND PREPAREDNESS


 First aid kits available on site for minor injuries.
 In case of any emergency an alarms either by shouting or by sounding a horn
alarm and the HSE personnel will give instructions to all the workers to evacuate
and assemble at the designated assembly area. For any unconscious or
incapacitated persons trapped in a confined space, the staff inside the confined
space will be evacuated from outside using attached retractable winch line
attached to the D-ring of the full body harness and the tripod to retrieve them form
the confined space with assistance of a stretcher and other emergency
immobilization equipment. The victim shall be assessed for aid first and CPR to be
implemented. Prior to the emergency rescue, external medical and police shall be
contacted by dialing 112.
 A standby dedicated person will continuously communicate with the entrants by
means of a communication gadget (e.g. walkie Talkie, Loud voice)

10. WORK INTERFACES

 Identify all other interfaces and liaison requirements impacting on the work
activity.
 Coordination with operation team
 Wet well level managements.
 Applicable isolation and other connections.

11. SEQUENCE OF WORK


11.1 Work area preparation
A. HSE requirements, Method statement and Risk assessment shall be implemented
before starting any activity.
B. Induction (TBT) shall be inducted to all the staff before starting the work for the
related to work.
C. Proper PPE to be with the staff before starting any work.
D. Prepare the emergency procedure requirements in site before starting the work.
E. Final review the tools and certificate availability and readiness to do the planned
work.
F. Wet well cleaning foreman shall coordinate for all activities.
G. Check all required material is available at site.
H. Purpose of performing WWC should be known either for Preventive / Corrective
Maintenance.

11.2 The execution supervision shall be as follows

11.3 Work methodology

11.3.1 Pre-Checks

 Survey the working area and make sure that site is clear for safe working activity.
 Body temperature need to be checked for each staff by infrared personnel
Thermometer.
 General Permit, confined space and lifting permits and certificates should be secured
prior to commencement of the activity.
 Make sure all the staff received required vaccination.
 Make sure all staff wearing biological agent which involve Sewage.
 Barricade the area by using warning tape around the working area.
 Make sure that the all staffs are wearing the mandatory PPE (subtitle 7.2.2).
 Monitor the H2S and CO gas and O2 levels inside the wet well using Multi Gas detector
by lowering the tubing / probe into the wet well.
 The acceptable H2S level is from 0 -10 ppm (TWA-10 ppm & STEL-15 ppm)
 The acceptable CO level is less than 35 ppm (TWA-35 ppm & STEL-200 ppm)
 The acceptable O2 level is from 19.5 to 23.5 %
 The acceptable LEL level is 0 %
 Safety Officer will continue monitoring the toxic gases present in the wet well and
always there to monitor the people going in and coming out of the confined space and
he will account the people going in and out.
 Emergency Rescue Stretcher, SCBA and Safety buoy should be placed near wet well.
 Enough drinking water is available at site.
 In case of emergency vehicles should be available at the work place.
 Tool box Talks shall be conducted.
 Necessary communications (walkie-talkie/two way radio) are established.

11.3.2 After the Activity

 Make sure that LOTO removed from the penstock and pumps by trained personnel.
 Barricade shall be removed from the working area.
 Make sure that working area returned into normal environment
WET WELL CLEANING

11.4.1 Procedure
 This type of wet well cleaning is for a pumping station where the waste can be removed
completely by entering inside the wet well to do the wet well cleaning.
 Ensure Work order is dispatched
 The level of sewage water in Wet-well is reduced by closing the pen-stock & running the
pumps in hand mode operation.
 Once the water level is reduced to the lower level of the wet well then pumps are
isolated and LOTO (Electrical isolation) is implemented by trained personnel.
 Checking and monitoring of H2S, CO, LEL and O2 (toxic gases) concentration in the
wet well is done by using Multi Gas detector.
 Continuous ventilation of the wet well at low level to purge out presence of H2S and
other toxic gases.
 Workers standing at the top and entry inside the wet well should wear full body harness
compulsorily.
 High pressure jet of water is used to clean any debris adhered to the walls, chains,
pumps, ladder, etc. inside the wet well.
 After finishing the work, clean all tools, wet well area and debris if any present at the site
area.
 Dispose the debris in to the authorized designated area.
 Ensure to cancel/close the confined space permit and ensure for all people involved in
the activity are accounted for.
 Complete the work order

12. REFERENCE DOCUMENTS


 OEM manual
 SCADA operational drawing
 Any documentation required as part of the safety procedure e.g. HSMP.
 Risk Assessments.

13. RISK ASSESSMENTS


Refer to the attached Risk assessment with list of all identified potential Hazards
and associated risks on the work activity and the suitable controls measures put in
in place as well as the list of aspects and environmental impacts that may occur
with suitable measure to mitigate the impacts.
14. ISOLATION STEPS FOR WET WELL ONE
Procedure steps:
 close the Inlet gate PG34, PG31, PG05, PG32, PG42, PG33.
 close all suction valve (GV11,GV13, GV15, GV17,GV19, GV08). This should be done by
scada Operator from the HMI display.
 Switch off Pump; P11, P12,P13, P14, P15. (VFD)
 Drain(Open) wet well gate PG33.
 Close GV9B and GV9B
 Initiate LOTO before dewatering(through pump) and starting of the Job.

14.2. ISOLATION STEPS FOR WET WELL TWO


Procedure steps:
 Close the Inlet gate PG32, PG42, PG05, PG43, PG41, PG44.
 Close all suction valve (GV21,GV23, GV125, GV27,GV29, GV08). This should be done
by scada Operator from the HMI display.
 Switch off Pump; P21, P22, P23, P24, P25. (VFD)
 Drain(Open) wet well gate PG43.
 Initiate LOTO before dewatering(through pump) and starting of the Job.

15. PM Questions and Comments

2. Initial Entry Gas test (H2S, LEL, O2).
 The acceptable H2S level is from 0 -10 ppm (TWA-10 ppm & STEL-15 ppm)
 The acceptable CO level is less than 35 ppm (TWA-35 ppm & STEL-200 ppm)
 The acceptable O2 level is from 19.5 to 23.5 %
 The acceptable LEL level is 0 %
Note, gas test shall be conducted at different level
Safety officer shall ensure continuous monitoring of gas.
 6 meter probe is required
Minimum of 2 SCBA should be available on site for emergency purposes.

3. Do they have to use Gas mask?, what is the duration of using mask?
APR (Air-purifying respirator) mask is required
The job and use of mask will be carried out on rotational duration of 20 to 30 minutes.

4. Method of Communication?
Walkie talky or Loud voice depending the depth of the wet well.

5. Rescue Equipment.
 Life line
 Safety Harness
 Tripod.
 APR etc
The quotation for this equipment has been requested, expecting feedback anytime soon.

6. Access point and Ladder.


Access point is wide enough for human entry.
Ladder above 6 meter is available..

7. Flash light (Enquiry in progress)


4 piece of “15-meter length 24vdc lamp” is required. However, 60W chargeable lamp is
available, 3 more is required.

8. Crane to upload the grit up?


An electric hoist of load capacity 1200/600kg is available and in good condition.
9. Do we have sufficient pumps for dewatering-
4 pumps are available.
