CHAPTER I: INTRODUCTION

BACKGROUND OF THE STUDY

The island of Samar takes up the most parts of Eastern Visayas. One of the three

provinces that forms a total land area of 3,498 square kilometers is the Northern Samar

Province which is considered a second-class province composing of 24 municipalities

(Lustria Jr., U., 2023). This region is a home to a lot of tourist spot destinations and rich

history. It is also famous for its rock formations and white sand beaches (Patrick, 2020).

In addition, due to more relaxed travel restrictions caused by the lifting of Covid-19

strict protocols, there is an abrupt increment of domestic visitors. From 38,524 in the third

quarter of 2020, the figure went up 188,936 or 390% higher recorded in the same period of

2021 (Meniano, S., 2022). Establishing an airport is critical to the economic growth of the

province and providing air transport means creating greater opportunities for a lot of tourists

to reach the places of the province (Reyes, R. 2021). Although the province has an existing

national airport, a lot of agencies and even the former President Benigno Aquino III has

noticed and proactively raised the concern regarding the airport’s state (Ubac, M., 2012).

According to the Philippine News Agency, the local officials formally asked the

central government to transfer the Catarman Airport due to recurring security problems. The

runway is located in the middle of populated areas intersecting a highway that is used by the

people as a road or plaza which poses a grave danger to aircraft operations (Meniano, S.,

2023).

Some areas already ceased plying the Manila-Catarman route as the number of

passengers using the airport had decreased because of safety concerns (Ubac, M., 2012).

Currently, only Philippine Airlines uses the airport for its four times weekly Catarman-Clark

route flights (Meniano, S., 2023).

DESIGN OVERVIEW

The Northern Samar Province is known for its white sand beaches, caves, scenic rock
formations and different tourist destinations. As there is a surge of visitors after the lift of
ECQ, the Civil Aviation Authority of the Philippines CAAP 8 (Eastern Visayas) is looking
at the possibility of relocating the Catarman airport in Northern Samar to pave the way for
the proposed airport expansion program. The existing domestic airport in the capital town of
Catarman is not feasible because a big portion of the airport complex is part of a military
reservation. The existing airport is accommodated by a 1,600-meter-long runway but
because of safety issues, only 1 airline remained operating with an estimated number of
1,056 aircraft movement per week.
With this, we are to design a complex domestic airport that will represent the

Northern Samar Province and serve as the gateway of the region. The airport must be

capable of handling a principal Class 1 aircraft and must follow the Civil Aviation Authority

of the Philippines Manual Standards. The said development will include the following

structure:

1. Terminal Building

a) Lobby

b) Check -in Counter

c) Departure Area

d) Arrival Area

e) Baggage Claim Area

f) Concession Area

2. Airside

a) Runway

b) Taxiway

c) Apron

d) Hangar

e) Fire Department Station

f) Control Tower

3. Landside

a) Curb Side

b) Parking Area

DESIGN OBJECTIVES

This development aims:

a) To select the most suitable site that is accessible to public

b) To generate a concept for the proposed domestic airport that is adaptable to the

weather and topographical conditions of Northern Samar.

c) To design an airport that meets the requirement of durability, maintenance,

insurability, quality and safety of the users.

d) To create a design that reflects the composite understanding of several interrelated

factors including aircraft performance and size, air traffic management, demand for

safe and effective operation, the effect of noise on communities, and obstacles in the

airways.

e) To design a terminal in a way that it creates more profit than its expenses.

f) To arrange the spaces that will allow natural lighting as well as better circulation and

proper ventilation

CHAPTER II: SITE SELECTION

SITE A
Location: Brgy. Población, Municipality of Pambujan
Pambujan is in the heart of the second district of Northern Samar. It is only 37
kilometers east of Catarman. It is also close to various tourist spots such as caves, beaches,
rock formations and churches. Its elevation is estimated at 5.2 meters above mean sea level.
Recently, the local government issued an order to go forth with the feasibility study of the
site to establish a new airport. The study that was conducted found it to be economically
viable and the Civil Aviation Authority of the Philippines 8 (Eastern Visayas), proposed to
jumpstart with the construction if the new Northern Samar Airport in this new site
(Meniano, S., 2023).

This site is located 1km away from Royal Palm Hotel and just 10 minutes’ walk from the
municipal proper.

other tourist spots. Aside from that, there are also a lot of tourist attractions within the

municipality.

Location: Municipality of Gamay

Gamay is a 4th class coastal town near the border of Eastern Samar, is about 110

kilometers away from Catarman, the provincial capital. According to the administrator, there

will be less cost because there are no permanent structures erected in the area. The site has

enough space to build up to 3,500 meters of runway, more than double than the 1,600-meter

runway of Catarman Airport (Meniano, S., 2018).

This site is located in Brgy. Cagamutan in Gamay. It is accessible to the National Road and
only 10 minutes’ walk from the Gamay new terminal.

d) Lounge – an area where passengers can sit, wait and relax when they are waiting

e) Check -in Baggage Counter – area where passengers check in their baggage

that are not allowed for hand carry in their respective airlines and where they can

get their boarding pass to go through the departure area.

f) Baggage Handling Room (Outbound) – a space where the baggage goes along

a conveyer belt where it is inspected for dangerous materials such as explosives,

etc., and where they are sorted as they proceed to be loaded on the aircraft.

g) Concession Area – an area where passengers can buy/ other businesses can

operate i.e., pasalubong shops.

h) Public Toilet – separate toilet for Male, Female and PWD

a) Runway – used for takeoff and landing of aircraft

 Material used in the runway is asphalt as it is easier to repair on an

ongoing basis.

 According to ICAO airbus aircraft A319, A320, A321, A321 ceo are

compatible with 30m wide and at least 1,900-meter length runway

 Runway Area = 30m x 2,000m

= 60,000 sqm

 Turning pad - 180° turn (30m radius from runway centerline)

b) Taxiway – a pathway for aircraft connecting the runway, apron, hangars etc.

 According to FAA recommendation, minimum width of taxiway is

23m, however, 26.5m is adopted for the width in order to secure the

required clearance between the wheels of maneuvering aircraft and

the edge of the taxiway.

31 | P a g e
c) Apron – area where an aircraft is parked, unloaded or loaded, refueled,

boarded and sometimes maintained. Accessible to passengers than taxiway

and runway.

 The stand safety line (Aircraft Safety Area) – min. 7.5 m from

aircraft where no vehicles must be parked before complete stop of

aircraft.
