Coverage of the PEISS
The PEISS covers
undertakings that have
significant adverse impact
to the environmental
quality.
Proclamation No. 2146
defines undertakings that are
either:

Environmentally Critical
Projects (ECPs) or located in
Environmentally Critical
Areas (ECAs) are within the
scope of the PEISS.
Category A -
Environmentally
Critical Projects
A. Environmentally Critical Projects (ECP)

Heavy Industries

1. Non-ferrous metal industries


2. Iron and steel mills
3. Petroleum and petro-chemical industries, including oil and gas
4. Smelting plants

Resource Extractive Industries

1. Major mining and quarrying industries


2. Forestry projects
a. Logging
b. Major wood processing projects
c. Introduction of fauna (exotic animals) in public/private forests
d. Forest occupancy
e. Extraction of mangrove products
f. Grazing
Category A -
Environmentally
Critical Projects
3. Fishery projects

a. Dikes for/and fishpond development projects

Infrastructure projects

1. Major dams
2. Major power plants (fossil-fueled, nuclear-fueled, hydro-

WHAT IS ENVIRONMENTAL
IMPACT ASSESSMENT?
"process that involves predicting and
evaluating the likely impacts of a project
(including cumulative impacts) on the
environment during construction,
commissioning, operation and abandonment.

preventive, mitigating and enhancement
measures addressing these consequences to
protect the environment and the community's
welfare.
Who can prepare an
EIS?
Only accredited individuals,
offices, or organizations are
allowed to do EIAs and prepare
EIS or IEE documents. This is to
ensure that only competent,
credible, and qualified individuals
are involved in the studies
required to prepare these
documents.
Who can prepare an
EIS?
DENR’s EMB and Regional Offices
are empowered to accredit
individuals or organizations to be
EIS or IEE preparers.

DENR personnel are prohibited


from participating in the
preparation of EIS or IEE, except
in their mandated role to provide
guidance to the proponents.
