1. GENERAL

1.1. Scope

This specification sets out the general requirements and the criteria for the installation
and the testing of power supply systems for on-shore and off-shore plants. Particular
requirements and details of installation will be specified in the Project Documentation.

1.2. Normative references

When applicable, please refer to the EN European Normative References and the
CENELEC Harmonisation Documents or, in their absence, to the CEI/CEI UNEL
normative references and IEC publications. In any case the plants shall comply with the
requirements and regulations issued by the Local Authorities and Bodies under whose
jurisdiction they are installed.

2. FUNCTIONAL NORMATIVE REQUIREMENTS

2.1. General requirements

2.1.1. General

The electrical plants shall comply with the normative references and the laws indicated in
1.2.
Ignorance of the current laws and normative references cannot be held as an excuse by
the Contractor.
The Contractor shall also operate with diligence, caution and skill and manufacture
workmanlike plants.
The materials shall be utilised correctly according to their characteristics and use
respecting any requirements or installation criteria provided by the Manufacturer; the
plant shall comply with the relevant requirements especially in relation to safety needs.
In addition to the compliance with the technical normative references and the
workmanlike manufacture, the installation shall be carried out in compliance with the
plant design indicated in this specification and in other Project Documentation.

2.1.2. Tests and inspections

All test and inspections to be carried out on each material and on the electrical plants are
laid out in the "Tests and Inspections Plan 05221.VAR.ELE.SPC" along with the relevant
competencies of the contractor.

2.2. Operating environment

All components of the power supply system shall be designed and fabricated according
to the environmental conditions of the place of installation specified in the Project
Documentation.

2.3. Functional requirements

2.3.1. General

The work entails the assembly of all materials as per design so as to install the plant as
planned.
After installation all materials shall be cleaned inside and outside; especially the
disconnectors, the busbars, the transits, the lighting installation and all those parts whose
smooth running depends on how clean the insulating surfaces are.
The metallic material manufactured or supplied by the Contractor shall be painted in
compliance with the requirements of the specification "PROTECTIVE TREATMENT FOR
ELECTRICAL AND INSTRUMENTATION COMPONENTS "

2.3.2. Electrical boards

The electrical boards shall be installed (when required) according to the requirements
provided by the Supplier and those indicated in the Project Documentation.

2.3.3. Generation set

The installation of the generation set and of its equipment (when required) shall be
carried out in compliance with the requirements provided by the Supplier and those
indicated in the Project Documentation.

2.3.4. Electrical power transformers

The installation of the power transformers shall be carried out in compliance with the
requirements provided by the Supplier and those indicated in the Project Documentation.

2.3.5. Rotating electrical machines

The workmanlike mechanic installation and coupling of the rotating electrical machines is
expected to be carried out by a third party according to the instruction of the
Manufacturer.
The machines shall be supplied with electric power and earthed in compliance with the
relevant installation standards and always according to the requirements of the Project
Documentation.

2.3.6. Cabling

Please refer to the relevant paragraphs of CEI normative reference as far as the following
work is concerned:

• cables laying
• operating and laying conditions
• protection against direct and indirect contacts
• protection against external thermal shocks
• protection against fire
• coexistence of electric cables and underground telecommunications cables
• coexistence of electric cables and control and/or signal cables
• coexistence of electric cables and pipes or underground metallic tanks
• crossing of cable lines with railways, tramways, trolley-bus lines, funicular railways,
motorways, state and provincial roads.

2.3.6.1. Preliminary works for the laying

The cables shall be handled and laid with extreme care. The cables shall be transported
from the store to where they have to be laid without rolling or dragging the reel and using
adequate means such as trolleys or lorries equipped for the job. The reels can be rolled
only in case of short distances when they need to be put onto stands or trolleys.
From the moment in which the cables are picked up from the store, it shall be made sure
that they are provided with termination cup nuts or seals aimed at avoiding humidity
penetration into the insulator. This is absolutely vital in case of paper-padded cables and
of mineral insulating cables. The cables shall be laid with the mentioned nut cups.
Mineral insulated cables used for heating shall be checked before they are laid to verify
whether they comply with the project documentation. Furthermore, their insulation
resistance shall undergo a preliminary insulation test with Megger.

2.3.6.2. General requirements for laying

The cables shall be laid making sure they do not suffer any mechanic and thermic shocks
other than the normal ones foreseen by the laying procedures.
The cables shall not hold any weight, not even those of electrical elements linked to them
and they shall be suitably supported in relation to their mechanic resistance.
UnipoIar wires of A.C. power circuits shall be positioned and supported so as to avoid the
dangerous heating of adjacent metallic parts that might be caused by induction; for
example non magnetic material could be used.
In places with explosion or fire hazard due to the presence of dangerous substances that
can interact with air, the ground shall be considered as "hazardous site" up until 0.60 m,
therefore:

− underground cables shall be of armoured flex/cable type and laid deeper than 0.60m.
- cables buried in trench ducts, pits can be of non-armoured type but shall be protected
against mechanical shocks
− trenches, pits etc. shall be filled with sand to avoid trapping dangerous substances
only found with joints and/or heavy vapours which might create explosive mixture.
− cables in view, when allowed by the adopted normative rules, shall be protected
against mechanical shocks up until a height of 2.50 m from the design ground; and up
to 1,5 m if armoured cables are under consideration.

2.3.6.3. Laying methods

The cable shall be unwound by pulling it downwards from the reel, after having fixed the
reel onto a trolley or stand that will enable it to unwind easily.
The cable shall not be unwound by extracting the coils from the reel.
A laying system through mobile reel is allowed, that is by moving the trolley. This can
happen when the trench is completely open with no underpass and the cable can be laid
directly into the trench or on its edges. This method is particularly suitable for laying
cables that can only stand small traction stresses.
When the cable is first unwound along the edges of the trench or at the foot of cable tray,
it shall then be lowered into the trench or lifted onto the cable tray exclusively by the
workers.
During a fixed-reel laying, the cable shall be rested onto spaced rollers so as to prevent
the cable from sliding on the floor.
Inclined or vertical rollers shall be used for bendings.

2.3.6.4. Recovery of cables

The recovery of cables shall be carried out following the same criteria and methods used
for laying the cables. Should there be other operating cables in the trenches during a
recovery operation, all the accident protection measures shall be adopted to guarantee
personnel safety and the necessary precautions shall be followed to avoid mechanical
stresses for the operating cables.
The cables shall be cut, if necessary, at any junctions. Any cables recovered shall be
wound up around reels having a radius equal to or larger than 20 times the cable’s
external diameter. The heads of the recovered cables shall be provided with terminations
aimed at preventing the penetration of humidity into the insulator and they shall have
easy access for any tests and measurements. All cut pieces of cables with a small
diameter (less than 30 mm) and not longer than 25m can be wound up.

2.3.7. Electrical tracing system

The electrical tracing system shall comply with the requirements and the installation
standards indicated in the General Specification "INSTALLATION OF TRACING
SYSTEMS 06733.VAR.ETI.PRG" and in the Project Documentation.

2.3.8. Cathodic protection system

In any case I necessary to check the efficiency of sheathing, passive protection,both in


case of epoxy painting, than sheaths and bituminous bands as well, in these last cases it
is necessary to go on with the check using an olidey detector and control that after the
laying, the equipment under protection is not in contact with plant parts directly connected
with earth.
The following are the main checks to performed that determine the cathodic protection
system efficiency: control of anode plant efficiency, automatic rectifier feeder, reference
electrodes, electric joints correct installation and insulation, measure points and their
identification, from the last ones in start-up stage and tripping of the plant, measurements
carried out with on-off method for the determination of protection potential applied after
the initial period of polarization.

2.3.9. Lighting system

The main lighting system and, when required, the safety system, shall comply with the
requirements and the installation standards enclosed to the Documentation.

2.3.9.1. Positioning of lighting fixtures

The position of all lighting fixtures is defined in the design documentation. However, the
Contractor shall consider the actual situation and modify the position if necessary. In
particular, when a specific object needs to be lit up, the Contractor shall find the best
position for the lighting fixtures fit for the scope, taking into consideration the typology of
the equipment and the site classification.

When a lighting fixture, which has been positioned according to the design
documentation, happens to be blinded by an obstacle, the Contractor shall bring it to the
Company’s attention and agree upon repositioning it. When a lighting fixture is too
exposed to mechanical damage or to dripping liquids, the Contractor shall bring it to the
Company’s attention.

2.3.9.2. Positioning of lights boards

The lights boards shall be installed so as to have easy access to the switches and to
facilitate maintenance.

2.3.9.3. Cleaning of lighting fixtures

When the lamp is installed, or anyway at the completion of the work, before being closed,
the lighting fixture shall be cleaned on the inside and outside, especially the reflector and
the transparent bowl.

2.3.10. Earthing system

The earthing system shall comply with the requirements and the installation standards
enclosed to the Project Documentation.

2.3.10.1. Laying of earthing wires

Underground wires shall be laid onto trenches whose depth, when not specified in the
design documentation, shall be at least 0.50 m.
After the laying, the trenches shall be filled with compacted soil without any pebbles, if
necessary and if in any case is indicated in the Project Documentation, with vegetal soil.
When earth wires emerge from the ground or from a slab, they shall be protected at least
up until 0.20 m from the ground.
Terminations and joints shall be tight and proportioned to the wires section and to the
fault currents. Terminations and joints for wire conductors shall be made of the right cable
glands and terminals.
Joints for flat conductors (galvanized steel or copper) shall be made with:

- one bolt, if cross-shaped


- two bolts, if straight
- four bolts with possible use of two additional flat elements if angle-shaped

Underground joints shall be protected against humidity penetration in order to limit


corrosion.
The junction of earth and protection wires with terminals or earth manifolds shall be made
with bolts or terminals which enable sectioning for inspection, but only with the help of
tools.
Protection wires which are not part of the electric wires shall be preferably laid in
proximity of the latter.
They shall be protected against damages and shall cover short routes.
The earth conductors making part of the operative earth system (unlike the protection
earth system) should be clearly identifiable along the path and in the connection with the
collector of equipotential earth.

2.3.10.2. Terminals and earthing manifolds

Earth terminals shall be generally installed overground at a 0.30m - 0.50m height, in a


position which should not be too exposed to mechanical damages and of easy access for
inspections and measurements.
When overground installation is not possible, the terminals and the manifolds shall be
placed in wells of easy access for inspection, making sure they are protected against
corrosion.
In places with explosion and fire hazard in the presence of heavy gases (GPL) or
inflammable fluids , as for example gasoline, the wells shall be filled with sand.
Terminals and earth manifolds shall be placed so as to limit as much as possible the
length of the junction wires to the leakage elements.

2.3.10.3. Identification of protection wires, earth wires and equipotential wires

Insulated wires shall be identified by the sheath colour yellow/green, unless otherwise
specified in certain cases.
Bare wires shall be identified at both terminations by the following symbols made with
collars, narrow bands or adhesive tape:

- protection wires PE (G per normative references NEMA/NFPA/NEC - U.S.A.)


- earth wires E (G per normative references NEMA/NFPA/NEC - U.S.A.)
- equipotential wires EQ (G per normative references NEMA/NFPA/NEC - U.S.A.)

2.3.10.4. Use of foreign elements such as protection wires, earth wires, equipotential wires, or
elements lowered into sheathing protections against atmospheric disturbances

In case of foreign elements such as protection wires, earth wires, equipotential wires,
extra care should be taken to guarantee continuity through joints. When in doubt, U bolts
of adequate size shall be installed.

2.3.10.5. Picking up and feeder gear and descent gear into the protection against atmospheric
disturbances

The wires relevant to the picking up and feeder gear shall be effectively fixed to the
structure to be protected so as thermal and electrodynamic stresses caused by the
lightning discharge or mechanical stresses due to impacts, snow slippings etc. do not
result in breakages or disanchorages.
When included, spacing supports shall be well anchored and adequate to the structure.
When the anchoring surface is combustible the wires shall be spaced at least every 10
cm.
Junctions for picking up and feeder wires shall be made with hard soldering, compression
terminals, bolts, riveted joints, terminals or screwing. The junction contact surface shall
be at least 200 mm2.

2.4. Boundary conditions, limits and exclusions

2.4.1. Applicability

This specification shall be considered as an integration for those aspects not specified in
the Project Documentation. The latter indicates limits of competencies, design data and
the specific choices that have been made.

2.4.2. Limits and exclusions

Any limits and exclusions shall be indicated in the Project Documents.

2.5. Ergonomics

2.5.1. Access

The access to the equipment during the various phases of assembly, maintenance,
manoeuvre and operation shall be in compliance with the requirements of the Normative
References and the relevant ergonomic requirements.

2.6. Safety

2.6.1. General requirements

The Supplier shall guarantee that all materials and components object of this
specification shall be workmanlike products to comply with the safety requirements
indicated in the Normative References.

2.7. Requirements for Quality Management and Assurance

Any additional requirements of quality management and/or quality assurance are


contained in the relevant management specification enclosed in the bid request.
