Reaffirming the goal set out in the 1951 convention of the United Nations High Commissioner
for Refugees,
Welcoming the outcome of the ceasefire in the Israel-Hamas conflict,

Concerned by the increase in challenges faced by individuals in conflict regions, including


limited access to medical services, disrupted healthcare infrastructure, and adverse social and
economic consequences in the Gaza Strip, Syria, South Sudan, Yemen, Iraq, Afghanistan, and
Central African Republic,

Recognizing the need to provide aid to vulnerable regions economically and medically,

Acknowledging the work undertaken by relevant international bodies and organizations,


including the World Health Organization, United Nations Economic and Social Council,

Emphasizing that the United Nations can further play an effective role in building a global
consensus in addressing the need for raising funds for civilians involved in conflicts,

Affirming the critical role of resource management in aid distribution, we commit to establishing
resource management teams for equitable aid delivery,

Abiding by the UN Charter Article 13,

Observes the challenges faced by children and women in receiving basic necessities in the
conflict regions

1. Encourages regional, national and international efforts to strengthen healthcare facilities by


transferring funds,

a. Suggests member states to propose higher funds from the next General Assembly meeting
having specialized budgets from the Economic and Social Council (ECOSOC) and taking
loans from the International Monetary Fund (IMF),
b. Requests member states to fund to Rapid Resource Fund (RRF), Public-Private
Partnership (PPP), and other organizations;

2. Underlines the importance of collaboration to provide aid for refugees and civilians in a
conflict zone;

3. Recognizes the urgency, and reaffirms its commitment to, reaching a successful and timely
conclusion by sending emergency aid via health vans;
4. Ensuring the security of humanitarian aid by engaging personnel to assist the healthcare
workers,

a. Designates The United Nation Peacekeepers to provide security to healthcare workers in


conflict zones,

5. Solemnly affirms for member nations to provide funds to aid refugees and implores states to
accommodate refugees and providing them education and employment,

a. Recommends collaborations with organizations such as UNICEF;

6. Emphasizes establishment of a robust emergency management framework and capacity


building for times of conflict,

a. Suggests member states to establish a training center for volunteers for garnering
knowledge on first aid,
b. Recommends member states to establish medical centers and initiatives for treating
psychiatric disorders;

7. Recognizes the Russian Model of Aid which promotes efficient, timely and appropriate aid
and suggests its implementation to minimize further casualties;

8. Encourages cooperation from all nations for all above clauses and adhere to them.
