INTRODUCTION
This document describes the implementation of the IEC 60870-5-101 and IEC 60870-5-104 SCADA protocol within
the NOJA Power RC10 and RC15 controllers.
This implementation incorporates the Triangle MicroWorks, Inc. IEC 60870-5-101 and IEC 60870-5-104 Slave
Source Code Library.
This document and the documents listed below provide complete information on how to communicate with an
RC10 via the IEC 60870-5-101 and IEC 60870-5-104 protocol.

APPLICABILITY
This manual describes the IEC 60870-5-101 and IEC 60870-5-104 protocol Implementation from software
versions 1.26.y.0 onwards of Relay Firmware. If you have a software version earlier than this, then this
document does not apply. Please contact your NOJA Power representative for further information.
The software version and build number can be read from the LCD panel by navigating to the Identification
screen as described in the OSM Recloser User Manual.
This document includes the IEC 60870-5-101 interoperability statement specified in Clause 8 of that standard. The
section numbering within the interoperability statement indicated in italics (e.g.: 8.1) are the corresponding
subclause numbers indicated in the standard. They are included to assist the reader in cross-referencing this
document to the standard and to the interoperability statements of other devices.
In the same manner, the IEC 60870-5-104 interoperability statement specified in Clause 9 of that standard is
included with section numbering retained as specified in that standard.
8.0 Interoperability
This companion standard presents sets of parameters and alternatives from which subsets have to be selected to
implement particular telecontrol systems. Certain parameter values, such as the number of octets in the COMMON
ADDRESS of ASDUs (Application layer Service Data Unit) represent mutually exclusive alternatives. This means
that only one value of the defined parameters is admitted per system. Other parameters, such as the listed set of
different process information in command and in monitor direction allow the specification of the complete set or
subsets, as appropriate for given applications. This Clause summarises the parameters of the previous Clauses to
facilitate a suitable selection for a specific application. If a system is composed of equipment stemming from
different manufacturers it is necessary that all partners agree on the selected parameters.
The possible selection (blank, X, R, or B) is specified for each specific Clause or parameter. Refer to Note 1 on
page 9.

3. The RC10 also supports communication via USB interfaces and various convertors are available to suit
connection to other physical media such as RS-485. Only NOJA Power approved USB devices should be
connected to these ports. Refer to the Communication Interface section of the OSM Recloser User
Manual for more detail.
4. The 19200, 38400, 57600 and 115200 bits/s data rates are not part of subclause 8.3 Physical Layer of
the standard IEC 60870-5-101 interoperability statement. These data rates are supported by the RC10
and are included with the rates listed in section 8.3 Physical Layer of this document.
5. All addresses are entered and displayed as unstructured values. Interoperability with devices using
structured addressing schemes is supported by calculating the equivalent unstructured address value
and entering that value for the appropriate address. For example: A system using a 2-octet structured
address format built from a 4-bit group number as the most significant bits and a 12-bit station number
as the least significant bits creates the equivalent unstructured address by evaluating the equation:
(GroupNumber × 212) + StationNumber.
6. Data points of Type IDs 1, 3, 9 and 11 may be optionally configured to be reported as cyclic data (COT
= <1>) or background data (COT = <2>). When using unbalanced data link procedures, cyclic data and
background data are sent in response to Class 2 polls.
7. The value of the length field “L” in IEC 60870-5-101 variable length frames is six less than the number
of bytes in the frame (the six additional bytes of the frame are not included in the length count). The
maximum value of “L” is 255 and the maximum data link frame size is 261 bytes. The RC10 can always
receive maximum size frames in the control direction. The size of frames sent in the monitor direction
can be configured to be less than 261 if required. It can be useful to reduce the maximum frame size if
operating over a communication service that utilizes an intermediate packet transmission system (e.g.
SMS) in order to ensure that each message will be sent in a single packet. Operation over very low
quality communication channels (with high error rates) is sometimes enhanced by reducing frame sizes
in order to reduce the probability of corruption of a frame. Use the largest frame size possible in order
to maximize the efficiency of data reporting. Unless there is a specific reason to reduce the frame size, it
should be left at the maximum of 261.
8. IEC 60870-5-104 Edition 2 declares the “Length of APDU” (the size of the APDU payload) to have a
maximum value fixed at 253 in both control and monitor directions. The actual size of the APDU is two
bytes longer than the “Length of APDU” value (the first two bytes of the APDU header are not included
in the length count). IEC 60870-5-104 Edition 1 permitted limiting the maximum size of the APDU to be
smaller. For compatibility with Edition 1 implementations that require a reduced APDU size, the RC10
permits the maximum size of APDUs transmitted in the monitor direction to be adjusted by setting the
IEC 60870-5-104 Max APDU Size parameter. The largest size should be used wherever possible. See
note 7 above.
9. IEC 60870-5-101 Edition 2 added support for including the Day of Week value in the 56-bit time objects
(e.g. when setting the clock or when reporting time stamped events). If set, the Day of Week has a
value in the range 1–7. If it is not used, the Day of Week has a value of zero. The RC10 accepts time
objects that either specify a day in the Day of Week or set it to zero. By default, the RC10 sets the Day
of Week code to specify the appropriate day in 56-bit time objects transmitted in the monitor direction.
This may be configured to force the Day of Week code to always be set to zero if used with controlling
stations that do not accept time objects with a non-zero Day of Week code.
10. The RC10 issues the End of Initialization message (Type ID 70, M_EI_NA_1) message in the monitor
direction on power-up or on manual local or remote reset of the communication interface (local reset
will also occur if the communication configuration or data point mapping are altered). The “Cause of
Initialization” (COI) value in the message indicates the reason that the message was sent (Power On
<COI=0>, Local Reset <COI=1>, Remote Reset <COI=2>). The RC10 can be configured to optionally
also send the End of Initialization message when an event buffer overflow occurs. The COI values sent
in this message indicating buffer overflow is configurable. Any COI value in the range 0–127 can be
configured; however the values 0–31 are allocated or reserved in the standard and the range 32–127
are defined as being available for private use. It is recommended that a value in the range 32–127 is
used if reporting this message on event buffer overflow. Configuring the COI parameter to the default
value of -1 disables the reporting of End of Initialization on event buffer overflow.
11. The RC10 maintains time internally as UTC time. A configurable Time Zone parameter provides an offset
to allow internal times to be displayed on the HMI panel as local time. The RC10 can be configured to
interpret time tags in SCADA messages to be in UTC or in local time. If configured to use UTC time, the
SU (Summer Time) flag in IEC 60870-5-101/-104 time objects in the control direction (e.g. clock update)
is always ignored and the SU flag in time tags is never set in the monitor direction. When configured to
use local time, the SU flag may optionally be used: If using local time and the SU bit is set in the control
direction when writing to the clock, the RC10 switches to reporting time as summer time values (with
the SU flag set) in the monitor direction. When the clock is subsequently updated to standard time (set
to a time value with the SU flag clear), the RC10 switches back to reporting standard time (with the SU
flag clear). When receiving a local time clock update with SU set, the time is converted from summer
time to “standard time” by subtracting one hour (the local HMI panel continues to show standard time)
and when reporting time with SU set, one extra hour is added to the time in the time tag. Note that the
RC10 does not switch between standard and summer time based on an internal calendar: The reporting
of standard or summer time in the monitor direction is controlled by the use of the SU flag in the most
recent clock update received on the SCADA communication interface. If the SU flag must always be
clear in the monitor direction, use UTC time or keep SU clear in clock updates if using local time.

complete set or subsets, as appropriate for given applications. This clause summarizes the parameters of the
previous clauses to facilitate a suitable selection for a specific application. If a system is composed of equipment
stemming from different manufacturers, it is necessary that all partners agree on the selected parameters.
The interoperability list is defined as in IEC 60870-5-101 and extended with parameters used in this standard.
The text descriptions of parameters which are not applicable to this companion standard are strike-through

PROTOCOL SETTINGS
The following tables list the user-configurable parameters for the RC10 IEC 60870-5-101 protocol interface. All
parameters can be configured using the CMS tool. Selected parameters may also be modified via the RC10 front
panel. These parameters are identified in the following tables with an “X” marked in the HMI column. Where a
table has no HMI column, none of the associated parameters can be adjusted from the RC10 front panel.
Notes:
1. If the parameter Block until Disconnected is set to “Enabled”, no new connection request can be
accepted whilst a connection is currently open until the current connection is closed. The current
connection will be closed if any of the following occur:
a. The master station explicitly closes the connection
b. A communication failure occurs while the RC10 is awaiting a confirmation from the master and
timeout “t1” expires. This causes the RC10 to close the connection.
c. A communication failure occurs while there is no message awaiting confirmation and the
timeouts for sending a test frame and then receiving its confirmation (“t3” plus “t1”) expires.
This causes the RC10 to close the connection.
If this parameter to set to Enabled, the existing connection must be closed in order to allow the master
to reconnect after a failure. To ensure that an existing connection will be closed, t1 and t3 must be
configured to appropriate values. Timeout t3 is the primary determinant of delay to recover a failed
connection. In particular, t3 should not be set to zero as this inhibits the line idle test procedure, in
which case the RC10 will never close the connection on idle timeout and a failure of communication
might only be recovered by manual intervention to reset the controller or to disable and re-enable the
communication port.

As per the standard, a “Redundancy Group” (RG) is a self-contained application which can operate alone, or
with other RGs to support multiple communications paths or master stations. One RG supports one active
(“STARTED”) connection. Each RG uses a single set of data and one event buffer.
Two methods have been implemented for establishing connections. These are outlined below.
Connection Method 1
This method requires that each collection of logical IEC contexts has a unique and defined IP address/port of the
IEC master. When a connection request is accepted, the Connection Management (CM) layer assigns the
socket to the logical device with the matching source IP address/port and proceeds to route all IEC messages
from that master to this address. The individual logical devices are accessed in the collection based on the IEC
destination address.

• For each point, the reporting mode can be individually set. One of the mode options is to use a default
mode for that point’s data type. This default mode for the data type is configurable. For most monitored
data types, the available reporting modes are:

A separate event buffer is assigned for each data type that reports events. In relay software versions
1.10.0.0 onwards, this buffer has a size of 500 events per data type. In earlier software versions, the size
is 100 events per data type.
• For each point, the Information Object Address (IOA) can be individually set.
o The IOA value assigned to each data point is unique across all data points in the device, not just
within the data of the same data type.
o Within each data type, the range of IOA values assigned to that type will be limited to a span of
no more than 255 between the minimum and maximum IOA values. Maximum message
efficiency is realized when the IOA values assigned to the enabled data points of one type form
a single contiguous range with no gaps.

Notes:
1. When an element is set to reclose in the AR map, the pickup will be activated only when the recloser is
closed. This applies to all voltage elements with the exception of UV4 Sag.
2. An alarm is activated when a protection element detects that a protection operation is required. When the
alarm is not latched the alarm will reset when the protection element resets. When the alarm is latched,
the alarm will remain active when the protection element resets and can only be reset through the SCADA
command “Reset Binary Fault Targets” or when the switch transitions from open to close if “Reset Flags

MEASURED VALUES
Analog inputs use the IEC 60870-5-101 Scaled or Normalised Measured Value data types:

The selection of using Scaled or Normalised formats is set globally for the device.
The table below shows the Measured Values that may be reported and the standard and alternate
scale ranges available in the Scaled Measured Value format.
The scale range used by the device is configured globally to be either Standard Scaling (default) or
Alternate Scaling. This selection applies to both Measured Values and Integrated Totals.
When using the Normalised format, the full scale range (the normalised “1.000” value) for each
object is equal to 32,768 times the Step value as shown in table below.
Each data point has a configurable scale divisor (default value 1) that can be applied to the
measurement before transmission. This can be used to extend the range of a reported value at the
expense of reduced resolution. An example where this may be useful is when using standard
scaling measuring phase-to-phase voltage on a system where this value can exceed 32.768kV (the
largest value that can be reported in IEC 60870 5 101/ 104). If this measurement is pre-scaled by
configuring a scale divisor of 2 for those data points, then the measurement range of up to 38.0kV
can be reported as a value up to 19,000.
The reporting deadband can be set individually for each point. The deadband is only used if the
point is configured to use one of the event reporting modes. An event is generated if the value
changes by more than the deadband since it was last reported. Each point can also have high limit
and low limit values configured. If the point uses one of the event reporting modes, a new event
will be issued if the value rises beyond the high limit or drops below the low limit.
Step size is the engineering unit resolution of the Least Significant Bit when reporting Scaled Measured Values.
When reporting Normalized Measured Values, the full-scale range (the Normalized “1.00” range) is 32,768 times
the Step size. For example: for a data object shown as having a step size of 0.001 kV, the Normalized Scale
range for that data object is 32.768 kV.

Notes:
1. Current measurements have a range of 16,000 Amps in order to report overload conditions. The normal operating range is up to 800 Amps, depending on model.
When using Alternate Scaling, the maximum current that can be reported is 3,276.7 Amps. See notes 3 and 4.
2. Phase to phase voltage measurements can be up to 38,000 Volts, depending on model. When using Standard Scaling, this exceeds the maximum reportable value
in IEC 60870-5-101/-104. See notes 3 and 4.
3. Depending on application and selected scaling range, reported values may exceed 32,767 (the maximum positive value) or -32,768 (the maximum negative value)
that can be reported using IEC 60870-5-101/-104 measured values. If the measurement exceeds the maximum, the maximum positive or negative value is
reported and the OV (Overflow) qualifier flag is set for the data object. See note 4.
4. Each data point has a configurable scaling divisor. This divisor can be set to alter the scale range of the reported value so that, after scaling, the measurement is
within the reporting range of -32,768 to +32,767.
5. When using Standard Scaling, frequency is scaled in hundredths of Hz, with the measurement range of 45.00 Hz to 65.00 Hz reported as a scaled value in the
range 4,500 to 6,500. When using Alternate Scaling, frequency is scaled in millihertz and the reported value is 50.000 Hz less than the measured value. The
reported scaled value range of -5,000 to +15,000 corresponds to the measured range 45.000 Hz to 65.000 Hz. To convert the reported value to the correct
quantity, divide by 1,000 and then add 50.000. This offset of the value is required because, without it, the maximum value (65.000 Hz) would exceed the
maximum range of an IEC 60870-5 measured value (32,767). When no voltages are applied, no frequency measurement can be performed and the Frequency
value is set to 0 Hz. In Standard Scaling this is reported as 0.00 Hz with the IV (Invalid) quality flag set and in Alternate Scaling this is reported as 17.322 Hz
(maximum full scale -32.768 plus offset 50.000) with the IV and OV quality flags set (see note 3).
6. When using Standard Scaling, the measurement range for kW, kVA and kVAr for 3-phase quantities is 38kV × 16,000 Amps × √3 = 1,053,087 kVA and under
normal operating conditions (up to 800 Amp rating), the maximum is 52,654 kVA (38kv × 800A × √3). For single-phase quantities the measurement range is 38kV
× 16,000 Amps ÷ √3 = 351,029 kVA and under normal operating conditions the maximum is 17,551 kVA (38kv × 800A ÷ √3). These values can exceed the
reporting range. See notes 3 and 4.
7. When using Alternate Scaling, the measurement range for 3-phase MW, MVA and MVAr is 38kV × 16,000 Amps × √3 = 1053.0 MVA. Under normal operating
conditions (up to 800 Amp rating), the range is 52.6 MVA (38kV × 800A × √3). For single-phase measurements, the ranges are 351.0 MVA and 17.5 MVA
respectively.
8. The Last Good Value Trapped (LGVT) current values do not record fault current levels. Hence, while they have a measurement range of 16,000 Amps, the value
reported will generally never exceed the rated operating current range of up to 800 Amps (depending on model).
9. The deadband parameter for Last Good Value Trapped (LGVT) currents has the particular characteristic that, if set to a negative value, events are generated
whenever the Loss of Supply (LSD) Pickup signal becomes true instead of being generated on a change of the value that exceeds the deadband.
10. For recloser operating mode, the Ia max, Ib max, Ic max, In max, Max I2/I1, UV min, UVA min, UVB min, UVC min, OV max, OVA max, OVB max, OVC max, OV3
max, OV4 max, UF min, OF max, UV4 Sag values are recorded from pickup to operation of the device. Only the point related to the phase that caused the trip is
updated. For sectionaliser operating mode, the Ia max, Ib max, Ic max, In max values are recorded from pickup to LSD. All these values can be reset to zero
using the “Reset Trip and Max Measured Values” binary output point.
11. All the Ia Trip, Ib Trip, Ic Trip, I2 Trip, In Trip analogs are updated when a trip occurs. They can be reset to zero using the “Reset Trip and Max Measured Values
binary output point
12. When a trip occurs due to admittance protection only the point related to the element that caused the trip will be updated. For example, if in the first trip sequence
both “Forward Susceptance” and “Forward Conductance” are exceeded but the “Forward Conductance” element operates first then only “Max Gn” will be reported.
If in the second trip sequence “Reverse Susceptance” causes an operation then “Min Bn” will be reported. “Max Gn” registered from first trip sequence will be held
and it will not be reset in the second trip sequence. All these values can be reset to zero using the “Reset Trip and Max Measured Values” binary output point.
13. Serial Numbers and Version Numbers are each reported as a "strings" of four numeric values.
The Power Factor Sign is determined by the quadrant the sequence angle is in as shown below.

15. OSM#1 represents the scaling value for the first three digits of the serial number. The first digit is multiplied by 1296, the second digit is multiplied by 36 and the
third digit is multiplied by 1. OSM#2 represents digits 4 and 5. OSM# 3 represents digits 6-9. OSM# 4 represents digits 10-13. For example if the OSM serial
number is set to “1203499221265”, OSM #1 will report 1368 = “1*1296” + “2*36” + “0*1”, OSM #2 will report 34, OSM #3 will report 9922 and OSM #4 will report
1265. Note that IEC 60870 reports the result for each in HEX e.g. OSM #1 will be reported as “558”.
There are a few OSM models which include a letter in the first three digits. For example if the OSM serial number is set to “05F1212341234”, OSM #1 will report “0
x 1296” + “5 X 36”+ “15 x 1”= 195. Note that “F” is 15 as A=10, B=11, C=12, D=13, E=14, F=15, G=16…Z=35.
Step size is the engineering unit resolution of the Least Significant Bit of the Integrated Total value.
