for mechanical and electrical installation. The chapters are organized in the chronological order in which
the IED should be installed.
This manual addresses the personnel responsible for installing the product hardware.
The installation personnel must have basic knowledge of handling electronic equipment.

The commissioning manual contains instructions on how to commission the IED. The manual can also be
used by system engineers and maintenance personnel for assistance during the testing phase. The
manual provides procedures for the checking of external circuitry and energizing the IED, parameter
setting and configuration as well as verifying settings by secondary injection. The manual describes the
process of testing an IED in a substation which is not in service. The chapters are organized in the
chronological order in which the IED should be commissioned. The relevant procedures may be followed
also during the service and maintenance activities.
The operation manual contains instructions on how to operate the IED once it has been commissioned.
The manual provides instructions for the monitoring, controlling and setting of the IED. The manual also

describes how to identify disturbances and how to view calculated and measured power grid data to
determine the cause of a fault.
The application manual contains application descriptions and setting guidelines sorted per function. The
manual can be used to find out when and for what purpose a typical protection function can be used. The
manual can also provide assistance for calculating settings.
The technical manual contains operation principle descriptions, and lists function blocks, logic diagrams,
input and output signals, setting parameters and technical data, sorted per function. The manual can be
used as a technical reference during the engineering phase, installation and commissioning phase, and
during normal service.
The communication protocol manual describes the communication protocols supported by the IED. The
manual concentrates on the vendor-specific implementations.
The point list manual describes the outlook and properties of the data points specific to the IED. The
manual should be used in conjunction with the corresponding communication protocol manual.
The cyber security deployment guideline describes the process for handling cyber security when
communicating with the IED. Certification, Authorization with role based access control, and product
engineering for cyber security related events are described and sorted by function. The guideline can be
used as a technical reference during the engineering phase, installation and commissioning phase, and
during normal service.

Class 1 Laser product. Take adequate measures to protect your eyes and do not view
directly with optical instruments.
Do not touch the unit in operation. The installation shall take into account the worst case

been disconnected.

Always connect the IED to protective ground, regardless of the operating conditions.
This also applies to special occasions such as bench testing, demonstrations and off-site
configuration. This is class 1 equipment that shall be grounded.

Never disconnect the secondary connection of current transformer circuit without short-
circuiting the transformer’s secondary winding. Operating a current transformer with the
secondary winding open will cause a massive potential build-up that may damage the
transformer and may cause injuries to humans.

Avoid touching the enclosure of the coupling capacitor REX061 unit and the shunt
resistor REX062 unit. The surface may be hot during normal operation. The temperature
can rise 50°C in REX061 and 65°C in REX062 above the ambient temperature.

Environmental aspects
Sustainability has been taken into account from the beginning of the product design including the pro-
environmental manufacturing process, long life time, operation reliability and disposing of the IED.
Operational reliability and long life time have been assured with extensive testing during the design and
manufacturing processes. Moreover, long life time is supported by maintenance and repair services as
well as by the availability of spare parts.
Design and manufacturing have been done under a certified environmental system. The effectiveness of
the environmental system is constantly evaluated by an external auditing body. We follow environmental
rules and regulations systematically to evaluate their effect on our products and processes.
Definitions and regulations of hazardous materials are country-specific and change when the knowledge
of materials increases. The materials used in this product are typical for electric and electronic devices.
All parts used in this product are recyclable. When disposing of an IED or its parts contact a local waste
handler who is authorized and specialized in disposing electronic waste. These handlers can sort the
material by using dedicated sorting processes and dispose of the product according to the local
requirements.

Unpacking, inspecting and storing
1. Examine the delivered products to ensure that they have not been damaged during the transport.
2. Remove the transport packing carefully without force.
1. Locate the IED's order number from the label attached to the IED's case.
2. Compare the IED's order number with the ordering information to verify that the received product is
correct.
Check that all items are included in the delivery in accordance with the delivery documents.
If damage has occurred during transport, appropriate actions must be taken against the latest carrier.
Please inform the nearest Hitachi Power Grids office or representative. Notify Hitachi Power Grids
immediately if there are any discrepancies in relation to the delivery documents.
If the IED is stored before installation, it must be done in the original transport casing in a dry and dust
free place in accordance with ANSI C37.90.0. Storage temperature must be within the range of -40° C to
+70° C. The average high temperature is recommended to be less than +40° C, to minimize component
ageing.

Generally, all the screws included in delivered mounting kits are of Torx type and a torque screwdriver of
the same type is needed (Tx10, Tx15, Tx20, Tx25 and Tx30).
Use only the screws included in the mounting kit when mounting the plates and the
angles on the IED. Screws with wrong dimension may damage the PCBs inside the IED.
The mechanical and electrical environmental conditions at the installation site must be within the limits
described in the technical manual and IEC60255-1, normal environment.
• Avoid installation in dusty, damp places and where combustible materials are present near the IED
• Check that sufficient space is available.
Sufficient space is needed at the front and rear of the IED to allow access to wires and optical fibers
and to enable maintenance and future modifications.
• Ensure convection cooling around the case to minimize the heating effect within the IED.
The IED can be rack, wall or flush mounted with the use of different mounting kits, see figure 2.
An additional box of type RHGS can be mounted to one side of a 1/2 or 3/4 IED.
The different mounting kits contain all parts needed including screws and assembly instructions. The
following mounting kits are available:
The same mounting kit is used for side-by-side rack mounting and side-by-side flush mounting.
The mounting kits are ordered with the IED from the ordering sheet in the Product guide.
They are also available for ordering in the Accessories guide.

Only a single case can be mounted in each cut-out on the cubicle panel, for class IP54 protection. The
screws from the IED shall be used to fasten the fasteners to the IED.
Flush mounting cannot be used for side-by-side mounted IEDs when IP54 class must be
fulfilled. Only IP20 class can be obtained when mounting two cases side-by-side in one
(1) cut-out.
To obtain IP54 class protection, an additional factory mounted sealing must be ordered
when ordering the IED.

Mounting
All IED sizes can be mounted in a standard 19” cubicle rack by using a suitably sized mounting kit
consisting of two mounting angles, their fastening screws and washers.
The mounting angles are reversible which enables mounting of IED size 1/2 x 19” or 3/4 x 19” either to
the left or the right side of the cubicle.
A separately ordered rack mounting kit for side-by-side mounted IEDs or IEDs together
with RHGS cases should be selected so that the total size equals 19”.
Use only the screws included in the mounting kit when mounting the plates and the
angles on the IED. Screws with wrong dimension may damage the PCBs inside the IED.

All case sizes, 1/2 x 19”, 3/4 x 19”, and 1/1 x 19”, can be wall mounted. It is also possible to mount the
IED on a panel or in a cubicle.
Use only the screws included in the mounting kit when mounting the plates and the
angles on the IED. Screws with wrong dimension may damage the PCBs inside the IED.
If fiber cables are bent too much, the signal can be weakened. Wall mounting is
therefore not recommended for any communication modules with fiber connection.

The IED can be equipped with a rear protection cover recommended to be used with this type of
mounting. See figure 6.
To reach the rear side of the IED, a free space of 3.2 inches is required on the unhinged side.

IED case size 1/2 x 19” or 3/4 x 19” and RHGS cases can be mounted side-by-side up to a maximum
size of 19”. For side-by-side rack mounting, the side-by-side mounting kit together with the 19” rack panel
mounting kit must be used. The mounting kit has to be ordered separately.

A 1/2 x 19” or 3/4 x 19” size IED can be mounted with a RHGS case (6 or 12 depending on IED size).
The RHGS case can be used for mounting a test switch of type RTXP 24. It also has enough space for a
terminal base of RX 2 type for mounting of, for example, a DC-switch or two auxiliary relays.

If IP54 is required it is not allowed to flush mount side by side mounted cases. If your application
demands side-by-side flush mounting, the side-by-side mounting details kit and the 19” panel rack
mounting kit must be used. The mounting kit has to be ordered separately. The maximum size of the
panel cut out is 19”.

Please contact factory for special add on plates for mounting FT switches on the side
(for 1/2 19" case) or bottom of the relay.

The injection unit REX060 case size is 6U, 1/2 x 19”. REX060 can be rack, wall or flush mounted in the
same way as the IED. For guidance, see instructions for rack mounting, wall mounting or flush mounting
the IED in this manual.
REX060 shall be mounted close to the IED. It is recommended that they are mounted in the same
cubicle.

The surface of REX061 unit may be temporarily very hot due to heat dissipation, up to
about 50° C above the ambient temperature. It must be installed to get a open air
convection and prevent contact with combustible material to the surface.

REX062 shall be mounted close to the IED. It is recommended that REX060 and REX062 are mounted
in the same cubicle as the IED.
The surface of REX062 unit may be temporarily very hot due to heat dissipation, up to
about 65° C above the ambient temperature. It must be installed to get a open air
convection and prevent contact with combustible material to the surface.

6.1 Making the electrical connection
6.1.1.1 Overview

The quantity and designation of connectors depend upon the type and size of the IED. The rear cover
plates are prepared with space for the maximum of HW options for each case size and the cut-outs that
are not in use are covered with a plate from factory.
Instead of the LHMI the Remote IED Access tool, RIA600, can be used and perform all
of the actions that a physical LHMI can.
Information about LHMI working procedures is also valid when the operation is
performed through RIA600. For more information on RIA600 operations, see manual
Remote HMI client RIA600 user guide (1MRK 511 619-UEN).
Module Description
Power supply module (PSM) Including a regulated DC/DC converter that supplies auxiliary voltage
to all static circuits.
Numerical module (NUM) Module for overall application control. All information is processed or
passed through this module, such as configuration, settings and
communication. The module provides four SFPs for Ethernet traffic.
Local Human machine interface (LHMI) The module consists of LEDs, an LCD, a push button keyboard and an
ethernet connector used to connect a PC to the IED.
Transformer input module (TRM) Transformer module that galvanically separates the internal circuits
from the VT and CT circuits. It has 12 analog inputs.
Analog digital conversion module (ADM) The module converts the VT and CT analog signals from the TRM to
digital signals processed by the NUM. Carrier for communication
boards.
Note: TRM module is not included in SAM600-IO, so ADM module is
only used for internal communication carrier for IO modules.
Combined backplane module (CBM) The module has two main purposes: to distribute supply voltages from
the PSM to the other modules and to act as a communication carrier
via its two buses, CompactPCI for fast I/O and communication and
CAN for slow I/O.
Universal backplane module (UBM) The module is used to interconnect the TRM and the ADM. It also
connects the NUM with the LHMI

Connect the protective grounding screw (pos 1 in figure 26) on the rear of the IED to the closest possible
grounding point in the cubicle. Electrical codes and standards require that protective ground cables are
green/yellow conductors with a cross section area of at least 2.5 mm2 (AWG14).
The cubicle must be properly connected to the station grounding system. Use a conductor with a core
cross section area of at least 4 mm2 (AWG 12).

Use the protective conductor terminal (1) for connection to the stations grounding

The wiring from the cubicle terminal block to the IED terminals (see Figure 20 for PSM connection

The auxiliary power wiring should have a minimum cross-sectional area of 1.0 mm2 and a voltage rating
of 250 V. Branch circuit protection must be provided in the auxiliary power supply wiring to the IED, and if
necessary it must be possible to disconnect manually from the power supply. Fuse or circuit breaker up
to 6 A and 250 V should be close to the equipment. It is recommended to separate the instrument
transformer leads from the other cables, that is, they should not be run in the same cable ducts or loom.
The connections are made on connector X11.
CTs and VTs are connected to the 24–pole connector of the Transformer input module (TRM) on the rear
side of the IED. Connection diagram for TRM is shown in figure 16.
Use a solid conductor with a cross section area between 2.5-6 mm2 (AWG14-10) or a stranded
conductor with a cross section area between 2.5-4 mm2 (AWG14-12).
If the IED is equipped with a test-switch of type RTXP 24, COMBIFLEX wires with 20 A sockets must be
used to connect the CT and VT circuits.

Connectors on TRM (for location see section "Rear side connectors") for current and voltage transformer
circuits are so called “feed-through IED blocks” and are designed for conductors with cross sectional
area up to 4 mm2 (AWG 12). The screws used to fasten the conductors should be tightened with a torque
of 1Nm.
Connector terminals for CT and VT circuits, as well as terminals for binary input and output signals, can
be of either ringlug or compression connection type, depending on ANSI/IEC standards, or customers
choice.

Auxiliary power and signals are connected using voltage connectors. Signal wires are connected to a
female connector (see Figure 29) which is then plugged into the corresponding male connector (see
Figure 30) located at the rear of the IED. For location of BIM, BOM, SOM and IOM refer to section "Rear
side connectors". Connection diagrams for BIM, BOM, SOM and IOM are shown in Figure 17, Figure 21,
Figure 22 and Figure 23.
Do not insert anything else to the female connector but the corresponding male

to 6 A and 250 V should be close to the equipment. It is recommended to separate the instrument
transformer leads from the other cables, that is, they should not be run in the same cable ducts or loom.
SIT Connections
• Low Voltage (LV) Terminals:
The low voltage terminals of SIT that provide 240 Vac shall be wired to REX060 and REX062
terminals. Available taps of the low voltage winding shall be connected in order to achieve the 240
Vac at the terminals of SIT. The low voltage terminal X4 in the connection diagram shall be
grounded.
• High Voltage (HV) Terminals:
The high voltage terminals of SIT are wired to the generator neutral and to the generator earth as
shown in the connection diagrams. Available taps of the high voltage winding shall be connected to
achieve the 100% of the primary rated voltage of SIT at its terminals. The high voltage terminal H2
in the connection diagram shall be grounded.
• Earthing:
The frame of SIT shall be grounded according to guidelines of standards that are applicable for
primary devices.
SIT Installation for Generator with ANSI Grounding (effective high resistance
earthing via a distribution transformer and secondary neutral grounding
resistor).
One resistor with value of 100 Ω and power at least 900 W shall be connected to the LV terminals of SIT.
For example, 4 pieces of aluminum housed resistor of with value 25 Ω and 250 W connected in series
and mounted on appropriate heat sink.
The purpose of this resistance is to damp abnormal voltages that can be related to Ferro resonance
phenomena.

Some settings are required for the analog voltage inputs. Set the voltage ratio for the inputs to 1/1, for
example, VTSecx = 100 V VTPrimx = 0.1 kV
The analog inputs are linked to a pre-processor block in the Signal Matrix Tool. This pre-processor block
must have the same cycle time, 8 ms, as the function blocks for STTIPHIZ (64S) and ROTIPHIZ (64R).
The default parameter settings are used for the pre-processor block.
It is possible to connect two REG670 IEDs in parallel to the REX060 injection unit in order to obtain
redundant measurement in the two IEDs. However, at commissioning, both IEDs must be connected
during the calibration procedure.
It is important that REX060, REX061 and REX062 chassis are solidly grounded.
Protective ground is a separate 0.15” screw terminal that is a part of the metallic chassis.
Avoid touching the enclosure of the coupling capacitor REX061 unit and the shunt
resistor REX062 unit. The surface may be hot during normal operation. The temperature
can rise 50°C in REX061 and 65°C in REX062 above the ambient temperature.
The numerical module (NUM) provides up to four Ethernet ports (one basic and three optional), and the
optical Ethernet module (OEM) provides two additional Ethernet ports. These ports are used for IEC
61850 or DNP3 communication. The serial communication module (SLM) provides four optical ports
which are used for LON, SPA, IEC 60870-5-103 or DNP3 communication.

• Ports X301 to X304 on the NUM module and ports X3061 and X3062 on the OEM module are used
for IEC 61850-8-1 and IEC/UCA 61850-9-2LE communication. Ports X301/X302 (1A/1B), X303/
X304 (3A/3B) and X3061/X3062 (5A/5B) are to be used in pairs for redundant communication. The
optical port connectors are of LC type and the galvanic connectors are of RJ45 type.
• Optical ports X311 A and B on the SLM module are used for SPA, IEC 60870-5-103 or DNP3
communication. The port connectors are of ST (glass) or HFBR Snap in (plastic) type.
• Optical ports X311 C and D (Tx, Rx) on the SLM module are used for LON communication. The port
connectors are of ST (glass) or HFBR Snap in (plastic) type.
Optical fibers have Transmission (Tx) and Reception (Rx) connectors, and they should be attached to the
Tx and Rx connectors on the SLM module (Tx cable to Rx connector, Rx cable to Tx connector).
Connectors are usually color coded: connect blue or dark grey cable connectors to blue or dark grey
(receive) back-side connectors. Connect black or grey cable connectors to black or grey (transmit) back-
side connectors.
Fiber-optical cables are very sensitive to handling. Do not bend too sharply. The
minimum curvature radius is 5.9” for plastic fiber cables and 9.84” for glass fiber cables.
If cable straps are used to fix the cables, apply them with a loose fit.
Always hold the connector, never the cable, when connecting or disconnecting optical
fibers. Do not twist, pull or bend the fiber. Invisible damage may increase fiber
attenuation making communication impossible.
Ensure that the clearance distance accordance with national regulations, for the highest
voltage that may be present within the cabinet. This can be done by ensuring that the
LAN cables are mounted and fixed with sufficient distance to all HLV circuits.
Strictly follow the instructions from the manufacturer for specific types of optical cables/
connectors.
When utilizing galvanic RJ45 SFP ports for the IEDs network connection(s), the
installation shall be done in such way that the electrical power distribution environment
follows Environment A as specified in IEEE 802.3. In other words, the LAN or LAN
segments, with all its associated interconnected equipment, is entirely contained within a
single low-voltage power distribution system and within a single building.
The Line Data Communication Module (LDCM) (see Figure 19) is used for transferring binary and analog
signal data between IEDs in different protection schemes on the IEEE/ANSI C37.94 protocol. The optical
ports on the rear side of the IED are X305, X306, X312, X313, X322 and X323.
When LDCM is used for binary signal exchange between IEDs in the same station or even within the
same panel, the fiber optic cables can be quite short (39-79 inches). With such an installation it is
important to set the LDCM parameter OptoPower = LowPower.

outer shielding is connected to the IED with the cable clamp, shown in Figure 32. The cable shield shall
be properly connected to the IED chassis with the cable clamp, where the maximum open conductor

length is 40 mm (1.57”) between clamp and terminals, see Figure 32. If double shielded cable is used,
the inner cable shielding should be connected at the external equipment end only. At the IED terminal
end, the inner shield should be isolated. The inner and outer shieldings are connected to the external
equipment according to the installation instructions for the actual equipment. Use insulating tape for the
inner shield to prevent contact with the IED chassis. Make sure that the IEDs are properly grounded with
as short connections as possible from the ground screw, for example to an grounded frame.
The IED and the external equipment should preferably be connected to the same battery.

Mount the antenna and console clear of flat surfaces such as buildings walls, roofs and windows to avoid
signal reflections. If necessary, protect the antenna from animals and birds which can affect signal
strength. Also protect the antenna against lightning.
Always position the antenna and its console so that a continuous clear line-of-sight visibility to all
directions is obtained, preferably more than 75%. A minimum of 50% clear line-of-sight visibility is
required for un-interrupted operation.

Use a 50 ohm coaxial cable with a male TNC connector on the antenna end and a male SMA connector
on the receiver end to connect the antenna to the IED. Choose cable type and length so that the total
attenuation is max. 26 dB at 1.6 GHz. A suitable antenna cable is supplied with the antenna.
The antenna has a female TNC connector to the antenna cable. For location of GPS time module (GTM),
refer to section "Rear side connectors". Connection diagram for GTM is shown in figure 19.
Make sure that the antenna cable is not charged when connected to the antenna or to
the receiver. Short-circuit the end of the antenna cable with some metal device, then
connect to the antenna. When the antenna is connected to the cable, connect the cable
to the receiver. The IED must be switched off when the antenna cable is connected.
The antenna should be mounted with adequate lightning protection, that is the antenna mast must not
rise above a neighboring lightning conductor.

Checking installation
The information of hardware and software versions of the IED are available on the label attached on the
case of the IED. There are also module labels that can be used to identify the different modules inside
the IED (such as input-output cards and so on).
Check that all fixing screws are tight and that all cables are connected.
Do not insert anything else to the female connector but the corresponding male
connector. Inserting anything else (such as a measurement probe) may damage the
female connector and prevent a proper electrical contact between the printed circuit
board and the external wiring connected to the screw terminal block.
Check that the auxiliary supply voltage remains within the permissible input voltage range under all
operating conditions. Check that the polarity is correct before energizing the IED.
Before connecting the auxiliary power, check that the terminal strip is wired and placed correctly. Remove
the protective film from the top side of the unit.
If the self supervision of the IED detects a diagnostic error during the start-up process, the green Normal
LED flashes. Further information on the error may be visible on the local HMI under Main menu /
Diagnostics/IED status /General. Note down the displayed information as reference when contacting
Hitachi Power Grids technical support.

Removing, repairing and exchanging
At some point of the product lifecycle, the IED will be upgraded to a next generation unit. When selecting
the original product, already consider the upgrading and extension possibilities that the specific product
offers for its whole lifecycle.
The IED information includes detailed information about the device, such as version and serial number.
To find the information navigate through the LHMI menus as indicated below:
The Product identifiers submenu contains product related information including product type, serial
number, order number, production date and SW version.
Before removing the IED, make sure that auxiliary power is turned off and all wiring is disconnected.
For upgrade purposes the IED does not need to be removed. Before removing the IED
check with your local Hitachi Power Grids office if the IED can be upgraded.
In case of product problems, contact the nearest Hitachi Power Grids office or representative for
consultation and instructions.
To exchange the IED with another identical unit, remove the IED and install the new one. Contact your
local Hitachi Power Grids for information about exchangeable units.
