for the sake of betterment of the site LGU’s are open to support the building of
the coffee shop and any infrastructure in the area, it is an advantage to the
tourist spot if there is a comfortable yet added a factor why San Carlos Heights is
really worthy to visit. Since the location was intended to provide the public with a
comfortable place to be and beautiful views, the government is willing to allow
any establishment or project for the improvement of the area and development
