anticipated to have a developmental project to support for their benefits also in
their place and by the support also of the government. There are some aspects
that local community and government involve in San Carlos Heights.

The barangay council in San Carlos Heights, Quiot Pardo is made up of


elected officials and functions as the barangay level local government body. The

council is in charge of overseeing barangay issues, putting local ordinances into
effect, and offering the community’s essential services. A number of community-
based groups are actively supported by the people who live in San Carlos
Heights. Local Community are helping hand to maintain the beauty and
cleanliness of the site, the community supports the project, they can advocate
for it to other stakeholders, such as local government, businesses, or other
community groups. This can help secure additional resources or approvals

assisting the site to raise awareness of its existence. In addition to being devoid
of businesses, San Carlos Heights lacks any accommodations for tourists who
wish to remain and take in the stunning city lights. Because there are no homes
or residents in the vicinity, it is also risky for guests to stay there after dark. As
for the sake of betterment of the site LGU’s are open to support the building of
the coffee shop and any infrastructure in the area, it is an advantage to the
tourist spot if there is a comfortable yet added a factor why San Carlos Heights is
really worthy to visit. Since the location was intended to provide the public with a
comfortable place to be and beautiful views, the government is willing to allow
any establishment or project for the improvement of the area and development
of their barangay.
