Definition
Automatic Dependent Surveillance - Broadcast Out (ADS-B Out) capability enables an aircraft to transmit
its own GPS/SBAS-based navigation position and other flight path-related information to Air Traffic
Control (ATC). Transmission of ADS-B Out data in business jet aircraft takes place via the Mode S data
stream (Extended Squitter) of compliant 1090 MHz transponders. Ultimately, aircraft equipped with
ADS-B In capability will also receive the ADS-B Out signals of other aircraft to provide more complete
traffic information on flight deck displays.

Background
ADS-B is particularly useful in areas where the installation of traditional ATC radar sites for monitoring
air traffic position and movement is impractical or impossible, such as in remote regions or mountainous
areas. Since traditional radar sites are expensive to construct and maintain, and because ADS-B position
information is more accurate and can be updated more frequently than radar-based position, future air
traffic services will rely more and more upon ADS-B technology, with most traditional radar sites
gradually being phased out. Industry standards for ADS-B Out are already well-established, while
standards for ADS-B In are still developing.

Key Benefits
• Reduced separation requirements and increased access to crowded airspace.
• Precise ATC flight following capability in areas where traditional radar isn’t practical.

Equipment Requirements
The following equipment must be installed, certified, and approved in order for an aircraft to comply
with ADS-B Out requirements:
• Transponders certified to the applicable standards that incorporate 1090ES (Extended Squitter)
transmission capability. The US and Europe will require ADS-B Out capability that complies with
RTCA DO-260B. All Cessna, Beechcraft, and Hawker ADS-B Out solutions are targeted for
compliance with DO-260B requirements. At present, other regions such as Australia, Canada,
etc., are generally accepting ADS-B Out capability that complies with DO-260A or DO-260B.
• SBAS GPS receiver capability is necessary to support ADS-B compliance. The reasons for this
are addressed in the Technology Briefing entitled “SBAS GPS Receivers and ADS-B Out
Capability.”

Regulatory Status
Several regions of the world have ADS-B Out equipage mandates already in place. In addition, in some
regions there may be operational benefits for properly equipped aircraft prior to the applicable
deadlines (i.e., “best-equipped, best-served”). Refer to Table 1 for information regarding known current
and future mandates relating to ADS-B Out capability.

3. In May, 2015, Airlines for America petitioned the FAA to allow air carriers to conduct ADS-B Out operations using first- and second-generation (i.e., non-WAAS/SBAS) GPS receivers until
2025. The FAA approved the exemption in August, 2015. The exemption does not grant relief from the requirement to equip with ADS-B Out transponders by January 1, 2020; it simply
allows airlines more time to update the GPS receivers in their large fleets. Certain additional requirements and restrictions will apply to the use of older-generation GPS receivers for ADS-
B Out operations. This exemption has little to no relevance for the typical business aircraft operator or for Textron Aviation’s efforts to provide ADS-B Out solutions (based upon newer,
