1.0 SCOPE

This SEC Transmission Material Standard Specification (TMSS) specifies the


minimum technical requirements for design, engineering, manufacture, inspection
testing and performance of Power and/or Control Cables, rated 600/1000V, intended to
be used in the system of Saudi Electricity Company (SEC), Saudi Arabia.

2.0 CROSS REFERENCES

This Transmission Material Standard Specification shall be read in conjunction with


the latest revision of SEC Transmission General Specification No. 01-TMSS-01 titled
“General Requirements for all Equipments/Materials” which shall be considered as an
integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Transmission Purchase Order
or Contract Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the Codes and Standards listed hereunder shall be
applicable for the equipment/material covered in this specification. In case of conflict,
the vendor/manufacturer may propose equipment/materials conforming to one group
of Industry Codes and Standards quoted hereunder without jeopardizing the
requirements of this TMSS.

3.1 IEC 60227-1 Polyvinyl Chloride Insulated Cables of Rated Voltages


up to and Including 450/750V, Part 1: General
Requirements

3.2 IEC 60229 Tests on Cable Oversheaths which have a Special


Protective Function and are applied by Extrusion.

3.2 IEC 60502-1 Power Cables with Extruded Insulation and their
Accessories for Rated Voltages from 1 kV up to 30 kV,
Part 1: Cables for Rated Voltages of 1 kV and 3 kV

3.3 ASTM B-3 Soft or Annealed Copper Wire

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The cable shall be manufactured in accordance with above mentioned


IEC standards or equivalent ICEA standards and shall meet or exceed
the requirements of this specification in all respects.

4.1.2 The cable shall be designed for use in all low voltage power and/or
control circuits and for installation in conduits, underground ducts or
cable trays/raceways or for directly buried installations as specified in
the Data Schedule.

4.1.3 For GIS applications, the control cable shall be properly shielded over
the assembled cores per IEEE C37.122.1 in the 1-30 MHz frequency
range.

4.2 Ratings

The cable ratings shall be as specified in Data Schedule.

4.3 Materials

4.3.1 Conductor

a. Conductor material shall be either annealed copper or aluminum


for power cables and annealed copper for control cables.

b. Conductors 4 mm² and larger shall be stranded. Conductors


below 4 mm² may be stranded or solid as specified in the Data
Schedule.

c. When conductor tinning is specified in the Data Schedule, the


requirements shall be as per ASTM B-33 or equivalent.

4.3.2 Insulation

a. The insulation material shall be PVC or XLPE as indicated in


Data Schedule.

b. The insulation shall be heat and moisture resistant, and flame


retardant.

c. The minimum average thickness of the insulation shall be as


specified in Table 1.

d. For multiconductor cables, fillers shall be of nonhygroscopic


material compatible with the insulation and suitable for the
operating temperature of the cables.

4.3.3 Binder

When required, the binder (or separator) shall be a mylar tape, PVC
binder tape or extruded PVC layer applied over the assembled cores.
The average thickness of the binder shall not be less than 1 mm.

4.3.4 Metallic Shield

When specified in the Data Schedule, the metallic shield shall be a


helically applied flat bare copper tape.

4.3.5 Armor

a. For above ground installations, armor shall be a PVC jacketed,


close-fitting, flexible, corrugated aluminum sheath, seamless or
welded.

b. For direct burial, the cable armor shall consist of close-fitting


flexible corrugated impervious galvanized steel interlocked
sheath.

c. For power cable without grounding conductor, the total cross-


sectional area of the sheath (armor) shall be equal to the
minimum acceptable area of ground conductor required for the
circuit conductor size as listed in Table 2.

d. Any bituminous or similar compound used as protective coating


between the sheath and the jacket shall have softening
temperature of 65°C.

4.3.6 Jacket

The jacket shall be black, ST2 type, extruded PVC per IEC 60502-1
with heat, moisture, oil, sunlight, acid, alkali and flame resistant
properties. For flame retardancy, a minimum oxygen index level of
30 % is required.

4.4 Cable Marking and Identification

4.4.1 The outer surface of the cable shall be durably and legibly marked in
English language and Arabic numerals at intervals of 1 (one) meter
with the following minimum information:

a. Rated voltage

b. Insulation Material

c. Conductor material, number of cores and size in mm²

d. Manufacturer's name or trademark and country of origin

e. Year of manufacture

The marking shall start at a distance of 50 cm from the inner end of


the cable.

4.4.2 The jacket of all cables, excluding building wires, shall be marked
with the cumulative length at every one meter, with the highest length
mark on the outer end of the cable.

The length marking shall start at one meter distance from the inner
end of the cable, and shall not coincide with the markings described
in subclause 4.4.1.

4.4.3 Cables that cannot be conveniently marked because of physical


limitations of the outer surface, shall be provided with a printed tag or
tape attached to the cable.

4.4.4 On multiconductor power cable, each phase shall be permanently


identified with different solid colors. Identification for 3-phase
system without ground application shall be red, yellow, blue.

4.4.5 For systems with ground or neutral application, the black color shall
indicate the neutral conductor.

4.4.6 Green with yellow stripe insulated conductor shall be used in


equipment grounding.

4.4.7 Cores of multiconductor control cables shall be identified in


accordance with section 4 of IEC 60227-1 or part 5 of ICEA S-73-
532 (NEMA WC 57), section E.3.1, Method I.

4.4.8 Color of single core cable or wire shall be as specified in Data


Schedule.

5.0 TESTS

All test results shall be provided for review and acceptance by SEC.

5.1 Type (Design) Tests

All type (design) tests prescribed in the IEC 60502-1 or ICEA T-27-581
(NEMA WC 53) shall be performed on a representative unit or on the first unit
of every new design or rating to be supplied to SEC.

In lieu of the actual type (design) tests, certified test reports of type (design)
tests performed on an identical unit may be submitted to SEC for review and
approval during bidding stage.

5.2 Routine (Production) Tests

All routine (production) tests prescribed in IEC 60502-1 or ICEA T-27-581


(NEMA WC 53) standard shall be performed on all cables.

5.3 Special Tests

If required in Data Schedule, special tests shall be performed on all cables in


accordance with IEC 60502-1 or equivalent.

6.0 PACKING AND SHIPPING

In addition to the applicable requirements of 01-TMSS-01, the following packing and


shipping instructions are applicable.

6.1 The cable shall be delivered without splices on nonreturnable standard size
reels properly packed and lagged externally to provide physical protection for
the cable shipment and to facilitate field handling and long term storage.
Wood lagging shall have a minimum thickness of 25 mm.

6.2 The cable ends shall be sealed with a waterproof, heat shrinkable plastic or
elastomeric end cap with adhesive type sealing compound. Cable ends shall be
properly secured to the reel.

6.3 Reel Markings

6.3.1 Cable reels/drums shall be marked in legible and indelible letters


giving the following particulars:

a. Manufacturer’s name or trademark and country of origin


b. Year of manufacture
c. Type of cable
d. Number of cores and conductor size in mm2
e. Cable rating

6.3.2 All markings shall appear on both sides of the reel.
