dated March 21,2024, kindly disseminate in your respective areas of jurisdiction the attached
Advisory from USEG. Marlo L. lringan regarding the Proliferation of Smuggled Vegetables in
Local Markets and Online Platforms.

ln view thereof, and to protect the local industry, all local government units (LGUs) are requested
to report instances of suspected smuggling of, and sale/storage of smuggled vegetables to the DA-
BPl, for further investigation. The DA-BPI may be reached through telephone numbers (02) 8525-
2987,8521-7650, and 8332-7567 .

SUBJECT PROLIFERATION OF SiIUGGLED VEGETABLES IN LOCAL


MARKETS AND ONLI}.IE PLATFORMS

This refers to the letEr from the Department of Agriculture - Bureau of Plant lndustry (DA-
BPI), in relation to the reports received on the proliferation of imported fresh onions sold
to local markets and in different online platforms.

Accordingly, the DA-BPI no longer issues Sanitary and Phytosanitary lmport Clearances
(SPSIC) for the importation of fresh onions. The last issuance of SPSIC was on December
12, 2023 fur fresh red onions, and December 21 , 2023 br fresh yellow onions; which were
all required to arrive on December 31, 2023.

Per the monitoring of the DA-BPI, only small amounB of imported onions are stored in
cold storage warehouses, and majonty of hose stored are locally harvested products.
Further, fresh vegetables from China such as carrots and cabbag* are not yet alloted to
be imported, as these are yet to acquire market access to the country

ln vienr thereof. and to protect the local industry, all local government units (LGUs) are
requested to report instances of suspected smuggling of. and sale/storage of smuggled
vegetables to the DA-BPI, for further investigation. The DA-BPI may be reached through
telephone numbers (O2) 8525-2987, 8521 -7650, a nd A33Z-t 56T .

All DILG Regional Diralors are directed to cause the immediate and widest dissemination
of this Advisory to LGUs $thin their respec{ive jurisdiction.
