1. The Department of Education Camarines Sur Division in cooperation


with the Association of School Paper Advisers in Camarines Sur (ASPACS)
will hold the Division Schools Press Conference for Elementary and Secondary
on April 11 – 12, 2024 at Nabua National High School, Nabua, Camarines
Sur and Cliniquing of Winners on April 13 – 14, 2024. Likewise, the
Congressional Press Conference will be held on March 22 – 23, 2024 with the
following schedules and venues to consider:

(Sat.), April 13 (Sat.) & (Sun.) in accordance with DO No.53 s. 2003 and
Compensatory Overtime Credit for other DepEd Personnel who will be involved
in the journalism activities mentioned.

3. This year’s Division Schools Press Conference will focus on the theme
“Strengthened Campus Journalism: Gateway to the Development of
Empowered Youths” with the following objectives:

a. demonstrate understanding of journalism through skillful execution


in various platforms (i.e., print, broadcast, online);
b. recognize the role of journalism in advocating for social consciousness
and environmental awareness;
c. promote fair and ethical use of media as tenets of responsible
journalism;
d. foster camaraderie and enrich learning experiences through healthy
and friendly competitions; and
e. provide learners opportunities to use the skills learned in campus
journalism for their future careers.

4. The DSPC shall include the following:

d. Search for Outstanding School Paper Advisers (SPAs) and Campus
Journalists (CJs)
5. The expected participants to this Conference are TOP FIVE WINNERS in
the individual events and TOP TWO WINNERS in radio broadcasting,
collaborative and online publishing contests from the five congressional
districts, both in English and Filipino categories. Campus Journalists for
Secondary level shall include Grades 7 to 12 and for Elementary level from
Grades 4 to 6. Every campus journalist can participate in only one event either
individual or group contest in English or Filipino category. The implementing
guidelines for the individual and group contests stipulated in Regional Memo
# 248, s. 2024 shall be strictly adhered to.
6. School paper contest shall no longer be part of the group contest and will
not affect the over-all results of the competition. However, separate competition
results for school paper will be announced. The designated Officers of the
Association shall provide the link for the uploading folder for the school paper
competition with the attached certification and endorsement signed by the
School Head and by the Public Schools District Supervisor on or before April 2,
2024.

7. School Paper Advisers (SPA) in English & Filipino of the school
publication will be the authorized people to accompany the contestants in both
single and group events or for both categories (English & Filipino). Participants
who will stay overnight in the venue should bring their own beddings/toiletries
and should inform the host school ahead of time.

8. During the closing program, Top ten (10) winners will be announced but
only the Top three (3) are qualified to join the Regional Schools’ Press
Conference. In group contests, Top five (5) winners will be announced but
only the First Placer/Best Team will represent the Division in the Regional
level. Special awards will be determined by the speaker/judge.

9. Top Ten winners in the School Paper contest by section and category
will be announced while in the Search for Outstanding School Paper Advisers
and Campus Journalists Top Three winners will be recognized but only First
place winner will represent the Division in the Regional level. Refer to Regional
Memo #248 s. 2024 for the Criteria.

10. All Public Schools District Supervisors, District Journalism Coordinators


and School Heads are enjoined to check on the existence of school papers
among the participating schools and enforce the national policy, “NO
PUBLICATION, NO STUDENT CONTESTANT”. It is also reiterated that the
schools should respect the Intellectual Property Rights (IPR), and adhere to the
rules concerning plagiarism.

11. Schools that have collected journalism or subscription fees should


submit school paper entries. Schools that did not collect journalism or
subscription fee can submit campus publication in e-document (pdf) format.
Schools that will submit entries in this format should include a certification
from the parents’ association, noted by the School Head, that no publication
fee was collected from the students. This certification should be included in the
documents submitted to the Congressional Officers during the conduct of
Congressional Schools Press Conference.

12. The Congressional ASPACS Officers are responsible to submit the pre-
registration fees, and the final list of DSPC participants during the final
planning conference of ASPACS Officers on April 3, 2024 (Wednesday) 8:00
am – 5:00 pm. Memory card for photojournalism must be submitted for
validation on the same date at the Bulwagan ng Karunungan, SDO New
Building, San Jose, Pili, Camarines Sur.

13. Participants in Photojournalism are allowed to use point-and-shoot and


compact cameras (with fixed and non-adjustable lenses). Contestants who will
use any DSLR and other high-end cameras such as those with adjustable
and/or interchangeable lenses, extensive manual controls and settings, and
larger sensors will not be permitted to join the contest. The contestant should
bring his/her camera cable/card reader for uploading and saving pictures.
Cellular phones, extra digital cameras, extra storage cards, or any additional
materials/equipment are not allowed in the contest area. Contestants shall
bring their black ink ball pens while the DTWG will provide scratch papers
where contestants can write down notes during the shooting.

14. In Editorial Cartooning, the cartoonist shall bring OSLO PAPER and
Mongol pencil #2.

15. Participants in group contests are also advised to bring their own
gadgets/materials necessary for the contest as stipulated in the Regional Memo
No. 248, s. 2024. In collaborative publishing, participants should know

Microsoft Publisher for elementary, adobe in-design and Photoshop for
secondary. Contestants in copy reading should have reviewed 2016 Associated
Press (AP) copy reading symbols.

16. Results of the Division Press Conference shall be announced during the
closing program with the simultaneous release of the certificates of
participation and appearance of the participants. No release of certificates
will be done in the Division Office to make sure that everyone is properly
accounted in the two-day affair as stated in the travel order.

17. The registration fee for Congressional Schools Press Conference is Php.
100.00 both SPAs and CJs and in Division Schools Press Conference is Php.
200.00 for SPAs and CJs will be charged per participant to cover all the
operational expenses like speakers/facilitators honoraria, food/meals,
supplies/contest materials and other incidental expenses during the DSPC and
the cliniquing of RSPC Qualifiers. The meals of the participants are excluded
in the registration fee. An additional Php. 30.00 membership fee per School
Paper Adviser (SPA) and Php. 20.00 membership fee per CJ shall likewise be
collected during the conduct of CSPC and DSPC respectively.

18. Registration, travel and miscellaneous expenses of the participants


during the Congressional and Division Schools Press Conference shall be
charged against school publication fund, SEF/PTA fund and school MOOE
subject to usual accounting and auditing rules and regulations. Participants
from private schools shall make their own arrangements to source out funds
relative to their participation in the division journalism activities.

19. Attached are the executive committee, facilitators and working


committees, contest matrix, speaker/judge for DSPC, registration form and
parent consent.

20. Immediate dissemination of this memorandum to all concerned is


desired.
