SOLUTION
1) Automatically create a Legal Entity using the Enterprise Structures Configurator (ESC). You can create a Legal Entity for
your Enterprise automatically, based on the configuration you enter. For further details please review the article named
"Creating Legal Entities in the Enterprise Structures Configurator: Points to Consider" in the Fusion Help module.
2) Import a spreadsheet of Legal Entities. Using this option in ESC, you first download a spreadsheet template, then add
your legal entity information to the spreadsheet, and then upload directly to your enterprise configuration. You can export
and import the spreadsheet multiple times to accommodate revisions.
3) Manually create a Legal Entity using Functional Setup Manager (FSM). When manually creating a Legal Entity it is
important to use FSM to create it. Do not go directly into the Financial Common Module as this does not give the option to
link the Legal Entity to the Legal Reporting Unit (LRU) if the LRU is not automatically created or you want add additional
LRUs..
The Following steps are the required steps when creating an Legal Entity via Functional Setup Manager

Go into FSM create a project and pick the task list "Define Legal Entities". Each time you go into this
task list you will be prompted with the above scope selection giving you a choice of "Selecting and Add"
an existing Legal Entity or "Create New". In this example we pick the "Create New" option.
Here is an example of a newly created Legal Entity (LE). Note the fields with an Asterisk (*) next to them
this is the minimum required to create an LE and hence are mandatory fields. The company number and CUIT fields may
change description and contain different validation criteria depending on which country
is picked.
Payroll Statutory Units are when you want to pay and report on payroll taxes and social insurance on behalf of your legal
entity.
Legal Employer means you might be required to pay payroll tax, not only at the national level, but also at the local level.
You meet this obligation by ticking the Legal Employer box and ensuring the legal entity within the jurisdiction of a local
authority.
