The Government, Inds. & Comm (Infra) Department, vide Memo No.
while enclosing the representation together with its enclosures
received from the M/s. Rahamath Paints Manufactures Unit., SPSR
Nellore District for allotment of land to an extent of Acs 0.35 Cents
in Sy. No. 539/2,3 & 4 at Vinjamuru (V), & (M) and requested to
examine and furnish necessary proposals to the Government for
taking further necessary action in the matter.

The General Manager, DIC, SPSR Nellore District vide Lr.No..


furnished the following documents for the proposal of allotment of
land to an extent of Acs. 0.25 Cts in Sy. No. 539/2, 3 & 4 at
Vinjamuru (V) & (M), SPSR Nellore District in favour of M/s
Rahamath Paints Manufactures Unit for establishment of Small Scale
Industry

Further, the GM, DIC informed that Sri Shaik Tatichetla Mahaboob
Masthan S/o Nagur Saheb Vinjamuru Village & Mandal, SPS Nellore
District is proposing to establish a Paint Industry of 1 KL per day
capacity, in Vinjamuru (V) & (M), SPS Nellore, District with a
projected investment of Rs 35 Lakhs and projected employment to
22 persons. Sri Shaik Tatichetla Mahaboob Masthan is now
requesting the government for alienation of Government land
admeasuring extet of Acs 0.25 Cts in Sy. No. 539/2, 3 & 4 at
Vinjamuru (V) & (M), SPSR Nellore district on payment of market
value, for establishment of Paint Industry.

Further, the GM, DIC informed that the land was inspected by the
GM along with AD and IPO of the area on 24.01.2024. The applicant
has informed that the land is presently under his enjoyment. The
applicant proposed to establish a micro enterprise to make primer
paint with a proposed fixed capital investment of Rs. 35 lakhs giving
employment to 22 persons. Out of the total fixed capital investment
of Rs. 35 lakhs, the applicant proposes in to invest Rs. 15 lakhs on his
own and proposed to raise a term loan of Rs. 20 lakhs from banks.
The applicant has furnished a Certificate issued by a Chartered
Accountant certifying his Net Worth of Rs. 21.82 lakhs as on
30.01.2024.

As per the blue print submitted, the proposed are workings of the
enterprise are as follows:

In the DIEPC meeting held on 27.02.2024, the issue resolved to


recommend to the Government for alienation of an extent of Acs.
0.25 Cents in Sy. No. 539/2, 3 & 4, in Vinjamur (V) & (M) on payment
of market value, in favour of Sri Shaik Tatichetla Mahaboob
Masthan, to establish a paint making industry.

The proposal is placed before the land Sub Committee to take a


view.

Land Alienation – Application filed by Sri Kukati Narayana for


allotment of land to an extent of Acs 1.68 cents in Sy.No.119-25c &
Acs.0.04 cents in Sy.No.119-29 (total-Acs.1.72) in Munulapudi (V),
Buchireddypalem, SPSR Nellore District, for establishment of Rice
Mill:
Vide Memo No.INC01-INDOCIET(MISC)/5/2023-INFRA
Dated:25/07/2023 of Industries & Commerce (Infra) Department
while enclosing the representation together with its enclosures has
requested Commissioner of Industries to examine and furnish
ecessary proposals to Government, as per the Land Allotment Policy.
(G.O.Ms.No.571 Revenue-Assignment I) Department dt.
14.09.2012.for taking further necessary action in the matter.

The District Industries Officer, SPSR Nellore District has furnished


detailed remarks in compliance to this Office Memo No: INC02-
19021/43/2023-INF Dt. 11.10.2023 along with the following reports.

Based on the report from the Tahsildar, Buchireddypalem mandal


and RDO, Nellore, the Collector & District Magistrate, SPS Nellore in
his letter to Spl CS, Inds & Com,vide File No.COLNLR-ESEE0ALN (ALN)
/3/2021-SA(E2)-REV-NLRdated17- 7- 2023 has stated that there is
1.72 acres of land available in the Sy.No.119- 25&119- 29 of
Munulapudi village in Buchireddypalem mandal for alienation on
payment of market value in favour of Sri Kukati Narayana for
establishment of Rice Mill. It was also stated by the District
Collector, that the applicant in his representation has mentioned
that 2 acres of land in above survey numbers is in possession and
enjoyment.

However, the DIO has stated that as per the measurements of the
constructed rice mill shed, setbacks for the shed, area for warehouse
and 40ft approach road from main road / taken, an area of Acres
0.6147 cents would be sufficient to establish the proposed Rice Mill.
As per the inspection report submitted by DIO, the DIEPC, in its
meeting held on 27-11-2023 have resolved to recommend to
Government for alienation of land admeasuring Acres 0.6147 cents
in Sy.No. 119-25 & 119-29 on payment of market value in favour of
Sri Kukati Narayana, for establishment of Rice Mill

The 48th Land Sub Committee meeting held on 28.12.2023 has


deferred the proposal for want of more clarity from the applicant on
the present status of the proposed land on ground. This office has
requested District Industries Centre to submit detailed report on
whether the land proposed is for establishment of new rice mill or
for expansion.

The DIO, SPSR Nellore District vide Lr.No; 404/E/2023 dt; 19.01.2024
has furnished a report stating that the proposed land alienation is
for New Rice Mill. However, the DIO informed that there is a shed on
the land proposed and erection of rice milling machinery and
equipment is going on in the site. The DIO has also furnished
photographs showing that there is under construction of rice mill in
the proposed land.
The DIO further stated that since the land was in enjoyment of the
applicant for so many years, and his application for alienation of land
is long pending, he has started constructing the rice mill. The DIO
has informed that the Civil Supplies department has endorsed the
necessity of Rice Mills in that area and viability for establishment of
one such rice mill.

The District Revenue department has recommended to alienate the


subject land in favour of the applicant on payment of market value
for establishment of Rice Mill. The DIEPC in its meeting held on 27-
11-2023 has discussed the issue and resolved to recommend
alienation of government land to an extent of 0.6147 acres in favor
of the applicant for establishment of Rice Mill. The proposal is
placed before the Land Sub Committee to take a view.

The GM, DIC, Vizianagaram vide Lr.No: 984/JA1/2023 Dated :


30.12.2023 of the GM, DIC, Vizianagaram while submitting the
following documents in respect of M/s Aurobindo Pharma Ltd., for
alienation of Government land for an extent of Acres 1.22

Cents in Nathavalasa Village, Denkada Mandal, Vizianagaram District


for establishment of Pharma Research Centre and requested to take
necessary action.

Further, on submission of the shortfall information, the GM, DIC,


Vizianagaram vide Lr.No. 984/JA1/2023 Dt: 08.02.2024.while
enclosing the Letter from Tahsildar and RDO to the Collector,
Vizianagaram informed that the Revenue Divisional Officer,
Vizianagaram has submitted revised proposal to the District
Collector, for alienation of Ac 4.33 Cts instead of previously
recommended extent of Ac 6.76 Cents.

In the letter from RDO to the District Collector, it was informed that
earlier, the proposals were submitted to the District Collector,
Vizianagaram regarding alienation of the land in Sy. No. 16/8, 17/1,
17/3, 17/7, 17/8, 17/9, 34/8, 34/13, 34/14, 34/15, 36/12, 36/13,
36/14, 36/15, 36/16 and 56/2 total measuring an extent of Ac 6.76
of Kotabhogapuram Village of Bhogapuram Mandal in favor of M/s
Aurobindo Pharma Ltd., Pydibhimavaram Village of Ranasthalam
Mandal of Srikakulam District for establishment of Pharma Reserach
Centre.

Further, directions were given to the RDO by the District Collector,


Vizianagaram to furnish a detailed report on the below aspects:

• To clarify regarding the extent of Ac 1.53 Cents covered in Sy. No.


17-1,3,7,8 and 9 which is classified as "Vagu" (Objectionable land) as
per the SFA.
• To clarify whether the extent of Ac 1.91 Cents covered in Sy.No.
34-14,15, 16- 14,15 recorded in the names of D. Pattadars in the FCO
record and recommended for alienation has been resumed or not to
the Government.
• To clarify the classification of the Sy.No.36/16 measuring an extent
of Ac. 0.87 cts which is recorded as Zeroyithi land as per SFA and
D.Pattadars names are recorded in FCO.

The Tahsildar, Bhogapuram has submitted the revised alienation


proposals for the land in Sy. No. 16-8, 34-8, 34-13, 34-14, 34-15, 36-
13, 36-13, 36-14, 36-15, 56-2 total measuring an extent of Ac. 4.33
cts of Kotabhogapuram Village of Bhogapuram Mandal in favour of
M/s Aurobindo Pharma Ltd., Pydibhimavaram Village of Ranasthalm
Mandal, Srikakulam District for establishment of Pharma Resesarch
Centre.

The proposal is placed before the Land Sub Committee to take a


view.
