The Government, Inds. & Comm (Infra) Department, vide Memo No.
while enclosing the representation together with its enclosures
received from the M/s. Rahamath Paints Manufactures Unit., SPSR
Nellore District for allotment of land to an extent of Acs 0.35 Cents
in Sy. No. 539/2,3 & 4 at Vinjamuru (V), & (M) and requested to
examine and furnish necessary proposals to the Government for
taking further necessary action in the matter.
Further, the GM, DIC informed that Sri Shaik Tatichetla Mahaboob
Masthan S/o Nagur Saheb Vinjamuru Village & Mandal, SPS Nellore
District is proposing to establish a Paint Industry of 1 KL per day
capacity, in Vinjamuru (V) & (M), SPS Nellore, District with a
projected investment of Rs 35 Lakhs and projected employment to
22 persons. Sri Shaik Tatichetla Mahaboob Masthan is now
requesting the government for alienation of Government land
admeasuring extet of Acs 0.25 Cts in Sy. No. 539/2, 3 & 4 at
Vinjamuru (V) & (M), SPSR Nellore district on payment of market
value, for establishment of Paint Industry.
Further, the GM, DIC informed that the land was inspected by the
GM along with AD and IPO of the area on 24.01.2024. The applicant
has informed that the land is presently under his enjoyment. The
applicant proposed to establish a micro enterprise to make primer
paint with a proposed fixed capital investment of Rs. 35 lakhs giving
employment to 22 persons. Out of the total fixed capital investment
of Rs. 35 lakhs, the applicant proposes in to invest Rs. 15 lakhs on his
own and proposed to raise a term loan of Rs. 20 lakhs from banks.
The applicant has furnished a Certificate issued by a Chartered
Accountant certifying his Net Worth of Rs. 21.82 lakhs as on
30.01.2024.

However, the DIO has stated that as per the measurements of the
constructed rice mill shed, setbacks for the shed, area for warehouse
and 40ft approach road from main road / taken, an area of Acres
0.6147 cents would be sufficient to establish the proposed Rice Mill.
As per the inspection report submitted by DIO, the DIEPC, in its
meeting held on 27-11-2023 have resolved to recommend to
Government for alienation of land admeasuring Acres 0.6147 cents
in Sy.No. 119-25 & 119-29 on payment of market value in favour of
Sri Kukati Narayana, for establishment of Rice Mill
The DIO, SPSR Nellore District vide Lr.No; 404/E/2023 dt; 19.01.2024
has furnished a report stating that the proposed land alienation is
for New Rice Mill. However, the DIO informed that there is a shed on
the land proposed and erection of rice milling machinery and
equipment is going on in the site. The DIO has also furnished
photographs showing that there is under construction of rice mill in
the proposed land.
The DIO further stated that since the land was in enjoyment of the
applicant for so many years, and his application for alienation of land
is long pending, he has started constructing the rice mill. The DIO
has informed that the Civil Supplies department has endorsed the
necessity of Rice Mills in that area and viability for establishment of
one such rice mill.

In the letter from RDO to the District Collector, it was informed that
earlier, the proposals were submitted to the District Collector,
Vizianagaram regarding alienation of the land in Sy. No. 16/8, 17/1,
17/3, 17/7, 17/8, 17/9, 34/8, 34/13, 34/14, 34/15, 36/12, 36/13,
36/14, 36/15, 36/16 and 56/2 total measuring an extent of Ac 6.76
of Kotabhogapuram Village of Bhogapuram Mandal in favor of M/s
Aurobindo Pharma Ltd., Pydibhimavaram Village of Ranasthalam
Mandal of Srikakulam District for establishment of Pharma Reserach
Centre.
