EXECUTIVE ORDER NO. 06 – 2024

ORGANIZING THE GENDER AND DEVELOPMENT (GAD) FOCAL


POINT SYSTEM (GFPS) AND DEFINING THEIR ROLES AND
FUNCTIONS

WHEREAS, Section 14, Article II of the Constitution provides that the State
recognizes the role of women in nation building, and shall ensure the fundamental
equality before the law of women and men;

WHEREAS, pursuant to Section 36 of RA 7160, otherwise known as the Magna


Carta of Women (MCW) all government departments, including their attached agencies,
offices, bureaus, state universities and colleges, government institution shall adopt
gender mainstreaming as a strategy to promote women’s human rights and eliminate
gender discrimination in their systems, structures, policies, programs, processes and
procedures;

WHEREAS, EO 348 the implementing Rules and Regulation of RA 7192


otherwise known as Women in Development and Nation Building Act and the PCW-
DILG-DBM-NEDA JMC are explicitly directing all government agencies to set up GAD
Focal Point System;

WHEREAS, this GAD Focal Point System (GFPS) is a mechanism that will
facilitate to implement GAD related programs;

WHEREAS, this Barangay strongly adheres and uphold the Principle of Gender
Advocacy Development with the end in view of strengthening the role of women in
nation building;

NOW THEREFORE, I ANDRES M. MANGARING JR., Punong Barangay of


Barangay Agnipa, Municipality of Romblon, Province of Romblon, Philippines, by virtue
of the power vested in me by law, do hereby organize the Barangay Gender and
Development Focal Point System (BGFPS) as follows:

SECTION 1. COMPOSITION:

SECTION 2. FUNCTIONS:

1. Lead in mainstreaming GAD in Barangay policies, plans and programs;


2. Assist in the formulation f new policies such as the GAD code in
advancing Women’s Empowerment and gender equality;
3. Lead in setting up appropriate systems and mechanisms to ensure the
generation, processing review and updating of sex-disaggregated data
or barangay GAD Database to serve as basis in performance-based and
gender-responsive planning and budgeting;
4. Coordinate efforts of different divisions/offices/units of the agency r LGU
and advocate for the integration of GAD perspectives in all their systems
and processes;
5. Spearhead the preparation of the Annual and Performance-based GAD
plan and Budget in response to gender issues and concerns in the
locality and in the context of LGU mandate;
6. Lead in monitoring the effective implementation of the GAD-related
policies and the annual GAD plans, programs and budget of the
barangays;
7. Lead the preparation and on-time submission of the Annual Barangay
GAD accomplishment report and other GAD related reports, that may be
required under the PCW
8. Strengthen linkages with other LGUs concerned or organizations
working on Women’s Rights and gender and development to harmonize
and synchronize GAD efforts at various levels of governance;
9. Promote and actively pursue the participation of Women and gender
advocates, other civil society organizations in the various stages of
development planning cycle, giving attention to the marginalized sectors;
and
10. Ensure that all personnel of the Barangays capacitated on GAD.

SECTION 3. FUNDING. The Barangay shall provide appropriate funds and


administrative support necessary to defray expenses for the effective operation of the
MCPC chargeable to 5% GAD Fund. Additional compensation and benefits shall NOT
be given to the members of this council.

SECTION 4. EFFECTIVITY. This Order shall take effect upon its approval.
