Appendix “C” should be read in conjunction
with all Appendix’s and the NSC of the Sri SRI LANKA

APPENDIX “C” – COMPETITION LICENSES

C/01 All competitors must be in possession of a Competition License issued


by the SLAS.

C/02 For certain Grades of Licenses, the SLAS may empower Member
Clubs of the SLAS to issue such Licenses on its behalf, after the
approval of the council.

C/03 The SLAS may waive the requirement for a License for meets of a
social character.

C/04 It is an offence for any licensed competitor to take part in any event not
authorized under these rules.

C/05 The SLAS shall be entitled to grant licenses to:-

i. Nationals of Sri Lanka

ii. A National of any other country represented on the F.I.A, after


receiving authority from the A.C.N of that country to do so

iii. A National of a Country not represented on the F.I.A

C/06 Separate Competition Licenses are issued for Automobiles and Karts.

C/07 There shall be four Grades of Licenses:

1. Class One (01) - A


2. Class Two (02) - B
3. Novice / Class Three (03) - C
4. Special/Junior - Class Four (04) - D

C/08 A Competitor may have only One class of license.

C/09 The License is issued to a Competitor on the undertaking that the


holder of the license shall be:

i. Bound by the National Sporting Code of the SLAS.

ii. Bound by any other Regulations imposed by the SLAS and/or


the Promoters of any competition.

iii. Be medically fit and not suffering from any mental or physical
disabilities.

iv. In case of a minor under the age of 18 years, he produces at the


time of applying for his License, a letter of specific consent from
his parent or guardian, acceptable to SLAS.
C/10 Issue of Competition Licenses:-

i. The issuing of Competition Licenses shall be administered by


the SLAS.

ii. The Licensing Sub-Committee shall set out the manner in which
applications for the issue of New Licenses, Renewals and
Upgrading shall be made, specify the type of proof of
Competition and the Medical Reports required. They shall
conduct tests to determine the applicant’s knowledge of the
Rules & Regulations. They shall also prescribe the License Fees
applicable to each Grade of License.

iii. The Licensing Sub-Committee shall set out the Rules &
Regulations governing the use of Competition Licenses.

iv. Competition Licenses will be issued, Renewed and Upgraded at


the sole discretion of the Sub-Committee. However, and
aggrieved Competitor has the right to appeal to SLAS under Part
XII of these Rules.

v. The Sub-Committee has the right to withdraw or cancel a


License. The reasons for such cancellation or withdrawal will be
stated. The aggrieved person may appeal to SLAS against such
decision in the manner set out under Appeals.

C/11 Eligibility for Competition Licenses.

All persons applying for Competition Licenses must be medically fit and
knowledgeable about racing Rules & Regulations. The procedure for
carrying out tests to determine conformity with this regulation is set out
below (C/14).

Class 4 - D Any Person under 18 years of age and more than 10


years of age, on the First of January of the Year for which
the license is applied for, will be eligible to apply for a
Junior License (Class 4). The Age Limit for Mass start
Tarmac will be 14 years. However, a license holder will be
permitted to Run Gravel Mass start events, provide he /
she has previously participated in minimum of 6 Tarmac
mass start events, three podium finishes and with No
Reported incidents.

Class 3 - C Any person who has not been issued any other Grade of
License, shall be eligible to apply for a Novice License /
Class Three (03). However, such license can be held only
for a maximum period of 3 Years.
A Competitor obtaining a Class 3 license for Formula
McLaren (Carb) Should posses a minimum qualification of
being participated for a minimum of two training sessions
and 04 (Four) Karting Meets.

Class 2 - B Any person with the requisite experience as given below


shall be eligible to apply for a Class Two (02) Licenses.

a. Won one, or been placed Second or Third in two


events at Race Meets using mass start.
OR
b. Have taken part in and completed the course in at
least five events of which at least three shall be
Race Meets using mass start.
c. Or have been a Novice / Class Three (03) license
holder for 3 consecutive years.
d. In case of Formula McLaren (EFI), should have
attended two training sessions and should have
driven a Formula McLaren (Carb) for One full
year or 04 Races.

Class 1 - A Any person with the requisite experience as given below


shall be eligible to apply for a Class 01 License:-

a. has, after the issue of a Class 02 License won three


events at Race Meets using mass starts.
OR
b. has held and Class (2) License for at least Three
years and has during this period won one, or has
been placed Second or Third in two events at Race
Meets using mass starts.
OR
c. has held a Class (2) for at least three years and
during this period has taken part and completed the
course in at least five events of which at least three
shall be Race Meets using mass start and had three
podium finishers.

Please note that Sprint Events, Speed rallies shall not be counted
as Mass Start Events.
Podium definition is 1st ,2nd or 3rd Placing at a SLAS approved
National Meet.

C/12 Licenses will cease to be valid:-

a. On the 31st December of the year for which the License was
issued, unless specifically extended by the Licensing Sub-
Committee.
b. When the holder is found to be medically unfit.

c. When a holder, other than a Junior, loses his Driving License.

d. When a Grade 4 - D (Junior) reaches the age of 18.

e. On a Class 3 - C (Novice) competitor gaining the qualifications


required for a Class 2 - B (Class 02) License.

C/13 The Competition License remains the property of the SLAS and will be
surrendered to the SLAS when so required under Section 10.18 of
these Rules.

C/14 All competitors applying for a Competition License for the first time
must undergo a medical examination and a written test, which will be
conducted by the Licensing Sub-Committee. Also, Competitors More
than 45 years in age, should have a comprehensive Medical
examination done at a hospital Nominated by SLAS.

i. The Licensing Sub-Committee will draw up and print a medical


form to be used by applicants.

ii. This form will stipulate all the tests, which the applicant will
undergo as a part of his medical examination, at a place
nominated by SLAS.

iii. The Sub-Committee may in general or in particular cases


require the tests to be carried out by specified doctor(s).

iv. The applicant and examining doctor(s) will sign the form after
the examination.

v. The holder of a Competition License is required to


immediately bring to the notice of the sub-Committee any
illness or other occurrence that may have a bearing on his
medical aptitude for competition.

C/15 Renewals

i. A License is valid till the 31st December of the year in which it is


issued.

ii. Applications for renewal/upgrading must be made using the


prescribed form by 30th November in each year. A license
renewed after the 31st January the following year (corresponding
year) will have a penalty decided by the SLAS. All such penalties
(if) will be notified in advance.

iii. Full details of the applicant’s participation in meets and placing


during the year must be included with the Application.
iv. Such applicant must undergo an annual medical examination by
a doctor from the specified panel of doctors as set out in C/14
above.

v. The Renewal Fee shall be fixed by the Sub-Committee.

C/16 Production of License

A competitor or driver at a meeting shall produce their license signed


by the holder, on the request of a duly authorized official of that
meeting.

REGULATIONS AND PROCEDURE FOR THE ISSUE OF SLAS


COMPETITION LICENSES

1. Vehicles will be divided into the following three Ranges.

2. The highest (fastest) class of vehicle that a holder of a Competition


License is entitled to enter/drive is as follows.

3. Issuing of Licenses

3.1 The Licensing Sub-Committee will issue all other (Temporary)


licenses.

3.1.1 The applicant shall pay a License Fee of Rupees


One Thousand (Rs. 1000/-).

3.1.2 Such License is valid only for the meet for which it
was issued.

3.1.3 Such License is valid for Karting, Drag and Sprint


Events only.

3.1.4 No more than two Temporary Novices Licenses


will be issued to the same competitor.

The procedure for obtaining a Competition License.

The applicant must:-

a). Fill out an Application Form available with the Licensing


Committee.

b). Undergo medical tests at a specified medical institution


and such test results have been submitted to and
approved by the Director Sports Medicine Ministry of
Sports and Youth Affairs.

c). Successfully pass a written examination conducted by the


Licensing Committee.

d). Pay the prescribed License Fee.

e). Demonstrate his/her skills at a driving test if so required


by the Licensing Sub-Committee.
f). And should be applied through the organizing club.

3.2 The Licensing Sub-Committee may issue a Certificate pending


the issuing of a License once an applicant has conformed to all
of the above requirements.

3.3 Organizing Clubs must:-

a). Require a Competitor to declare his/her Competition


License Number and Grade in the Entry Form.

b). Ensure that the competitor’s Grade of License permits


him to compete in the class entered.

c). Require the competitor to surrender the Competition


License to the SLAS Official nominated or to race Control.

d). The License to remain in the custody of the Official until


the conclusion of the meet.

e). Update the schedule of meets with the positions obtained


by the competitor.
4. Novices
a). It is recommended that the organizers have separate events for
competitors with Grad 3 (Novice License) only.

5. Amendments
The Sub-Committee reserves the right to alter, amend or add to these
regulations as it sees fit and all such amendments should be approved
by the Council of SLAS

6. License Numbers
All license numbers will be issued and maintained as per the Original
List (Per Directive of the Minister). This is done in order to be able to
have the past records and history of Motor Sports In Sri Lanka.
7. Special Condition

a). The SL S 1500cc class will be considered for license holders of


both Class A and Class B, However, a Class B Holder he/she
should have had previously participated in minimum of 10
Tarmac / gravel mass start events, three podium finishes and
with No Reported incidents.

b). A Competitor in the SLH 1600cc class and holding a Class B


License, will be eligible to drive the SLGT Class for a period of
One year, provided that He / She should have previously
participated in the SL H Class and should have had 10 Tarmac /
Gravel Mass start event experience, and should have had Five
(05) Podium finishers with no reported incidents. After the
completion of one /that calendar year in which he / she has
taken part for SLGT, he/she will be automatically upgraded to
Class A.

c). A Competitor in Formula McLaren 1300cc (EFI) and Holder of


a Class B License, will be eligible to Drive a Ford Formula
1600cc Standard / Modified, provided, that He / She should
have previously participated in the Formula McLaren 1300cc
(EFI) Class and should have had 06 Tarmac Mass start event
experience and should have had Five (03) Podium finishers with
no reported incidents.

8. Application Forms
All applications for New and Renewal should be submitted in the
prescribed form as attachments (Annexure 1 & 2) - Published
separately.
