The Somaliland Government are however cognisant of the compounding problems contributing to the rate
of unemployment among youth in the Somaliland. These problems range from inadequate basic formal
education resulting in high level of unemployment particularly for girls, inadequate access to credit and
micro-finance facilities, attitudinal problems of young people towards certain categories of jobs, high
incidence mis allocatlion, and inadequate training in informal jobs to help create self employment., These
problems coupled with the problems militating against agricultural development left a lot of young people
unemployed in the country.
To address these problems a holistic approach will be adopted. This project targets the development of all
sectors that are relevant for creating employment opportunities to the young people. The project will
intervene in the following areas: - Youth and Fisheries; Youth and Business, Youth and Agriculture and
Youth training skills workshops. It also seeks to involve all relevant stakeholders in the implementation of
this project that is the Government Departments, NGOs, Private Sector and UN Agencies. The project as
intended will create employment opportunities for over 100,000 youth country wides. It will be
implemented within a period of five years (2017-2022). The young people aged 16-30 will be the main
beneficiaries of the project. The funding requirement for this project is $2.288 million (us Dollars). This
requires the contribution of Government, NGOs, UN agencies, individuals, the private sector and the young
people themselves. The collective support of all the stakeholders will indubitably go a long way in the
implementation of the project.
Project Background
The Republic of Somaliland is situated in the horn of Africa. Its boundaries are defined by the Gulf of
Aden to the north, Somalia to the east, federal state of Ethiopia to the south and west, and republic of
Djibouti in the northwest. The total area of Somaliland is 137,600 km2 with a coastline of 850kms. The
country is divided into 6 regions, namely Marodijeh, Awdal, Sahil, Togdher, Sool, and Sanaag, which are
subdivided into 32 districts. The capital of Somaliland is Hargeisa. The estimated population of the city is
about 1 million. Other principal towns are Borama, Berbera, Burao, Erigavo and Las-anod. The main port
of Somaliland is Berbera. Despite positive developments, its government institutions remain weak and
cannot adequately provide public services and build the local capacity to address the challenges of youth,
frequent droughts, and limited livelihood diversification opportunities. Consequently, recurrent drought,
livestock diseases and environmental degradation have persistently and adversely affected the livelihoods
of communities in Somaliland. As land and pasture are degraded, crop and livestock productivity decline,
resulting in decreased income security and threatening the sustainability of livehood of community
members. This leads to migration movements often of the male population leaving women and children
behind in rural areas with little or no livelihood assets to support them. Although, no data is available on
GDP of the country, most people in Somaliland live with less than one dollar a day. The economy of the
country depended a lot on livestock export destined to Saudi Arabia and other Arabian countries. A ban
was imposed in 2000 due to outbreak of unfounded rift valley fever. The ban has had severe economic
The Government of Somaliland recognizes the need to involve all stakeholders in the planning, policy
making, training delivery and monitoring and evaluation of the youth employment projects and capacity
building. The project seeks to increase the engagement of the private sector and enterprises as future
employers of Youth and to provide youth trainings with knowledge, skills and abilities relevant for the
world of work.
Project Rational
The widespread unemployment that prevails in Somaliland is the main expression of poverty. Young people
in particular, suffer disproportionately in terms of access to meaningful unemployment. The need for job
creation initiatives was the most common request by young people during the consultation phase. Article 20
of the Constitution states– “All able citizens have a right and duty to work. The State shall, therefore, be
responsible for the creation of work and facilitating of the skills training of employees”. (National Youth
Policy, 2010).
Somaliland imports most of the locally consumed items whether it is necessary or luxurious from abroad
countries because of the very low production of the country. local producers usually meet obstacles in the
market due to; lack of expertise needed to market productions, poor quality of their productions, and higher
prices and this is why some business people tend to import goods instead of buying and selling locally
manufactured goods.
The current Somaliland market cannot absorb all the youth that are in search of employment opportunities
since there are no National Youth Employment Strategy or loan scheme for self-employment activities and
this in contrast triggers youth to make more risky decisions like; to migrate from the country, addict drugs,
join extremist groups etc. Thus, the project will heavily take part in minimizing youth unemployment and its
consequences. often thinks ways to address youth problems since youth are vivid and strong segment in our
population that need to be benefited.
Project Goals
The main goals of the project are to create job opportunities for Somaliland youth through skills training;
increase access to micro-credit, as well as the development of agriculture, business sector, fisheries sector
and infrastructural development.
Project Results
Since the project will have different activities such as training programs, capacity building, consultancy
service, Micro-cred and etc. by youth during the project. all these activities will different results to the
youth employments.
Target Group
This project is targeting over 100,000 of youth (Male & Female) across the country between the ages of
16-30 years mainly out of school youths who are unemployed.
Project Implementation
The implementation of the project is undertaken through participatory approach which involves society,
UN organizations, government and other sectors from the start up to the end of the project.

Management Personnel
The organization that will implement this project is HAVAYOCO which have big office in Somaliland that
acts great part of main projects to youth improvement in Somaliland and the executives and officers will be
monitor the activities during the project. Also the communication channels between implementing
organization and donors are both horizontally and vertically operates. In addition, any challenges that faced
during the project were resolved together. Also during this project in the country all the lesson learned and
experience will be get in to account for next projects and programs in the future
Reporting
At side of reporting, the project would schedule every progress and improvement during the
implementation period and totally the general budget of this project will be 2.288 million dollars that will
divide all the investing departments by allocating it’s valiability of sectors. In addition, the reporting
system of this were quarterly and annually held meetings and reviews that measures the level of progress
and how the result will be look like. Also continuous monitoring were conducted and checking any
activity.
