@ YJJ'¹ Regulation of the Council of Ministers in
accordance with this Proclamation.

mJJ! 8 : ;<="> FGH established pursuant to Sub-Article (1) of
!I" A+¬ ?~Q JJ? this Article may either be a public
?@A8 ;<="> Y! A 8 university established in accordance with
;<="> L@ Y ¹ the Higher Education Proclamation, or a
new one.

7.  8 : ;<="> 'JJm ?8o"w 5. Criteria for Establishing an Autonomous


University

achieve the objectives for which it is

Board;
