2. SCOPE
This is the work procedure for the night work at Al Bawani NEOM HOSPITAL PROJECT

The Project Director holds the overall responsibility for the Site HSE management system and holds
the overall responsibility of implementation of this plan.

He has the responsibilities for the Site includes but not limited to:

All necessary tools and equipment are provided and that personnel access routes to the
tools are illuminated in accordance with this procedure.
All required precautions specified in this procedure or those agreed with the respective HSE
Manager are implemented.
Authorization from the Site Manager or his designer to work beyond normal working hours
is obtained.
Cables and other material are located in a way that prevents trip hazards.
Coordination of radiography activities. Ensure that signs, barriers, adequate lighting, and
flashing lights are provided. Verify that the relevant persons have been informed.
Employees are provided with suitable and sufficient personal protective equipment.
TAB & TBT have been completed as required by the nature of the work.
Lighting provided is adequate and that personnel are not working in the shadows.
Provision of instructions in regard to the movement of vehicles (concrete trucks) within the
areas of work.
Public access to work areas is restricted to the extent possible.
Regular inspection and maintenance of lighting equipment takes place.
There is a First Aid Attendant(s) present when working at night.
Adequate barriers are provided around areas where hazards may exist, and that such
hazards are clearly lit (Flashing lights).
Adequate medical coverage is in place during work activities.
All lighting equipment installed has been checked and certified in accordance with project
requirements.
Constantly monitor work activities & ensure unsafe acts/unsafe conditions does not remain.
Disseminate the work force about the hazards and precautionary measures of the activity
thru tool box discussions.
Ensure the requirements mentioned in the Work Permit & Site HSE Rules and Standards are
fully adhered.

Prior starting any Night Works, permits to be obtained from the concerned authority,
client and consultants
Site supervisor make sure that each work must be have the work permit and safety
personnel must be carryout the inspection before issue the work permit.
5.2 Lighting
Where work will continue outside daylight hours or the building or structure is
enclosed, artificial lighting will be required.
Make sure that any artificial lighting does not change the apparent colour or visibility of
any safety signs or other safety-related items such as fire extinguishers.
When the primary lighting fails, torches or other similar lights may provide suitable
lighting.
In addition, emergency routes (the corridors, passageways etc. that people must follow
in an emergency to escape from danger) should be kept well lit while there are workers
on the site.
3 Lighting Levels.
The contractor shall ensure the full compliance of the NEOM night work procedural guideline and
provide the adequate illumination arrangements according to the below mentioned standard guidelines
in the table.

Every part of any area shall receive light from at least two directions to avoid dense
shadows.
Light fixtures shall be suitable for the area they are installed in.
Illumination shall be adequate for cleaning and maintenance operations.
Emergency Illumination (connected to other power source) shall be provided with a
minimum illumination intensity of 50 Lux in all routes leading to emergency exits
and near exists, tunnels, and dark places and where necessary when electrical power
is cut off.
Escape lighting should come on within 5 seconds of the failure of normal lighting and
provide at least 1 lux luminance at floor level.
All lights, including flashing beacons on plant and vehicles, are to be operational at
all times they are working or moving around site. Plant and vehicles that have
defective lighting are to be removed from use until repairs have been carried out.
Designated walking routes and work areas are to be adequately lit and personnel are
to be excluded from work areas or be protected against being struck by plant or
vehicles.

Provide health assessment for night workers before starting work and at regular
intervals.
Transfer workers to day work where night shift causes or is likely to cause ill health
effects.
Where possible promote healthy behavior such as healthy eating and exercise
Avoid placing workers on permanent night shifts.
5.10 Security

Lifting Activity: - In general all critical and tandem lifting work activity has been restricted during the night work
and if any general lifting work required will be allowed with additional work permit andthere should be a notification
24 hours before.
Work Stop Procedures: - Any high risk activity must be stop and rectify immediately. Safety personnel have
the fully authority to stop any high risk activity at any manner.
Report:- Site management personnel must be report the work schedule starting of the week and safety
personnel must be report their safety observation report and daily site report and other
inspection report on daily basis.
Welfare facility :- site management must be ensure that on night work there must be have the welfare facility
like as , drinking water, rest area, toilet area, prayer area as per the requirement of site and work condition.
PPE: - All site and safety personnel must be ensure that everyone wearing the appropriate
PPE at site like Safety helmet, safety shoes coverall, high-vest and work related PPE.
Training: - Al Bawani site personnel must be carryout the TAB and TBT as per the schedule
and all workers must be known about the risk and hazardous related to night work. And all
work must be carryout under the correct and competence supervision.
The certified Para medical personnel ready and available for advice and consultation on the
overall employee safety and health condition in the Al Bawani workplace at night.
A certified first Aider available in the night work and he will make sure the coordination
with theChief medical head of the Company.
