 Nominations:
POLL DATE -18TH APRIL 2019
Last date for filing nominations was 26th March 2019.
Highlights
 330 candidates ( 310 Male, 20 Female) had filed 455 nominations.
 52 nominations were rejected 278 were validly nominated candidates.
 37 candidates have withdrawn and finally 241 (224 Male, 17 Female) candidates are in fray.

 Electoral Rolls: An accurate and error free electoral roll are the foundation of free, fair
and credible elections and intensive and sustained focus is laid on improving their
quality, heath and fidelity. Final publication of electoral rolls in respect of
Karnataka has been done on 16.01.2019. Electoral rolls have been updated till the last
date of nominations and the rolls are made available on the web site of CEO—
www.ceokarnataka.kar.nic.in.

 Photo Electoral Rolls


Photo Electoral Rolls will be used during this Lok Sabha Election and photo
percentage in Photo Electoral Rolls of this State is 99.93 %.

 Electors Photo Identity Cards (EPIC)


Identification of the voters at the polling booth at the time of poll shall be
mandatory. Electors who have been provided with EPIC shall be identified
through EPIC. Presently, the EPIC coverage in Karnataka is 100 %.

 Alternative Documents:
The Commission has vide its direction dated 28th February 2019, notified 11
alternate photo ID card to establish their identity. In order to ensure that no
voter is deprived of his/her franchise, if his/her name figures in the Electoral
Rolls, and the voter is not able to produce his Voter ID card, then he may
produce any of the following photo ID cards to establish his identity –

 Measures to prevent impersonation of Absentee Voters: BLOs have


visited door to door and identified a list of voters found absent from their
place of residence. Similarly the names of dead, shifted shall also be added
to the list. ASD list has already been prepared and there are 21626
identified. Out of which 14637 pertains to First phase 14 Constituencies and
the remaining 6989 pertains to Second phase Constituencies.

 (Photo Voter Slips (PVS) – No Longer a standalone identification


document for Voting:
To facilitate the voters to know where he/she is enrolled as a voter at a
particular polling station and what is his/her serial number in the Electoral roll,
the voter slip bearing the Photo of the elector (wherever present in the roll) has
already been distributed. The Commission has in its instruction dated 28th
February 2019, on alternate document has specified that the Photo Voter Slips
shall not be accepted as a stand-alone identification document for voting, the
words 'THIS SLIP WILL NOT BE ACCEPTED FOR THE PURPOSE OF

IDENTIFICATION IN POLLING STATION. YOU ARE REQUIRED TO CARRY EPIC


OR ONE OF THE 11 ALTERNATIVE DOCUMENTS SPECIFIED BY THE
COMMISSION FOR VOTING" has been printed on the Photo Voter slip.

be done at the polling station itself.

 Download an App and vote through it if you are out station:


 CLARIFICATION: No such App is developed or put to use. Voting
through an App or through internet is not permissible under Law.

 When you reach the polling station and find your name is not in voter list, just
show your Aadhar card or voter ID and ask for : Challenge Vote” under section
49 A and cast your vote
CLARIFICATION: Name in voter list is mandatory to cast your vote. If your
name is in voter list and if you do not have EPIC, you can still vote by using
the 11 alternate documents notified.

5. EVM/VVPAT :

36,196CUs, 52112BUs, 37,705 VVPATs are used in the 30,164 polling stations going

6. EVM-VVPAT Training and Awareness:

In order to create awareness among the electors about the use of VVPAT, special teams are
arranged equipped with VVPATs and EVMs. These teams have visited various parts of the
Assembly Constituency with these machines and explained to the people about the use of
VVPATs and also it’s functioning. The voters are allowed to use the machines and see how it
works by casting their votes. The details of voters participation and vote casted in awareness
campaign are given below. A total of 3,32,68,248 voters have participated and 1,99,24,876
voters have casted their votes during the awareness programme in 14 Parliamentary
Constituencies, covering 18 districts, going for poll on 18.04.2019.

10. Declaration of General Holiday on 18th April 2019:


Vide Government Notification No. DPAR 16 HHL 2019 dated 09.04.2019 declared as
Holiday on 18th April 2019 under Negotiable Instrument Act 1881. All the business
establishments’ industrial institutions and other institutions have to grant paid holiday
on the day of the poll.

11. ISSUANCE OF ORDERS UNDER 144 Cr.PC:

The District Magistratesof 14 Parliamentary Constituencies have issued orders


under Section 144 of the Criminal Procedure Code, 1973 , as per ECI guidelines
and it is specifically clarified in the order passed that, this order does not restrict
house-to-house visits during 48 hours in connection with door-to-door
campaigning.

22. Welfare measures, including health, for polling personnel and voters.
The DEOs have been instructed to have separate review on the subject, identifying the
concern and asked to take advance measures to address facilitation.

Nodal officers for welfare in the district will coordinate and supervise the polling
personnel welfare measures.
(a) The information about the training program, despatch and reception in proper and
timely manner.
(b) Facilities and proper arrangement at training venue like help desk, drinking
water, toilet
(c) Proper facilities at the despatch centre like drinking water, toilet
(d) Timely despatch and proper transport arrangement
(e) coordination between police personnel to be deputed for election duty.
(f) proper health care response teams to attend in medical emergency conditions.
(g) food arrangement
(h)the timely relieving of the poll personnel form the election duty
(i) the arrangement for the polling personnel to be transported back to home after the
reception at the earliest

(j) cashless transfer of honorarium to the polling personnel in advance


Exclusive chapter on welfare measures in the DEMP
(k) Ex-Gratia compensation in case of death of Polling Personnel while on duty to be
sanctioned at the earliest.
(l) Meeting with the Secretary, Health Department and Commissioner, Health
Department was conducted and were requested to issue necessary instructions to the
Field Officers to look after the welfare of the Polling Personnel's.

polling stations and the part and serial numbers for easy identification of their names
in the electoral roll by the polling officials for a quicker voting. They can also use

 Queue Status at Urban Polling Stations
 Emergency Services (Police Stations and Hospitals Near You)

their names in the electoral roll published recently for the Lok Sabha Elections 2019.
They can visit our Karnataka Election Information System
(https://kgis.ksrsac.in/election) for various election related statistics and information.
Citizen can also use our SMS Facility KAEPIC<SPACE><10 DIGIT EPIC
NUMBER> to 9731979899 by which they can know about their polling station and
verify their name.
b. Report MCC Violations:
The CEO Karnataka also urges the citizen to download the cVIGIL Mobile App
from the Google Play Store or the App Store and report the MCC Violations
happening on the last day before poll and campaigning during the ban period and
other unethical campaigning by the candidates and political parties for the field
units to take immediate action.

24. Complaints monitoring


a. 1950 Voter helpline
State and districts voter helplines are setup for receiving grievances and complaints from
the citizens regarding various electoral matters and redressal of the same. The details of
calls made by the citizens for obtaining information, providing feedback and suggestion
and filing complaints and their disposal is given below. A total of 56,630 calls
(Information-50,352, Feedback- 444, Suggestion- 4594 and complaints- 1240)were

received in 18 districts of 14 Parliamentary Constituencies. Out of which 56,557 calls


have been disposed of.
A total of 19,086 calls (Information-16,232, Suggestion- 8 and complaints- 2,846) were
received in the Complaint Monitoring Cell at State Level. Out of which 18,669 calls have
been disposed of.

25. SUVIDHA:
1. Under Suvidha5,776 Applications for permissions have been received
in the 14 Parliamentary Constituencies going for poll on 18.04.2019,
out of which 5,120 have been accepted, 196 are in progress within
stipulated time and 460 have been rejected.
2. Out of the total applications, BJP (2,339), Congress (1,397), JD(S)
(850), BSP (279), CPI(M) (65), CPI (36), Independents (409) and others
(401)have sought permissions.
3. Major permission sought by the political parties and candidates are
related to Holding meeting and loud speakers (1,873), vehicle
permissions (intra district) (1,152), application for permit for street
corner meeting and loud speaker (1,128), Vehicle permit (620),
application for permit to take out procession and loud speaker (781)
and others (222).
