Required Floor Areas Window Openings Rooms intended for any use, not provided with artificial ventilation system, shall be provided with a window or windows with a total free area of openings equal to at least 10% of the floor area of the room, provided that such opening shall be not less than 1.00 sq. meter. However, toilet and bath rooms, laundry rooms and similar rooms shall be provided with window or windows with an area not less than 1/20 of the floor area of such rooms, provided that such opening shall not be less than 240 sq. millimeters. Such window or windows shall open directly to a court, yard, public street or alley, or open watercourse. Eaves, canopies, awnings (or media agua) over required windows shall not be less than 750 millimeters from the side and rear property lines. Road Right-of-Way (RROW), Air Rights and Easements EASEMENT - Is a kind of public open spaced defined under the Water Code and other laws that must be absolutely free of all forms of physical obstructions that can negatively affect natural light and ventilation within such space or that can impede access to or the full recreational use of such space by the general public. The easement is also for the maintenance of waterways, shore and water bodies. It is the area that may lie between the legally usable portions of a public or private property and natural or man-built bodies of water such 2s seas, rivers, lakes, esteros, canals, waterways, floodways, spilways, and the like (Figure VIll.7). The easement may take the form of natural landforms such as areas leading to embankmentsisiopes, beaches/shores and the like or contain man-built structures such as embankmentsislope protection works, linear parks or parkstrips, promenades, wooden boardwalks and the like. Easement is public land, ie., public domain, that should be equally enjoyed by all members of the community. C » Cenirat Diliman Quezon Cily esp BUILDING Laws VIEW CORRIDORS AND/OR SIGHT LINES SIGHT LINE — The line of view from any fixed or moving station point within a building/structure or from any other open space within or immediately outside the lot or from any point within a public open space such as the RROW to a built or natural structure, formation, vista and the like (Figure VIIl.1.6). VIEW CORRIDOR — The visually unobstructed width, depth and height of all available sight lines running through and along road rights-of-way (RROW), easements and similar rights-of-way (ROW), ‘open spaces within fots (including yards and courts) or through and along designated public spaces including recreational areas. Unless specifically allowed under the Code, the view corridor must allow full visual access from one end of the RROW, easement and similar ROW to the other end. View corridor may also refer to specific ranges of sight lines from a building or structure to a specific natural or man-built object and/or development considered of beauty or value. Preservation of View Corridors andlor Sight Lines a. The carriageway/roadway portion of the RROW shall be free of structures, particularly commercial signs that will impede the view corridor and sight lines within the RROW. b. To dignify very important public or historical/culture buildings/structures, all forms of commercial ‘signs intruding into RROW leading to or away from such buildings/structures shall not be allowed. Specifically disallowed from such RROW are commercial signs supported from any building projection. (such as arcades). c. View corridors or sight lines from buildings/structures on a higher or lower lot shaill not be entirely blocked by the intervening property to allow some sight lines to exist. All buildings shall face a public street, alley or a road. ROAD RIGHT-OF-WAY (RROW) or ACCESS STREET or STREET - is a kind of public open space for the continuous flow of pedestrian and vehicular traffic that must be free of all forms of prohibited physical obstructions. The RROW is the area lying between two (2) or more parallel properties and its Width is horizontally measured from opposite property line (Figure VIIl.4). The primary components of the RROW are the following: Roadway/Carriageway (on which vehicles pass); Pedestrian access-ways at grade level such as open sidewalks, arcades (covered sidewalks) and the like; and ‘The RROW also includes any of the following components: Curb and gutter (or open/covered drainage-way or canal in the absence of a gutter); Pedestrian crossings at/abovebelow the roadwaylcarriageway, = eae ED Sasa ese bat seca ILDING. POSSIBLE ROAD RIGHT-OF-WAY (RROW) SECTION (30.00 M) LEVELS OF THE ROAD RIGHT-OF-WAY (RROW) (AT A RROW OF 15.00 M ONLY) ‘The RROW consists of three (3) different physical levels as follows: RROW ABOVE GRADE - Refers to the portion of the RROW reckoned from the finished surface of the roadwaylcarriageway and/or the sidewall/arcade all the way up to the air. if this level of the RROW is utilized for whatever purpose, the AIR RIGHTS or the right to develop, benefit and profit from the use of the RROW above grade is given up by the govemment/general public and. should therefore be compensated, ie., leased and paid for by the proponentend- user/beneficiary of the proposed building/structure (Figure VIIl.5). The minimum clear height for the utilization of the air rights above RROW shall be four point twenty seven (4.27) m from the finished crown elevation of the roadway/carriageway. RROW AT GRADE - Refers to the portion of the RROW reckoned from the natural grade line up to the unfinished surface of the roadway/cariageway and/or the sidewalk/arcade. This portion of the RROW is generally utilized for the movement of the general public (motorists and pedestrians). If this level of the RROW is utilized for whatever purpose, the right to develop, benefit and profit goverimentigeneral public and should therefore be compensated, i.e., leased and paid for by the development proponentiend-user/beneficiary (Figure VII5). RROW BELOW GRADE - Refers to the portion of the road right-of-way (RROW) reckoned from the finished surface of the roadway and/or the sidewalk all the way down into the ground. If this level of the RROW is utilized for whatever purpose, the right to develop, benefit and profit from the use of the RROW below grade is given up by the governmentigeneral public and should therefore be compensated, i.e., leased and paid for by the development proponent/end- see Figure VIILS). ‘el es 'D BUILDING LAWS. AIR RIGHTS — The right to physically develop and subsequently benefit or profit from the use of the air space above the road right-of-way (RROW). Private property owners cannot lay claim to air rights within the RROW because it is part of the public domain. The right to award air rights for a fee or for lease payment is vested with the government. The upper limit of the air rights is the airways navigational path such as those clearance limits of aerodome and flight pattems, and below grad development limits is the ground water table. Minimum Access Requirements Interior or rear lots shall have a RROW/access street with a minimum width depending upon the number of buildings or units which it serves provided, however, that said RROW/access street shall not be less than 3.00 meters in width and provided further that such RROW shail be provided with a minimum 4.00 meters wide chafian at its intersect with the main RROW and provided, finally, that such RROW shall not be used for any form of parking. The registered owner of the property fronting the sidewalk has the obligation to construct and maintain the same as per goverment specification to attain uniformity of form and function. If the registered owner fails to undertake the construction and maintenance, the same shall be constructed by the goverment end charged to the registered ‘owner's account. No dead-ends in excess of six meters (6 m) in length, DISCHARGE FROM EXITS All exits shall terminate directly at a public way or at an exit discharge. Exit stairs that continue beyond the floor of discharge shall be interrupted at the floor of discharge by partitions, doors, or other effective means. DOORS ‘A door designed to be kept normally closed in a means of egress, such as a door to a stair or horizontal exit, shall be provided with a reliable self-closing mechanism and shall not at any time be secured in the open position. ‘There shall be re-entry mechanism every four (4) floors that provide a way out of the stairway. Such releasing devices shall be bars or panel extending not less than 2/3 of the width of the door and placed at heights suitable to the service required, and shall not be less than 76 nor more than 112 em above the floor. POWER OPERATED DOORS Where required doors are operated by power, such as those with photoelectric ‘actuated mechanism which open upon the approach of a person or doors with power-assisted manual operation, the design shail be such that in event of power failure, the door may be opened manually to permit extt travel or closed where necessary to safeguard means of egress.No power-operated door shall be counted as a required exit unless it also swings with the exit travel by manual means. ‘SCREEN AND STORM DOORS No screen door or storm door in connection with any required exit shall swing against the direction of exit travel in any case where doors are required to swing with the exit travel. REVOLVING DOORS A revolving door shall not be used in a means of egress for an exit from the floor of discharge directly to the outside except where specifically permitted. It shall not be used at the foot or top of stairs at the floor of discharge. ‘Where permitted, the revolving door or doors shall be given a credit of only 50% of the required capacity of exit . Such revolving doors shall be of approved type. ‘The number of revolving doors used as exit doors shall not exceed the number of swinging doors used as ‘exit doors within six meters (6 m) except.- when revolving doors may serve as exits without adjacent ‘swinging doors for street floor elevator lobbies, - if no stairways or doors from other parts of the building discharge through the lobby, and the lobby has no occupancy other than as a means of travel between elevators and street TURNSTILES ~ Approved turnstiles not over 91 om may be used in any occupancy where revolving doors are permitted. - Over 91 cm shall be subject to the requirements for revolving doors. - Immediately adjacent or within 6.1 m of a swinging door or gate opening freely in the direction of exit travel - Rated the same as revolving doors as regards units of exit width and rates of travel. DOORS IN FOLDING PARTITIONS ‘When permanently mounted folding movable partition are used to divide a room into smaller spaces, a swinging door of open doorway shall be provided as a way of exit access from each such space. ‘The swinging door may be omitted and the partition may be used to enclose the space completely under the following conditions: «2. The subdivided space shail not be used by more than 20persons at any time; b. The use of the space shall be under adult supervision; ¢. The partitions shall be so arranged that they do not extend across any aisle or corridor used as a way of access to the required exits from the fioor,d. The partitions shall conform to the interior finish and other applicable requirements of this Chapter; ende. The partitions shall be an approved type, shall have a simple method of release, and shall be capable of being opened quickly and easily by inexperienced persons in case of emergency. HORIZONTAL SLIDING DOORS Horizontal sliding doors shall meet the following criteria: 2. The door is readily operable from either side without special knowledge or effort. The force that, when applied to the operating device in the direction of egress, is required to operate the door not more than seven kilogram force (7 kg-f).c. The force required to operate the door in the direction of door travel is not more than 15 kg- to set the door in motion and is not more than 7 kgf to close the door or open it to the minimum required width.d. The door assembly complies with the fire protection rating and, where rated, is self- closing or automatic-closing.
