The purpose of this procedure of the SHE Management system is to ensure that a
proactive program is instituted in order to monitor and measure SHE performance on a
regular basis.

4.0 SCOPE OF APPLICATION

5.0 INTRODUCTION

Control of activities related to the significant HSE risks is essential to minimize EHS
impact and maintain HSE protection. Key characteristics of these activities are
measured to ensure that stipulated legal requirements and other requirements are
fulfilled and to what extent. Activities and operations related to identifying aspects and
hazards and risks and opportunities. Effectiveness of operational and other controls
being met, including the achievement of objectives.

Monitoring covers improvement of the EHS Management System and control of:
 process efficiency and losses
 pollution to air, water and land
 use of water, power, fuel, gases and other supplies and utilities
 occupational health and safety risks to employees and those who may be affected
by the company’s activities

This Management Procedure describes how to:


 identify the key characteristics for measurement
 allocate responsibility
 record and report measurement results
 maintain records of key measurements

EHS performance will be evaluated on the effectiveness of the EHS management


system.

Relevant HSE performance information will be communicated both internally and


externally as identified in the communication process and as required by the identified
compliance obligations.

6.0 RESPONSIBILITY

6.1.1 Department Managers


 ensures that monitoring and measurement is carried out
 maintain records in respective department

6.1.2 Manager Representative


 ensures all necessary monitoring and measurement is carried out, reviewed and
recorded

6.1.3 SHE Team


 requests new measurement data if required

6.1.4 External Consultants

7.0 METHOD

7.1. All measurements are recorded using the standard format the relevant report is
received in. The information recorded comprises:
 item to measure (and reference code, if applicable)

 department/area and monitoring point


 frequency of measurement
 acceptance limit (statutory or voluntary)

 result and subsequent action

7.2. Measurements of the key characteristics of activities are carried out for the
following reasons:
 tracking the progress towards achievement of EHS objectives
 monitoring a regular series of factors on pollution, health & safety and use of
resources to check efficiency and legal compliance

7.3. Objectives are confirmed by the EHS Team and recorded by the Management
Representative in the system as per Procedure xxxxxxxxxxx. The EHS Team
may decide to request new measurements to monitor the progress towards
achieving the objective if the necessary data is not available in an existing
measurement.

7.4. The Department Manager reports the progress of the objective to the EHS Team
for review according to the Management Procedure for Management Programs
xxxxxxxx

7.5. A regular series of factors on pollution, health & safety and use of resources are
measured on a regular basis to check efficiency and legal compliance. These
measurements are defined by the Operational Procedures listed in the
Management Procedure for Operational Planning and Control PLZ-P-LSS-

0010_EN. Other measurements may be introduced at the discretion of the


Management Representative. The regular measurements are:

Pollution
 noise levels - every two years
 atmospheric emissions (ambient) – Once off (If any changes to compliance
obligations)
 liquid effluent – as necessary
 non-hazardous solid waste – monthly
 hazardous solid waste – monthly
 Recyclable waste - monthly

Resource-Use
 electrical power consumption - monthly
 water consumption – monthly
 Storm Water – As necessary

Occupational Health & Safety:


 Personal air monitoring (AIA) - 2 yearly
 Noise exposure (AIA) – 2 yearly
 Light Survey (AIA) – 2 yearly
 Pressure vessels tests (AIA) – 3 yearly
 Eye Tests - Annually
 Hearing Tests - Annually
 Lung Functions - Annually
 Blood Pressure - Annually

7.6. It is particularly important that measurements are reviewed to confirm legal


compliance. An independent check of legal compliance is also carried out in
conjunction with internal audits and is described in the Management Procedure
for Evaluation of Compliance xxxxx. All legal noncompliance is reported and
corrected using the Management Procedure for Non-conformances and
Investigations.

7.7. All Monitoring and Measurement Records are retained in the respective
department for a minimum period as legislation depicts as evidence of the
monitoring, measurement, analysis and evaluation results.

7.8. Monitoring of operational characteristics relating to inputs and outputs of


processes is essential for effective EHS management. Success in achieving
EHS objectives depends on accurate and reliable measurement. In some cases,
measurement data is required to demonstrate legal compliance. In these cases,
consultants are used to carry out these measurements.

7.9. To ensure accurate measurement results, EHS monitoring and measuring


equipment must be calibrated and maintained to be capable of measurement
within the required tolerances. Only equipment that has been calibrated will be
used by consultants, a record of calibration for all equipment is a prerequisite.

7.10. The Quality Procedure (ref number QMSP 11) describes the controls for the
monitoring and measurement of equipment.
