PREAMBLE
Scope of Payment
The Contractor shall consider that all items shown in contract and corresponding to
BOQ shall include full payment for all labour, material, tools, equipment,
organizational costs, insurance, shipping, duties and other charges, overheads, profit,
royalties, transport, handling, setting up, payments to others for land or use of land or
damage to property of others, all temporary works, incidental works necessary for
proper completion of the Works and which shall not be paid for directly but shall be
considered as subsidiary works the costs of which shall be deemed to be included in the
Contract Rates and Amounts for related Pay Items.
Basis of Payment
C The measurement rules contained in this Standard Method of Measurement for sewer
works may not cross reference to all the Sections of the Specification. Wherever these
rules are absent, the works prescribed in those particular Sections of the Specification
shall not be measured for direct payment, unless shown as Pay Items in the Bills of
Quantities, but shall be considered as subsidiary works the costs of which shall be
deemed to be included in the Contract Rates and Amounts for related Pay Items.
D Unless shown as Pay Items in the Bill of Quantities, all other works prescribed in the
various Sections of the Specification, shall not be measured for direct payment, but
shall be considered as subsidiary works the costs of which shall be deemed to be
included in the Contract Rates and Amounts for related Pay Items.
E In the case of works or drawings details that are not mentioned in BOQ, these works
and details shall be considered included in other items of BOQ.
F All length measurements shall be horizontal to the nearest 1/100m. All area
measurements shall be the nearest 1/100m2. Volumetric measurements shall be to the
nearest 1/100m3.

1.01 Unless shown as Pay Items in the Bill of Quantities, all works, material sources,
inspections and all other requirement related to setting out the works, provide necessary
documentation, requirements related to temporary works, temporary facilities,
contractor’s plant and equipment and all other requirements related to the scope and
control of works as prescribed in Section 011100 and its related appendices of the
Specification, shall not be measured for direct payment, but shall be considered as
subsidiary works, the costs of which shall be deemed to be included in the Contract
Rates and Amounts for related Pay Items.
1.01 Unless shown as Pay Items in the Bill of Quantities, all works, material sources,

prescribed in Section 013500 of the Specification, shall not be measured for direct

material sources, quality requirements, certificates' inspections, storage and handling
requirements, standard specifications to be furnished, and all other works prescribed in
Section 014300 of the Specification, shall not be measured for direct payment, but shall
be considered as subsidiary works, the costs of which shall be deemed to be included
in the Contract Rates and Amounts for related Pay Items.
1.01 Each kind of cable is given separately (except where required to be included with other
items), stating the type, size and method of installation.
1.02 Cables are given in linear meters, measured the net length.
1.03 Rates for cables are deemed to include the costs of:
conduits, fittings, draw wires and the like (except where conduit work is required to be
measured separately),
cable sleeves where required and with size and type as shown on the drawings,
cable connectors and cable joints (where permitted) including joint boxes, sealing
boxes, shrouds and the like, materials and heat for making the joints,
allowance in cable length for cables entering fittings and accessories, equipment or
control gear,
necessary components and accessories for fixing cables on walls, ceilings and on cable
trays.

1.01 Each kind of earthing system is given separately, stating the type and details, as
appropriate:

repair, or due to contractor fault or negligence.
1.04 Overlaps for seaming shall not be measured for payment, but shall be considered as part
of the work.

when no longer required, a dewatering system of sufficient scope, size, and capacity to
control ground-water flow into excavations and permit construction to proceed on dry,
stable subgrades,
disposal of excavated material, on site or off site, including spreading and levelling or
depositing in spoil heaps, providing tip and paying fees and multiple handling,
inspecting the bottom of excavation upon reaching the foundation levels and
implementing subgrade treatment solution under foundations as and where deemed
necessary according to project specifications,
surface treatments including compacting surface of ground and bottoms of excavations,
levelling and grading to falls, trimming sloping surfaces and trimming vertical surfaces
to sides of cuttings (including trimming in rock and preparation of sub-grade) and
applying herbicides, pesticides, and anti-termite treatment,
excavation and removal of weak and unsuitable materials below the foundations level,
foundation subgrade inspection and preparation (as per the specifications),
planking and strutting and supporting the sides of excavation except for areas where
temporary support system is required,

4.01 Trench excavation shall be paid for per meter cube measured in horizontal layers for
the different depth categories shown in the list of Pay Items. Trench length shall be
measured between outer surfaces of valves or valve chambers after subtracting 50 cm
from each side which shall be included in the chamber excavation. Trench width and
depth shall be as specified and as shown on Drawings. Trench depth shall be measured
from the finished ground level to the bottom of pipe bedding is included as trench

Pay Item Unit of Measurement
1.01 Gabion walls shall be measured by cubic metres furnished, installed, completed and
accepted. Dimensions shall be as shown on the Drawings.

1.01 Aggregate Sub-base Course shall be measured in cubic meters (m3) of aggregate
materials of the indicated layer thickness, furnished, crushed and screened, mixed with
water, placed, spread, compacted and finished, completed, and accepted. Measurements
shall be based on the cross sections shown on the For Construction Drawings and on
the field measurements of area and compacted depths/thicknesses. No measurement
shall be made for direct payment of over-depth construction, regardless of the
Engineer's permission for it to remain in place.
1.01 Bituminous Wearing Course and Bituminous Base Course shall be measured in cubic
meter (m3) of mix of the indicated thickness, furnished spread, compacted, completed
and accepted. Measurements shall be based on the areas and compacted thickness as
shown on the For Construction Drawings or otherwise directed by the Engineer.
1.02 Deficiencies in thickness of the wearing course shall, unless an overlay is constructed
at the Contractor’s expense, result in a proportion only of the surface course area being
measured for payment. This proportion shall be determined as stipulated in Clause
3.12.F (Points 8 & 9) of the Project Specifications Section 321216 “Asphalt Paving”.
1.03 Bituminous prime and tack coats shall be measured by the square meter (m2) of the
areas coated at the appropriate rate approved by the Engineer.
1.05 Bituminous Layers constructed by order of the Engineer to correct deficiencies in total
thickness of bituminous courses or to compensate for major deficiencies in the
thickness of any underlying bituminous course, shall not be measured for direct
payment, but shall be considered as subsidiary works the costs of which will be deemed
to be included in the contract prices for Pay Items.
1.06 Establishment of the Job Mix Formula, surface preparation, construction of joints, hand
painting of contact surfaces, remedial treatment of surface irregularities, cutting of
cores and slabs for testing or measurement purposes, reinstatement of core and slab
areas of pavement, rolled down longitudinal bituminous edge strips, additional
thickness of bituminous course in excess of the specified thickness, and other ancillary
items shall not be measured for direct payment, but shall be considered as subsidiary
works the costs of which will be deemed to be included in the contract prices for Pay
Items.
This shall include saw cutting the existing pavement including the surface layers and
any stabilized and/or aggregate base and sub-base layers to their full depth, to reach the
grades shown on the “For Construction Drawings” and as per the instructions and the
satisfaction of the Engineer on Site, and the reinstatement of the same pavement layer
thicknesses, using approved material and construction procedures in compliance with
the Specifications mentioned above.
Sealing of cracks shall not be measured for direct payment but shall be considered as
subsidiary works the costs of which will be deemed to be included in the Contract Rates
and Amounts for related Pay Items.
Pavement repairs shall be, prepared, filled, compacted, completed and accepted. The
area shall be calculated based on payable trench width as shown in the table of the
trench excavation detail. Measurement shall be of the areas shown on the Drawings

DIVISION 33 UTILITIES
1.01 Microtunneling and pipejacking works for highway and railway crossings shall be
measured by linear meters for different internal pipe diameters along the centerline of
the pipeline from the inside face of the launching shaft to the inside face of the reception
shaft as specified and shown on the Drawings.
1.02 Price shall include and be full compensation for labor, equipment, materials, and
supervision for construction works and for carrying out all related surveys,
investigations and monitoring works , construction of shafts for launching and reception
and thrust walls including excavation, excavation support, dewatering, casting concrete,
and for acquiring permits and coordination with authorities for all related matters and
any other work necessary or incidental to the completion of works.
Each diameter of pipe is given separately. Diameters stated are nominal diameters.
Trench excavation, bedding and backfilling shall be measured and paid for in
accordance with section ‘Excavation and Backfilling for Utility Trenches.
Pipes, fittings and accessories shall include the following as applicable for gravity and
pressure pipes:
Supply of pipes, couplings, end caps and all appropriate fittings, specials and
jointing materials.
Transportation and hauling about the site, loading, unloading and laying in the
trench or fixing to appropriate structure.
Assembling the pipes and couplings and connecting to fittings and valves or
chambers, manholes and or structures as applicable.
Warning tape for metal pipes and dielectric tape for non-metal pipes
Concrete thrust blocks including steel works and associated over excavation and
anchors for force mains.
Concrete encasement shall be paid by cubic meter where the width and depth of
concrete encasement shall be 40cm plus the outside diameter of pipe as shown on
drawings. Length of pipe shall be measured on site and pipe volume based on outside
diameter shall be deducted from the total volume of concrete.
Rates for pipes are deemed to include all auxiliary fittings and accessories which are
not classified /specified in the BOQ.
Unless stated as pay items in the BOQ, items like equipment, forms, tools, furnishing
and placing of material and any other item required to complete appropriately will not
be measured for direct payment but shall be considered as subsidiary works, the cost of
which will be deemed to be included in the contract rates and amounts for the related
pay items.
Pipelines shall be paid for per linear meter covering, supply of materials, earthworks,
bedding, installation, bends, tees, all fittings, testing and commissioning and all items
listed above, unless stated as pay items in the BOQ. The pipe length shall be measured
as a straight line between the external faces of consecutive manholes or the centres of
consecutive coupling sections or valves for force mains. No allowance will be made
for cut ends and waste.
Sewer connections to houses shall be paid for paid per unit (Nr.).
Rates for connections are to include all the items listed above for pipes (1.01) and
earthworks (section ‘Excavation and Backfilling for Utility Trenches)
Pipe connections to buildings shall be paid for per linear meter of pipe.
The rates for valves and accessories are deemed to include the following:
Supply of valves, fittings, couplings and specials for connection to adjacent network
as specified.
Concrete supports and thrust blocks including all items required for Concrete
Works, and steel reinforcement.
Dismantling joints and flanged and socket adapters for connecting to adjacent
spigot end pipe or fitting.
Valve box complete with cover, lock and key, concrete surround and extension
spindles including square nuts to fit spindles for directly buried valves.
Bolts, nuts, gaskets, extension spindles and ancillary works including materials
required.
Valves, shall be paid per unit (Nr.) installed according to size indicated in the Bill of
Quantities.
Actuators shall be paid per unit (Nr.) installed according to size and type indicated with
Bill of Quantities.
The rates for air valves are deemed to include the following:
Supply of valve, fittings and specials as specified and shown on the drawings.
Drilling and fixing the pipe threaded outlet for threaded connection.
Concrete supports and thrust blocks including all items required for Concrete
Works, and steel reinforcement.
Items, like dismantling couplings, puddle flanges tee and/or saddle for connecting
to main line.
Ancillary works and materials required and all labour and equipment used.
Air Valves shall be paid per unit (Nr) installed according to size indicated in the Bill of
Quantities.
Unless shown as pay items in the BOQ, items of work equipment, forms, tools,
furnishing and placing material, breaking into existing pipes, blinding works, labour or
any other item necessary for the proper completion of the work shall not be measured
for direct payment but shall be considered as subsidiary works, the cost of which will
be deemed to be included in the contract rates and amounts for due related pay items.
Manholes and chambers shall be enumerated per diameter size and depth. Each material
given separately.
Rate for manholes, chambers and inspection chambers shall include for the following:
Excavation in any natural material in accordance with the section ‘Earth’. Moving
including soil support, dewatering, backfilling and cauting away.
Fittings, inside manhole wall with each pipe section, short pieces within manholes
and within the external faces of the walls or the protrusions, and the concrete
surround of manhole back drop.
Manhole, chambers and inspection chambers shall be paid for per unit installed and
according to the depth and diameters sizes categories shown in the bill of quantities.
No separate payment shall be made for surface reinstatement, breaking into existing
pipes, equipment, forms, tools, furnishing and placing material, labour or any other item
necessary for the proper completion of the work. All such additional items shall not be
measured for direct payment but shall be considered as subsidiary works, the cost of
which shall be deemed to be included in the contract rates and amounts for related pay
items.
4 Protective Coatings
Protective coatings are deemed to be included in measured items for pipe, fitting, valve,
etc to which they are applied.
Preparation of surface.
Supplying all necessary tools and equipment, adhesives, bonding agents, etc.
Cutting in edges.
Protection.
No separate payment will be made for protective coating. The cost shall be included
with the rate of the respective item requiring such work.
Preparing existing work to receive or discharge to new work including any hand
excavation to expose pipe and subsequent backfilling.
All pipe works as listed above, fittings, fixing and jointing materials.
Making good all work disturbed and reinstating surfaces as per directions of the
Engineer.
All co-ordination required with utility authorities, all ancillary items and all costs
associated with authorities’ requirements and procedures for maintaining
uninterrupted service.
Payment for relocation of services shall be made in linear made at rates given in the
BOQ. The works shall cover also all incidental expenses and any sum paid by contractor
to any competent public or private authority.
Removal and/or relocation of electrical and telecom cables shall be made according to
the requirement of the respective Authority for both the material specification and the
workmanship required. Payment shall be made according to rates given in the BOQ.
