INTRODUCTION
In Oyo State, Nigeria, faces significant challenges in housing management due to a lack of
centralized and efficient information systems(Afolayan,1987). This detailed proposal outlines the design
and implementation strategy for an Information Management System (IMS) aimed at revolutionizing
housing management within the state.
The problem in designing and implementing the Oyo State Housing Scheme Information
Management System involves addressing various challenges related to efficient management of
housing-related data and processes. Key issues may include:Data Centralization: The need to centralize
diverse information related to housing schemes, including property details, ownership records, financial
transactions, and maintenance history, poses a challenge. A robust system should integrate and manage
this data effectively.
Ownership Challenges: These challenges can manifest in several ways,If there is uncertainty about who
owns the information management system, it can leads to delays in decision-making processes and
hinder progresses without clear ownership ,it may be difficult to allocate resources, establish
accountability, or make necessary updates and improvement of the system .
Allocation Challenges: it can affect the availability of skilled personnel to design, develop ,and maintain
the information management system. Insufficient allocation of human resources may lead to unstaffing
or a lack of expertise in critical areas,which can impact the system's performance, security and overall
effectiveness.
Expensive Housing : it could potentially cause challenges for the information management system.
When housing prices are high,it can lead to issues such as limited access to affordable housing for
residents. This can result in overcrowding, homelessness, or people living in inadequate conditions,
These housing problem can put a strain on the information management system, it can lead to a
increase in the demand for social services, such as assistance programs for those struggling with housing
affordability.
The primary objective of this study is to design and implement a Housing Scheme Information
Management System specifically tailored to the needs of Oyo State. The system's purpose is threefold:
Enhanced Data Accuracy:To eradicate discrepancies in housing records, ensuring that information is up-
to-date, accurate, and easily accessible.
Streamlined Administrative Processes: To simplify and expedite housing administrative tasks, fostering
efficiency in decision-making, resource allocation, and resident services.
Improved Accessibility:To provide residents, administrators, and other stakeholders with timely and
transparent access to housing-related information, fostering a sense of community engagement and
trust.
The successful execution of this project holds considerable implications for the housing landscape
in Oyo State. By deploying an advanced Information Management System, the state stands to gain:
Resource Optimization:Efficient resource allocation based on accurate data improves the overall
effectiveness of housing management.
Community Satisfaction: Residents benefit from transparent information access, fostering a sense of
inclusion and trust in the housing administration.
Long-term Planning: The system lays the groundwork for future urban development planning by

This research focuses on the comprehensive design and implementation of the Housing Scheme
Information Management System within the geographical confines of Oyo State. The scope
encompasses:

Oyo State, tailoring the system to address the specific challenges within its borders.
