THE PROBLEM AND HISTORICAl CONTEXT 05

THE PROBLEM
FOOD INSECURITY
According to Food and Agriculture Organization of the
United Nations, a person is food insecure when they lack regular access
to enough safe and nutritious food for normal growth and development
and an active and healthy life.

Hunger is an uncomfortable or painful physical sensation caused

by insufficient consumption of dietary energy. It becomes chronic when the
person does not consume a sufficient amount of calories (dietary energy)
on a regular basis to lead a normal, active and healthy life.

When someone is severely food insecure, they have run out of food and gone a day or
more without eating. In other words, they have most likely experienced hunger.

HISTORICAL CONTEXT
OF THE PROBLEM
COLONIALISM
Colonizers frequently took over fertile regions for cash crops, displacing indigenous inhabitants and upsetting
established agricultural systems. This resulted in food insecurity among indigenous peoples. According to Dr. Lenore
Newman, Colonization not only deprived Indigenous people of food and ceremony, but traditional knowledge of
food and its preparation were also lost along the way. "If we look at the history of colonization, the first
settlers really relied on Indigenous foods, and collaborating with Indigenous people to stay fed,"
she explained. "But when we get into the country-building period, we see food being used as a
weapon."

INDUSTRIALIZATION AND URBANIZATION:

The Industrial Revolution was a changing point for many aspects of human life and the overall standard of living.
Industrialization frequently results in the conversion of agricultural land into urban and industrial districts. It
frequently results in the conversion of agricultural land into urban and industrial districts. While it enhanced
agricultural output, precious farmland may be lost to urbanization, diminishing available area for production and
led to a shortage of food production.

WORLD WARS AND GREAT DEPRESSION

Global food crises, such as the Great Depression and World War II, occurred in the twentieth century, resulting in
widespread food scarcity and famine, causing governments to institute food restriction and relief programs. Food
security has been a great question to the citizens during world wars. Due to policies and various changes
implemented, it affects the production, distribution and consumption on foods and goods. However, countries are
able to recover but continuous supply and food security has been a great challenge to every country. The UN
Conference on Food and Agriculture in June 1943 discussed the structural problems of poverty and food insecurity
wherein they discussed that poverty is the leading cause of malnutrition and hunger. Producing additional food is
pointless unless persons and nations establish channels to accept it.

GREEN REVOLUTION
The Green Revolution was a sequence of agricultural efforts and technological improvements that occurred
predominantly in the mid-20th century. Its goal was to greatly boost agricultural productivity and food production
around the world. The Green Revolution was a watershed moment in agricultural history, averting food crises and
improving food security in many regions of the world. The Green Revolution is the term given to the use of high-
yielding varieties (HYVs) of wheat and rice particularly during the 1960s to increase food crop production,
especially in India. The new seed varieties, popularly called ‘miracle’ seeds, were developed in Mexico (wheat) and
the Philippines (rice), but it was the new dwarf varieties of wheat which provided the bigger growth in yields per
hectare.

PANDEMIC
COVID-19 outbreak has brought hunger to millions of people around the world. Actions against hunger stated
that the data shows on how food hunger and insecurity rises in the midst of pandemic during 2019-2022 where
it affects almost 150 million individuals worldwide. Those people who were affected were mostly child and
women, as well as those marginalized families in the third world country. In this Philippines, 51 million families
faces food insecurity, second to Indonesia. COVID-19 primarily threatens access to food through the loss of
income to buy food. The poorest households spend about 70% of their income on food and have limited access
to financial markets; therefore, their food security is particularly vulnerable to income shocks.

POVERTY AND HUNGER
Poverty and food insecurity have a very
close relationship. This view strongly
stressed that food insecurity is a direct
result of poverty. When you are hungry,
you cannot do anything. As a result, you
will continue to be poor and hungry.
Hunger, poverty and disease are
interlinked, with the contribution of
hunger, the disease is generated. Hunger
reduces the immunity against most
diseases, and make prone to the illness.
Poor people often cannot produce or
purchase enough food to eat and so are
CONSEQUENCES more vulnerable to disease.

MALNUTRITION
Poor access to food and chiefly healthy food
contributes to malnutrition in both aspects,
undernutrition as well as overweight and obesity.
Malnutrition increases the risk of low birth weight,
childhood stunting, and anaemia in women of
reproductive age, etc. Food insecurity can affect
the child stunting, wasting and micronutrient
deficiencies by negatively affecting the sufficiency
of food consumption. A diet considered as
insufficient intake of vitamins, protein, calories, and
minerals will also obstruct foetal, infant and child
growth and development (World Health

CONSEQUENCES Organization 2018).

iNQUIRY ON SOCIO-POLITICAL PROBLEMS

DEPRESSION
Food insecure people are very much prone to mental
health problems. Poverty and mental health problems
have a great linkage, basically emotional and
psychological disorders (Griffin et al., 2002). The
study presents three principal findings. First, food
insufficiency increases the risk of depression and
predicts this risk better than measures of low income,
the primary source of income, and education. Second,
the negative effect of food insufficiency is not
attributable to social resources disparities, even
though these resources significantly reduce the size of
the impact. Generally, we have seen that the problem
of depression through food insufficiency is stronger in
women than men, but this study shows that single
fathers face more depression than any other groups,
including single mothers from the food insufficient
households (Wu & Schimmele, 2005).
