ABSTRACT

STRATA CONTROL AND MONITORING PLAN (SCAMP) has


been prepared, formulated and implemented under regulation 123(1)
of the coal mines regulation (CMR) 2017. SCAMP used for designing
support system in underground coal mines to ensure the safety of
every individuals who deployed in below ground.
Strata Control and Monitoring Plan (SCAMP) based on scientific
study considering the geotechnical data, information and the method
of development and extraction of coal or the excavation required
therefrom, which also includes a support plan to secure the roof and
sides of belowground workplaces, and shall be subject to revision
with change in condition, for all workings belowground.

INTRODUCTION.

Mines support is essential to the safety of every underground


deployed people support to interact with the ground to create a
stable rock structure.
So that, the owner, agent, and manager of every mine shall
prepare, formulate and implement a Strata Control and
Monitoring Plan (SCAMP).
It includes System and organization for procurement &
supply, method of handling including assembling, dismantling
& transport of support materials.
The system & organization for maintenance & checking of
supports dressing of roof & sides, erecting, examining, and
retightening of supports & re-erecting dislodged supports.
The manner setting & withdrawal of supports including the
setting of extra supports to control the collapse of the roof
from which supports are being withdrawn.

ROCK QUALITY DESTINATION INDEX.

The Rock quality destination index (RQD) was developed by


scientists Deere at 1967. to provide a quantitative estimate of rock
mass quality from drill core logs. RQD is defined as the percentage of
intact core pieces longer than 10cm in the total length of core. The
core should be at least NW size (54.7 mm or 2.15 inches in diameter)
and should be drilled with a double-tube core barrel.
Rock Quality Designation (RQD) can be calculated by using the
following formula:-

BIENIAWSKI RMR CLASSIFICATION.

Z. T. Bieniawaski originally developed the details of rockmass


classification system in 1972-73 at South Africa based upon case
histories drawn from civil engineering, and then modified in 1989. It
is called as the Geomechanics Classification or the Rock Mass Rating
(RMR) system. Bieniawski’s RMR system based on the following six
parameters:
1. Strength of intact rock material. (15)
2. RQD. (20)
3. Spacing of discontinuity. (20)
4. Conditions of discontinuity. (30)
5. Ground water conditions. (15)
6. Orientation of discontinuities. (Rating of adjustment)
In applying this classification system, the rock mass is divided into a
number of structural Regions and each region is classified separately.
The boundaries of the structural regions usually Coincide with a
major structural feature such as a fault or with a change in rock type.
In some Cases, significant changes in discontinuity spacing or
characteristics, within the same rock type, May necessitate the
division of the rock mass into a number of small structural regions.
The joint spacing includes all discontinuities, and joint condition
includes separation, Surface roughness, their continuity, wall
condition, presence of the type of filling material, etc.For various
ranges of each parameter a rating value is allotted and the overall
RMR is Obtained by adding the values of the ratings determined by
the individual parameters. Ratings to The above six parameters were

allotted from the total ratings of 100 based on their relative


Importance.
Bieniawski’s Geomechanics Classification of jointed rockmass is
given in following table:-

EXAMPLE.
A granite rock mass containing 3 joint sets, average ROD is 88%,
average joint spacing is 0.24 m, joint surfaces are generally stepped
and rough, tightly closed and unweathered with occasional stains
observed, the excavation surface is wet but not dripping, average rock
material uniaxial compressive strength is 160 MPa, the tunnel is
excavated to 150 m below the ground where no abnormal high in situ
stress is expected.

The calculated RMR is 76. It falls in rock class B which indicated


rock mass is of good quality.

CMRI-ISM GEOMECHANICS
CLASSIFICATION SYSTEM.
This CMRI-ISM geomechanics classification system is developed by
Shri. Venkateshwarlu (former Director of CMRI) in 1989. It is based
on the Bieniawski’s RMR System. In this system, following five
parameters are used to classify a rockmass using the RMR System,
for designing the support system in underground coal mines. Each of
the five parameters Is assigned a value corresponding to the
characteristics of the rock. These values are derived From the field
surveys and laboratory tests. The sum of the five parameters is the
RMR value Which lies between 0 and 100.

3. Weatherability of rock (20)
4. Strength of rock (15)
5. Groundwater seepage (10)
The following table gives the CMRI-ISM geomechanics classification
system applicable for coal mine in India.

Based on the geotechnical studies of above five parameters, RMR of


immediate roof is Calculated by the weighted average method. These
five parameters should be determined Individually for all the rock
types in the roof. If there is more than one rock type in the roof, RMR
is evaluated separately for each rock type and the combined RMR is
obtained as:-

The RMR so obtained may be adjusted if necessary to take account
for some special situations in The mine like depth, stress, method of
working, gallery span. The RMR adjustment parameters Are:-

DESIGN OF U/G SUPPORT USING CMRI-


ISM GEOMECHANICS CLASSIFICATION
SYSTEM.
 RMR System: (Venkateshwarlu et al., 1989).
1. Layer Thickness :-
 Layer thickness is the spacing of the horizontal discontinuities
in the immediate roof strata. It can be measured wherever roof
exposures are available.
 Spacing between the bedding planes or planes of discontinuities
should be measured using borehole siratascope in a 2.0 m long
drill hole made in the roof.
 Core drilling should be attempted wherever feasible, and the
core log can be used to evaluate layer thickness.
 Sometimes, an artificial fall may be induced by a single round of
drilling and blasting.
 Measurements should be made in each rock unit in the
immediate roof; such measurements should be made in at least
10 different places in the area under survey.
2. Structural Features :-
 Random geological mapping should be carried in each
panel/district of the mine, and all the geological features
(discontinuities, sedimentary features, etc.) should be noted with
specific emphasis on their relative orientation, spacing and
degree of abundance.
 Their influence on gallery stability should be assessed; and
accordingly, the structural index for each feature shall be
determined from the Table below:-

3. Weatherability of Rock :-
 Weatherability is expressed in terms of the Slake Durability
Index.
 For this, the standard laboratory slake durability test should be
carried out on fresh samples of roof rock collected from the
field.
 Weigh exactly ten pieces of the irregular sample; place them in
the test drum immersed in water, rotate for 10 minutes; dry, and
weigh the material retained in the drum; take mean of three
values of the first cycle slake durability index (in %).
4. Rock strength :-

 Standard uniaxial compressive strength test should be conducted


in the laboratory to determine the strength of the roof rocks.
Alternately, point load test can be carried out in the field itself.
 Place any irregular sample of the roof rock between the pointed
platens of the portable point load tester; apply load gently but
steadily; record load at failure (in kg) and measure distance
between the platens (in cm).
5. Groundwater Seepage :-
 Groundwater seepage from the roof strata is measured by
drilling a 2 m long vertical hole in the immediate roof.Measure
the water dripping through the hole after half an hour of drilling
(to allow for clearing of any gummings from the hole).Take
average of three values from three holes; express in
milliliters/minute.
The value of combined RMR calculated must be adjusted against the
following parameters:-

 Based on RMR, Rock Load in gallery is calculated as under:

Rock Load(te/m2) = mean rock density(te/m3) × rock load height(m)


Where,
Rock load height(m) = Span(m) × (1.7 – 0.037 RMR + 0.0002 RMR2)
Therefore,
Rock Load = ρ × W × (1.7 – 0.037 RMR + 0.0002 RMR2) (Te/m2)
 After estimation of RMR of particular mine, the design of
support system is given in following section with one case
study of mine “X”:
To characterize the roof conditions at the mine, the Rock Mass Rating
(RMR) approach of roof rock classification was applied (as detailed
in below table). The coal shale layers in the Immediate roof upto 6 m

thick were considered independently.


The combined RMR was obtained using weighted average method
with thickness as the Weighting factor.
Combined RMR = [(5.14 × 38) (0.86 × 42)] / (5.14 + 0.86) =38.57
Adjusted RMR = RMR × 0.85 = 38.57 × 0.85 = 32.79
The final RMR of 32.79 classifies the roof strata as class IV
(poor) rockmass.
The likely rock load is estimated based on the RMR as follows:-

= 1.83 × 4.2 (1.7 - 0.037 × 32.79) + 0.0002 × (32.79) 2
= 5.42
Rock load (in te/m2) in junction
= mean rock density × digonal span (1.7-0.037 RMR+0.0002 RMR 2)
= 1.83 × 5.94 (1.7 – 0.037 × 32.79) + 0.0002 × (32.79)2
= 7.66
Considering average capacity of 10 te (design load under present
strata conditions) for the resin grouted bolt the required bolt density
is estimated as follows:-
Rock load required to be supported in a per meter length of
gallery width of 4.2m = 4.2 ×5.42 te/sq.m = 22.76 te per length of
gallery. Minimum number of bolts required to support this rock =
22.76/ 10 = 2.27 ~ 3 bolts.
Therefore, for additional safety, it is required to have 4 bolts in a row
at 1.2 m spacing between the bolts as well as between the rows (that is
square pattern of 1.2 m × 1.2 m).
With this safety provided would be:-
Support density = No. of bolts × load bearing capacity of each bolts
Span of gallery × Row spacing
= 5 × 10 te / (4.2 × 1.2) = 7.94 te/sq.m
Factor of safety = Support density = 7.94 / 5.42 = 1.5
Rock load

Rock load required to be supported in junction = (4.2 × 4.2) ×


7.66 te/sq.m = 135.12 te minimum number of bolts required to
support this rock = 135.12 / 10 = 13.51 ~ 15 bolts.
Therefore, for additional safety, it is required to have 25 bolts in
alternating rows of 4 bolts and 3 bolts at row spacing of 0.6 m, total 7
rows.
With this safety provided would be:-
Support density = No. of bolts × load bearing capacity of each bolts
Span of gallery × Row spacing
= 25 × 10 te / (4.2 × 4.2) = 14.17 te/sq.m
Factor of safety = Support density = 14.17 / 7.66 = 1.85

(SCAMP).

(1) (a) The owner, agent and manager of every mine shall Prepare,
formulate and implement a Strata Control and Monitoring Plan
(SCAMP) based on scientific study Considering the geotechnical data,
information and the method of development and extraction of coal or
the Excavation required therefrom, which also includes a support plan
to secure the roof and sides of Belowground workplaces, and shall be
subject to revision with change in condition, for all workings
Belowground.

(b) The owner, agent and manager shall submit a copy of the Strata
Control and Monitoring Plan (SCAMP) to the Regional Inspector who
may, at any time by an order in writing, require such modification As
he may specify therein.

(2)The owner, agent and manager of every mine having workings


below ground shall, before commencing any operation, frame, in
consonance with the Strata Control and Monitoring Plan framed under
sub-regulation (1) and with due regard to the engineering
classification of strata, local geological conditions, system of work,
mechanisation, and past experience, and enforce the support plan
specifying in relation to each working place the type and
specifications of supports and their intervals:

Provided that in respect of a mine where development operations are


already in progress, the support plan shall be framed and enforced
within thirty days of the date of coming into force of these regulations.

(3) The manager shall, at least thirty days before the commencement
of any operation, submit a copy f the support plan framed under sub-
regulation (2) to the Regional Inspector who may at any time, by an
order in writing, require such modification in the plan as he may
specify therein.

(4) The Manager shall hand over copies of the support plan framed
under sub-regulation (1) and (2), in English as well as in a local

language understood by majority of the persons employed in the mine,


together with illustrative sketches, to all supervisory officials
concerned including the assistant manager and shall also post such
copies at all conspicuous places in the mine.

(5) The manager and such supervising officials shall be responsible


for securing effective compliance with the provisions of the support
plan framed under sub-regulation (1) and (2), and no mine or part of a
mine shall be worked in contravention thereof.

(6) The support plan shall include inter alia, system of, monitoring of
the support performance, measurement of strata behaviour, re-setting
of supports, provision of temporary support, replacement of old
supports, withdrawal of supports and clearing of falls of ground.

(7) The support plan shall also include the implementation strategy of
the plan, training and inspection And supervision policies.

(8) The owner, agent or manager shall formulate and implement a


code of standing orders specifying –

(a)The system and the organisation for procurement and supply of


supports of suitable material, of Adequate strength and in sufficient
quantity where these are required to be readily available for use;

(b)The method of handling including dismantling and assembling


where necessary and transportation Of the supports from the surface to
the face and from the face line to their new site;

(c)the system and the organisation for maintenance and checking of


supports, dressing the roof and sides, erecting, examining and re-
tightening of supports and re-erecting dislodged supports, including
the use of appropriate tools;

(d)the panel of competent persons for engagement as substitutes in the


event of a regular supportsman or dresser absenting from duty; and

(e)the manner of making all concerned persons such as loaders,


dressers, supportsmen, shortfirers, sirdars, overmen and assistant
managers including persons empanelled for engagement as substitute
supportsman or dresser fully conversant with the support plan and the
codes of standing orders under this sub-regulation and under

regulation 129 and the nature of work to be performed by each in that


behalf.

 UNDER REGULATION 123(1) OF THE COAL MINERS


REGULATION 2017.
Strata control and monitoring plan has been prepared, formulated and
implemented in seam V, Seam IV (M) and IV (B) of Saoner mine no. 2, Saoner
Sub Area of M/S Western Coalfield Limited as per the scientific studies done
by S&C department of WCL.

1) SCOPE &APPLICABILITY:-

This plan is called Strata Control Monitoring Plan (SCAMP) and is applicable
on workable seams of Saoner Mine No.2 i.e. Seam V, Seam IV (M) and Seam
IV (B) considering geotechnical data which includes support plan to secure the
roof and sides of below ground workplaces and shall be subject to revision with
change in condition, for all workings belowground.

2) GEOLOGICAL AND TECHNICAL DATA:-

The geo-technical data are based on scientific studies conducted for


determination of RMR of immediate roof rock of different workable seams at
Saoner Mine No.2 by S&C Dept. of W.C.L.

3) SUPPORT PLAN UNDER REG. 123(2) OF CMR-2017 FOR SEAM


IV(M), SEAM IV(B) & SEAM V OF SAONER MINE NO.2 OF M/S.
WESTERN COALFIELDS LIMITED:-

The provisions of the Support Plan hereby framed under Reg. 123(2) of CMR-
2017 shall be applicable to the development working of the Seam V, Seam
IV(M) & Seam IV(B) as per the recommendation of suggested support system
based on the determination of RMR report vide letter no.

a) SUPPORT OF FRESHLY EXPOSED ROOF IN EVERY


DEVELOPMENT WORKING WITHIN 10 m OF FACE:-
I. The roof of the faces shall be kept supported by 04 (four) numbers of full
column grouted 1.5m long roof bolts, in a galley of 4.2 m width, installed
with using quick setting resin capsules at maximum interval of 1.2m in
the same row such that the distance between the bolt and side pillar shall
not be more than 0.3m. The spacing between two such rows shall not be
more than 1.0m.
II. The distance of nearest row of bolt from the face shall not be more than
0.6m.
III. The row of roof bolts shall be supplemented with w-straps/steel channels,
if required.
IV. In flaky roof, wire mesh/W-strape shall be provided in addition to the
suppor mentioned above.
V. All the bolts shall be normal to the bedding plane.
VI. Roof bolting operation shall be carried out as soon as the roof is exposed,
to prevent bed separation.
b) SUPPORT OF JUNCTIONS INCLUDING THOSE
IMMEDIATELY OUTBYE OF DEVELOPMENT FACE:-
I. All the junctions so formed during drivage of development galleries shall
be supported with additional bolts, installed using quick setting resin
capsules strengthened with W-straps, such that the bolt density is
increased by 25%. The spacing between two such rows shall not be more
than 1.0m.
c) SUPPORT OF LEDGES/SIDES/FAULT
PLANES/OVERHANGS/SLIPS/ DISTURBANCES/ETC:-
I. All such places shall be dressed and made safe with provision of
additional support with roof bolts and bearing plates in combination with
W- straps/ steel channels. In addition a set of steel wire ropes at 1.0m
interval in between roof bolts already installed with W-straps suitably
lagged with sleeper such that roof or side are properly stabilized, may be
provided.
II. All ledges in the roof shall be supported by at least two cross-bars set on
cogs. Or All ledges in the roof shall be kept supported by cross W-straps

at an Interval not more than 1m, connecting the higher and lower levels of
the ledges along length of the gallery ensuring maximum contact between
the Open sides of the ledges and the W-strap.
III. Wherever the sides of pillars have a tendency to spall, the sides shall be
kept supported by bolting with W-straps in 1m x 1m grid pattern.
IV. All overhangs, which cannot be dressed and made safe, shall be kept
Supported by additional bolting with W-straps at an interval not more
than 1m.
V. All faults, visible slips, break and other geological disturbances in the
roof shall be supported by cogs at interval OF 2.4m on either sides of
such disturbances and with cross-bars across there at intervals not
exceeding 1.2m Or By roof bolting with W-straps in 1m x 1m grid
pattern.
VI. Positive support such as timber props and steel cogs or wooden sleepers
in combination with steel cogs shall be erected as and when necessary.
VII. Main roadways requiring permanent supports with bad roof conditions
shall be kept supported by cross steel girders placed on steel posts Or by
roof bolting with W-straps at an interval not more than 1m.
VIII. Rope stiching with cement capsule in addition to the normal support
whenever necessary in side and roof.
4) METHODS OF WORKS:-

In Saoner Mine No. 02 all the working seams are developed by Board & Pillar
Method.

i. Convergence recorders
6) QUALITY OF MATERIAL USED FOR SUPPORT:-
I. Support materials, used for roof bolting, shall confirm to the
specifications laid down in DGMS (Tech) (S&T) Circular No. 03 of 1996

II. Installation of roof bolts and monitoring of support performance shall be


done in accordance with DGMS (Tech) (S&T) Cir.No. 03 of 1996 and
DGMS/S&T/Tech. Cir (Approval) No. 03 of dated 22.09.2019.
III. Cogs shall be set at solid floor and not on loose packing or materials.
They Shall be kept tight against the roof to ensure maximum contact
between the Timber and the roof.
IV. Additional support shall be erected as and when necessary by suitable
means.
7) CODE OF STANDING ORDERS: -
a. Procurement of equipment & material for support.
I. Adequate equipment & material required for support to ensure proper and
safe working of mine shall be procured and kept ready at the mine.
II. Requirement for equipment & material required for support shall be given
by Manager/Safety Officer of the mine which shall be forwarded to
Agent by the Manager.
III. Procurement of equipment & material required for support shall be the
responsibility of S.O. (MM), SO (E&M) & Agent.
b. Transportation of material for Support.
I. Transportation of equipment & material required for support from Area
store to Unit store shall be responsibility of Material In charge.
II. Transportation of equipment & material required for support from Unit
store to Underground shall be responsibility of Material In-charge
/Assistant Manager authorized by the Manager.
III. Transportation of equipment & material required for support from
Underground to site of installation shall be responsibility of an Assistant
Manager/ Overmen authorized for particular district/Shift.
c. Checking & Maintenance of supports.
I. The dressing of roof and side shall be done by dresser under the
supervision of Mining Sirdar/Overman.
II. Erection of Support, examination of support and re-erection of dislodged
support, Use of proper resin, verticality of roof bolts, tightening of roof
bol and marking of support shall be done by support men under the
supervision Mining Sirdar/Overman/Assistant Manager with appropriate
tools provided
d. Substitute Panel of Competent Person.
I. To ensure proper dressing and support of roof and sides, a panel of
substitute dresser and supports men shall be formed and used in absence
of regular dresser or supports men.

II. All concerned persons such as dressers, supports men, shotfirer, Mining
Sirdar, Overman, Assistant Manager including person empanelled for
engagement as substitute supports men or dresser shall be made fully
conversant with this code of standing order by giving training, issuing
copies of this Safe Operating Procedures (SOP) in English and Hindi
language and also by posting this code of standing order at conspicuous
places and miners stations of the mine.

8) MONITORING OF SUPPORT PERFORMANCES:-


I. Anchorage testing not less than 10% of the bolt shall be carried out upto a
load of 12Te. The result of such test shall be recorded in bound paged
book kept for the purpose.
II. Roof bolt on which anchorage testing has been carried out shall be
marked and recorded.
III. Anchorage testing shall be carried out under the personal supervision of
an Overman authorized by the Manager in writing only, authorized
person shall record the date of anchorage testing and sign therein which
shall be countersigned by panel in charge, Safety Officer and Manager.
IV. Person shall not be engaged at any place supported by bolts till the
anchorage of at least 12Te in the roof bolt established by systematic test
carried out at different hour after installation under rules 7(a) above.
V. All other provision, as applicable, of technical circular of 1996 shall be
complied with regarding monitoring safety during installation, quality
control and roof bolting management and concerned section in charge
will be responsible for the same.

9) MEASUREMENT OF STRATA BEHAVIOR:-

Measurement of roof convergence shall be essential part of monitoring of strata


behavior. Tale-a-tale shall be installed at junction and monitoring and records
shall be maintained and concerned section in charge will be responsible for the
same.

10) RESETTING OF SUPPORTS:-

Erected support shall be checked at regular interval. Shall be reset as and when
required as per regulation 124 of CMR 2017 and concerned section in charge
will be responsible for the same.

11) PROVISION OF TEMPORARY SUPPORT:-

Pit prop wooden chock and wooden prop shall be erected as temporary support
and concerned section in charge will be responsible for the same.

12) REPLACEMENT OF OLD SUPPORT:-

As and when required fresh roof bolting with W-strap shall be done whenever
any old unused working is reopened for work or whenever working commences
in any old district and concerned section in charge will be responsible for the
same.

13) WITHDRAWAL OF SUPPORT:

Withdrawal of support shall be done in accordance with the method which shall
be specified in manager’s standing order as per reg. 125 of CMR 2017 and
concerned section in charge will be responsible for the same.

14) CLEANING OF FALLS OF GROUND:-

Before commencing of work clearing of fall of ground, temporary support shall


be erected and work shall be done in accordance with SOP and concerned
section in charge will be responsible for the same.

15) MAINTENANCE OF RECORDS:-


I. Officials appointed under Reg.33 and Reg.30 of CMR 2017 shall record
the result of monitoring of supports and the results of monitoring strata
devices used in each shift in a bound page book.
II. The above results shall be compiled in a bound paged book by Strata
Control Officer for further analysis/investigation and taking appropriate
step towards strata control.
III. The above records shall be checked by Strata Control Officer and counter
signed by the Manager.
16) Training and Circulation of copies of support plan:-
I. All officials appoint under Reg. 30, Reg 33, Reg. 129 of CMR 2017 and a
dressers and Supportmen appointed under Reg. 35 of CMR 2017 gives

training for Handling/installation/ withdrawal of supports as per VTC


rules.
II. Copies of Safe Operating Procedures (SOP) in English & Hindi shall be
handed over to all Competent persons appointed under Reg. 35.
17) Implementation of Support Plan:-

Mining Sirdar appointed under Reg. 129 of CMR 2017, Overman appointed
under Reg. 33 of CMR 2017 and Assistant Manager appointed under Reg. 30 of
CMR 2017 implement the support plan as framed in all working places.

18) Workmanship of supports:-

The support shall be used in accordance with support plan and the workmanship
installing supports shall be the sole responsibility of support personnel
appointed under Reg. 35 of CMR 2017, However the efficiency shall be
checked and tested when necessary by officials appoint under Reg. 129, Reg. 33
and Reg. 30 of CMR 2017.

19) ORGANIZATION OF SCAMP:-


I. An Assistant Manager having a minimum qualification of Second Class
Mine Manager Certificate of competency shall be the nodal officer for
SCAMP and he will be appointed as Strata Control Officer and shall be
reportable to the Manager.
II. A pool of adequate number of dresser and supports men appointed under
Regulation 35, Assistant manager appointed under Regulation 30,
Overman appointed under Regulation 33 and Mining Sirdar appointed
under Regulation 129 of CMR 2017 in each shift will assist Strata
Control Officer.
III. This aforesaid Strata Control and Monitoring Plan include a support plan
under rule to secure the roof & sides of below ground workplaces as per
the above recommendations for extraction of seam thickness upto 3.00m.
