01.

Application Form

1.1. Application should be filled by only developer or consultant

1.2. Certified application with signature and rubber stamp of the developer/ consultant should be submitted.

1.3. All information in the application is mandatory and should be specific with the relevant development
activity.

02. Letter from Project Approving Agency

2.1. A letter or Preliminary Planning Clearance (PPC) received from the Project Approving Agency
stipulate that the requirement of NBRO clearance should be submitted.

2.2. Project Approving Agencies are;


- Urban Development Authority (UDA)
- Sri Lanka Tourism Development Authority (SLTDA)
- Central Environmental Authority (CEA)
- Department of Coast Conservation and Coastal Resources Management (CC&CRM)
- Department of Forest
- Department of Wild-life and Conservation
- Sri Lanka Mahaweli Authority (SLMA).

03. Request letter from the Developer/ Consultant

3.1. A certified letter from the developer/consultant should be submitted requesting NBRO approval.

3.2. The letter should enumerate all the documents submitted along with the application.

04. Geo-technical Investigation Report

4.1. Geo-technical Investigation Report should be submitted along with recommendations.

4.2. The report should be included;


- Locations of boreholes with a layout
- Certified borehole logs and relevant test results
- Vertical sub-soil profile
- Recommendation foundation options –
o If deep foundation
▪ Allowable Skin friction of the rock
▪ Allowable End bearing at the founding depth
▪ Socketing depth
o If shallow foundation
▪ Allowable bearing capacity
▪ Anticipated settlement
▪ Ground improvements techniques (if available)

- Recommendations for earth retaining system (if available)

- Possible Geo-technical Risk


4.3. This report should be certified by a Chartered Engineer experienced in Geotechnical Engineering,
or else the application can be rejected.
05. Detailed Design Report

5.1. Detailed Design Reports should be submitted for;


- Foundation
- Permeant or temporary earth-retaining system
- Dewatering
5.1.1. Detailed Design Report for Foundation
- Reviewing whether the foundation design satisfies the recommendations of the geotechnical
investigation and checking whether the foundation design satisfies the required end bearing
capacities, skin frictions.

- For deep foundation, this report should be included;


✓ Design bearing capacity
✓ Working loads
✓ Socketing length
✓ Effect of negative skin friction
✓ Effect of group piles
✓ Settlement of piles
✓ Pile cut-off levels
✓ Pile layout

- For shallow foundation,

✓ Design bearing capacity should satisfy the required allowable bearing pressure which is
given in recommendation of geotechnical investigation

- This report should be certified by a Chartered Engineer experienced in Geotechnical


Engineering
5.1.2. Detailed Design Report for Earth Rupporting System.
- Reviewing whether the excavation support system satisfies the relevant standards and provide
necessary safety margins against any failure of the system and whether it describes lateral deflection
of earth retaining system, vertical settlement of adjacent land, impacts on ground water dissipation
with dewatering.

- The type of Earth Retaining System for the relevant excavation will be based on the
recommendations made in the GI report or as recommended by the consultant.

- This report should be included;


✓ Analysis of the retaining system including installation and removal of temporary support
systems and installation of permanent supports.

✓ Expected lateral deflection and associated vertical settlement with allowable values for each
construction stages.

✓ The adjacent built environment should be identified in accordance with hazard/ risk level
associated with the structures in the vicinity and allowable lateral deflection and associated
vertical settlement should be decided accordingly.

✓ Analytical results of the lateral deflection of the shoring system (change to Earth retaining
system) and associated vertical settlement of the adjacent land should be submitted. In this
regard, PLAXIS – 2D CONNECT edition can be used.
- This report should be certified by a Chartered Engineer experienced in Geotechnical
Engineering
5.1.3. Detail Design Report for Dewatering.
- This report should be included;
✓ Design calculations for dewatering process
✓ Layout of the dewatering plan
✓ Ground water dissipation
✓ Details of the recharging

- This should be certified by a Chartered Engineer.

06. Method Statement along with the Construction Sequence

6.1 Method Statements along with construction sequence should be submitted. - Site specific physical
changes in the sub-surface environment caused by the sub-structure construction shall be properly
addressed such as; foundation , permeant or temporary earth retaining system, dewatering, ground
improvement, installation of monitoring instruments.

6.1.1 Foundation construction

- Reviewing whether the submitted method statements satisfy the relevant standards and provide
necessary safety margins against failure of the systems according to the given recommendations in
the geotechnical report.

- This report should be included,


✓ Pile termination criteria
✓ Sequence of pile construction
✓ Pile bottom cleaning process before concreting
✓ Quality of bentonite before concreting
✓ Details of the concreting process

- This should be certified by a Chartered Engineer.


6.1.2. Construction of permanent or temporary earth retaining system

- For the diaphragm wall /pilled retaining wall, the following criteria should be included.
✓ Termination criteria
✓ Cleaning process before concreting
✓ Quality of bentonite before concreting
✓ Details of the concreting process

- For sheet pile/ solider pile, the following criteria should be included.
✓ Mechanism used to install the steel section, any site and project-specific activity

- This should be certified by a Chartered Engineer.

6.1.3. Dewatering mechanism


- Reviewing whether the submitted method statements satisfy the relevant standards and provide
necessary safety margins against failure of the systems according to the given recommendations in
the geotechnical report.

- This should be certified by a Chartered Engineer.


6.1.4. Ground improvement (if any)
- Reviewing whether the submitted method statements satisfy the relevant standards and provide
necessary safety margins against failure of the systems according to the given recommendations in
the geotechnical report.

- This should be certified by a Chartered Engineer.

6.1.5. Installation of monitoring instruments


- This report should be included monitoring instruments for;
✓ Groundwater Level
✓ Noise and Vibration
✓ The integrity of the shoring system
✓ Displacement of earth-retaining structures

- This should be certified by a Chartered Engineer.

07. Pre-Crack Survey Report along with a justification from the project consultant on the selection
of building

7.1. This should be conducted by considering the adjacent buildings located around the edges of the proposed
site at a minimum of 50m or a qualified engineer shall decide the extent of the influence zone.
- Reviewing whether the crack survey has been conducted according to the requirements of NBRO.

7.2. Confirmation of the adequacy of the considered influence zone for the pre-crack survey should be
submitted with the certification of the Chartered Engineer.

7.3. Observation of surrounding structures should be submitted by taking the following factors into
consideration and it should be summarized as per the following table with clear aerial image from
Google Earth as below.

- All the buildings within the impacted area should be covered. If any ancient buildings are located
beyond the border, special attention should be given by the consultant for such buildings in crack
survey.

7.4. This should be carried out by Qualified and Experienced Civil Engineer and certified by a Chartered
Engineer

08. Monitoring plans with monitoring frequency and proposed instrumentation layout

8.1. Monitoring plan should be included for,

a. Deep foundation
• Noise and Vibration during pile driving

b. Deep Excavation
• Groundwater level
• Lateral deflection of earth retaining system
• Vertical Settlement of the adjacent land
• Noise and Vibration during installation of earth retaining system (if applicable)

c. Deep foundation and Deep Excavation


• All off the above documents mentioned under “a” and “b” above
8.2. This should be included;
✓ Monitoring locations should be marked in a layout plan

✓ Monitoring frequency should be indicated and compatible with the construction sequence
✓ Alert, Alarm, Action limits of each monitoring data
✓ Monitoring Data should be graphically maintained while ensuring the functionality of the
particular monitoring instrument during the construction period

09. Site-specific Contingency Plan with the implementation method

9.1. Reviewing whether the Contingency plan submitted satisfy the immediate rectifying/ remedial process
of geotechnical risk identified during preliminary stage.

9.2. This report should include,

- The types of geotechnical risk associated with the sub-structure construction and proposed measures
for the occurrence of geotechnical risk identified during the construction work.

- Common geotechnical risk associated with substructure construction are listed below.
✓ Groundwater
✓ Sudden draw down of groundwater table
✓ Water seepage through the shoring system
✓ Development/ propagation of cracks in adjacent structures
✓ Ground Settlement
✓ Excessive lateral deflection of the earth retaining system
✓ Up heave at the excavation bottom
✓ Piping
✓ Bearing failure of the foundation

- This should be certified by a Chartered Engineer
