3. To determine the surrounding circumstances of the shooting incident of the said
21 years old victim.
4. To possible identified the suspect that will lead to their apprehension and
prosecution.
III. FACTS OF THE CASE
5. At on or about 6:00 PM of December 10, 2023 an alleged shooting incident
happened in Brgy. Upper Lomboy Pagadian City, wherein the victim was identified as
one Andrea B. Padilla 21 years old, single, student and Resident Tukuran, Zamboanga
del Sur
IV. DISCUSSION
6. According to a witness Princess, one of resident of Brgy. Upper Lomboy in
Pagadian City, the crime was planned for the crime he saw a man always go nearby the
victim apartment when the victim on his way home along when one unidentified person
shot the victim as a result multiple gunshot wounds in the different parts of the body and
was rushed to Aisah Medical Hospital for medical treatment but was pronounced dead
on arrival (DOA) by the attending physician Dr. Mike Reyes about 7.55 PM
V. CONCLUSION/ FINDINGS
7. Therefore in the view of the ongoing investigation this recommendation the case
of shooting incident filed against Maxwell P. Valle 21 years old, Brgy. Santa
Lucia, Pagadian City.
VI. RECOMMENDATIONS
Shooting incident must be referred to the Service Police for investigation immediately if
there are any grounds to suspect that a criminal act has or might have been committed
by Service personnel and/or if the ROE have been breached, or if, for any other reason,
a CO believes that an investigation by the Service Police would be appropriate. It
should be remembered that the purpose of a Service Police investigation is to ascertain
and report the facts, and that these facts can often be used to protect the MOD and
individuals from subsequent claims for compensation or judicial process.

2. On December 10, 2023 at about 6:00pm a shooting incident happened in Brgy.

Upper Lomboy Pagadian City, wherein the victim was identified as one Andrea B.
Padilla 21 years old, single, student and Resident Tukuran, Zamboanga del Sur.

3. The Investigation conduct disclosed as a result multiple gunshot wounds in the

different parts of the body and was rushed to Aisah Medical Hospital for medical
treatment but was pronounced dead on arrival (DOA) by the attending physician Dr
Mike Reyes about 7.55 PM.

4. The suspect was arrested at his house during hot-pursuit Operation conducted but
the weapon used in the commission of the crime was not recovered and he is now
under custody of the station for investigation and proper disposition. The cadaver of the
victim was moved to Crime Laboratory Office
for autopsy and examination.

2. The suspect Maxwell P. Valle is currently detained at Pagadian city police station and
a case of Homicide in violation of Article 249 of the revised Penal Code is pending for
trial.

3. The case is already raffled at Branch 22 of Zamboanga Del Sur Regional Trial Court
Pagadian City.

4. Final report will follow.

2. On December 10, 2023 at about 6:00 PM a shooting incident happened in Brgy.

Upper Lomboy Pagadian City, wherein the victim was identified as one Andrea B.
Padilla 21 years old, single, student and Resident Tukuran, Zamboanga del Sur.

3. In the afternoon of December 12, 2023, and informant named Lesley Tapulan called
the Pagadian City Police Station to report the incident. Immediately, PO2 Justin Del
Monte, together with PO1 Dave sulta for responded to the place of incident where
they found a commotion of people.

4. the victim have multiple gunshot wounds in the different parts of the body and rushed
to Aisah Medical Hospital for Medical Treatment but was pronounced dead on arrival
(DOA) by the attending Physician Dr. Mike Reyes about 7:55 PM.

5. The suspect Maxwell P. Valle is currently detained at Pagadian city police station and
a case of Homicide in violation of Article 249 of the revised Penal Code is pending for
trial.

6. The case is already raffled at Branch 22 of Zamboanga Del Sur Regional Trial Court
Pagadian City
7. The Accused Maxwell P. Valle was arraigned on januay10, 20234 where he pleaded
Guilty and the case was set for pre-trial in January 20, 2024.

ZSPPO POLICE BLOTTER REPORT

WHAT : Robbery

WHEN : January 08, 2024 2:30am

WHERE : Camp Abelon Lumbia District, Pagadian City

FACTS OF THE CASE

That on or about 3 o'clock in the morning of January 08, 2024, this office received a
complaint particularly in Keng's residence. Initial investigation was conducted by PO2
Anna Iroy, revealed that on above-mentioned time, date and place, while Zulin Keng. 21
years old, single, vacationing in his temporary residence at Camp Abelon Lumbia
District, Pagadian City together with his friends Lin Hong, 25 years old and Kim Khu, 25
years old, temporarily residing at aforementioned address. Two unidentified malefactors
broke into the victim's residence through an unlocked window and took his laptop, ipad
mini and cash of Php 20,000. Upon hearing a noise outside of his room, Keng inspected
the premises and caught one of the malefactors clutching his laptop. He yelled for his
friends but the two malefactors were already halfway through the window from which
they came in. Keng tried to retrieve his laptop but one of the malefactors got the rake
from which they use to hold the window open and beat Keng's right leg with it, resulting
to slight injury. Weakened by his injury, the suspects were able to fled away after the
incident to an unidentified direction.
