The Ministry of Consumer Affairs, Food and Public distribution, Gol
has started a scheme of vending of Bharat Atta and Bharat Rice at
subsidised rates to general consumers with a view to keeping the food
inflation under control. The scheme envisages retail sale of Bharat Atta @
Rs 27.50/ Kg and Bharat rice @ Rs 29/ Kg. In this direction, it has been
requested to allow placement of mobile van for sale of Bharat Atta and
Bharat Rice at circulating areas of Railway stations during evening hours.
Accordingly, it has now been decided that a pilot project of 3 months,
may be initiated wherein mobile vans vending Bharat Atta and Bharat Rice
at subsidised rates to general consumers including Railway passengers will
be permitted at circulating area of stations. A copy of operating instructions
in this regard is enclosed.

OPERATIVE INSTRUCTIONS: i
1, Pilot project of 3 months for vending of Bharat Atta and Bharat Rice through
mobile vans at circulating areas under the scheme of the Ministry of Consumer
Affairs, Food and Public distribution, Gol to be launched.
2. The main intention of this pilot project is to provide accessibility to affordable
foodgrains under the scheme. As such no license fee or revenue share may be
charged.
3, PCCM to be the nodal official for this pilot project and the Ministry of Consumer
Affairs, Food and Public distribution shall provide the list of stations along with
name of the implementing agency / entity along with the mobile no of mobile van
operators or associated person. No change in implementing agency/entity will be
permitted during the period of 3 months.
4. The feasibility and location of placement of mobile van in the circulating area of
Station may be examined by divisions with approval of DRM. It may be ensured
that there is no congestion and hindrance in smooth flow ‘of traffic in the
circulating area.
5. All NSG1 stations along with all Suburban stations may not be permitted under
the pilot project.
6. Only one mobile van per station to be permitted, Proper queuing and crowd
management to be the joint responsibility of mobile van operator and station
official.
7. The mobile van vending of Bharat Atta and Bharat Rice to be permitted for 2
hours in evening as locally decided by division. It may be ensured by station
officials that the mobile van is not parked at station premises: unauthorisedly after
vending hours.
8. Only items like Bharat Atta, Bharat Rice ete permitted under the scheme of
Ministry of Consumer Affairs, Food and Public distribution, Gol to be vended
through the mobile van, Railways will not be liable for any deficiency in service
including quality etc.
9, Only banner pertaining to the scheme of Bharat Atta, Bharat Rice of Ministry of
Consumer Affairs, Food and Public distribution, Gol is permitted in mobile van.
No other banner/ advertisement will be permitted.
410. No announcement and audio playing in mobile vans is permitted. However, ZRs
may make suitable announcements at stalions (without hampering passenger
related announcements) having such mobile vans regarding the availability of
Bharat Atta and Bharat rice keeping in mind instructions related to station
announcement.
41. Applicable taxes if any will be borne by Ministry of Consumer Affairs, Food and
Public distribution, Gol.
