CHAPTER II

This Chapter will discuss all the concepts that are significant to the current study

in relation to previous studies, which will aid in developing the foundation for the

proposed study. It is crucial to analyze relevant literature and studies to establish new

methods and procedures for the development of the proposed system.

REVIEW OF RELATED LITERATURE

Students are the most important stakeholders and resources of education. They

must be strongly encouraged to behave appropriately, both inside and outside the

classroom. The management of the school establishes rules and regulations to direct

students’ actions in an effort to provide a structured and peaceful learning environment

and uphold law and order (Anna, 2013). According to Ali et al. (2009), since students

are the most valuable resource in any educational institution, it is important for school

administration and the guidance office to consider the best programs and services for

students in the current generation, where schools are expanding quickly. Different

disciplinary strategies have been used at the national and school levels. The adoption

and implementation of school rules and regulations in secondary schools is one of the

main goals of monitoring and controlling student behavior (Odoyo, 2016).

The school's guidance department is a crucial component of education (Kashyap,

n.d.). In the guidance manual provided by Cagayan Valley Computer and Information

Technology College, Inc. (2016), it is stated that every student's growth and

development are significantly influenced by it. The Guidance Department can establish

personal connections with students and aid them in developing a deeper understanding
of themselves through its different services. One way to do this is to analyze the

student’s cumulative record to devise a report or assessment of the students’

characteristics individually.

Information and communication technology [ICT] plays a key role in the

establishment of electronic records. The necessity for effective record management

has grown because of the increased use of information systems. An electronic record

can be described by identifying and defining its essential and sufficient components in a

manner that allows a digital information system to recognize and collect them.

Amanchukwu and Ololube (2015) indicate that record keeping is focused on

achieving cost-effectiveness and efficiency in the development, maintenance, use, and

disposal of educational institution records throughout their entire life cycle, as well as in

making the information accessible to support school business administration. They

emphasized that it is crucial to maintain records in schools because good record

keeping makes it easier to retrieve vital information that may be used for decision-

making and daily operations in schools worldwide. They highlighted the significance of

school records for guidance counselors in schools, as they can provide them with a full

understanding of the students they work with and enable them to monitor their

development.

A well-designed student record, in the opinion of the Clements (2000) system,

has several advantages. Clements (2000) added that the processing and sharing of

student records between schools is efficient when automated solutions are used. It

provides quick information retrieval, provides the information needed quickly, easily, and

without rigorous trial-and-error searching, and maintains the data quality.


Foreign Studies

ViMoIS: The Student Violation Point Monitoring Information System [1]

This study introduces ViMoIS, a digital Violation Point Monitoring Information System for

students in a Gresik high school. It addresses the challenge of parental oversight due to

limited information flow from the school regarding student violations. ViMoIS, developed

using a waterfall approach, enables parents to track their child's violations digitally,

enhancing transparency and monitoring. The study's findings resulted in a functional

Web-Based Student ViMoIS. The system's successful black box testing ensures its

components operate effectively, modernizing student behavior documentation and

supporting parental involvement (Rozy & Purnama, 2022).

According to study done on the creation of a web-based student achievement

monitoring information system, the student violation monitoring information system can

improve upon the current supervision or monitoring procedure in schools. Every

violation made by students will be entered into the application, allowing teachers to

more easily assess the effectiveness of educational activities. In schools, it is also easy

to evaluate reports to be provided to schools and provide information to parents of

children quicker and more precise, allowing parents to keep an eye on their children's

behavior in school (Triansyah et al., 2022).

Guidance and Counseling Record Management System [3]

The Nueva Ecija University of Science and Technology's Guidance and Counseling

Center's Record Management System was created with the goal of providing software

that maintains student records and allows quick and simple access to personal

information about students. The features centered on utilizing the application to add and

update student profiles and information. The user can print a copy of the student record

(Alegado et al., 2021).

The Design and Development of Student Information and Violation Management

System (SIVMS) for a Higher Educational Institution [4]

Design and development of student information and violation management systems

(SIVMS) for higher educational institutions. The goal of this study was to create a

prototype system for a guidance office at a higher education facility in Central Luzon,

Philippines. The student Information and Violation Management System (SIVMS) is a

prototype created by the researcher. This study used a descriptive style. Planning and

requirements analysis, design and development, and testing were addressed in the

research's developmental design, which adhered to the incremental model of the

system development life cycle (SDLC) framework. However, this study does not

examine the implementation stage. The researcher was able to create the crucial

models and diagrams required for the prototype system after following the stages of the

incremental model. Following the creation of the prototype system, it was discovered
that the guidance office's requirements were translated into a value system that could

be used by the office to lessen and resolve issues with the management and

organization of student information and student violations (Olipas, 2020).

Guidance Records Management System with SMS Notification [5]

The Cagayan Valley Computer and Information Technology College's requirements led

to the development of the Guidance Records Management System with Short Message

Service (SMS) notification in recording, maintaining, and monitoring students'

cumulative records, as well as in collecting admission slips from them to keep track of

their attendance and referring incident reports from teachers for their observed behavior

inside the school. When a student is involved in any incident such as academic

tardiness, repeated absences, class cutting, or other behavioral issues, the guidance

office can effectively notify the parent or guardian via SMS (Agustin & Babaran, 2021).

Automated Student Record System for the Guidance Office of Jose Rizal

The researchers concluded that replacing the manual procedure with an automated

student recording system increased convenience and efficiency. Records for students

were stored, sorted, retrieved, and updated more quickly and effectively. In contrast, the

manual technique relies heavily on human factors and is stressful, time-consuming, and

prone to errors. A number of computerized system capabilities were tested, and it was
discovered that they functioned as predicted. Additionally, it resolves the issues faced

by the Guidance Office when processing the aforementioned records. Consequently,

the management of office student records has been enhanced (Habagat, 2017).

Student Violation Management System with Mobile Application for Central

Philippine University [7]

For the Central Philippine University, the researchers created a Student Violation

Management System with Mobile Application. The proposed system automates the

addition, modification, and management of university student infractions. The system

was designed with the following goals in mind: a recording module to record and update

incident reports and student violations; a search module to quickly access and retrieve

information such as incident reports, violation reports, and student information; a

student monitoring module to let every department see and keep track of students who

are infractions; a barcode scanning module to allow security guards to scan each

student's barcode; and another feature that automatically suggests the appropriate

infraction or course of action to take in response to that particular violation (Fenequito et

al., 2018).

Synthesis

Gaining knowledge of the functions and requirements of various systems is

extremely beneficial for researchers. A comparison of the aforementioned local and

foreign studies demonstrates a common emphasis on data security and a shift to

automated data collection methods. Through this analysis, the researchers identified

areas where the proposed research needs to be improved with the goal of incorporating

components that have a significant positive impact on Barugo National High School.

Additionally, researching these correlated studies enables researchers to critically

evaluate the effectiveness of the proposed system, enabling them to progress to a

system that operates as efficiently and effectively as possible.
