INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR HIRING OF GAS PROCESSING &
COMPRESSION FACILITIES FOR SMALL AND ISOLATE FIELDS OF ONGC
Oil and Natural Gas Corporation Ltd. (ONGC), a premier National Oil Company having “Maharatna”
status under Ministry of Petroleum and Natural Gas, Govt. of India, has various oil and gas fields
across the country. Some of the gas fields fall under the category of small and isolated fields,
wherein being an operator, ONGC is producing natural gas which does not meet the quality
parameters as per PNGRB (Access Code for Common Carrier or Contract Carrier Natural gas
Pipelines) Regulations, 2008, which is as follows:

1- The expected quality parameters of the gas is given at Annexure-1 of the EOI and ONGC
looking forward for the treatment facility which included Gas Dehydration Unit (GDU), Dew
Point Depression Unit (DPD) / Mechanical refrigeration Unit (MRU) unit to treat the gas. ONGC
looking forward to hire necessary facilities for the following purpose on skid mounted basis
so that same can assemble/reassemble to a new location based on the requirement:
a. Removing water vapour, CO2 etc to maintain prescribed due point
b. To remove heavier Hydrocarbons to meet the prescribed Hydro-Carbon Dew Point
(HCDP).
c. Compression facility: The gas from small and isolated fields are generally available
at the pressure range of 1 Kg/cm2 to 3 Kg/cm2. The compression facilities shall be
required on the two cases, the gas source may be connected to the nearby
grid/local pipeline network so in that gas the compression facility shall be required
to compress the gas upto 55 kg/cm2 and in other cases, where the field is not
connected to nearby pipeline then in that gas needs to be compressed to 250 bar
so that same can be transferred through cascade mode.

2- Such facilities will be required for PAN India basis and for the all Assets of ONGC, wherein
small & isolated gas fields are available and gas production ranging from 30000 SCMD to
200000 SCMD of gas. Details of the Assets & location are placed at Annexure- 2.
3- Scope of Supply : ONGC shall hire the above referred facilities which includes the design,
engineering, procurement of material, fabrication, inspection & supply / installation
(including Civil work) / commissioning of GDU+MRU etc. to meet dew point of natural gas and
compression facilities as per specifications brought out above is required. The following
condition shall be applied for the proposed arrangements:

i. ONGC is looking forward for Vendors/Contractors for Build, Own, Operate the
facility on hire basis for agreed period of minimum 3 to 5 years and same may be
extended on same terms and conditions based on the profile of gas.
ii. For the installation of the facility, ONGC may provide the requisite land to
contractor.
iii. Based on the requirement of ONGC, the facilities may be mobilized to other fields
of respective Asset, which are located in the nearby area of the main office of that
Asset. For the same, contractor may charge one time mobilization/re-
commissioning charges from ONGC. The contractor needs to provide Budgetary
Quotes in the form of hiring charges for these facilities are per format given in the
Appendix -2 of the EoI. In case of any condition of supply/commissioning of these
facilities, same needs to be incorporated clearly along with the quotes.
iv. Based on the Quotes, ONGC may initiate the tendering process for hiring of such
facilities for award of contract.
v. Contractor are requested to provide the brief details of technology used for
processing & compression of the gas along with the requisite standards, code
applicable.
vi. The condition of the equipment offered by the contractor/Vendor should be new &
unused.
vii. Lead time of the Supply: The Contractor needs to provide such hiring facilities
within 6 months from award of contract.
