(FHSIS) Manual of Procedures (MOP) version 2018
'

~The 2018 FHSIS MOP serves as the overall reference in the establishment and
operationalization of the FHSIS at various levels of operations. It aims to summarize,
rationalize and define the indicators to be collected and reported through FHSIS in line with
. the DOH overall health sector monitoring and evaluation framework and outline the process
of collecting, recording and reporting data using the set of FHSIS forms/tools at various levels
of operations. The FHSIS MOP also provides basic guide in the validation, analysis and
. interpretation of data and define the roles and functions of concerned DOH and LGU offices
involved in the management and implementation of the FHSIS.

In line with the continuous improvement of the program, necessary revisions were done
to the MOP in consultation with Disease Prevention and Control Bureau (DPCB) Program
Managers and Regional FHSIS Coordinators. Please be guided by the following revisions:

Severe Acute Malnutrition (SA

In compliance with Administrative Order No. 2015-0055, National Guidelines on the


Management of Acute Malnutrition for Children Under 5 Years, the Disease Prevention and
Control Bureau (DPCB) and United Nations Children’s Fund (UNICEF) collaborated with
Epidemiology Bureau on the integration of intervention variables for MAM and SAM in the
recording and reporting tools of the FHSIS. This aimed on harmonizing the nutrition indicators
collected through the different data/information health systems.

To ensure uniformity and reliable collection of FHSIS data, the use of standard recording
and reporting tools are necessary.

Relative to this, all concerned reporting units, please be guided by this revision (see
attached).

SUBJECT : Adoption of the Family Planning Estimation Tool (FPET) to


Produce the Annual Estimate of Modern Contraceptive
Prevalence Rate (mCPR) for National and Regional Level

Modem Contraceptive Prevalence Rate (mCPR)! is among the key indicators


monitored regularly by various monitoring and evaluation systems such as the National
Objectives for Health of the Department of Health (DOH), Philippine Development Plan of the
National Economic and Development Authority (NEDA), and LGU Health Scorecards, among
others.
This indicator
and Health
is
usually sourced from large population-based surveys like the National
Survey (NDHS) which is conducted only every five years. To provide

Bureau (EB) calculates mCPR through the Field Health Services Information System (FHSIS).
However, the mCPR generated from the FHSIS
(FP) service utilization provided by public health facilities.

challenges in
using the FHSIS data as a “stand alone” source for mCPR are the following:
1. Reporting coverage is
mostly from the public sector which excludes those FP use
obtained through the private sector (e.g. out of pocket payment of short acting
methods) and excludes those methods that do not require FP supplies (e.g.
sterilization methods for male and female, fertility-based awareness, etc.);

2. Challenges in the data quality due to a number of factors such as:


increased workload pressure of health service providers;

To produce a more accurate annual mCPR estimate at the national and regional levels,
the National Family Planning Program shall adopt the Family Planning Estimation Tool
(FPET). FPET is a web application that is a country-specific adaptation of the statistical model
used by the United Nations Population Division and the FP2020 Global Initiative wherein the
Philippines is a member since 2012.
FPET
is a Bayesian, hierarchical model that fits logistic growth curves to historical data
in order to determine the long-term trend and adds a time series model with autocorrelation to
capture the deviations around the long-term trend. The model runs multiple estimates to
determine the best fits of data from all available national surveys (ex. Philippines Fertility
Survey in 1978 to the latest NDHS in 2017 as of this writing) while considering regional and
global trends. As a result, the median estimate (best fits) for mCPR, unmet need and demand
.
satisfied are obtained along with the uncertainty around the estimates. .. -

FPET works with data from service statistics (e.g. FHSIS) by converting this into an
Estimate of Modern Use (EMU) — a proxy value for mCPR. EMU allows adjustments for
private sector not reporting in the FHSIS, and for historical users and continuing users of long-
acting and permanent methods. The trend of the EMU is then compared with trends from
surveys and modelled estimates to enable the evaluation of service statistics data, whether its
signals are reliable.
As such, the mCPR estimates from the FPET shall serve as the official report of the
DOH to other concerned government agencies and in monitoring and evaluating the progress
of the FP program. Furthermore, the Epidemiology Bureau shall no longer report mCPR
through the FHSIS. Other indicators for FP such as Current Users, New Acceptors, Other
Acceptors, Drop-outs by method, are not affected by this issuance and shall remain in effect.
