GUIDELINES ON THE GRANT OF UNIFORM OR CLOTHING ALLOWANCE


AND WEARING OF PRESCRIBED DOLE UNIFORM FOR CY 2024

ln the interest of the service and to provide employees with comfortable and
professional office attire in the performance of their respective functions and pursuant to
lhe 2024 General Appropriations Act (GAA), a uniform or clothing allowance of not more
than Seven Thousand Pesos (P7,000.00) per annum shall be granted to officials and
employees in the DOLE Central and Regional Offices.

For CY 2024, the uniform or clothing allowance shall be given in cash to DOLE
officials and employees for the procurement of the prescribed office uniforms as provided
for in these guidelines.

For this purpose, the following guidelines shall be observed by the officials and
employees in the office of the secretary, services, Bureaus, and Regional offices (Ros)
of the Department.

I. COVERAGE

DOLE officials and employees who are entitled to the cY 2024 uniform or clothing
allowance are the following:

1. Officials/employees holding regular and regular-contractual positions;

2. Those who have rendered at least six (6) consecutive months of service in
the Department, including leave of absence with pay;

3. A newly hired employee may qualify for the grant of uniform or clothing
allowance only after rendering six (6) months of service, and if expected to
render services for at least six (6) months for the rest of the year;

4. Those who are on leave of absence with pay;

5. Transferees from other government offices, provided they present a


certification from their previous office that they have not received similar
allowance, and

6. Those who are on study leave or on study/training/scholarship grant locally


or abroad shall be entitled to the uniform or clothing allowance for the year
if he/she renders at least six (6) months of service in the same year,
including leaves of absence with pay, prior to and/or after the study leave
or study/training/scholarship grant.

II. NOT INCLUDED

DOLE officials and employees who are not entitled to the CY 2024 uniform
or clothing allowance are the following:

'1. Those who are on leave of absence without pay for more than six (6)
consecutive months in 2024;

2. Outsourced/contract of service personnel; and

3. Those who have been meted a penalty of suspension, or dismissal with or


without appeal, as a result of an administrative case at the time the uniform
allowance was given. The suspended employee shall receive the clothing
allowance after suspension period is fully served, provided the period of
suspension does not extend beyond 2024. On the other hand, an
employee meted with dismissal shall not be entitled to uniform allowance
unless the final order on the case and/or appeal states otheruise.

III. PRESCRIBEDUNIFORMS

1. For CY 2024, the prescribed uniforms and schedule of wearing are as


follows:

2. During Flag Raising Ceremony, all DOLE officials and employees are
encouraged to wear Filipiniana (CSC MC No. 22, series of 2010).

3. Due to varying representation requirements from the Department's Senior


Officials and Directors, they may wear other appropriate business
attire/styles aside from the recommended uniform.

4. Lawyers who will attend court hearings may be allowed to wear corporate
attire even if not in accordance with the prescribed color.

5. Appropriate footwear preferably closed shoes must be worn to match the


prescribed uniform.

6. Employees shall wear appropriate office attire on Fridays. Pursuant to Civil


Service Resolution No. 02515, series of 2000, and DOLE Administrative
Order No. 64-4, series ot 2OO2, the wearing of "maong pants" although
generally prohibited, may be considered appropriate attire when paired with
a collared polo or shirt (for male employees), or any appropriate blouse or
shirt (for female employees). Further, rubber shoes are allowed only during
Fridays. The following, however, shall not be allowed:

6.1 . Gauzy, transparent, or net-like skirt or blouse;

6.2. Sando, strapless or spaghetti-strap blouse (unless worn as an


undershirt), tank-tops, blouse with over-plunging necklines;

6.3. Micro-mini skirt, walking shorts, cycling shorts, leggings, tights,


jogging pants; and

6.4. Rubber sandals, rubber slippers, and "bakya".

7. The wearing of the DOLE ARTA identification card (lD) shall be required as
part of the DOLE uniform.

tv. PERSONNEL WHO ARE TEMPORARILY EXEMPTED FROM WEARING THE


OFFICE UNIFORMS

1 . Officials and employees who are on scholarship/study leave;

2. Pregnant employees; and

3. Employees who are in mourning period.

V MONITORING

The Human Resource Development Service (HRDS) and the lnternal


Management Services Divisions (lMSDs) shall be responsible for monitoring the
implementation of these guidelines in the Central Ofiice and in the Regional
Offices, respectively.

The heads of offices, bureaus, and services, through the designated office,s
representative, are required to submit a compliance report every flrst week after
the reference month to the HRDS.

VI. SANCTIONS FOR NON.COMPLIANCE

1. Based on Civil Service Commission Memorandum Circular No. ',l9, series


of 2000 (Revised Dress Code Prescribed for all Government Officials and
Employees in the Workplace), violation of the dress code shall be
considered a ground for disciplinary action for Violation of Reasonable
Office Rules and Regulations, under Section 22 (c), Rules XlV, Revised
Omnibus Rules lmplementing Book V of the Administrative Code of 1987
(Executive Order No. 292), with corresponding penalties as follows:

1st Offense Reprimand


2nd Offense Suspension for one (1) to thirty (30)
days
3rd Offense Dismissal

2. Pursuant to pertinent provisions of the DOLE Collective Negotiation


Agreement (CNA) between the DOLE and the DOLE Organic Employees
Association (DOLE-OEA), the DOLE-OEA shall assist in promoting
compliance with these guidelines.

VII. RESPONSIBILITY OF HEADS OF OFFICES

Heads of offices shall be primarily responsible for the implementation of


these guidelines and shall take necessary action for non-compliance pursuant to
Part V of these guidelines and other pertinent rules and regulations.

VIII. APPLICABILITY TO ATTACHED AGENCIES

For purposes of maintaining the DOLE corporate image, Attached Agencies


are encouraged to adopt the same office uniform as prescribed herein.
