3.0 SCOPE OF WORK


The works shall be carried out in compliance with the drawings and project
specifications. The following scopes of work are as follows:

1. Wall cladding with accessories

3.1 GENERAL DESCRIPTION OF WORKS

• The purpose of the Method Statement is to describe the procedure for the installation of
wall cladding within KSP-CP03 O&M Infrastructure works project premises and also, to
ensure that the proposed materials and workmanship to be used at site are complying
with the requirements specified in the drawing and specifications.
• It also aims to demonstrate that FHJV have a definitive Quality safe system of ongoing
work for all the current activities considering all staff / labors with reasonably Health,
Safety and Environmental hazards and associated risks as Top priority as taking care
well-being of the employee and employer including sub-contractors / suppliers/ vendors
working in the project.

• Currently Main contractor M/s. Freyssinet Saudi Arabia – HAIF joint venture is only
involved in general work

3.4 DURATION &TIMINGS OF ACTIVITIES

• The standing seam of vertical wall cladding installation activities will handle round the clock
with respect to Site timings, however maximum effort will be done during the day duty
working hours except Fridays. ( 6 AM – 6 PM )

3.5 EXTERNAL NOTIFICATIONS /APPROVALS:


The Following Permits will be required as part of the activities to which this Method Statement relates.
• Hot Work
• Cold Work
• Working at Height
• Confined Space Entry
• Lockout Tag Out Isolation
• Temporary Traffic Management Plan (TTMP)
• All Operatives will be briefed on the requirements of Permits by the Supervision in direct
control of the work activities to which they relate.
• No work shall commence until all control measures are in place and checked by FSA
Supervision.
• A fully competent FSA HSE Team will monitor the implementation of these requirements.

3.6 OVERALL RESPONSIBILITY FOR THE SCOPE OF THE WORK (NAME AND CONTACT
DETAILS)

3.6.1 PROJECT CONSTRUCTION DIRECTOR


➢ The Project Construction Director has the overall responsibility for implementation of
method statement within the area of mobilization works, Planning of Utility removal
sequence and handover.
➢ Organize resources for timely work completion.
➢ Facilitate with concerned parties (FAITHFUL & GOULD \ Stakeholders) and notification of
work commencement.
➢ Also responsible for implementation of safety rules & regulations considering health &
safety risk assessment (HSRA)

3.6.2 SITE CONSTRUCTION MANAGER


➢ The CM Shall be responsible for coordinating with site team and arrange the necessary
resources, drawings, and approved plans which required to ensure the works carried out
meeting the project quality requirements and the target milestones achievement.
➢ Verify method Statement requirements and work procedures are implemented correctly.
➢ Supervising the material delivery / installation / Erection & removal / dismantling of
formwork as per approved methods / procedure
➢ Ensure proper documentation for material delivery / usage.
➢ Also responsible for implementation of safety rules & regulations considering health &
safety risk assessment (HSRA)

3.6.3 SAFETY MANAGER


➢ Verify implementation of safety plans according to approved Method Statement.
➢ Advise Site Engineers on the Quality & Safety Control Procedures.
➢ Maintain a safe working Environment
➢ Highlight to Site Team & Construction Managers any infraction to HSE Procedures.
➢ Make sure the safety is top and foremost priority to carry out the works from START
until END of concerned all activities.
➢ Also responsible for implementation of safety rules & regulations considering health
& safety risk assessment (HSRA)

3.6.4 QAQC MANAGER


➢ The QA/QC Manager is the final authority on all quality matters on the Project and is
authorized to represent FHJV with external parties on all Project quality related issues.
➢ He is responsible to advise on all matters that might affect the integrity and effectiveness
of the Project quality management system in accordance with ISO 9001:2015 standards
(QMS).
➢ Also, to consider the Environment Management system (EMS) ISO 14001:2015 and
Occupation health and safety managements systems ISO 45001:2018(OHASHI’S)
➢ Also responsible for implementation of safety rules & regulations considering health &
safety risk assessment (HSRA)

3.6.5 HSE SAFETY OFFICER


➢ Safety officer Shall be along with area Civil Site Engineer whom is responsible to ensure the
works carried out in accordance with the project safety specifications with due regard to the
safety of all personnel property including the labours/ staff assigned.
➢ Also responsible for the proper housekeeping & cleaning of the work area upon work completion
as a safety measure in line with ISO 14001 :2015 -Environmental Management system
➢ Also responsible for implementation of safety rules & regulations considering health & safety risk
assessment (HSRA)

3.6.6 QC INSPECTORS / ENGINEER


➢ The QC Inspectors are reporting to the discipline QC/ Senior QC Engineer and their
responsibilities include but are not limited to the following:
➢ Carrying out surveillances and scheduled inspections as per the inspection schedule and the
latest approved ITPs; for all Contractor’s and Sub contractor’s works
➢ Ensuring that all inspected works comply with applicable codes, standards and Project
specifications; monitor on-site testing; and site storage of materials
➢ Identifying, documenting and reporting non-compliances to discipline QC Engineer for
corrective & preventive action (CPA
➢ Generating all inspection and testing sheets required by the relevant ITP and ensuring that all
approval signatures are acquired on a timely basis;
➢ Maintaining discipline files of Inspection and Test Plans per activity/discipline in progress and
ensuring that their status is current with construction works;
➢ Participating in Site Quality Walkthroughs/ surveillance as required to monitor & improve the
work standards as per client requirements / standards

3.6.7 SITE ENGINEER


➢ Execution of works as per the approved Work Method Statement.
➢ Optimum utilization of Resources / Equipment to the efficient levels
➢ Focus on reduction of loss in Time/ materials / manpower & cost control; thereby reducing
repairs, reworks, wrong approaches.
➢ Follow Health, Safety & safe Environment Work Procedures (HSE) in accordance with ISO
14001 / 45001 as well.
➢ Follow Engineering drawings and report as built drawings to Engineering dept as
required if any changes occur tother than approved drawings.

3.6.8 GENERAL FOREMAN


➢ G. Foreman Shall be responsible carrying out activities for execution of the work and he shall
be full time available at site during the execution of works.
➢ Ensure safety of workers being performed at all times.
➢ Ensure proper erection & dismantling procedures are followed in safe manner as given during
tool box talk / discuss with QHSE Manager
➢ Avoid damaging existing Utilities during dismantling and if any disturbances occur, properly
co-ordinate with information for required action
➢ Avoid any damage to any subcontractor works there of
➢ Ensure proper storage / delivery of arrived materials to designated areas with proper control
until usage & dismantling as per activities.
➢ Ensure works are carried out in sequence as per approved method statement and train the
team as required

3.6.9 DISCIPLINE SUPERVISOR


➢ Shall be responsible for planning and coordinating of day-to-day activities and notify the next day
work plan to all concern.
➢ Participate in daily HSE management lifesaving rules site tour
➢ Provide support to workers, and charge hands regarding work methods
➢ Responsible for supervising and coordinating the site mobilization activities along with the
manpower, tools and materials and ensures full implementation of the requirements of this method
statement by the site and craft supervision.

3.6.10 SURVEYOR
➢ He is sole responsible for the levels, co-ordinates and setting out of all activity elements in
relation to the benchmark
➢ Transfer of temporary benchmark to the required areas with calibrated Staff levels / theodolite
with calibration done every 6 months duration to minimize the errors/ cumulative errors.
➢ He and his team to recheck all calibrated equipment’s to be recheck every time prior to usage.
➢ Chief Surveyor and his team to be the responsible person for all related survey levels/ works

4.0 WORKMETHODOLOGY

4.1 PLANT, EQUIPMENT & TOOLS


The following equipment will be utilized in the project:
1. Riverclack® Profiling machine - Riverclack® Profiling machine will be used for onsite
profiling of Riverclack coils - Certified operator will operate this machine at site. He will be
the only person authorize to use this machine. - Machine will be length mm 11800, width
mm 2250 max, height mm 2100 equipped with the complete toolbox and a test bench

2. Generator - The Profiling machine requires minimum 100kW – 380V 50 Hz 3-phase power
generator. Power board as per IEC standard, socket IEC EN 60309-2 63 Amp 3P + E. A
power feed cable of 50 m is provided by supplier. Generators will be tested & certified by
project approved Third party

3. Man lift - Manlift is type of aerial work platform that consist of a platform or with bucket at
the end of a hydraulic lifting system. The bucket is designed for tow persons to stand in
with their tools and work from. - We will use articulated boom lift. - Man lift will be tested &
certified by project approved Third party

4. Telescope Crane 55, 85 and 100 ton - Telescope Crane makes is mainly used for lifting
heavy things, movement of materials, and transporting them to other places. - It uses one
or more simple machines to create mechanical advantage and thus move loads beyond the
normal capability of a human. - Telescope crane will be tested & certified by project
approved Third party

5. Nail Gun (powder actuated) - Nail Gun will be used for fastening profile metal sheets to wall
and roof purlins substructure. - Only trained operators will be allowed to operate these
tools. - It will be ensured that these power drills will be checked periodically.

6. Scaffolding Platforms - Scaffolding Platforms is a temporary structure used to support a


work crew and materials to aid in the installation Roof Cladding. - Scaffolding erector will be
certified by Third Party

7. Electric Drill & Grinding machines - Electrical power drill will be used for drilling self-drilling
screws. - Only trained operators will be allowed to operate these tools. - Angle grinder will
be used for cutting and grinding of steel profiles. - 110/220 volts properly tagged power
tools will be used for drilling and grinding operation. - It will be ensured that these power
drills will be checked periodically in accordance to the contractor SSSP for any cable or
body damage

8. Spirit Level - Spirit Level is used to reveal whether a surface is perfectly level

9. Measuring Tape - Measuring tape is used to measure of great length and to measure
around curves or corners

10. Plump bob - Plump bob is an instrument used to guarantee the verticality of wall cladding

11. Calibrated survey instrument - Calibrated survey instrument will be used for surveying to
confirm the alignment

12. Ropes and Slings - Lifting Slings are tested & certified by project approved (Third party
inspection Authority). - Lifting Slings are ensured to be capable of handling load

4.2 STEP BY STEP DESCRIPTION OF WORKS TO BE UNDERTAKEN :-


4.2.1 Preparation Prior to Wall Cladding work
Ensure that the following items were approved:
➢ Material approval (PQD )
➢ Sample with Client approval
➢ Method statement approvals
➢ Shop drawings approvals
➢ Cladding accessories with MIR / MAT approvals

4.2.2 Material delivered to site to be stored as follows:


Store cladding units on elevated platforms in a dry location and for the
Rockwool thermal insulation are to be stored in an elevated platform and in an open area covered
with a tarpaulin, securely tied. If units become wet, do not install until they are dry. Storage area must
be barricaded all around.
➢ Ensure that the area to receive the cladding work is as per the contract drawings and
approved finishing schedule.
➢ Check if preceding activities have been inspected and approved.
➢ When the materials and components are distributed to the work area, ensure that the
structure is not overloaded.

4.2.3 Setting Out


• INMA surveyor would conduct site survey to make sure alignment of the structures.
If th surveying is not under or scope, a survey report for the structure shall be provided by the client.
4.2.4 Metal Deck Installation for Wall

o Mark the bottom setting level for all columns/ walls.


o Install the base trim following the level marks.
o Using a two certified pulleys and rope, which will be hooked in the upper secondary
beams, lift the panel to its designated location using wire ropes. Wire ropes should
be hooked in minimum two locations which are made temporarily in order to lift the
panel. Alignment should be checked to get the horizontality of the panel. Installers
above the two manlifts in the either sides will adjust the panel to the position and
secure it correctly. Once it is placed correctly and the stability of the panel is
checked in the designated area, installers in the manlift will fix the panel with nail
gun.
o Before the fixing of the metal deck, the decking should be free from any scratch,
damp moisture, deformations and the shape and thickness should be as per the
approved drawings
o Whenever it is not mentioned in the drawings, all decks shall be fastened at every
low cell with approved power-actuated or pneumatically driven carbon-steel
fasteners.
o Install soakers and flashing at all sides to close the area.
o Clean and ensure that all drilling swarfs are removed from the deck surface.
o Final checking of metal deck installation should be done by the inspection request
from the contractor. The contractor must submit the inspection request to the
concerned engineer before starting the next activity.

4.2.5 Vapour control layer installation:


➢ Layout the vapor-control sheets. For sealed type of sheet, ensure that proper
laps are followed and sealed as per manufacturers’ recommendation With the
Help of Manlift.
➢ Access hatches and recesses are particularly problematic, thus requiring proper
perimeter sealing
➢ All sheets at the sides of walls and penetrations or skylights shall be bent upward
and sealed.
➢ Care must be exercised in walking over the vapor-control sheets. Should tearing
occurs, it must be repaired by patching and following the manufacturers’
recommendation.

4.2.6 Galvanized steel spacer profile installation for Wall


➢ For Long Z-purlins installation, lift the panel to its designated location using wire
ropes. Wire ropes should be hooked in minimum two locations which are made
temporarily in order to lift the panel. Alignment should be checked to get the
horizontality of the purlin. Installers above the manlift will adjust the panel to the
position and secure it correctly. Once it is placed correctly and the stability of the
purlin is checked in the designated area, installers in the manlift will fix the panel
with Self drilling screws.
➢ For Short Z-purlins installation, two installers in the manlift will take the z purlins
with them to the designated area and install it accordingly. The ground area will
be secured by warning tape to avoid any peoples to cross the below area in all
manlift stages.
4.2.7 Rockwool installation for wall:
➢ Mineral rock wool comes in slab size of 600 x 1200 or rolled sheets.
➢ If sheets require cutting at site, it will be done using a flat edge knife to avoid any
dust while cutting the sheets. This is to avoid any respiratory problem for the
workers at site.
➢ Workers will be provided with the special overall to perform thermal insulation
installation to avoid any skin problems.
➢ The installation of the slabs is simultaneous with the Riverclack 55 ® sheets. The
reason behind this principle is to minimize damage of the materials from foot
traffic during installation as well as to avoid being blown off from the area due to
wind action.
➢ Remove packing and install the slabs ensuring that they fit side by side with each
other as the work progress.
➢ All open spaces at endings, corners and sides have to be filled with mineral wool.
➢ Minimize damage to the laid slab by stepping on the steel spacers rather than
the mineral wool itself wherever possible.
➢ Final checking of Rockwool installation should be done by the inspection request

4.2.8 Riverclack ® installation:
➢ Where panels are too long to be produced at the supplier’s factory in Italy and
transported to the construction site, we provide on-site forming. Riverclack raw
material (coils) will be delivered to site from Italy by sea cargo.
➢ Upon delivery to the site the length of the sheets to be cut is set in the machine and
finally the rolling process will start by rolling the coil thought the rollers and then after
the final stage of this process we will start to get the cut to length profile sheets as per
the approved colour, specifications, size and quantity.
➢ For storage, coils will be raised from the ground by means of spacers. Place the
spacers in correspondence with the wooden frame and make sure the packs are
sheltered in a covered dry place.

4.2.8.1 Riverclack® Installation for Wall


➢ The starting point will be the expansion joint following the approved shop drawings.
➢ Riverclack® installation is relatively simpler compared to all other types of standing
seam metal roof. It does not need a seaming machine to join to sheets. It does not
require pre-setting and alignment of the support brackets.
➢ The installation of the first sheet is extremely important, since it serves as reference
for the installation of all subsequent sheets. The impact of mistakes and inaccuracies
made in this initial phase can become more pronounced as the installation of
successive elements of the roof progresses.
➢ Install the first run of Riverclack® clips on the support elements by using a plumb line.
If the sheets are not extremely long, the sheet itself can be used to get the alignment.
In case of use of templates for the clips’ positioning, the clip alignment admitted
tolerance is ±1 mm
➢ Ensure that the profile is correctly located in the clip and push the polyamide bracket
at the required position.
➢ Push carefully on the top until the sheet locks into the clip. You will hear or feel a click
sound signifying the system is locked in the bracket.
➢ Screw the bracket to the spacer support. Ensure that the base of the bracket is
seated flat to the top of the spacer. Repeat this procedure throughout the length of

the panel.
➢ Once the sheet is completely secure to the first run of clips, insert by hand the
second run of clips to the free side of the sheet.
➢ Screw the brackets to the spacer support. Repeat this procedure throughout the
length of the panel. The first sheet is now installed.
➢ Take the second sheet and place the overlap side of the next sheet into the clip.
Push the Riverclack® down until the sheet locks into the clip.
➢ Tread gently on the top of the profile, ensure that the cover locks into the gutter side
of the first sheet by pushing in gently. You should hear or feel a click sound signifying
the system is fully locked into the bracket and the first sheet.
➢ Repeat the same procedure for the first and second sheet as the work progresses.
➢ Ensure during roof traffic that screws or any other object are always removed. Do not
allow sharp edge materials or small solid materials lying on top of the Riverclack®
sheets as they may cause punctures or deformations.
➢ Cut to shape the ends of Riverclack® as per approved drawings. Using the folding
tool provided, bend the sheet upwards on the ridge side.
➢ After completion, clean the whole area
➢ Final checking of Riverclack installation should be done by the inspection request
from the contractor. The contractor must submit the inspection request to the
concerned engineer before starting the next activity.
4.2.9 Flashing installation:
➢ Install the required brackets as per approved detail drawings.
➢ For the ridge and eaves, ensure that ends of the profile are being folded properly. All
ridge ends shall be bent upwards. All eave ends shall be bent downwards.
➢ Install notched flashings as required.
➢ Install appropriate filler block as required.
➢ Install the required fixing brackets.
➢ Prior to closure of the joint, request for visual inspection of the prepared joint.
➢ Install required flashings as per approved detail drawings.
➢ All flashings shall be joined using 100mm overlap.
➢ To lap joints, apply a single line of approved silicone sealant and cover with the other
flashing. Ensure that excess silicone coming out of the joint shall be removed and
wipe immediately.

➢ On roof flashing (capping), stitch the joint with approved bulb-tie or closed rivets as
per the approved drawing details. • On wall flashings, stitch the joint with approved
rivets as per drawing details.
➢ All installed cap flashings and counter flashings must have the proper drainage
slopes as per drawing details.
➢ Final checking of flashing installation should be done by the inspection request from
the contractor. The contractor must submit the inspection request to the concerned
engineer before starting the next activity.

4.2.10 TESTING Roof/Wall Leak Test


• Riverclack® roof is unique in its design features. It is gasket-free and fitted with
drainage flute. It does not require water or leak testing per se, however other areas
such as flashings at ridges, walls and gables and gutters have to be tested.
• Water test is conducted to ensure and prove the tightness of the joints and
ensure no leaks.
• Before testing, the roof is to be cleaned and clear of construction debris for
inspection by the authority having jurisdiction.
• Gutters have to be plugged at the downspouts.
• Using a hose with water, spray the area simulating a raining condition on the
roof, wall and the flashing joints.
• Testing hold time shall be 30 minutes minimum for the roof.
• Testing hold time for the gutter shall be 24 hours. The water level
shall be monitored.
• Mark the water level with marker pen on the inside of the gutter witnessed by QC
Inspector.
• After successful inspection and test witnessed by the authority having jurisdiction,
document the test being done, test certificate shall be signed by the inspecting party
and keep record on project file.

4.2.11 Acceptance standard


• No measurable leakage shall be allowed.
• There shall be no visible leak from any joints or parts of the system or
under the roof and or the walls.

• In case of leakage, the source of leak shall be investigated and the


defective part of the work is to be rectified and corrected. The above
procedure for the test is to be repeated for acceptance and satisfaction of
the consultant/quality team.

4. 2.12 Completion of Test


• After acceptance of the test, water shall be completely drained from the system.

6.0 INFORMATION, INSTRUCTION AND TRAINING

6.1 TRAINING requirement (matrix)


• FHJV / its subcontractor will ensure that all the personnel involved in carrying out the
works will:
• be given a safety induction prior to starting the site activities;
• Proper tool box talk with quality induction will be given to the site team
• operate safely the formwork & false work

All Supervisors are responsible for putting the workforce to work. They must ensure there is a ‘Safe
Place of Work’ for the workforce and that the workforce adopts ‘Safe Systems of Work’ utilizing safely
maintained plant and equipment.

The Supervisor is responsible for undertaking a Job Safety Analysis (JSA) to identify any site /
location specific Hazards and Risk that may exist, and determine what additional precautions are
required prior to the workforce commencing work.

6.2 SUPERVISION

• Under no circumstance shall operatives be put at risk. Supervision must intervene wherever
the work place becomes unsafe and or wherever they witness unsafe acts / conditions.
Wherever operatives work in an unsafe manner and display unsafe Behavior. The Supervisor
must suspend the work and immediately inform FSA HSE personnel who will implement the
FSA Unsafe Behavior process. Refer to section 21 ‘Unsafe Behavior’.

6.3 SPECIALIST TRAINING & CERTIFICATION


• Wherever Competency Certificates are required e.g., 3rd Party, for skilled operatives, these will
be provided by the Project Manager / HSE Officer for inspection prior to undertaking any work
to which this Method Statement relates. Copies of Competence Certification will be available
on site at all times readily available for inspection / audit within the FSA HSE Officers Site
Safety Pack.
The FSA HSE Team will carry out regular checking to ensure Competency Certification is up
to date and where relevant located within Plant & Equipment and held by the operate

6.4 AWARENESS TRAINING BRIEFING TO BE GIVEN GENERAL INSTRUCTION

• All Personnel on site will attend HSE Induction Training provided by FSA resident HSE
Personnel.
• Briefing records will be held on site in the Site Safety Pack readily available for inspection /
audit.
• All Personnel involved in the work activities to which this Method Statement relates shall be
provided with a briefing on the key elements of this Method Statement; In particular;
hazards, associated risks and control measures to adopt before any work activities are
allowed to begin. A copy of the Briefing Register is contained in Appendix D.
• In addition, prior to work commencing the FSA Site Supervisor will undertake a Job Safety
Analysis (JSA) at the location of the to identify any specific hazards and risks at the
immediate work location. Once this is done, he must determine any additional control
measures and brief the work force on the JSA requirements, Appendix B refers.

6.5 MONITORING
• Ensuring HSE compliance on site, rest firstly and firmly with FSA Supervision. They will
ensure that the work force is well briefed, comply with the Method Statement requirements,

general HSE requirements of the site and best practice. A key role of the FSA Supervisor is
NOT to condone unsafe practices or allow an unsafe place of work to develop. The FSA
Supervisor MUST intervenes on every occasion that this becomes evident. ‘Unsafe
Behavior’ will be dealt with by disciplinary action – refer to Appendix F.

• FSA HSE Management and Officers will carry out daily observations of the site and complete a
Daily SOR – Site Observation Report. FSA HSE will intervene on every occasion to ensure
compliance.
• Where there is imminent danger from equipment damage or personal injury, FSA will intervene
– STOP work, undertake the required remedial action and complete an FSA ‘Unsafe Act /
Condition Report’

• All Reports will be shared with the client, and will form the basis of FSAs Monthly HSE
Performance Report.

7.0 CONTROL MEASURES TO BE USED:


7.1 PERMITS TO WORK
The Following Permits will be required as part of the activities to which this Method Statement
relates.

• Temporary Traffic Management Plan (TTMP)

• All Permits will be issued / received and cancelled by PTW Issuer / authorized personnel. All
Operatives will be briefed on the requirements of Permits by the Supervision in direct control of
the work activities to which they relate.

• No work shall commence until al control measures are in place and checked by FSA
Supervision. A fully competent FSA HSE Team will monitor the implementation of these
requirements. Lifting Permits will only be issue following the submission of a comprehensive
Lifting Plan completed by a competent Rigger 1, 2, 3 dependents upon the weight and
complexity of the lift.
A copy of all Lifting Plans must accompany this activity on site if required.

7.2 ACCESS / EGRESS (MEANS OF ACCESS TO & FROM THE PLACE OF WORK)

• Safe access and egress shall be maintained at all times during the work activities. Particular
attention shall be paid to Emergency Routes and material lay down areas. Materials are
prohibited to be stored on defined access / egress routes. Where this is not possible prior
approval must be sought and given from the client, and alternative access / egress provided.

7.3 PERSONAL PROTECTIVE EQUIPMENT REQUIREMENT (PPE): -

• All FH JV operatives whilst on site in PPE designated zones will wear at all times without
exception: • Hard Hat • Safety Footwear • Hi-visibility Vest. This equipment shall be to FSA
standards and are incompliance with International / European standards. Additional task
specific PPE that is required for these operations are as follows: TYPE PURPOSE /
PROTECTION Long Gum Boots Foot Protection while concrete works Gloves Hands
Protection while concrete works Goggles Eyes Protection while concrete works Please note
that all operatives will be provided with a briefing on the correct use and maintenance of
mandatory PPE at the project Induction Training Course. Were specialist PPE is required for
the task, operatives will be provided with specialist training accordingly and training
certification shall be provided by the supervisor upon request prior to commencement of
works. A pre-use inspection must be undertaken for all PPE prior to use. Operatives must not
use defective equipment and must report the defect immediately to the FSA HSE Officer.

7.6 LIGHTING
• Prior to commencement of the work, FSA will ensure that there is adequate access lighting to
the work location. Where there is a lack of communal access lighting, FSA will bring this to the
attention of the client for rectification prior to commencement.
• Where additional access lighting is required locally to our operations this will be supplied by
FSA.
• Specific Task lighting will be provided by FSA at the point of the activities to ensure adequate
illumination.
• Please note that this will be increased as necessary for night works.
• FSA shall not utilize move or remove communal access lighting and use it as task lighting.
This is strictly forbidden.

7.8 SPECIAL CONTROL MEASURES


• Task Risk Assessment shall be carried for all critical activities. Risk Assessment
to address all the hazards and how to mitigate it.
• Tool Box Talks will be carried out daily before start of work to illustrate the risk &
control measure should take in consideration during the work.
• Before the start of work, all activities should be planned & safe working method
should be defined.
• Continuous supervision & consultation by Safety Personnel & Construction
Engineer in- charge should be available all the erection time.
• Prior to commence of any activities, related work permits shall be obtained from
Contractor.
• All works to comply with relevant Health Safety and Environment requirements
and project safety requirements.
• All personnel shall adhere to all relevant procedures set out in the Client HSE
requirements.
• All accidents will be reported immediately to the Site Engineer/site representative
and then as soon as possible to Senior Project Manager and/or appointed Health
and Safety Officer. First aid treatment to be provided by the site’s trained First
Aider.
• Tool Box Talks will be carried out daily before start of work and shall be activity
specific.
• Dedicated vehicles will be assigned as means of transportation for all workers.

• All personnel must wear the minimum mandatory personal protective equipment
(PPE) needed for general types of work such as: hard hats, safety glasses, hand
gloves and safety shoes, in addition to those specified for specific tasks.
• Provide medicine cabinet and first aid attendant at the workshop.
• Emergency contact numbers and procedures must be posted all over the Workshop.
• A clear Emergency Evacuation Plan, as well as workshop Layout Plan must be
posted accordingly at the Workshop.
• Proper waste disposal in addition to good housekeeping must be implemented at all
times.
• Follow safety precautions when doing excavation works.

• All necessary precaution shall be taken on site during execution and monitored
by safety officer with the necessary PPE.
• A detailed Risk assessment for the activity will be carried out with proper control
measures implemented
• Safe access/egress to the area of work will be provided
• No improvised tools to be use at site.
• A copy of each material MSDS (especially chemical material) must be kept at the
worksite in a location that is readily accessible by the workers, ensure all labor
must follow all precautions and directives specified in it.
• All plant and equipment operators will be competent and non-operators will be kept
away from moving plant. Plant and equipment will be equipped with upper light
alarms; other safety provisions will be inspected by competent persons on regular
basis.
• Fire extinguisher powder type is provided for each team during execution.
• A first aid box is provided on site to cover the requirement in case of emergency.
• Precaution and interdiction signs shall be provided as needed.
• All necessary PPE's will be worn at all times during the execution of work, in full
compliance with the approved HSE plan requirements.
• Environmental protection has been a consideration throughout the design of the
proposed system.

8.0 EMERGENCY ARRANGEMENTS


Emergency arrangements will be implemented by FH-JV in the event of:
• Fire
• Flood
• Injury to personnel
• Damage to plant / equipment and property
• Near Miss
• Dangerous Occurrence - or similar emergencies

On site for the duration of the work will be FSA HSE Officers and Site Supervision who are
trained ‘First Responders for the purposes of Fire and First Aid and dealing with general
emergency situations. Their contact details are provided below and are posted at the worksite
for the duration of the works. In the event of requiring Ambulance Fire or the Police, the First
Responders shall obtain this assistance.
The First Responders are also trained in engaging with the site security for the purposes of

• The First Responder will immediately inform the client of any undesired event on site
in line with FH JV approved reporting procedures. All necessary Investigations and
reporting (post event) shall be undertaken by FH-JV and were required with the
client.

8.2 HEALTH, SAFETY AND ENVIRONMENTAL ISSUES


Carry out HSE Risk Assessment using the template included in the HSE Plan
covering all specific health, safety and environmental risks associated with the
specific work activities. All activities undertaken within this method statement will be
done in accordance with the Main Contractor HSE Plan and all associated SWP’s.
Below mentioned are a summary of safety measures which has to be taken during
the installation at site.
• Skilled laborer’s must be provided with all safety requirements such as safety
harness, safety helmet, overalls, safety shoes, goggles, gloves, vest etc
• Safety precautions shall be taken into considerations while working at height.
Every labor should be provided with the full safety harness so as to avoid any injury
or any mishaps happening.
• Proper light must be available while working a night.
• For thermal insulation, if sheets require cutting at site, it will be done using a flat
edge knife to avoid any dust while cutting the sheets. This is to avoid any respiratory
problem for the workers at site.
• Workers will be provided with the special overall to perform thermal insulation
installation to avoid any skin problems
• Equipment will be inspected prior to mobilization to site, and shall hold valid
insurance certificates, as well as certified/competent equipment operators
• The equipment shall comply with Employer’s requirements.
• Specifications for equipment detail will be conducted by Third Party Inspector
before commencement of the work.

9.0 ENVIRONMENTAL MANAGEMENT SYSTEM
