1. SCOPE:
This specification outlines requirements for dead front panel boards incorporating
switches, circuit breakers, panel meters and protective devices of number, rating and
type designated for installation on offshore platforms. Panel boards shall be surface
mounted except where specified otherwise. All panel boards shall be rated for the
intended voltage and in accordance with the standards applicable.
2.1. Design and construction of distribution panels shall be in accordance with good
engineering practice and in compliance with the requirements of the following
Codes and Standards as applicable:
2.2. Any other equivalent Standard applicable in the country of origin may be
followed in lieu of the above with prior approval of the Company.
3. SITE CONDITIONS:
4. SCOPE OF SUPPLY:
4.1. Sheet Steel Lighting and Power Panel incorporating Circuit breakers, panel
meters and indicating lamps.
4.2. Nickel/Chromium plated double compression type brass cable glands and
tinned copper lugs, as required.
5. TECHNICAL REQUIREMENTS:
5.1. Interiors:
5.1.1. All interiors shall be completely factory assembled with switching and
protective devices, wire connectors, etc. All wire connectors, except
screw terminals, shall be of the anti-turn solder less type and shall be
suitable for copper wire of the sizes indicated.
5.1.2. Interiors shall be so designed that switching and protective devices can
be replaced without disturbing adjacent units and without removing the
main bus connectors. It shall be possible to change circuits without
machining, drilling or tapping.
5.1.3. Branch circuits shall be arranged using double row construction except
when narrow column panels are indicated. Branch circuits shall be
numbered by the vendor.
5.1.4. Nameplates, as required, shall be permanently attached and have
engraved 3-ply two colours white -black-white with characters being
minimum 5mm high.
5.1.5. Bus bars for the mains shall be of copper sized in accordance with the
relevant standards. Unless otherwise specified, full size neutral bars shall
be included. Bus bar taps for panels with single pole branches shall be
arranged for sequence phasing of the branch circuit devices.
5.1.6. Busbars shall be properly insulated and supported to conform to industry
standard practice governing short circuit stresses in panel boards.
5.1.7. Phase busbars shall have uniform dimensions without reduction. Cross
connectors shall be of copper.
5.1.8. Neutral bus shall have uniform dimension same as phase busbars.
Suitable tappings shall be provided for each outgoing feeder.
5.1.9. An Earth bus shall be provided and the earth bus shall have a suitable lug
for each outgoing feeder. Each panel shall have at least 20% spare
feeders.
5.1.10. Ammeters of appropriate rating, size and type alongwith CTs, wherever
necessary, alongwith ON/OFF indicating lamps shall be provided on the
front door of the distribution panel.
5.2. Box:
5.2.1. Boxes made from electrogalvanised sheet steel (Min. 14 SWG) shall be
painted as per general spec. No. 2005 'protective Coating’. They shall
have multiple knockouts except where specified otherwise. Gland plates
shall be provided on top/bottom of panels. Boxes shall be of sufficient
5.3. Trim:
5.3.1. Hinged doors covering all switching device handles shall be included in
all panel trims, except that panel boards having individual metal clad
externally operable dead-front units may be supplied without such doors.
5.4.1. Each outgoing feeder shall be protected with Earth Leakage Circuit
Breaker (ELCB) combined with overcurrent and short circuit element.
Alternatively separate MCB with ELCB in series shall be provided.
Informations shall be furnished by vendor as per data sheet attached.
5.4.2. Incoming switch/circuit breaker shall have facility to isolate all three
phases and neutral (4 pole).
Nameplates for each switching device and a directory frame with cards (with
transparent cover) shall be provided.
5.6. Arrangement:
5.6.1. Material:
5.6.2. Manufacture:
Company or its designated inspectors shall have the right to enter the plant and
inspect the units at any time during fabrication.
6.1. Inspection and testing shall include but not limited to the following:
6.1.1. Verify that component qualities and descriptions are compatible with the
Specification requirements. The construction shall comply with
drawings and specifications.
6.1.2. Checking for proper voltage, phase and frequency ratings.
6.1.3. Applying voltage and testing the functional operation for all
components. This shall include operational check of all circuit breakers.
6.1.4. Verifying that grounding points are installed properly.
6.1.5. Maintaining, completing and forwarding the test report to the Company.
7. SPARES:
7.1. Vendor shall provide spare parts needed for start-up. In addition, vendor shall
furnish a separate priced list of recommended spares for two (2) years of
normal operation and maintenance. Recommended spares shall take into
account the related factors of equipment/system reliability, effect of system
downtime upon production, safety, cost of parts and availability of equipment
service facilities.
7.2. All spares furnished by vendor shall be wrapped and packed so that they will be
preserved in original as new condition under the normal conditions of storage
prevailing in India and shall be properly tagged and coded to facilitate future
identification. They shall be packaged separately, clearly marked as "Spare
Parts" and shipped along with the main equipment. Packing lists shall be
furnished so that parts can be handled without uncrating, if required.
