SCOPE OF WORK
Note: All efforts have been made to define the Scope of Work for the
successful bidder in this document in respect of tendered work. However,
defined Scope of Work specified in this document is indicative only but not
limited to. All works, which are required to successfully design, construct, and
handover the complete MEA HOUSING COMPLEX to client, even if they are not
specified in this document comes under the Scope of Work for the successful
bidder. All the bidders are encouraged to send their queries seeking their
clarifications, if any in this respect within the stipulated time. It may be noted
that no extra payment, whatsoever will be admissible to the successful bidder
on account of merely non mentioning of any work / component / equipment /
scheme in this document which is otherwise required / necessary for
successful completion of work as per standard engineering practice/s.
The scope of work for E.P.C. Contract shall include (but not limited to) the following
works. Scope of work in brief for a glance is as below:
1. EPC contract shall include Architectural Planning, Concept Design, Soil
investigation and Survey, Site Clearance, Tree Cutting & Transplantation -
maintenance of transplanted trees till work completion, Design of Structure
and MEP services including allied works, Vetting of structural design from IIT,
obtaining all statutory approvals (Pre construction, During construction, Post
construction) from Local Authorities / Body including services, preparing
submission and execution drawings, getting approval from NBCC, material/
equipment supply, Construction and Commissioning of the project.
2. The contractor’s quoted rates are deemed to include everything from the
award of work up to & including handing over of completed project, defect
liability period. The EPC Contractor is required to connect all the external
services like Water Supply, Sewerage, Drainage, Electric Supply, LAN/WAN,
Broadband/Internet lease line, Telephone Lines, Gas Pipeline etc. to the main
lines of the authorities/service providers which shall be integral part of his
scope of work and deemed to be included in his quoted price. All municipal &
mandatory approvals required for occupation and completion of the project
shall be obtained by the Contractor.
The lifts shall have glass doors specifications as per fire norms. The interior
finishes shall be in accordance with the finishing schedule/pictures provided.
The fire Lifts shall be stretcher size compliant.
The contractor shall ensure that before ordering the lifts, the weight of the
finishing materials of the floors, walls and ceiling are taken into consideration
so that the capacity of the lifts isn’t affected. The contractor needs to ensure
that all cosmetic changes on the walls, ceiling and floor of the lifts are in
accordance with the Lift Manufacturer’s guidelines so that there is no
discrepancy in the future regarding maintenance and warranties.
15. Providing and Fixing Retractable Mosquito Prevention Mesh Nets in all
outdoor areas like sliding doors, balconies, etc., as per instruction of EIC.
16. Providing and Fixing of Ceiling mounted Retractable Cloth Drying racks in
service balconies or as specified by EIC.
22. Providing and Fixing External surfaces finished with Texture paint finish. This
stone texture coating ceramic stone finish, consisting of water based Natural
fine ceramic stone material which is highly abrasion & scratch resistant, with 6
coat system & PU Based clear topcoat which shall be highly water repellent,
anti-algae & anti-fungal in nature. The coating shall also cover hairline cracks
with application method which includes Surface Preparation, 2 coats of two
component silicate-based primer (a two-component silicate-based inorganic
polymer undercoat), Making groove, 2 coats of Fine Ceramic Stone finish (wet
on wet) & 2 coats of PU based clear topcoat (Turpen based, mild solvent,
super-dirt resistant NAD type two pack polyurethane clear topcoat) complete
at all heights. This work shall be executed by a Company
authorized/Trained/Recommended system integrator/installer or as decided
by the Engineer-in-charge.
23. Providing and Fixing 40mm thick Shot Blasted Gwalior Mint Sand Stone
Cladding upto a height of 7.5Metres and areas specified in drawings and
instructions as per EIC/ MEA/ NBCC.
• Total Plot Energy Consumption with Energy Management System along with
hardware and software.
• HVAC System Complete Control & Management.
• Lifts / Elevators / Escalators.
• Electrical Switchgear, Substations & DG Sets.
• Pumps & Motors for Domestic & Fire Water Supply System.
• Sewerage Treatment Plant & Water Treatment Plant.
• Basements Mechanical Ventilation System.
• Other systems such as UPS, Fire Alarm, Plumbing System etc, as directed by
EIC.
• All systems / sub-systems to be proposed in this work shall be BMS
compatible.
Above BMS System should include all requisite field devices / controllers, wiring,
equipments, computers with display screens, software licences, communication /
compatibility devices if needed etc., complete in all respects as per EIC instructions.
Its contractor’s responsibility to supply such building systems and sub-systems,
which could be readily integrable with BMS System, as above.
27. Design, Supply and Construction, Testing, Commissioning and Handing over
of Basement Ventilation, Smoke Extraction per DBR, scope of work, approved
architectural drawings, specifications, good for construction drawings & shop
drawings complete in all respects as per EIC instructions. The contractor
needs to work on the drawings approved by the Delhi Fire Service (DFS).
28. Design, Supply and Construction, Testing, Commissioning and Handing over
of Electric Geysers of approved capacity for G+9 store Residential Building
29. Design, Supply and Construction, Testing, Commissioning and Handing over
of hydro-pneumatic water supply system (along with piping) consisting of
minimum 3 nos pumps (2 working+1 stand by) i/c microprocessor-based
control panel and VFD complete as required. having minimum capacity of
350litres per minute or the capacity approved by EIC as per DBR, scope of
work, approved architectural drawings, specifications, good for construction
drawings & shop drawings complete in all respects as per EIC instructions.
Above system shall be provided for basements, G+9 Residential Building
Block, any other area, as directed by EIC.
30. Design, Supply and Construction, Testing, Commissioning and Handing over
of Sewerage Treatment Plant with requisite civil structures / work having
minimum capacity of 75 KLD or the capacity approved by EIC as per DBR,
scope of work, approved architectural drawings, specifications, good for
construction drawings & shop drawings complete in all respects as per EIC
instructions.
31. Design, Supply and Construction, Testing, Commissioning and Handing over
of Rain Water Harvesting System with requisite civil structures / work at
minimum three locations within the plot area or at the locations finalized by
EIC as per DBR, scope of work, approved architectural drawings,
specifications, good for construction drawings & shop drawings complete in all
respects including compliance letter /certificate from DJB/CGWA as per EIC
instructions.
34. Design, Supply, Testing and Commissioning of Exterior and Façade lights
with daylight sensors and astronomical timers. The lighting automation shall
be controlled by a DMX controller. The scope includes all necessary
equipment such as drivers, cables, connectors etc. The contractor needs to
submit a Lighting Layout Proposal along with Simulations and Renders for
approval by EIC/ MEA before commencement of works.
38. Design, Supply and Construction, Testing, Commissioning and Handing over
of (a) Automated Entry / Exit System for Men & Materials and (b) Automated
allocation of Car Parking System complete in all respects as per the scheme
approved by MEA / EIC.
39. SITC of Minimum 4no’s of DC Fast charging equipment (60 KW) as per
technical specification for EV charging. The same needs to be approved by
the Electric power supplier of the area.
40. Design, Supply, Testing and commissioning of fully equipped Stainless Steel
kitchen inclusive of all appliances, refrigeration, cold storage, grease traps,
exhaust hoods, scrubbers and all necessary equipment to cook food for
running a Cafeteria of 100 covers.
41. Design, Supply, Testing and commissioning of fully equipped stainless steel
pantry to be used for heating and catering food to halls. The Pantry shall
include all necessary equipment like refrigeration, grease traps, exhaust hoods
and all necessary items to cater 100 covers.
63. Internet / Broadband connection including laying of fibre optical line, Server,
Wifi over entire campus with minimum download speed of 50 MBPS all over
the complex at any given time and test reports / certificates to this extent shall
be provided.
64. Customized Cable Trays & Race Ways including cable managers and pop-up
boxes.
65. Signage Systems for entire Building Complex, Building, Basements, Roads
etc.,
66. All Horticulture Works for entire campus as per approved scheme.
67. Glass Mosaic Tiles work, Artwork& Murals for entire complex as per approved
scheme, DBR & Specifications. The EPC Contractor needs to make an Art
Master Plan and get it approved by the EIC/ MEA before commencement of
works.
68. Site Development & Landscape (including landscaped roads, dustbins,
Sculptures, water fountain, fire tender path, Paths, Streets feature & furniture)
for entire campus as per approved scheme.
69. Epoxy coated floor in Driveway & parking bays (Over Trimix base) defining
the traffic route clearly with entry and exit signage. Provide all directional
signage and column will be finished epoxy up to full height in both the
basement.
70. Sub-Meters shall be provided in all quarters / flats and public areas measuring
consumption of electricity units as per EIC directions. The submeters shall be
in compliance with the local body regulations and guidelines.
71. PoE (Power on Ethernet) Lighting System for Basements. The scope under
this work covers the Design, built, Supply Installation, testing and
commissioning of LED Light, Lighting automation and Energy Management
for basements area through Power over Ethernet. Which includes, but not
limited to, the following.
• Lighting/Illumination design for parking area as per the NBC 2016/SP72.
• Lux level design, selection of LED fixtures to work on Power over Ethernet, as
per the technical specification.
• Lighting Management System through PoE as per the technical specifications,
DBR etc.,
72. Providing, Designing and Fixing of Powder Coated Aluminum Louvres and
GFRC Jaali Works for screening of service areas, shafts and other areas as
per instructions of EIC/ Client. The contractor needs to get the colour, design
and material approved from EIC/ Client before commencement of works.
73. The project is to be built fully compliant to minimum GRIHA 4 star norms for
the entire scope in this contract & contractor shall obtain GRIHA certification
to this extent.
74. All signage’s will be LED lighted as per concept drawings / as per direction of
Engineer-In-Charge.
75. All external electrical light poles and other electrical equipment in external
façade/landscaping will be powered by electricity as well as with the solar
power.
76. All statutory / municipal approvals during / pre and post construction stages
are to be obtained by the bidder. The statutory fee for such approvals shall be
reimbursed by the NBCC/Employer.
78. The area statement given is indicative in nature. The works is to be completed
as per concept design, NBCC/Client requirements, drawings, scope of work,
finishing schedule and prevalent codes, NBC 2016, statutory requirement
guidelines etc.
81. Formwork for all RCC works should be of MIVAN Shuttering for RCC
Structure as per instructions of EIC.
82. All columns/wall corners in the parking area should have approved
rubber/PVC corner protection.
83. All Hand Rails & Guard Rails shall be of SS 304 grade including their
accessories at all staircases as applicable shall be modular, i.e. factory made
of approved design.
84. Entry point/exit point should have boom barriers with RFID facility as well as
PVC speed breakers as required.
85. Parking shall be provided as per NBC 2016/UBBL 2016 DELHI or prevalent
statutory requirements.
86. The scope of work also includes providing mock up/ sample of 3 Sample flat
(Type 6, Type 4 and Transit) Including Lifts, Lift Lobby and Staircase. Mock-
up shall include all internal finishing’s including door windows, glass, flooring,
hardware, electrical and sanitary wares, cabinets, cup boards, furniture,
CCTV, Telephone, Audio Video System all complete etc. as directed by EIC.
The contractor shall also make a fully furnished 3 Sample Flats (Type 4, Type
6 and Transit) before commencement of Interior Works with furniture,
87. The facility at each floor as shown may interchange/may add/may delete
within building envelope as conceptualized. The internal partition and allied
services may also change as per functional need and requirement of the
client/ NBCC etc. Nothing extra shall be payable on this account to contractor.
88. All lifts to be fitted with CCTV Cameras, BMS integrated including intercom
facility, connecting with central control room for 2-way communication.
90. All IBMS / security services are to be controlled through Command centre
which is to be established by bidder as per location in concept drawing with
minimum 4 No.’s 55 inch LED screens and other monitors and equipments
with minimum one month digital data storage. The command centre should be
finished as per requirement with furniture, HVAC, lighting, storage space,
telephone, wifi etc.
92. Preparation of Detail design and drawings (architectural, structural & services)
based on DBR shall be done by the contractor.
93. Preparation of Shop drawings and its approval from NBCC shall be done by
the contractor.
94. The E.P.C. contractor shall bear the complete responsibility and cost for the
surveys; investigation studies; design development of the employers design/
performance criteria up to detail design level, Engineering (including all
specialised engineering requirements mentioned in the contract or needed for
the successful completion and handover of the project); Manufacture,
Delivery, Construction, Erection and Installation, Testing, Commissioning,
Handing Over and provision of required warranties of the entire facility to the
satisfaction of EIC.
96. It is re-emphasized that the employer expects the EPC Contractor to comply
with all municipal regulations, environmental regulations, health and safety
regulations and comply with all the requirements spelled out in this regard in
the contract. Where there is a difference between the employer’s
requirements and regulatory requirements the more stringent provision shall
prevail. It is assumed the EPC Contractor has completed his due diligence on
this prior to filling the tender and no change in cost shall be considered for
this.
97. The Transit Quarters (18nos.) shall be fully furnished and ready to move in.
The contractor needs to ensure all works including finishing, appliances,
equipment and all necessary items as mentioned in the DBR, Drawings,
Technical Specifications or as specified by EIC/ MEA are fulfilled.
98. The EPC Contractor shall follow all best practices, codes, standards and
adhere to specifications and shall meet or exceed performance requests as
spelled out in this contract.
99. The EPC Contractor shall engage reputed Architect, Interior Designer,
Experienced Interior Works Executing Agency etc., or any such specialized
agency / agency as instructed by EIC/ MEA for proper works execution,
complete in all respects as per EIC’s instructions.
100. The EPC Contractor shall carry out the procurement of all the materials,
equipments, Installations, accessories as may required for work completion
and Installation & Commissioning of work for the project. No
material/equipment shall be procured without approval /sample approval from
EIC.
101. The EPC Contractor shall undertake the construction of the project in
accordance with the Employer approved Design Development Documents.
102. The scope of the execution work shall be in accordance with the design
development documents, as prepared by the EPC Contractor and approved
by the EIC, inclusive of, but not limited to, civil and structural works,
architectural works, hard and soft landscaping works, signage works, all
building work associated with MEP, Fire Protection, Lifts, Special Systems, LV
and ELV Systems, and all associated works for the Project, as further
described herein and as per the Works Requirements. The work is inclusive of
all coordination with other contractors and consultants working on the Project.
Specific requirements are elaborated below.
105. Contractor shall ensure proper acoustic treatment of Halls, Gymnasium and
sports areas by the use of acoustic paneling design of which shall be
approved by EIC/ MEA.
106. The contractor shall ensure that the building being constructed has a
serviceability life of more than 70 years.
The above scope of work is indicative but not exhaustive. However, contractor is
required to execute all the items of work as per EIC instructions, Scope of work,
Design Basis Reports (DBR)/specifications, Technical Specifications, SCC,
Drawings, Approved Makes etc. to make the buildings & complex fit for its intended
purpose without any additional cost.

The above list is indicative only. The EPC contractor has to provide all the necessary
electrical appliances required to maintain the kitchen as fully functional as per
direction of EIC. Nothing shall be paid extra on this account.
GRIHA COMPLIANCES
1 GRIHA Checklist
The GRIHA checklist below is indicative of the target points that can be
attempted as per the design parameters and site conditions. The
contractor shall endeavor to increase the number of targeted points or at
the very least comply with the targeted points as per the table below. The
contractor shall ensure that all mandatory criterions for GRIHA
certification shall be fulfilled as per the requirements. Itis to be noted that
mandatory criterions in GRIHA have no points assigned to them and
have to be compliant in order to gain GRIHA certification.

6.1 Scope of Work
The project is aiming for a GRIHA 4-star certification minimum, the
contractor is required to get the project registered, coordinate with
GRIHA for all certification related documentation and facilitation during
construction audits and workshops. The contractor shall appoint/engage
consultant/consultancies to provide technical guidance and supervise the
work, pertaining to the criterion related to the execution of work, so that it
finally achieves the targeted GRIHA rating.
The GRIHA requirements given here under are broad guidelines and
additional requirements if any, as per GRIHA requirements shall be
adhered to by the contractor. Layouts of the projects provided may not
indicate the requirements given below, the contractor shall ensure that
all requirements are met to gain a GRIHA4starratingattheveryleast.

4.2.1 Fenestration
4.2.1.1 U factors
Shall be determined for the overall fenestration product (including sash and
frame) in accordance with ISO-15099
4.2.1.2 Solar heat gain coefficient (SHGC)
Shall be determined for the overall fenestration product (including sash and
frame) in accordance with ISO-15099. Exception:
• SHGC of the glass alone is an acceptable alternative.
• Centre of glass Shading Coefficient (SC) x0.86 is an acceptable
alternative
4.2.1.3 Air Leakage
Shall not exceed 5.0l/s-m2 for glazed swinging entrance doors and revolving
doors. Shall not exceed 2.0 l/s-m2 for other fenestration and doors
4.2.2 Opaque Construction
U factors Shall be determined from default tables in AppendixC$11 or data or
procedures contained in the ASHRAE Fundamentals, 2005.
4.2.3 Building Envelope Sealing
In the above table, ignore the values for centrifugal Chillers. Instead, use the
following:
• COP5&IPLV5.5 for Centrifugal water cooled Chillers ≤530kW (≤150tons)
• COP5.55&IPLV5.9 for Centrifugal water cooled Chillers
≥530kWand<1050kW(≥150tons and<300 tons )
• COP6.1&IPLV6.4 for Centrifugal water cooled Chillers
≥1,050kW(≥300tons)
5.2.3 Controls
5.2.5.1 General
Construction documents shall require that all HVAC systems be balanced in
accordance with generally accepted engineering standards.
Construction documents shall require that a written balance report be provided
to the owner or the design at ed representative of the building owner for HVAC
systems serving zones with a total
Conditioned area exceeding 500m2(5,000ft2).
5.2.5.1. Air Systems Balancing

Air systems shall be balanced in a manner to minimize throttling losses. Then,
for fans greater than 0.75 KW
(1.0HP), fans must then be adjusted to meet design flow conditions.
Hydraulic Systems Balancing
Care shall be exercised in locating the condensers in such a manner that the
heat sink is free of interference from heat discharge by devices located in
adjoining spaces and also does not interfere with such other systems installed
nearby.
5.2.6.2 Treated Water for Condensers
All high-rise buildings using centralized cooling water system shall use soft water
for the condenser and chilled water system.
6.2.1 Solar Water Heating
Residential facilities, hotels and hospitals with a centralized system shall have
solar water heating for
At least 1/5 of the design capacity.
Exception: Systems that use heat recovery for at least 1/5of the design
capacity.
6.2.2 Equipment Efficiency
Solar water heater shall meet the performance/ minimum efficiency level
mentioned in IS13129 Part (1&2)
Gas Instantaneous Water heaters shall meet the performance/ minimum
efficiency level mentioned inIS15558 with above 80% thermal efficiency.
Electric water heater shall meet the performance/ minimum efficiency level
mentioned in IS2082.
6.2.3 Supplementary Water Heating System
Supplemental Water Heating System shall be designed to maximize efficiency
and shall incorporate and prioritize
The following design features as shown:
a) Maximum heat recovery from hot discharge system like condensers of air
conditioning units
b) Use of gas fire d heaters wherever gas is available
c) Electric heater as last resort

6.5.11 Meet the minimum requirements of ASHRAE Standard 62.1–
2010, Sections 4–7, Ventilation for Acceptable Indoor Air
Quality(with errata),or a NBC for quantity of fresh air

1. GENERAL REQUIREMENTS
Contract Requirements
approved by the EIC that appear on the construction documents that do not
materially affect the design intent shall not be considered as a basis for
additional compensation. Such determinations shall be made by the EIC.
9. The scope of the Work includes, without limitation, all engineering, labour,
supervision, material, tools, equipment and other services necessary for the
installation, testing and commissioning of all Works , imparting training to
operating staff under the Contract.
10. All government fees, duties, visa charges, permits, deposits, etc., as
applicable (except for Statutory Approvals related to design and drawing) and
in compliance with the laws, regulations and codes applicable to Delhi State in
particular, and Indian/ Standards/ National Standards or Codes in general,
shall be paid by the Contractor.
11. The EPC Contractor shall include any and all sundry expenses such as
transportation, freight charges, taxes, interim storage, escalation, any special
permits required to carry out the work, related quality control, compliance to
safety requirements as called for in the Specification and in compliance with
applicable laws and regulations applicable to Delhi in particular, and Indian/
Standards/ National Standards or Codes in general.
12. The EPC Contractor is responsible for coordination with the other contractors,
not limited to those identified in these Sections, during all phases of
engineering, construction, testing, commissioning, completion and handover.
Design and Engineering Responsibility
13. The EPC Contractor shall be fully responsible for all design and engineering
for the project and submit to the EIC for review and approval, names and
credentials of their designers, including Professional Indemnity Insurance
coverage, who will perform design services on behalf of the EPC Contractor
and clearly identify the scope elements and areas covered therein. The EPC
contractor shall submit the structural design to NBCC for review & approval.
NBCC will in-turn get this structural design vetted from any IIT. Corresponding
structural design vetting charges shall be recovered from the bill/s of
contractor. The EPC Contractor shall include, as a minimum, the following
design and engineering responsibilities:
14. For all components and elements of the project for which design development
is carried out.
15. Work items and systems that are described in the specifications with
requirements to comply with certain performance parameters.
16. Secondary steel, embeds, concrete and/or rebar work necessitated to install
mechanical, electrical, curtain wall, cladding and conveying systems.
(Secondary work includes works that are not part of the structural system, but
are required for installation of other building systems).
17. Builder’s work associated with mechanical, electrical, curtain wall, cladding,
conveying systems, finishes and other building systems.
18. Any design and engineering of systems as indicated in Specification and as
noted in Drawings, to provide a complete installation.
19. All necessary design and engineering of supports for mechanical and
electrical installation, equipment and piping, including the provision of
additional bracing of structures as required in line with imposed loads.
20. Verification of specified acoustic treatments and installations including floating
floors, in close coordination with the acoustic sub-consultant.
21. All temporary facilities, equipment and installations; including any
modifications, reinforcements, supports, etc., to the permanent Works.
Work Sequence
22. The overall phasing and sequence of construction shall be agreed between
the EPC Contractor and the EIC. The Works shall be performed in
accordance with the Milestone Dates, Sectional Completion Dates, NBCC
instructions, and the Time for Completion and Schedule requirements in the
Contract Documents. the EPC Contractor shall fully acquaint itself with the
contents of this schedule and ensure compliance therewith. The EPC
Contractor shall note that the Project is based on a fast track approach to
design and construction. Its schedule of works shall be flexible enough to
accommodate the special needs arising there from. The EPC Contractor shall
allow for certain “out of sequence” work and “come-back” work that will be
necessitated on the Project. The EPC Contractor shall allow for all costs
arising out of such phasing, sequencing, out-of-sequence and come-back
work.
23. The EPC Contractor shall refer to the requirements for schedule, phasing and
completion of the Works, as detailed within this document. Other contractors
may be present on the Site and the EPC Contractor shall allow for all costs
reasonably resulting from phasing the Works around these parties.
24. The phasing and the sequencing may be changed during the course of
construction. Any such change shall be considered as a shared tool for use by
The EPC Contractor and the EIC for the benefit of the Project, with priority
given to the requirements of the Employer.
Inspection and Testing
25. The EPC Contractor shall include in its Contract Sum for all costs and time for
carrying out all tests on the Works as required by the EIC, design
development documents to be prepared by the Contractor, as approved by
the EIC.
Licenses, Permits and Approvals
26. The EPC Contractor shall obtain and renew all NOC’s (No Objection
Certificates) and all applicable approvals, permits required for construction
from various government agencies. The EPC Contractor shall coordinate with
the EIC for this requirement.
27. The EPC Contractor shall include for all governmental inspections as required
and applicable fees during the various phases of work, as per the rules,
regulations of various authorities concerned. Include for all necessary
inspections required for the operation prior to final acceptance / hand over.
28. During the construction period, the EPC Contractor shall submit to the EIC
copies of all Certificates of Approval, Permits, or Licenses obtained from
Municipality Departments and other Authorities having Jurisdiction, which are
required for the performance of the work.
29. Prior to the issuance of the Taking-Over Certificate, The EPC Contractor shall
furnish the EIC with a complete set of originals with five (5) copies of all the
above-mentioned Certificates, Licenses and Permits.
30. The requirements under this Clause include also for the provision of all
temporary facilities, utilities and the like, as appropriate; and all costs resulting
thereof shall be borne by the Contractor.
2. REGULATORY REQUIREMENTS
Building Codes
1. All references to codes, specification and standards referred to in the Concept
Design Drawings and Specification shall mean, and are intended to be, the
latest edition, amendment or revision of such reference standard in effect as
of the date of the Drawings and Specification. The EPC Contractor shall
provide a copy, on the request of the EIC, of the latest edition of all codes and
standards.
2. The Contractor’s design development documents shall be prepared in
accordance with the National Building Code of India, 2016 Edition, as
published by the Bureau of Indian Standards. Other codes, regulations and
standards may be deemed applicable to the Works by the authorities having
jurisdiction.
3. In the specifications to be prepared by The EPC Contractor during the design
development, other Codes and Standards should be prescribed, as applicable
and pertinent, for the fabrication, testing, safety, etc., for items, materials and
components in technical specifications.
4. The standards and codes, in their latest edition shall be applied to the works
covered by the Contractor’s Specification being prepared as part of the design
development. Where no such standard exists, as for example in the case of
patents or special materials, all such materials and workmanship shall be of
the best quality, and full details of the materials and any tests to which they
are subjected shall be submitted to the EIC for review.
Labour Requirements
5. The EPC Contractor shall make its own arrangements for the engagement of
all labour, local or otherwise, and, save insofar as the Contract otherwise
provides, shall be solely liable and responsible for the transport, housing,
feeding and payment thereof. Any idling of labour at the Site shall be within
the Contractor’s scope and included in the Contract Price.
6. The EPC Contractor shall, having regard to local conditions, provide on the
Site, to the satisfaction of the EIC, an adequate supply of drinking and other
water for the use of the Contractor's staff and workforce. Further, The EPC
Contractor shall comply with model rules framed by the Government or any
authority for labour welfare, protection of health, and sanitation, failing which
the Employer reserves the right to effect such arrangements at the
Contractors' risk and cost. The NBCC and the Owner shall not at any time be
liable for any such provisions and The EPC Contractor shall indemnify the
Contractor’s Personnel in this regard.
7. The EPC Contractor shall not import, sell, give, barter or otherwise dispose off
any alcoholic drinks or drugs or permit or suffer any such importation,
consumption, sale, gift, barter or disposal by the Contactor’s Personnel. The
EPC Contractor shall not give, use, barter or otherwise dispose off to any
person or persons, any arms or ammunition of any kind or permit or suffer the
same as aforesaid.
8. The EPC Contractor shall in all dealings with its labour in its employment in
connection with the Works have due regard to all recognized festivals, days of
rest and religious or other customs.
9. In the event of any outbreak of illness of an epidemic nature, The EPC
Contractor shall comply with and carry out such regulations, orders and
requirements as may be made by any local medical, sanitary and other
Government or authorities for the purpose of dealing with and overcoming the
same.
10. The EPC Contractor shall at all times take all reasonable precautions to
prevent any unlawful, riotous or disorderly conduct by or amongst the
Contractor’s Personnel and for the preservation of peace and protection of
persons and property in the neighborhood of the Works against the same.
The EPC Contractor shall maintain harmony and good industrial relations and
solve problems among the personnel employed in connection with the
performance of its obligations under the Contract and persons located on or
near the Site and with law enforcement agencies.
11. The EPC Contractor shall, at its cost, provide, equip and maintain throughout
the construction period and so far as may be necessary during the Defects
Notification Period, in a position on or near the Site approved by the
Employer, suitable and sufficient first aid facilities for the general use of the
Contractor’s Personnel.
12. The EPC Contractor shall be responsible for observance by its Personnel of
the foregoing provisions. The EPC Contractor shall ensure that its
Subcontractors also adhere to the obligations of The EPC Contractor under
the Contract and assume its liabilities under the Contract, to the extent any
portion of the Works sub contracted to them.
13. The EPC Contractor shall, in respect of labour employed by him, comply and
shall ensure compliance by its Subcontractors without limitation with the
requirements of Laws, and specifically all labour legislations in relation to the
performance of Works, such as the Apprentices Act, 1961; the Building and
other Construction Workers Welfare Cess Act, 1996; the Child Labour
Prohibition and Regulation Act, 1951; the Children (Pledging of Labour) Act,
1933; the Contract Labour (Regulation and Abolition) Act, 1970; the
Employees Provident Funds and Miscellaneous Provisions Act, 1952; the
Employees Provident Funds Scheme, 1952; the Employees State Insurance
Act, 1948; the Works Liability Act, 1938; the Equal Remuneration Act, 1976;
the Industrial disputes Act, 1947; the Industrial Employment (Standing Orders)
Act, 1946; the Inter-State Migrant Workmen (Regulation of Employment and
Conditions of Service) Act, 1979; the Labour Laws (Exemption from
Furnishing Returns and Maintaining Registers by Certain Establishments) Act,

1988; the Maternity Benefit Act, 1961; the Mines Act, 1952; the Minimum
Wages Act, 1948; the Payment of Wages Act, 1936; the Personal Injuries
(Compensation Insurance) Act, 1963 the Weekly Holidays Act, 1942; the
Workmen’s Compensation Act, 1923; The Employees State Insurance Act,
1948; The Building and Other Construction Workers (RECS) Act 1996
(BOCW ACT) and modifications thereof in force or amended from time to time
and any other labour legislations, which may be applicable to The EPC
Contractor from time to time.
14. The EPC Contractor shall provide the quantum of labour it deems necessary,
or required by the EIC, for the performance of the Works. The EPC Contractor
shall employ local labour, as far as possible. Arrangements which affect the
engagement, transport, paying, feeding and housing of labour and all other
matters in connection therewith shall be subject to the regulations and orders
of the Government or authorities now in force or which may be made from
time to time during the continuance of the Contract.
15. The EPC Contractor shall, in respect of all Contractors’s Personnel ensure or
procure the payment of rates of wages, emoluments and expenses and
observe hours and conditions of labour according to the conditions
established for the trade or industry or prescribed by Law in force in the place
where the Work is carried out.
16. The Employer shall, on report having been made by an inspecting officer as
defined in the Contract Labour (Regulation and Abolition) Act, 1970 and rules
made there under, have the power to deduct from the moneys due to The
EPC Contractor any sum required or estimated for making good the loss
suffered by a worker or workers by reason of non-fulfilment of the provisions
of the relevant Laws for the benefit of workers, non-payment of wages or of
deductions made from his or their wages which are not justified by the
provisions of the relevant Laws or non-observance of the Contract Labour
(Regulation and Abolition) Act, 1970 and rules made there under.
17. The EPC Contractor shall maintain all prescribed registers, records and other
documents in compliance with applicable labour laws and allow The EPC
Contractor to have access to these documents for inspection. However these
inspections shall not absolve The EPC Contractor of its responsibility for any
breach or violation of rules and regulations under Laws. The EPC Contractor
shall deposit all necessary contributions in this regard regularly with the
prescribed authority and in token of which shall submit, every month,
necessary documentary evidence as may be required by the Employer.
18. The EPC Contractor shall obtain prescribed recommendations from the
Regional Provident Fund Commissioner under the Employees' Provident
Fund and Miscellaneous Provisions Act, 1952 and shall cause provident fund
contributions from all eligible employees to be deposited regularly with the
prescribed authority and in token of which shall submit, every month,
necessary documentary evidence as may be required by the Employer.
19. The EPC Contractor shall indemnify and hold harmless the Works Personnel
against any payments, suits, lien or default charges to be made under and for
observance of the aforesaid provisions.
20. The EPC Contractor must fully satisfy itself as to the requirements of labour
legislations and other Laws and The EPC Contractor represents and warrants
that the cost, risk and expense of the same, has considered the same and

1. The EPC Contractor shall have a hard & soft copy of the latest technical
literature, NBC 2016, CPWD Specifications & IS codal provisions referred in
DBR / in its Design Development Drawings and Specifications. This literature
shall be kept at Project Site and maintained in good order and make it
available to the EIC at all times.
Contractor Use of Site
23. The EPC Contractor shall not use the Site for any purpose other than carrying
out the Works.
24. Access to the Site shall be agreed with the EIC prior to commencement. The
EPC Contractor shall take all necessary steps to ensure the safety of all
authorized persons. In addition, The EPC Contractor shall be responsible for
all damage resulting from the use of the agreed access.
25. The EPC Contractor shall have possession of the Site at the location of the
Works only and be subject to the rights and obligations of other contractors
and be responsible for arranging its own working space, labour camps, the
storage of materials, locating all temporary accommodations, utilities and
other logistical issues at locations to be agreed with the EIC. No claim
whatsoever will be entertained for any reason regarding the location,
allocation or relocation of any working space regardless of the distance.
26. The EPC Contractor shall be responsible for consulting regularly with the
relevant authorities to confirm that its method of working is not such as to
impede in any way vehicular road traffic and for modifying its method of
working if any operations or activities are adversely affected by its activities.
On the instruction of the EIC, The EPC Contractor shall promptly remove any
vehicle or equipment and plant within its control that may be causing
obstruction to the use of the existing facilities by others.
27. Additional Precision Air Conditioning system should be provided in Fire
command center, IT Hub rooms, NOC rooms, IPABX room or any other
locations where 24 hours air- conditioning system is required.
28. The EPC Contractor shall be provide and install the Lighting control through
Daylight and motion sensors to use presence/Occupancy sensors in offices,
common areas like corridor, offices, lift lobbies, toilet etc. in MEA Complex
,which will result in considerable saving in energy.
5. NBCC will bear no responsibility for the lack of such knowledge and also the
consequences thereof to the contractor. The information and site data shown
in the drawings and mentioned in the tender documents are furnished for
general information and guidance only. The Engineer-in-Charge in no case
shall be held responsible for the accuracy thereof or/and deductions,
interpretations or conclusions drawn there from by The EPC Contractor and
no claim shall be entertained whatsoever on this account, if the site
conditions/information is different or otherwise incorrect. It will be presumed
that The EPC Contractor has satisfied himself for all possible contingencies,
situations, bottlenecks and acts of coordination which may be required
between the different agencies.
6. The EPC Contractor is required to submit all its submittals like Drawings,
Documents, Reports, Schedules, invoice copies, etc. (whether original or
revised) in 6 (Six) Coloured Hard & 6 (six) soft (Pen Drive) copies. This clause
applies to every submittal of contractor under this contract.
and where required for achieving the desired GRIHA rating and assist them
with complete documentation, conveyance, boarding & lodging etc.,
Successful bidder shall apply and obtain minimum 4 Star GRIHA rating for
complete MEA COMPLEX.
9. Statutory Requirements
The EPC Contractor along with others shall carry out all statutory tests and
trials, under the supervision of the Engineer, necessary for obtaining sanction
of the competent authority.
SITE INVESTIGATION
The contractor will be required to carry out Geotechnical investigations and sub
soil Exploration at each proposed building location and conduct all relevant
laboratory and field tests on soil and rock samples. Soil bore particulars duly
indicating the classification of soils within a bore log chart and soil test report
The contractor will get the detailed soil investigation done as per relevant IS
code, NBC 2016 etc. As applicable through the soil consultant having
professional experience of 15 years & one set of test report (both soft & hard
copy) shall be deposited with NBCC.
After award of work, the contractor shall carryout detail survey and soil
investigation for preparation of detailed designs as per the scope of work, DBR
and technical specifications. The contractor (Bidder) shall be deemed to have
inspected and examined the site, its surroundings, collected the data and all
other information, and to have been satisfied before submitting the Tender as to
all relevant matters, including (without limitation):
a. The form and nature of the site, including sub surface conditions.
c. The extent and nature of the work and Goods necessary for the
execution and completion of the works and the remedying of any defects.
3. Insurance:
The construction work shall be carried out in the proposed MEA plot at KG Marg,
New Delhi, wherein, local public with their families are already residing in the
adjacent areas /buildings. Therefore, it shall remain in the responsibilities of
the contractor to ensure the safety, security of these persons WRT proposed
construction work as well as the safety of the adjacent structures, if any. The
contractor is required to take insurance of works etc., as per the General
Conditions of Contract / its sub clauses / amendments.
The Contractor shall familiarize themselves and conform in all aspects with:
(c) The Contractor shall be bound to give all notices required by statute,
regulations or by- laws, as aforesaid and to pay all fees and bills payable
in respect thereof. The Contractor will arrange necessary clearances and
approvals before the work is taken up.
(d) Ignorance of Rules, Regulations and Bylaws shall not constitute a basis
for any claim at any stage of work.
(e) The Contractor shall indemnify the Employer against all penalties and
liabilities of every kind of breach of any such enactment, laws, regulations,
byelaws, or rules.
Prior to issue of any taking over certificate, the Contractor shall furnish to the
EIC a complete set of as-built Drawings, Operation & Maintenance Manuals,
Guarantee / Warrantee Certificates along with contact details of respective
OEM in 6 (six) hard copies and in pen drive or in such other medium as may
be acceptable to the EIC, reflecting the Project as actually designed,
engineered and constructed, including an as-built survey illustrating the layout
of the Project and setback lines, if any, of the buildings and structures forming
part of Project Facilities. The work shall not be completed for the purpose of
taking over until such documents have been submitted to the EIC to his / her
satisfaction.
It is mandatory for the bidders to refer to Vulnerability Atlas of India for multi-
hazard risk assessment and includes the relevant hazard proneness specific to
project location while planning and designing the project in terms of:
a) Contractor’s Obligations
The Contractor shall carry out the Tests on Completion at his own cost in
accordance with the contract after providing the documents in accordance
with provisions of the agreement. The Contractor shall give, to the Engineer,
14 (fourteen) days' notice of the date after which the Contractor will be ready
to carry out the Tests on Completion. Unless otherwise agreed, such tests
shall be carried out within 28 (twenty eight) days after this date, on such day
or days as the Engineer shall instruct. If it is not possible to carry out all tests
within 28 (twenty eight) days, then Engineer shall draw a programme in
consultation with contractor.
3. Trial operation which shall demonstrate that the Works or Section perform
reliably and in accordance with the Contract
The Contractor at his cost shall arrange all tools, equipments, gadgets,
facilities or as deemed necessary by the Engineer for such tests, In
considering the results of the tests on completion, the Engineer shall make
allowances for the effect of any use of the Works by the Employer on the
performance or other characteristics of the Works. As soon as the Works, or a
Section, have passed the tests on completion described in subparagraphs (a),
(b) or (c), the Contractor shall provide the Engineer with a certified report of
the results of all such Tests.
3. Mock/Model Flat,
The contractor shall construct Mockup / Model Flat, i.e. one number of sample unit of
each category (Type 6, Type 4 and Transit), lift lobbies at his own cost as per the
drawings and specifications mentioned in the tender document and as per the
directions of Engineer-in-charge, NBCC. He shall complete the same within twelve
(12) months with all fittings, fixtures, furniture etc., and do modifications, re-
modifications, in all respects as per the directions of Engineer-in-charge, NBCC till its
approval. The cost of which is deemed to be included in the rate quoted by the
contractor and nothing extra will be paid to the contractor in this regard. The entire
above mock (or) sample Flat shall be made in any area of their respective building /
tower, as directed by EIC.
Introduction
Reinforced Cement Concrete (RCC) structures that are constructed
according to the required specification sand standards show excellent
durability and perform well over their service life. However, deterioration of
concrete may occur due to a number of mechanisms. Corrosion of
reinforcement steel is the most common form of damage affecting durability
and strength of concrete structures.
Note:-3rd party testing shall be done as per said frequency is in scope of contractor.
So, in cases where concrete is permeable, deleterious materials like water, CO2,
SO2 & CI etc. permeates through the pores of the concrete and reacts with the
reinforcement; forms corrosion which decreases the strength of the reinforcement
and thereby damages the structure. Therefore, Permeability tests become very
important especially for Reinforced Cement Concrete (RCC).
There are various methods to check the permeability of concrete, out of them the
most commonly used methods are:
7 Water:
1. The contractor shall make his own arrangement of water for construction,
drinking and for all other purposes at his own cost and pay requisite water
charges.
2. The contractor shall make his own arrangement of bringing water from
authorized STPs or from Delhi Jal Board or from any other authorized
location(s) for construction and other purposes at his own cost and pay
requisite water charges.
3. The water arranged by the contractor for construction and other purposes
shall be fit for construction and other such purposes and shall produce test
reports.
4. The contractor shall also make stand-by arrangements for water to ensure
uninterrupted supply.
5. The contractor shall also be responsible for taking all the approvals, w.r.t.
arrangement of water for construction, drinking & for all other purposes
permissions from the local authorities at his own cost.
8 Avoidance of Interference
The contractor shall not interfere unnecessarily or improperly with :
8.1 The convenience of the public, or
8.2 The access to and use and occupation of all roads and footpaths, irrespective
or whether they are public or in the possession of NBCC or of others. The
Contractor shall indemnify and hold NBCC harmless against and from all
damages, losses and expenses (including legal fees and expenses) resulting
from any such unnecessary or improper interference.
8.3 During construction, free flow of traffic movement shall be maintained for the
residents living in the MEA Plot Vicinities, New Delhi. Contractor, if
necessary, shall build motorable temporary access roads for the smooth flow
of the traffic for the persons already residing in the site vicinities at his own
cost. Contractor, if necessary, shall also make separate entry and exit gates
for the safety of the persons already residing in the site vicinities at his own
cost. The contractor shall maintain the same in motorable condition at all the
times as directed by Engineer-in-charge at his own cost. The decision of
Engineer-in-charge, NBCC in this regard shall be final and binding on the
contractor. The rate quoted by the bidder is deemed to be inclusive of all the
expenditures to be incurred in making free and smooth flow of traffic including
providing, erecting gates etc. No extra payment, whatsoever, on this account
shall be payable to contractor.
8.4 The construction of the project shall be executed by Contractor without
causing disturbance of any nature to the public residing in the site vicinities
and any other agencies working nearby.
8.5 The contractor shall abide by security regulations of NBCC & MEA.
8.6 It shall be deemed that all the expenditures to be incurred in the activities as
mentioned in sub-clauses 3.6.1 to 3.6.5 and all other related activities are
inclusive in the rates quoted by the contractor. No extra payment whatsoever
on this account will be payable to contractor.
9 Contractor shall use the land for the purpose for which it has been handed
over and not for any other purpose.
10 The trees, if any, situated on the plot will be government property and shall
not be removed without prior approval of the concerned statutory authority.
11 Contractor shall get the works executed and hand over to NBCC in phased
manner, if required, in mutually agreed schedule.
12 Escalation :
Building(s) plan approval from Delhi Urban Art Commission (DUAC), Tree
cutting permission, if any from Office of concerned Delhi Forest Department,
height clearance, if any, from Airport Authority of India (AAI), environmental
clearance from Delhi Pollution Control Committee (DPCC), NOC for no
construction around historical monuments from National Monument Authority
(NMA), NOC from Central Ground Water Authority (CGWA), NOC from Delhi
Metro Rail Corporation Ltd. (DMRC), NOC from Mahanagar Telephone Nigam
Limited (MTNL/ BSNL), NOC from Delhi Jal Board (DJB), Traffic clearance
from Delhi Development Authority (DDA)/UTTIPEC, Central Electricity
Authority and all other authorities, as per requirement.
13.2 Approvals during construction from Local bodies:
13.2.1 During the construction of work, the contractor shall be responsible for
bringing in approvals such as Plinth Completion Certificate, etc as required.
13.4Consultant will provide him the drawings and assistance as and when required.
13.5 The fees/charges payable to local statutory authority(ies) shall be payable
/reimbursable by NBCC/ MEA.
13.6 The letters / authorizations, if any, required shall also be provided by
NBCC/MEA to contractor.
13.7The sanctions and clearances from local authorities shall be obtained by
contractor in expedited manner, on priority basis as directed by EIC.
13.8 The rates quoted by the contractor shall be deemed to be inclusive of all the
expenditures to be incurred in the activities stated under this clause 3.13. No
other payment as otherwise specified under this condition shall be payable to
contractor.
14.3 The contractor shall also arrange / impart the trainings to the skilled workforce
/ O&M Team engaged by NBCC/ MEA for operation and maintenance of
major equipment by the OEM’s engineer, as directed by Engineer-in-charge,
NBCC.
14.4 The rates quoted by the contractor shall be deemed to be inclusive of all the
expenditures to be incurred in the activities stated under this clause 14. No
extra payment on this account shall be payable to contractor.
14.5 The operation and maintenance of all the equipments till the handing over of
the projects to NBCC/MEA whichever is later is in the scope of Contractor
17 Protection of Environment:
The Contractor shall take all reasonable steps to protect the wildlife
&environment on and off the site and to avoid damage or nuisance to persons
or to property of the public or other resulting from pollution, noise or other
causes arising as a consequence of his methods of operation. The contractor
shall be required to follow all the rules/norms of Forest Dept. / National Green
Tribunal applicable to this work.
d) Under the provisions of Environment (Protection) Act, 1986, legal action shall
be initiated against the project proponent if it was found that construction of
the project has been started without obtaining environment clearance.
e) A first aid room to be provided in the project during construction phase of the
project.
f) The Approval of competent authority shall be obtained for structural safety of
the building due to earthquake, adequacy for fire fighting equipment etc as per
National Building Code including protection measures from lightening etc.
g) All required sanitary and hygienic measures should be in place before starting
construction activities and to be maintained throughout the construction
phase.
h) Provision may be made for the housing of construction labour within the site
with all necessary infrastructure and facilities such as fuel for cooking, mobile
toilets, mobile STP, safe drinking water, medical health care, creche etc. The
housing may be in the form of temporary structures to be removed after
completion of the project.
2. CONSTRUCTION PHASE:
b) During the construction phase for control of dust pollution all precautionary
measure should be ensured in compliance of Hon’ble National Green Tribunal
order dated 04.12.2014 & 10.04.2015 in O.A. No.21 of 2014 and O.A. No.95
of 2014 in the matter of Vardhaman Kaushik Vs. Union of India & others and
Sanjay Kulshreshtha Vs Union of India &others.
c) The Contractor shall ensure that the guidelines issued, regarding dust
mitigation measures for construction and demolition activities for projects
requiring Environmental Clearance, by Ministry of Environment, forests &
Climate Change (MoEF&CC). vide Notification No. G.S.R.94(E) dated
25.01.2018, are to be followed.
d) All the top soil excavated during construction activities should be stored for
horticulture/landscape development within the project site.
e) Disposal of muck during construction phase should not create any adverse
effect on the neighbouring communities and be disposed off after taking the
necessary precautions for general safety and health aspects of people, only in
approved sites with the approval of competent authority. The Rules on the
Solid Waste Management including Construction waste issued by MOEF &CC
as amended will be applicable.
h) Vehicles hired for bringing construction material to the site and other
machinery to be used during construction should be in good condition and
should have a pollution check certificate and should conform to applicable air
and noise emission standards and should be operated only during non-peak
hours. The material loaded or unloaded should be covered (especially sand,
excavated soil) before transportation to avoid fugitive emissions etc.
j) Ambient noise levels should conform to prescribed standards both during day
and night. Adequate measures should be made to reduce ambient air and
noise level during construction and operation phase, so as to conform to the
norms stipulated by CPCB/DPCC. Ambient air and noise monitoring should
be done by an accredited lab and data should also be submitted, on six
monthly bases, with DPCC & Regional Office of MoEF & CC. Incremental
pollution loads on the ambient air and noise quality should be closely
monitored during construction phase.
k) Fly ash should be used as building material in the construction as per the
provisions of Fly Ash Notification of September,1999 and amended to date.
Red Bricks shall be used in washrooms and wherever deemed necessary as
per directions of EIC.
l) The contractor can either establish concrete batch mixing plant at site for
production of RMC after getting approval from authorities concerned or
procure RMC from approved vendors as specified in the tender at no extra
cost.
o) Fixtures for showers, toilet flushing and drinking should be of low flow either
by use of aerators or pressure reducing devices or sensor based control.
r) Soil and water samples of the site should be tested by the Contractor through
DPCC recognized laboratory to ascertain that there is no threat to ground
water quality by leaching of heavy metals and other toxic contaminants, on
quarterly basis for inclusion in the six monthly reports.
s) Adequate steps shall be taken to conserve energy by limiting the use of glass
suitably to reduce the electricity consumption and load on air-conditioning. If
necessary, use high quality double glass with special reflective coating in
windows, provision of proper thermal insulation and taking measures as
prescribed under the Energy Conservation Building Code.
u) Regular supervision of the above and other measures for monitoring should
be in place all through the construction phase, so as to avoid disturbance to
surroundings.
3. OPERATION PHASE
a) Consent to Operate shall be obtained from DPCC under Air (Prevention &
Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution)
Act, 1974 and a copy of the same shall be submitted to the Ministry of
Environment & Forests/State Level Environment Impact Assessment
Authority, before operation, failing which the Environment Clearance herein
shall be deemed to be withdrawn.
d) The Contractor shall provide electromagnetic flow meter at the inlet & outlet of
the water supply, Inlet & outlet of the STP &WTP and any pipeline to be used
for re-using the treated wastewater back into the system for cooling, flushing
and for horticulture purpose/green etc. and shall maintain a record of readings
of each such meter on daily basis.
e) The quantity of fresh water usage and water recycling shall be measured and
recorded to monitor the water balance as projected by the project proponent.
The record shall be submitted to the Delhi Pollution Control Committee, State
Level Environment Impact Assessment Authority & Regional Office, MoEF&
CC along with six monthly Monitoring reports.
f) The treated wastewater shall be recycled and reused for Cooling, flushing &
for Horticulture/landscape purposes to reduce the demand of fresh water as
committed.
g) The Operation and Maintenance of STP& WTP shall be made in the MoU with
STP / WTP supplier. Contractor shall ensure regular operation and
maintenance of the STP / WTP.
h) Rain water harvesting, as per plan submitted, for roof top run-off should be
implemented. Before recharging the run-off, pre-treatment must be done to
remove suspended matter, oil and grease. The depth of the bore for rainwater
recharging should be kept in consultation with NBCC / DJB/CGWA. No
wastewater (such as sewage, trade effluent, backwash of treatment unit, floor
washing wastewater etc) should be discharged into the rainwater harvesting
structure in order to avoid groundwater contamination.
i) The ground water drawn from existing/proposed bore well during construction
and operation phase should be done only with the prior permission of DJB
/concerned local body. The ground water level and its quality should also be
monitored regularly.
k) Separation of grey and black water should be done by the use of dual
plumbing line. Treatment of grey water by decentralised treatment should be
done as per approved design.
m) Noise should be controlled to ensure that it does not exceed the prescribed
standards. During night time the noise levels measured at the boundary of the
building shall be restricted to the permissible levels to comply with the
prevalent regulations.
q) Thick green belt of adequate width and density with local species, as per plan
submitted, shall be raised along the periphery of the plot so as to provide
protection against particulates and noise. The open spaces inside the plot
should be suitably landscaped and covered with vegetation of indigenous
species/variety.
r) Traffic congestion near the entry and exit points from the roads adjoining the
project site must be avoided. Parking should be fully internalized and no
public space should be utilized.
1. After Treated from RO plant water of DJB, STP should be used for
construction purposes up to the maximum extent possible.
3. Ground water should be extracted only after prior permission from DJB.
4. Boring for Rain Water Harvesting system should not be permitted/done before
completion of structure work, All recharge should be limited to shallow aquifer.
5. STP should be adequate to treat the waste water so that BOD level should
not exceed 10 mg/l in treated water.
10. Green Building norms should be followed with achievement of minimum 4star
GRIHA rating for entire MEA COMPLEX.

13. During the Construction Phase for control of dust pollution all precautionary
measure should be ensured in compliance of Hon’ble National Green Tribunal
order dated 4.12.2014 & 10.04.2015 in O.A. No.21 of 2014 and O.A. No.95 of
2014 in the matter of Vardhaman Kaushik Vs. Union of India & others and
Sanjay Kulshreshtha Vs Union of India & orsand as per MOEF &CC, GOI
Notification No. G.S.R. 94(E) dated 25.01.2018 regarding mandatory
implementation of dust mitigation measures for construction and demolition
activities.
14. Contractor shall be responsible for establishment and operation of all common
facilities and also for compliance of EC conditions during operation stage.
16. The Contractor shall obtain water assurance form SDMC/Delhi Jal
Board/authorized source during construction/operation phase for the
proposed development work. It must be obtained before starting the
construction.
17. The Environmental Clearance is subject to the condition that concerned local
civic agencies will give the permission for use/occupation of the building only
after the written assurance of DJB/South Delhi Municipal council/other such
local civic authority (as the case may be) regarding supply of adequate water
for the residents/occupiers.
19. The investment made in the project, if any, based on environmental clearance
so granted, in anticipation of the clearance from water/power supply angle
shall be entirely at the cost and risk of the contractor and NBCC shall not be
responsible in this regard in any manner.
20. Green area should not be less than 25% of the plot area out of which
minimum 15% should be of soft green area, so that there should be sufficient
21. Ambient air quality monitoring in construction stages should be done as per
CPCB criteria on weekly bases during winter season, in view of the location of
the project.
22. Adequate ventilation should be provided in the basements and during the
operation phase the concentration levels of Carbon dioxide, Carbon Monoxide
should be monitored periodically and also be reported in periodical
compliance reports to be submitted. NOx, Sox and PM are also be maintained
in basement as per EPA norms.
23. Sign board be placed at project site indicating the Brief Project Details along
with Khasra No. of the land as per revenue record.
24. If needed, Contractor shall also submit six monthly reports on the status of
compliance of the stipulated EC conditions including results of monitored data
(both in hard & soft copies) to Regional Office, Ministry of Environment,
Forests & Climate Change, Govt. of India, SEIAA-Delhi and Delhi Pollution Control
Committee.
The contractor shall take all necessary precautions to prevent any nuisance or
inconvenience to the owners, tenants or occupiers of adjacent properties and
to the public in general and to prevent any damage to such properties and any
pollution. He shall make good at his own cost and to the satisfaction of the
Engineer-in-charge, any damage to roads, paths, drainage works or public or
private property whatsoever caused by the execution of the work or by traffic
brought thereon by the contractor. All waste or superfluous materials shall be
cleaned away by the contractor without any reservations entirely to the
satisfaction of the Engineer-in-charge at no extra cost.
The site has to be kept clean of all debris, rubbish and dirt & surplus/waste
material all the time. It also includes maintenance, cleaning & de-silting the
pipe lines laid by the agency for all internal services etc. executed by the
agency to the entire satisfaction of the Engineer-in-charge during the
execution and maintenance periods. Cleaning and de-silting will also be done
by the agency before handing over the completed structures to NBCC. All
machines, equipment and labour for this purpose will be arranged by
contractor at no extra cost to NBCC.
Statutory fees, if any paid to the local bodies/Authorities in connection with the
approval of the project / connection of the services/shifting of the services by
2. The Contractor warrants that the Works have been or will be designed,
manufactured, installed and otherwise constructed to the highest standards
available using proven up-to-date good practice. By submitting the Drawings
for review to the Engineer, the Contractor shall be deemed to have
represented that it has determined and verified that the design and
engineering, including field construction criteria related thereto, are in
conformity with the Scope of the Project, the Specifications and Standards
and the Applicable Laws.
4. The Contractor warrants that the Works will, when completed, comply with
enactments and regulations relevant to the Works.
5. The Contractor shall also provide a guarantee from the Designer for the
design for suitability, adequacy, and practicality of design for Employer’s
Requirements.
6. The Contractor shall indemnify the Employer against any damage, expense,
liability, loss or claim, which the Employer might incur, sustain or be subject to
arising from any breach of the Contractor’s design responsibility and/or
warranty set out in this Clause.
2. Notwithstanding that the same have been accepted by the Engineer, the
Contractor shall be fully responsible for the Equipments, Fixtures & Fittings,
Plants, Materials, goods, workmanship, preparing, developing and
coordinating all design Works to enable that part of the Works to be
22 Guarantee/Warranty
The Contractor shall be wholly responsible for security of site and Works,
unless otherwise stated in Special Conditions of Contract.
a) The Contractor shall be responsible for keeping unauthorized persons off the
Site, and
24 Lighting:
The contractor shall provide sufficient lighting at project site, of the right type
and at the right place / location for it to be properly effective. Lighting must be
properly planned not to introduce the risk of electric shock.
Therefore, 230V supplies should be used for those fittings, which are robustly
installed, and well out of reach e.g. flood lighting or high-pressure discharge
lamps. The contractor shall ensure that luminaries should always be so
placed that no person is required to work in their own shadow and that the
local light for one person is not a source of glare for the others. Strongly made
clamps should be available for attaching luminaries to poles and other
convenient supports.
The contractor shall take every effort to illuminate the work site as per the
direction of Engineer-in-charge. The compliance of above provisions are
deemed to be included in the quoted amount of the contractor and no claim /
payment whatsoever shall be entertained on this account.
25 Traffic Management:
ii) Provide safe and clearly marked lanes for guiding road users.
iii) Provide safe and clearly marked buffer and work zones.
ii) Such traffic management plans shall include provision for traffic
diversion and selection of alternative routes. If necessary, the
contractor shall carry out road widening before commencement of
works to accommodate the extra load. The contractor shall be
responsible for getting the “Traffic Management Plan” approved
from Traffic Police before taking up any construction activity on
the road.
3) The primary traffic control devices used in work zones shall include
signs, delineators. barricades, cones, pylons, pavement markings and
flashing lights, deployment of sufficient number of Marshalls on
diversion roads and nothing shall be paid on this account.
4) Regulatory signs-
Signs impose legal restriction on all traffic. It is essential, therefore, that
they are used only after consulting the local police and traffic authorities
and nothing shall be paid on this account.
5) Warning signs-
Warning signs in the traffic control zone shall be utilised to warn the
drivers of specific hazards that may be encountered.
Materials hanging over/ protruded from the chassis / body of any vehicle
especially during material handling shall be indicated by red indicator
(red light/flag) to indicate the caution to the road users.
26 Dewatering of Site
The rates for all items, shall be considered as inclusive of pumping / bailing
out water, wherever necessary for which no extra payment shall be made.
The area shall be kept dry when the work is in progress even below water
table. Nothing extra shall be paid for removal of slush / sludge due to sub-soil
condition, rains, spring etc.
For execution of any items of work where incidental works such as bailing out
water, shoring etc. are actually required but not specifically stated in the
scope of item and/ or tender document, it is to be understood that the contract
amount quoted by the contractor shall cover such charges also and nothing
extra on account of such incidental charges, if any, shall be paid.
Arrangement of water for drinking purpose in addition to the water required for
construction work is also to be made by the contractor at his own cost. The
contractor shall also make his own arrangement for obtaining electric
connection (s) and make necessary payment directly to the department
concerned. NBCC will however make all reasonable recommendations to the
authority concerned in this regard.
The contractor shall make his own arrangement of water for completion of
work and nothing will be paid on this account. The contractor shall get the
water tested with regard to its suitability and conforming to the relevant IS
Code. The contractor shall obtain written approval from the Engineer-in-
Charge before he proceeds by using the same for execution of work. The
Contractor shall arrange recycled water for construction purpose from STPs of
nearby areas/colonies at his own cost. In case the above supply is short of
total requirement of water for construction purpose, then the contractor shall
arrange suitable water at his own cost.
II) Drums
Drums about 800mm to 1000mm high and 300mm in diameter can be
used either as channelising or warning devices. These are highly
visible, give the appearance of being formidable objects and therefore
command the respect of drivers.
V) Diversion of Services
The contractor will not have any claim in case of any delay in removal
of trees or shifting, raising, removing of telegraph, telephone or electric
lines (overhead or underground), water and sewer lines and other
structures etc., if any, which may come in the way of the work.
However, suitable extension of time will be granted to cover such
delays.
30.1 The contractor shall deposit royalty, any other duty / taxes, fees and obtain
necessary permit for excavation from concerned local/statutory authority(ies),
if any, required. The quoted rates shall be inclusive of the payments to be
made for royalty, if any.
30.2 The contractor shall also retain the top layer of 150mm of earth for its
utilization as per GRIHA Norms.
30.3 The contractor shall ensure to retain the excavated earth to the extent of
required for back filling at the site of work or otherwise, he will have to arrange
the good earth required for the back filling at the site of work, at his own cost
and no extra payment on this account is payable to contractor.
30.4 Contractor shall carry this excavated earth/rock at the locations arranged by
him at his own cost. The rates quoted by the contractor deemed to be
included of all the costs to be incurred in loading, unloading, carriage of
earth/rock outside the Campus at any distance and all other activities required
to dispose-off the excavated earth/rock. The disposal of earth/rock by
contractor shall be as per the rules and laws applicable in Delhi/NCR. Fine,
penalty, if any, imposed for violation of rules and laws shall be payable by
contractor. No extra payment, whatsoever, on this account shall be payable to
contractor.
a) Existing Services-
The Contractor’s proposal /bid shall be deemed to have seen the site
and considered this while making his proposal and his quoted price is
deemed to have included the above. Further, the lease / rent charges of
land, if any, shall be borne by the contractor. The Engineer-in-Charge
shall only extend necessary help and issue necessary recommendations
etc. to the concerned department for temporary allotment of land during
construction period.
The Contractor shall bear full risk in and take full responsibility for the care of
the Works and Materials, goods and equipment for incorporation therein from
the Commencement Date until the Completion Certificate is issued, except
and to the extent that any loss of or damage to the same shall arise out of any
default or neglect of the Employer.
The Contractor shall throughout the execution of the Works including the
carrying out of any testing, commissioning (including Integrated Testing and
Commissioning), or remedying of any defect:
a) Take full responsibility for the adequacy, stability, safety and security of the
Works, Plant, Goods, Contractor's Equipment, Temporary Works, operations
on Site and methods of manufacture, installation, construction and
transportation;
b) Have full regard for the safety of all persons on or in the vicinity of the Site
(including without limitation persons to whom access to the Site has been
allowed by the Contractor), comply with all relevant safety regulations,
including provision of safety gear, and insofar as the Contractor is in
occupation or otherwise is using areas of the Site, keep the Site and the
Works (so far as the same are not completed and occupied by the Employer)
in an orderly state appropriate to the avoidance of injury to all persons and
shall keep the Employer indemnified against all injuries to such persons.
c) Provide and maintain all lights, guards, fences and warning signs and
watchmen when and where necessary or required by the Engineer or by laws
or by any relevant Employer for the protection of the Works and for the safety
and convenience of the public and all persons on or in the vicinity of the Site;
and
d) Where any work would otherwise be carried out in darkness, ensure that all
parts of the Site where work is being carried out are so lighted as to ensure
the safety of all persons on or in the vicinity of the Site and of such work.
33 HOUSE-KEEPING
iv. All surplus earth and debris shall be removed/ disposed-off from the
working areas immediately. Trucks carrying sand, earth and any
pulverized materials etc. shall be covered while moving in order to
avoid dust or odour impact. The tyres of the trucks leaving the site shall
be cleaned with water, wherever the possibility of spillage on
carriageways meant for regular road traffic exists.
vi. Roads shall be kept clear and materials like: pipes, steel, sand
boulders, concrete, chips and brick etc., shall not be allowed on the
roads to obstruct free movement of road traffic.
34 Safety
Minimum one Safety Officer/ Manager is required to be at site at all times.
Contractor shall conduct daily toolbox talk for all workers previous to starting
to work. These tool box talks should include topics related to ongoing work
activities and precautions to be taken on daily activities.
Contractor shall ensure participation of his site in-charge and the safety
coordinator in the safety meetings arranged at intervals decided by the
supervisor / owner.
Contractor shall also submit a Health & Safety report on monthly basis to
NBCC.
Get familiarized with all government, and Owner’s safety and health
regulations, including reports and work permits procedures.
Co-ordinate with supervisors and foremen periodical safety meetings and lead
daily safety meetings.
The number of orientation sessions presented each week will vary to the
greatest extent possible in order to accommodate the Contractor’s needs to
bring labour on site.
The following topics will be included during such presentations, which will
change during the course of the project to meet changing site requirements :
i. Introduction to the site and project, with a brief overview of the project
under constructions.
ii. Owner and consultant’s HSE policy and safety philosophy.
iii. Personal Protective Equipment (hard hats, safety glasses, safety steel-
toed boots)
iv. Housekeeping
v. Working in and around excavations
vi. Working at height (ladders, scaffolds, free edges and openings)
vii. The Safe Plan of Action (SPA)
viii. First aid facilities, Accident reporting system
ix. Emergency procedure
x. Smoking restrictions, prohibition of alcohol and drugs.
xi. The contractor will conduct a site visit for his new employees in groups
of less than 25 so that they get acquainted with essential services, their
work place, and general site layout.
xii. Gate pass will be issued only after completion of the site orientation /
induction.
The following PPE are of mandatory use at Site. However special equipment
may be required for other specific operations depending on risks involved :
In order to provide adequate sanitary conditions for all personnel at site, the
following provisions as a part of the temporary facilities to be provided by the
Contractor :
WORK AT HEIGHTS
The construction waste from the height should be transferred through closed chutes.
All other measures to be taken, as instructed by EIC for the safety at project shall be
adhered to &ensured by the contractor.
It shall be deemed that rates quoted by the contractor are inclusive of all the
expenditures incurred in the safety procedures. No extra payment on this account
shall be payable to contractor.
The contractor shall provide safety helmet, safety shoe and high
visibility clothing for all employee including workmen, traffic marshal
and other employees who are engaged for any work under this contract
as per the following requirement:
C) In addition to the above, any other PPE required for any specific jobs
like, welding and cutting, working at height, tunnelling etc. shall also be
provided to all workmen and also ensure that all workmen use the
PPEs properly while on the job. The contractor shall not pay any cash
amount in lieu to PPE to the workers/sub-contractors and expect them
to buy and use during work.
The Contractor shall appoint a design director (the "Design Director") who will
head the Contractor's design units and shall be responsible for surveys,
investigations, collection of data, and preparation of preliminary and detailed
designs.
The contractor shall intimate to NBCC its project in charge, as its
representative for the Project within 7 (Seven) days of the issue of Letter of
Award. The Contractor shall intimate to NBCC the name, Designation and
address of his such project in charge.
It shall be deemed that rates quoted by the contractor are inclusive of all the
expenditures incurred in deployment of above listed Mandatory Construction
Equipments, Plants & Machinery. No extra payment on this account shall be
payable to contractor.
