SUBJECT: SECOND BIANNUAL PROGRESS REPORT ON THE
IMPLEMENTATION OF THE MINISTERS PERFORMANCE AGREEMENT.

MINISTER

1. PURPOSE:

1.1 To request the Minister to approve the Cabinet Memorandum on progress

made in the implementation of the Performance Agreement.

2. BACKGROUND AND DISCUSSION:

2.1 The guidelines from the Department of Planning Monitoring and Evaluation
(DPME) provide that reports on progress made in the implementation of the
Ministers Performance Agreement be submitted to Cabinet half yearly.
2.2 Attached are the following documents for the Ministers approval:
a) Cabinet memo: high-level report on progress made in the period under
review.
b) Annexure 1: detailed progress report.
c) Annexure 2: progress report on the key interventions as determined by
DPME.

8.1 The report was compiled based on inputs received from the Technical
Implementation Forum, Department of Agriculture, Land Reform and Rural
Development, the Provincial Departments of Agriculture, other sector
departments and the entities.

9. RECOMMENDATIONS

It is recommended that the Minister:

9.1 Approve the submission of the second biannual progress report on the
implementation of the Performance Agreement.
9.2 Sign the attached cabinet memorandum.
