REGION 2: CAGYAN VALLEY

Region 2 consists of four (5) provinces namely:

1. Batanes
2. Cagayan
3. Isabela
4. Nueva Viscaya
5. Quirino

-its regional center is Tuguegarao City


The Cagayan Valley region is hailed as the “Tilapia Capital of the Philippines” and is the largest region in the
country with regards to the land area. It is located in the northeastern portion of Luzon Island. –
Cagayan Valley is a structural depression between the Central Cordillera in the west, the Sierra Madre
Mountains in the east, and to the south, the Caraballo Mountain. It consists of five provinces occupying the
northern-most portion of Luzon- Batanes, Cagayan, Isabela, Nueva Viscaya, and Quirino.

Location - Cagayan is located in the northeast of Luzon Island and includes the babuyan Islands to the north.
The province border Ilocos Norte and Apayao to the west, and kalinga and Isabela to the south. Its capital is
Tuguegarao.
Cagayan River- the country’s longest river runs through its center and flows out to Luzon Strait in the north, in
the town of Aparri, Cagayan.
Political Profile - The Cagayan Valley comprises 5 provinces namely: Batanes, Cagayan, Nueva Viscaya, Isabela
and Quirino. 4 cities (Cauayan, Ilagan, Santiago, Tuguegarao) 89 municipalities, and 2,311 barangays.

Culture of Cagayan is showcased in museums, historical buildings and archeological sites spread across the
province.
Beliefs and Traditions
1. Clothing -They wear simple clothes. Old women wore fun and kimono while men used Camisa de Chino or
the barong tag. The Japanese have influence.
2. The family is very close. All stay with their parents.
3. Before marriage, Ilocano children will ask for approval of the same set of parents first. Parents decide if they
want to agree to let their children get married. It was his parents who would pay the dowry and finance the
marriage. An argument is when a boy expresses his desire for the girl to marry his parents.
4. They sing old songs, proverbs, and poems alongside puzzles, melodies, and the vocabulary produced by
Ibanags.

People and Their Behavior
1. English and Filipino are spoken in Cagayan. Other languages are Ilocano, Ybanag, States, and Malang.
Pangasinense and Maranao.
2. The people in Region 2 are simple. Wear these simple clothes and use simple agricultural equipment.

Occupational Influences of Occupants


1. The Spanish arrived in Northern Luzon in 1567.
2. Captain Pable de Carreon from Spain came in the year 1581 with a hundred fully armed groups and
explored Cagayan to teach people about Christianity and made them Christians.
3. Made by the civil government comprising the entire valley.

Unique to the Place or to the People


1. There is unique wildlife in Batanes. Examples are - tatus (coconut crab) and migratory birds in China.
2. Children are very close to their parents. They do nothing without the consent of the parents, such as those
who are getting married.

Fashion
Men usually wear shorts and shirts and women have skirts or shorts with shirts. There are also farmers who
wear hats for protection from the sun too.

Province of Batanes

Batanes is a province in the Philippines situated in the Cagayan Valley Region. It is know as the “Home of the
Winds” and has amazing coastlines. Batanes is the northernmost and the smallest province in the country,
both in land and population.
CAPITAL- Basco

Lies on a group of Islands collectively called Batanes Island and they are northernmost Island of the
Philippines. They are located between the Babuyan Island ( belonging to Cagayan Province) and Taiwan.

Comprises of 6 municipalities and 29 barangays

Culture- The Ivatan people are an Austronesian ethnolinguistic group native to the Batanes and Babuyan
Islands of the northernmost Philippines. They are genetically closely related to other ethnic groups in Northern
Luzon, but also share close linguistic and cultural affinities to the Tao people of Orchid Island in Taiwan.

beliefs and traditions in Batanes Province are deeply rooted in the island's history, natural environment, and
the resilience of its people. This unique cultural heritage contributes to the charm and distinct identity of the
province.

Ivatan is the main language that is spoken in Batanes. It is a dominant languange in the province and is
considered to be one of the Austronesian languages.

Festival and Events

PALU-PALO FESTIVAL

This festival is an annual celebration in the northern part of the Philippines which
showcase the livelihood and culture of Ivatans in Basco, Batanes. It is a cultural
festival that features a variety of ethnic groups in the different municipalities of
Batanes representing their respective heritage and culture. From the name itself,
“palu-palo” is a stick used by Ivatans in the past to fight against colonizers. This town
festival celebrated every first week of August is one the must-see feasts in the
Philippines where in people get to see the rich lands of Batanes, have a taste of their delicacies, and learn
more about its history.

PayuhanFestival in Batanes

Payuhwan Festival is widely celebrated in the province of Batanes.


Held annually every 26th of June, this festival is celebrated in
commemoration of the province’s captivity under the rule of the
Spaniards, highlighting their cultural activities and how each one of
them became sturdy survivors of cruel history under the Spanish
regime with deep regard on the Ivatans’ unity. Usually celebrated with
songs, dances, and rituals, this festival is a weeklong celebration
commemorating the establishment of civil government of the province
from June 21-26 highlighting the unity of the Ivatans as they’ve become a close-knit strong person.

Kulay Festival

For Ivatans, “Kulay” is a native term which means “anything dried” that may
imply dried products such as onion, garlic, rice, corn and fish among others,
proudly manufactured within their locality.
The five (5) day celebration aims to promote the preserved rich cultural heritage
of Batanes and introduce their locally manufactured food products to local and
international tourist visiting their province.

Cagayan came from “Catagayan” which means a place where the tagay grows
abundantly was shortened to Cagayan. Cagayan, also known as “Land of Smiling Beauty” has traditionally
been a tourist stop for old spanish churches.

Located- at the northeast of Luzon Island, and includes the Babuyan Island to the north.

Tugegarao City is the capital of Cagayan.

It comprises 1 component city, 28 municipalities and 820 barangays.

It is the center of excellence in Education, Commerce, Trade and Culture as the Ecnomic Center of Region 2.
The main farm products are rice, rootcrops, vegetables, poultry and hogs. There are some fishponds within
city limits and Cagayan River provides some of the fish supplies of the residents.

Ibanag, Itawes and Ilocano (in varied shades and intonation) and Malaueg are the major dialects of Cagayan.
Due to migration, Ilocano became the dominant language spoken in the province.

Beliefs in Cagayan Province are diverse, reflecting the interplay of indigenous customs, Catholicism, and local
traditions. This cultural tapestry adds to the province's unique identity and heritage.

Festivals and Events of Cagayan


Aggao nac Cagayan

Held in Tugegarao City, Aggao nac Cagayan is an annual festival celebration in


commemoration of the establishment of Cagayan’s civil government on June 29,
1583. During this event, classes are suspended and professionals are given the days
off. It’s a week long celebration which includes activities such as their famous
pancit-eating contests, boat races, carabao races, and more; a colorful, vibrant
celebration of life. Typically celebrated from 23-26 of June, it’s considered as one of
the most exciting events including dances particularly street dancing.

Sambali Festival

Sambali Festival is a religious event in commemoration of Christianization of


the Itawes region of Cagayan. A vibrant and colorful festival, this event includes
street dancing and novenas with cultural presentations by indigenous people.
Celebrated every June 23 to July 2, this festival is a one-week celebration filled
with fun activities.

Pav-vurulan Festival Tuguegarao City (August 10-17)

Held in Tuguegrao City, Pav-vurulun Festival is annually celebrated in the month


of August from the 10th to the 17th. Another one-week celebration, this
vibrant, colorful festival is celebrated to commemorate the city’s patron saint,
Saint Hyacinth (San Jacinto). Pav-vurulun is an Ibanag word meaning a get-
together. In this eventful gathering the most notable activities include an
awarding ceremony of the city’s most outstanding citizens, street dancing
parade, cultural, and sports event and an eating contest for their famous Pancit
Batil Patung— a unique rendition of the city’s pancit dish.

Culture
Majority of them are classified as Ilocanos, who constitute 69% of total households. Two other prominent
ethnolinguistic groups are Ibanag at 14% and Tagalog at 10%. The balance of 7% belongs to the Gaddang,
Paranan, Yogad, and other indigenous tribes.

Festival and Events in Isabela

Gawagaway-yan FestivalCauayan City (March 30-April 13)

Gawagaway-yan Festival is widely celebrated in Cauayan City in Isabela.


Traditionally it’s celebrated from March 30 till April 13. It’s a roughly two-
week long celebration, which includes cultural show, float parade, street
dancing, sportsfest, and agricultural trade fairs featuring mushroom
cuisines.

Pattaraday Festival Santiago City (May 1-5)

Annually celebrated in the city of Santiago in Isabela, Pattaraday Festival is


a celebration of the founding of Santiago. Often this event includes
various activities such as beauty pageants, street dancing, and exhibition
by performers. Pattaraday is an Ybanag word meaning unity. This occasion
features various ethno-linguistic groups’ grand celebration highlighting a
character parade somewhat similar to St. Patrick’s Day Parade with a
majestic display of character floats depicting the values of the people.

Bacao Festival (held every March 16 to 20 - a thanksgiving celebration in honor of St. Joseph, the patron saint
of workers.)
Cocowayan Festival (held every April 20 to 25 – it pays tribute to the coconut and the central role it plays in
Isabela City’s economy.)

Isabela Day: Bambanti Festival (held every May 1 to 11 – it is the anniversary of the establishment of the civil
government of Isabela in honor of Queen Isabela II.)

Alegria de Isabela (held every July 8 - a festival based on a legend that tells how the early townsfolk survived a
raging storm, where St. Isabela was seen blocking a giant wave.)

-It is bordered by Benguet to the west, Ifugao to the north, Isabela to the northeast and quirino to the east.
- Comprises of 15 municipalities and 275 barangays.

Culture
Nueva Vizcaya is home to about 18 indigenous peoples, which includes the major tribes of the Ifugao (Quezon,
Bagabag, Kasibu), Gaddang (Solano and Bayombong), Isinai (Dupax del Sur and Bambang), Dumagat (Aritao),
Kalanguya (Santa Fe), and the Bugkalot (Alfonso Castañeda and Dupax del Norte).

Beliefs
The Gaddang believe in two kinds of illness: the sickness caused by evil spirits, and the hurt or injury suffered
in accidents such as those caused by falling, muscle sprains, and insect bites.

Festival and Events of Nueva Vizcaya

It was a colorful convergence of indigenous cultures as Nueva Vizcaya


celebrated the Grand Ammungan Festival.
One of the most colorful and culturally diverse yet unheralded provinces in
the country is Nueva Vizcaya.
Embraced by the mighty mountain ranges of the Cordillera, Caraballo, and
Sierra Madre, the province is home to 18 indigenous peoples groups which
have made it their home for centuries now.
Panagyaman Festival

Held every May 19-24, the Panagyaman Festival is the Anniversary of the
establishment of the civil government of Nueva Vizcaya. Activities include street
parades,street dancing, cultural shows, float parades and contest, sports events by
municipality, agroindustrial fairs, others. It is celebrated with parades, beauty
pageant, trade shows, and agro-industrial fair, among others.

(Forest Heartland of Cagayan)

Capital- Cabarroguis

Quirino Province lies in the southeastern portion of Cagayan Valley Region within the upper Cagayan River
Basin. Aurora bounds it on the east and southeast, Isabela on the north, and Nueva Vizcaya on the west and
southwest. Long time ago, Quirino was the forest region of the of the Province of Nueva Vizcaya.

-Is a landlocked province in the Philippines located in the Cagayan Valley region in Luzon and named after
Elpidio Quirino, the sixth president of the Philippines

-It has 6 municipalities namely Aglipay, Cabarrouguis, Diffun, Maddela, Nagtipunan, and Saglupay. And 132
barangays.

Beliefs- Quirino is predominantly Roman Catholic with 54 percent adherence while Evangelicals and United
Methodist Church serve as significant minorities with up to 20% of the population. Some people still practice
indigenous beliefs.

Culture- “The Quirino's cultural heritage of the Dumagats, Ifugaos, Isinays, Bugkalots, and Gaddang indigenous
folk, and lowland villagers like the Ilocanos are always cherished for their contributions in the province,”

Quirino’s major dialect is Ilocano. Other people use Ifugao, Tagalog, Ilongot, Pangasinense, Kankanai and other
dialects that are common in the region of the country.

Panagdadapun Festival Quirino (September 8-10)

 Panagdadapun is an Ilocano word which means assembly. It’s a word


that’s so appropriate for the festival that it reverberates throughout the
province of Quirino. Quririnians from all over the province gather to
showcase what the province is all about in the week-long festivities.
 Highlights of the festival include the Street Dancing Showdown,
Gitarock (Battle of the Bands), and the Search for Mr. and Ms. Quirino.

 The Panagdadapun Festival is held every September 8 – 10.

Pagay-Pagay Festival

 A thanksgiving celebration for a bountiful harvest in the Municipality


highlighted by an agri-industrial fair, street dancing, parades, beauty
pageant and sports competitions is the highlight of the festival.

PAMMADAYAW FESTIVAL

 Pammadayaw Festival serves as a motivation for better governance and


public service, people empowerment, meaningful development in health
environment and agriculture. It is celebrated in municipality of Diffun
every July 1-4.
