1. Background
Kemitraan Indonesia Australia untuk Infrastructure (KIAT) is a partnership between the Government of Australia and
Government of Indonesia (GOI) to support sustainable and inclusive economic growth through improved access to
infrastructure for all people In Indonesia. KIAT works with government partners, multilateral development banks (MDBs)
and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works
with sub-national governments to improve the quality of infrastructure spending and planning.
Through its work with central and sub-national governments, KIAT is working towards 4 (four) End of Facility Outcomes
(EOFOs):
The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Social Inclusion and Civil
Society Engagement (GESI-CSE); and Infrastructure Funding and Financing (IFF). KIAT is also expanding its
infrastructure activities in the areas of climate change, urbanisation, and private sector participation.
2. Lodgment Details
This Request for Quotation (RFQ) is to identify preferred suppliers to support KIAT with Jakarta-based Graphic design
and Creative Service via either an individual or a company. The preferred suppliers will work primarily with the KIAT
Communications Team. The individual(s)/ company (ies) are expected to provide high-quality design services such as
graphic design, short video development and editing in line with KIAT branding and guidelines. The company is
expected to support KIAT Communication team in communicating the Facility’s activities, key messages, progress and
achievement through visual and audio visual medium as detailed in Attachment A. This RFQ was issued on Tuesday,
16 January 2024 and consists of:

Suppliers will be given 10 (ten) working days to respond to this request for quotation. The closing date and time for
quotations is 23:59 Jakarta standard time on Tuesday, 30 January 2024.
Questions will be accepted up to and including Tuesday, 23 January 2024. Questions submitted after this time will not
be accepted. Any questions submitted by the specified cut-off date will be answered, with the question and answer
circulated to all suppliers.
3. Description of Services
The ToR details the objective and scope of the required services and can be found at Attachment A.
4. Contract Conditions
The Deed Standing Offer Template is the likely basis for the contract that will be formed with the preferred supplier
and can be found at Attachment B.
5. Evaluation of Quotation
A technical assessment of supplier quotations based on an [75:25] evaluation method, with 75 percent of the overall
RFQ score attributed to the technical proposal and 25 percent to the financial proposal. The assessment criteria for
the technical proposal are as follows:

Suppliers must achieve a score of at least 70 against the assessment criteria for the technical proposal. Following on
from this, eligible suppliers’ financial proposals will be assessed for value for money. The two weighted scores from
the technical and financial proposals will be used to calculate an overall score and to select the preferred supplier.
6. Quotation Format
The quotation must comprise the following information using the specified templates detailed below.
• A covering letter;
• A proposal of no more than five (5) pages addressing the assessment criteria set out under section 5. Evaluation
of Quotation;
• A CV of no more than four A4 pages for each professional resource / personnel nominated in the quote and details
of two referees;

i. Not be employees or holder of an executive office within the supplier organisation or have a business
association with the supplier or one of its subsidiaries;
ii. Not be included in the quote as proposed personnel;
iii. Not be immediate family members and/or have direct financial interest in this activity;
iv. Not be a current or former DT Global or DFAT employee;1 and
v. be available to be contacted within three (3) weeks of the closing date and able to provide comments in
English.
b. DT Global and/or DFAT may, at its discretion and/or by its authorised representative, contact any referee
nominated by a supplier in its quote, and may seek written or verbal comments from that referee.
• Client statements to demonstrate up to five (5) years relevant experience in providing the required services (with
each statement being no more than one A4 page);

c. Contracts between DT Global’s Indonesian entity and Indonesian tax registered firms will be in Indonesia Rupiah
(IDR), and invoices and payment will be in IDR; VAT is applicable subject to the presence of a valid Faktur Pajak
(Tax Receipt). Financial proposals are still to be submitted in IDR.
7. Due Diligence
Tenderer must complete the Due Diligence Preliminary Partner Statement as part of the Request for Quotation (RFQ).
This provides the Procurement Panel with an initial partner risk profile but is not part of the tender/proposal evaluation
scoring.

Scope of Services
