GENERAL REQUIREMENT

1. INTRODUCTION

The government of India has approved the Revamped Distribution Sector Scheme
(RDSS) to help DISCOMs improve their operational efficiencies and financial
sustainability by providing result-linked financial assistance to DISCOMs to
strengthen supply infrastructure based on meeting pre-qualifying criteria and
achieving basic minimum benchmarks.
REC and PFC have been nominated as nodal agencies for facilitating the
implementation of the scheme.
The scheme aims to meet the following objectives:
 Reduction of AT&C losses to pan-India levels of 12-15% by 2024-25.
 Reduction of ACS-ARR gap to zero by 2024-25.
 Improvement in the quality, reliability and affordability of power supply to
consumers through a financially sustainable and operationally efficient
distribution sector.
In view to achieve the aforesaid targets the CSPDCL has decided to strengthen
the IT/OT system implemented in utility area. In this regards Executive Director
EITC invites tender for improvement of Geographic Information System (GIS).

A Geographic information system (GIS) is a computer system for capturing,


storing, checking, and displaying data related to positions on Earth’s surface. GIS
can show many different kinds of data on one map, such as streets, buildings, and
vegetation. This enables people to more easily see, analyze, and understand
patterns and relationships.

GIS has been implemented in 180 towns of Chhattisgarh under previous Govt.
Schemes i.e. RAPDRP and IPDS Schemes. As on date GIS application GE Small
world EO product suite has been developed and deployed at DC, Raipur & DR,
Bilaspur. Geographic information system (GIS) application GE small world Electric
Office 5.2.2 with Desktop (Design manager/Editor) & Web application (EO-Web)
enabled CPSDCL to map, visualize, store, check and display electrical assets data
related to positions on earth’s surface i.e. Latitude/ Longitude with background
map of CSDPCL admin boundary/zones.

Desired Solution: - CSPDCL intends to implement (including 5 years post


implementation support) for GIS works and to strengthen existing GIS solution
implemented in CSPDCL. The objective of the “Geographic Information System
Integrator” or the “GISSI” shall be to supply, Install, Commission, upgrade and
modify the GIS Hardware/software/tools as per the requirement of CSPDCL.

The scope of work under this contract covers to strengthen the existing GIS
System implemented in utility.
Scope of work shall comply with the requirements listed under section-6, clause
no 7 & 8 “Technical Specifications” and described hereunder in further sub
sections of Scope of Work. Bidders are advised to visit CSPDCL DC, DR, town
locations etc. to have an understanding of the existing system and requirements,
subject to meeting qualification criteria as laid out in the RFP document. This
activity shall comprise fulfilment of the following tasks:-

1. Supply installation and commissioning of additional IT hardware


2. Supply of additional software licenses
3. Configuration and implementation of applications
4. Development of new applications/ tools/reports, and up gradation
/modification enhancement of existing applications/tools/reports.
5. Development of mobile App for GIS end to end solution.

2. INTENT OF SPECIFICATION

a) This specification intends to cover the following activities, services and works in
respect of successful set up of required IT infrastructure and up-gradation of
existing infrastructure for collection of baseline data for energy and revenue of
the identified scheme areas (town) along with supply, installation, testing and
commissioning of all necessary hardware, software and managing the facilities
created under the scope of work for a period of 5 years after successful
completion of acceptance test of hardware and software. Detailed scope of work
under this package is listed section-6, clause no 7 & 8 “Technical
Specifications”

i) Complete design, engineering, manufacturing, pre-assembly (if any),


supply, installation, testing, commissioning and putting into satisfactory
operation of all the equipment/devices, systems and sub-systems and
providing services.
ii) Providing engineering data, drawings and O&M manuals for Owner’s review,
approval and records.
iii) Packing, transportation and insurance from the manufacturer’s work to the
site including port and customs clearance, if required.
iv) Receipt, storage, insurance, preservation and conservation of equipment
at the site.
v) Furnishing of mandatory, recommended spares, testing / calibration of
equipment’s on FOR site basis.
vi) Data migration, User training and Operational Support at field level

vii) Satisfactory conclusion of the contract.

b) In addition to the requirements indicated in this section (Technical specifications),


all the requirements as stated in other sections shall also be considered as a part
of this specification as if completely bound herewith.
c) The Bidder shall be responsible for providing all material, equipment and services
specified or otherwise, which are required to fulfil the intent of ensuring
operability, maintainability and the reliability of the complete work covered under
this specification.
d) It is not the intent to specify all aspects of design and installation of associated
systems mentioned herein. The systems, sub-systems and equipment/devices
shall conform in all respect to high standards of engineering, design and
workmanship, and shall be capable of performing continuous commercial
operation.
e) Whenever a material or article is specified or described by the name of a
particular brand, manufacturer or trade mark, the specific item shall be
understood as establishing type, function and quality desired. Products of
other manufacturers may also be considered, provided sufficient information is
furnished so as to enable the Owner to determine that the products are equivalent
to those named.
f) Bidder is requested to carefully examine and understand the specifications
and seek clarifications, if required, to ensure that they have understood the
specifications. Pre bid conference shall be held by utility to offer any clarifications
against the queries raised by the various vendors, who have purchased the bid
documents, to remove any doubts of the bidder and to remove any ambiguity in
document. Such pre bid conference(s) should be held at least 15 days before the
scheduled date of the opening of the bid documents at a place to be intimated by
the utility. The procedure for organizing pre bid conference has been described
in detail in “Section-ITB” of the Contract document. The bid should not include
any sections like clarifications, interpretations and/or assumptions
g) Any deviation or variation from the scope requirement and/or intent of this
specification shall be clearly mentioned under Deviation Schedule of the Bid
Proposal Sheets irrespective of the fact that such deviations/variations may be
standard practice or a possible interpretation of the specification by the Bidder.
Except for the deviations/variations that are accepted by the Owner with or
without financial implications before the award of the contract, it will be the
responsibility of the Bidder to fully meet the intent and the requirements of the
specification within the quoted price. No other departure from the specification
except for the declared deviation indicated by the Bidder in his proposal shall be
considered. Bids not complying with this requirement shall be treated as non-
responsive and hence liable for rejection. The interpretation of the Owner in

respect of the scope, details and services to be performed by the Bidder shall be
binding, unless specifically clarified otherwise by the Owner in writing before the
award of contract.

3. SCOPE OF WORK

3.1 Supply, Installation, Integration, Testing and commissioning

IT system as required for successful completion of the project, together with


relevant database, licenses, and other software in conformance to Industry
standards.

GENERAL REQUIREMENTS

a. Latest version of offered solution available while placing the order shall be
implemented.
b. GISSI shall prepare and submit a detailed project implementation plan.
c. GISSI shall deploy a dedicated team experienced in installation,
configuration, customization, integration and testing, implementation,
deployment of the proposed system.
d. For customizations which are not part of the functionality of the offered
product, GISSI must keep level of customization to a bare minimum depending
upon offered functionalities and best practices. This is important to ensure that
future upgrades, enhancements, and bug fixes are not impacted. Every custom
development must be documented in detail and the code / script should be
properly annotated with comments.
e. Configuring the specific solution / modules, third party built-in applications,
development of interfaces wherever and whenever necessary.
f. GISSI shall ensure that the proposed system provides adequate interfacing
mechanisms (both at the application and data level) with a view to integrate
future applications of CSPDCL. Such interfaces shall follow industry standards
such as Application Programming Interface (API’s) and web services, etc.
g. GISSI shall supply and install the application, database and related software,
integration tools, along with the customized source code and requisite licenses
as required for successful completion of the project. GISSI shall also describe
and document the process to be followed for installing and operating the same.
h. GISSI shall consider stakeholder inputs when they are finalizing all processes
including user interfaces, mode of data entry / automation, storage and
retrieval, output reports, queries, and the application design as a whole.

Essentially it is expected that the GISSI shall follow a SDLC Agile framework
while implementing the project.
i. GISSI to suggest industry standard best practices for backing up (archiving),
purging and restoring current as well as future data & logs.
j. UAT shall be carried out in the Testing environment created. Bidder shall be
responsible for setting up the Testing environment and also for creating /
populating the necessary configuration data as well as master data as would
be required for the purpose of UAT.
k. Patches/fixes shall be tested by the support team of GISSI before they are
implemented in production.
l. GIS SI shall seek OEM’s advice in using high-availability and other database
features like partitioning, performance tuning etc. Database best practices like
indexes, custom Partitioning (using relative merits of range, list, hash,
composite partitioning etc.) should be utilized to get additional performance.
m. GIS SI shall develop purging policy in coordination with CSPDCL to get optimum
performance of the new IT system.
n. GIS SI shall supply and install Interactive display board for the purpose of
training as per specification mentioned in TRS 6.1 Interactive Board
specification.
o. GIS SI shall be responsible to supply all the necessary accessories for
installation of server hardware in datacentre.
p. If new solution has been proposed by bidder then existing functionality and
data should be migrated to new solution along with ample license without
affecting existing work, otherwise existing system (Refer Appendix-C) will be
strengthened as per CSPDCL requirement.

3.2 PHASES OF IMPLEMENTATION OF THE SYSTEM


There shall be two broad phases in the implementation. Phase 1 shall be about
assessment of current business process and legacy systems, gap analysis and
firming up of the business functions and workflows, if necessary, through
business process engineering. Phase 2 will take care of stage wise
implementation of design approved in Phase 1 and conducting unit testing,
system testing and User Acceptance Testing.

3.2.1. Phase 1
i. Study of existing IT system landscape / processes and prepare AS-IS, TO-BE
and GAP Analysis.
ii. Study of the current implemented environment and conduct assessment for
which legacy systems are being continued including statutory and regulatory

reporting requirements if any.


iii. Conduct a full-fledged assessment of the existing applications including a
thorough technical and functional review of all current applications.
iv. GIS SI shall follow Agile Methodology for requirement study with respective
module owners.
v. Compile and validate AS-IS, TO-BE and GAP Analysis in consultation with
CSPDCL. Submit & get approval of these documents Module wise.
vi. Map the best practices available in the OEM product.
vii. Draw up customization plan for gaps where the OEM Product does not meet
CSPDCL requirements.
viii. Map all MIS / Dashboard / Reporting requirements and statutory reporting
requirements of CSPDCL and identify new reports that need to be customized
/ freshly developed in standard format (e.g. .xlsx, .pdf, csv, .xml etc.).

3.2.2. Phase 2
i. Stage wise implementation of assessment Phase I as per approved design and
submitted documents.
ii. Carry out data migration from old server to New server.
iii. Arrange Test Management Plan (Unit, System and UAT) for CSPDCL.
iv. Conducting Final User Acceptance Test (UAT) and submission of final
documents inclusive of Integration Testing results.
v. Provide basic and specialized training to the core users pertaining to their areas
of work. Also, handhold and institute advanced training and capacity building
measures for system administrators, regarding all aspects of technical and
operational features of the system deployed.

3.2.3. Summary of Deliverables


GISSI shall comply with the minimum set of deliverables. The exhaustive list of
deliverables is not limited to this minimum set. One hard Copy & One Soft Copy
(in a DVD) of these deliverables shall be handed over to the CSPDCL Project
Manager, after successful completion of the project. CSPDCL may add or remove
items from the list at a later stage of the project, which shall be binding on the
GISSI.

3.3 Proposed Solution, GIS-IT Infrastructure & its Implementation Proposed


Solution:
GIS SI has to propose a solution which needs to be implemented primarily “On-
Premises” environment and not on Cloud; unless, otherwise it is explicitly
mentioned. The bidder is responsible for impact assessment and modification of

solution operations at no extra cost, on account of any changes to applicable


information security policies / procedures / standards / regulations / any GOI
Guidelines.

3.3.1. Integrate the following with the proposed solution to provide a single view of
events generated at no additional cost to CSPDCL during the contract period.
i. Proposed Solution
ii. Existing Applications and Hardware
iii. New Applications and hardware to be implemented during the contract period.

3.3.2. OEM needs to validate all the documents submitted by the bidder during the
implementation of the respective solutions and bidder to submit the validation
confirmation from the OEMs.

3.3.3. Any interfaces required with existing and new applications/ infrastructure
for successful implementation/ operations of the solution should be developed by
the bidder during entire period of the contract.
3.3.4. Bidder shall maintain at least the following minimum documents with respect:
i. The Bidder shall perform an in-depth analysis of the existing system and shall
submit a detailed plan for the implementation of this project.
ii. Bidder shall submit this document to CSPDCL for review and any suggestions
by CSPDCL will be incorporated therein.
iii. High Level Design (HLD) and Low-Level Design (LLD) of whole
iv. system duly vetted by respective OEM’s.
v. Any other explanatory notes about system, bidder shall also ensure updating
of documentation of software system ensuring that user manuals and training
manuals are updated to reflect on-going changes/enhancements.

3.3.5. During Implementation Phase, bidder should propose at least one – Dedicated
Project Manager -100% Onsite Deployment (at Head Office), One - Solution
Architect- Onsite Support to Project team on need basis, One – GIS/NA
application/DB Expert- Onsite Support to Project team on need basis.

3.3.6. The bidder shall provide comprehensive onsite warranty for a period of 5 (Five)
years as part of scope of this tender after Go-Live. Bidder should submit OEM
undertaking to provide warranty/support for 5 years for supplied solution by
respective OEMs and should have back to back warranty/support arrangement
with respective OEM to ensure smooth operations. All products procured under
this RFP should be with 24x7x365 support from OEM. The bidder shall provide
documentary evidence for the same.

3.3.7. BOQ is minimum requirement of CSPDCL and has to be supplied by bidder. Bidder
can offer higher or better or additional items, if required to meet their solution
requirement at no extra cost to CSPDCL.

3.3.8. The selected bidder shall be responsible to provide within scope of workall
facilities like labour, transportation, tool kits, testing equipment, cables,
connectors, power cords etc. which is necessary for successful deployment of
solution.

3.3.9. Transportation, lodging and boarding of manpower or any to successfully


implement the project shall be in bidder’s responsibility.

3.3.10. The bidder needs to commission items in such a way to ensure the
requirements mentioned as per the technical specifications and uptime
requirements as per the SLA section.

3.3.11. Bidder shall provide Manufacture Authorize Form (MAF) of the products mention
in the form 18 of Part-1, by confirming the support of software for 5 years from
date of Go-Live on given standard format.

3.3.12. Bidder shall provide a detailed Plan of action (POA) for all activities to be
performed. It should include the approach, risk, benefits and downtimes (if any).

3.3.13. Once UAT (document shall be approved by CSPDCL before start of UAT) of all
technical requirement as required in the RFP are completed, then a System
Integration Testing shall be carried out by the Bidder to ensure the complete
interoperability of the GIS/NA application themselves and integration with the
existing infrastructure (targeted modules/systems) of CSPDCL.

3.3.14. The solution will not be accepted as complete if any facility /service as required
is not available or not up to the standards projected by the bidder in their
response and the requirement of this RFP.

3.4 Duration of Contract


i. [Part- A & E ] Software Licenses OEM support/warranty for all supplied
solutions for a period of Five years after Go-Live which inter-alia include

ii. In addition to the above points, during the contract period the Bidder shall be
responsible for implementing & complying with future recommendations,

NCIIPC, CERT-In etc.) to an existing functionality of the deliverables provided


under this RFP, without extra cost to the CSPDCL.
iii. Further, in the event of bidder insolvency, contract termination, and any other
Force Majeure conditions, successful bidder shall continue to provide the
service without causing disruption of the services.
iv. Any interface development carried out/ customization done specifically for
CSPDCL, shall be transferred to CSPDCL without any additional cost.
v. Post completion of the contract or in the event of early termination, the bidder
is expected to provide support for transition of the solutions/ services to the
nominated members of the CSPDCL (or) to a third party nominated by the
CSPDCL.

3.5 Delivery, Installation, Commissioning and Completeness

3.5.1. The Bidder shall be responsible for delivery, installation, commissioning,


and completeness of the solutions as mentioned in the Scope of the RFP.
3.5.2. If the Bidder fails to deliver, install and / or supervise commissioning the solutions
within the stipulated timelines as defined in the section Project Timelines of this
RFP, it shall be considered as a breach of contract. In such cases, Penalties shall
be charged as per service levels defined for the Implementation Phase in the
Service Level Agreements Section of this RFP.
3.5.3. Project shall be considered as completed only after commissioning of the
solutions in scope with full-fledged features mentioned in the Scope of Work /
Technical Requirements. The necessary customization, integration, policy / rules
development & configuration, report generation, for all solutions in scope have to
be completed.
3.5.4. Maintenance and support period will start from the date of Go-Live.

Bidder has to ascertain that there is additional warranty of requisite months to
be factored in their proposal so as to cover the installation / implementation

3.6 Waranty:

Warranty shall include software upgrades/updates, patches, hot fixes and


service support without charging any additional cost to CSPDCL.

3.6.1. All software to be supplied/ delivered and installed must be of the latest version
and should form part of the OEM‟s current product line.

3.6.2. The bidder should also ensure that the solution proposed shall be technically
compliant to perform satisfactorily as per requirements mentioned in the
specification and deliverables.

3.6.3. All technical support issues related to software like bugs, problems with the
product software causing the service disruptions have to be attended as per
the SLA terms mentioned in this RFP. It is responsibility of the bidder & OEM
that the software solution shall function at satisfactory level during the period
of contract.

3.7 Scope of work during Warranty & Support Period (Post Go-Live)

The detailed scope of services to be provided by the selected Bidder & OEM after
Go-Live, shall include but not limited to the following:

3.7.1. Bidder will operate and maintain all the components of the GIS/NA Solutions
including load balancer supplied through this RFP for the entire contract period.
During Warranty and Maintenance phase, bidder shall ensure that service levels
are monitored on continuous basis; service levels are met and are reported to
CSPDCL.

3.7.2. All proposed solution should have five years onsite & comprehensive warranty.

3.7.3. If supplied Solutions are required to be installed/reinstalled/de-


installed/configure, the same shall be done at no additional cost during the
period of contract after due approval from CSPDCL. The support for supplied
solution(s) should also include the following:
i. All minor and major version upgrades during the period of contract at no
extra cost
ii. Program updates, patches, fixes and critical security alerts as required

support for entire contract period.


3.7.4. The Bidder is expected to make all necessary modifications to Security
solution including customizations, interfaces, appliances, integration, software
etc., if there are performance issues and errors identified by the CSPDCL, these
deviations/ discrepancies/ errors observed will have to be resolved by the bidder
immediately.

3.7.5. Bidder to share with CSPDCL the following documents as well:


i. System Setting & Parameters document for the proposed solution.
ii. Design, Development and Technical document including the customization
source code for any customization to be undertaken on the product
proposed for CSPDCL.

3.7.6. Resources deployed for GIS system should not be used for any other scope of
work in order to facilitate them to concentrate on GIS /NA application.

3.7.7. Bidder shall address all the errors/bugs/gaps in the functionality in the solution
implemented at no additional cost during the Project Period.

3.7.8. Any changes/upgrade (in version) to the software performed during the support
phase shall subject to the comprehensive and integrated testing by the Bidder
to ensure that the changes implemented in the system meets the specified
requirements and doesn’t impact any other function of the system. Release
management for application software will also require CSPDCL approval. A
detailed process in this regard will be finalized by Bidder in consultation with
CSPDCL.

3.7.9. Bidder, at least on a monthly basis, will inform CSPDCL about any new updates
available for all software components of the solution along with a detailed action
report. In case of critical security patches/alerts, the bidder shall inform about
the same immediately along with his recommendations. The report shall contain
bidder’s recommendations on update, benefits, impact analysis etc. The bidder
shall need to execute updates though formal change management process and
update all documentations and Knowledge databases etc.

3.7.10. Version control shall be maintained for the software changes. The bidder shall
define the Software Change Management and Version control process
document. For any changes to the solution, Bidder has to prepare detailed
documentation including proposed changes, impact to the system in terms of
functional outcomes/additional features added to the system etc. Bidder shall
ensure that software and hardware version control is done for entire duration of
Bidder’s contract.

3.7.11. The successful bidder shall co-ordinate and co-operate with the other vendors
of CSPDCL so that the work shall proceed smoothly without any delay and to
the satisfaction of CSPDCL.

3.7.12. In case the resource goes on leave / absent/being replaced, CSPDCL should be
intimated prior and suitable replacements/backup should be arranged by the
bidder to ensure that regular functioning of the offices/locations does not get
hampered.

3.7.13. Also, the bidder should give at least two-months prior notice to CSPDCL in case
of resource replacement. It is the duty of the bidder that the replacement
provided should be equally or more qualified and experienced than the existing
resource. Bidder has to provide the resumes of new resource, CSPDCL may
interview the proposed resource and confirm their acceptability. In any event if
a resource is found unfit by CSPDCL, bidder shall agree to change the same and
provide CSPDCL with a replacement within reasonable time so as to not affect
the services/project timelines.

3.7.14. Bidder shall deploy manpower during Implementation, Warranty and


Maintenance phases. The deployed resource shall report to CSPDCL’s Project In-
charge and work in close coordination. Bidder may deploy additional resources
based on the need of the project and to meet the defined SLAs.

3.7.15. Deployed Support Executives shall have required experience without which it
will be considered as non-availability. Selected Bidder needs to submit a
background verification certificate along with police verification of officials
deployed in CSPDCL premises. Bidder shall also submit undertaking regarding
background check.

3.7.16. Other responsibilities of selected Bidder during support period are:

i. Overall maintenance and working of all the Solutions supplied.


ii. Bug fixing and delivery of patches/ version changes effected.
iii. Provision should be available for version control and restoring the old
versions if required by CSPDCL.
iv. Enhancement, modifications, customization, patches, upgrades due to
statutory, regulatory, industry, changes will be provided at no additional
cost to CSPDCL.
v. Configuration changes of application/DV/load balancer, version up-
gradations, performance monitoring, trouble shooting, patch installation,
running of batch processes, database tuning, replacement / support,
technical support for process, application and data maintenance, taking
backup of the database as required, recovery, query generation and

management etc. of all software supplied under this RFP document.


CSPDCL will provide the necessary Backup solution.
vi. Immediate bug fixing should be undertaken in the event of software failure
causing an interruption of operation as per the response / resolution times
defined by CSPDCL.
vii. Support CSPDCL in integrating any new applications (if any directed by
CSPDCL) with the proposed tools and provide support in extending the
model and creating reports & monitoring the application/infrastructure
(including software and/or hardware) from the same.
viii. The operational support staff should have onsite support experience.
ix. The CSPDCL will not be liable to pay any additional charges in respect of
any sort of maintenance required during the tenure of the contract in order
to meet the scope and SLA.
x. Trouble shooting for security Devices/application related issues, product
bugs and performance related issues are under the scope of the bidder.

3.7.17. Centralized Dash Board Portal: A central dashboard web portal will be developed
with separate section to access GIS EO-web, GIS survey app, NA application/NA
reports with separate section of MIS/Reports ready to download report based
on zone/town/division/region/circle etc.
3.7.18. MIS Reports: Bidder shall submit the reports (Daily, Weekly, Monthly and
Quarterly) in a mutually agreed format and approved by CSPDCL.

3.7.19. Bidder should carry out system administration tasks including regular backup of
system, restoration, installation, health check etc.

3.7.20. Bidder should define the required rules, alerts, reports anddashboards as
relevant to meet the highest levels of availability/accessibility for CSPDCL.

3.8 Confidentiality of Information


3.8.1. Bidder agrees that all information gathered during the course of RFP or contract
from the CSPDCL including oral enquires, letters, documents, emails,
presentations, interactions, technical documentation and other information are
confidential information of the CSPDCL. Unauthorized disclosure of any such
confidential information will amount to breach of contractual terms and in such
cases CSPDCL may pre-maturely terminate the contract and initiate any legal
action as deemed fit.

3.8.2. All information or data of and about CSPDCL shall be kept confidential by
the Bidder and its employees. Also, all information or data of and about CSPDCL
acquired, used or applied during the contract period regarding systems,
procedures, and infrastructure shall be kept highly confidential by the Bidder
and its employees.

3.8.3. The successful Bidder has to sign NDA (Non-Disclosure Agreement) and shall
not disclose any information even in parts with respect of CSPDCL with any
person/organization without the consent of CSPDCL.
3.8.4. Bidder shall ensure that their personnel working under this contract are strictly
abiding with the requirements of confidentiality of Information. He/she shall
devise and put in place suitable mechanism to monitor & ensure the said
requirement. Breach of this agreement may invite the forfeit of Bank
Guarantee.

3.8.5. The Bidder will treat as confidential all data and information about the CSPDCL
obtained in the process of execution of their responsibilities, in strict confidence,
and will not reveal such information to any other party without the written
approval of the CSPDCL.

3.8.6. Bidder understands and agrees that all materials and information marked and
identified by CSPDCL as ‘Confidential’ are valuable assets of CSPDCL and are to
be considered CSPDCL's proprietary information and property. Bidder will treat
all confidential materials and information provided by CSPDCL with the highest
degree of care necessary to ensure that unauthorized disclosure does not occur.
Bidder will not use or disclose any materials or information provided by CSPDCL
without CSPDCL's prior written approval.

3.8.7. Nothing herein shall be construed as granting to either party any right or license
under any copyrights, inventions, or patents now or hereafter owned or
controlled by the other party.

3.8.8. Nothing contained in this contract shall limit the Bidder from providing
similar services to any third parties or reusing the skills, know-how, and
experience gained by the employees in providing the services contemplated
under this contract. The confidentiality obligations shall survive for a period
of one year post the termination/expiration of the Agreement.

4. GIS Systems Integration


GISSI shall ensure that the proposed GIS system is able to share data in
industry acceptable protocols and formats. The proposed solution shall be based
on an open architecture and supports various types of interoperability and
integration methods including viz. SOAP, API, EAI, Messaging Queuing, XML
based file transfer, Flat file transfer etc.

Proposed System must maintain integration logs that confirm the success or
otherwise of the integration interface. All external systems should be integrated
with the proposed System based on a consistent, real-time or batch processing

downtime for integration and flawless integration which doesn’t disrupt any
of existing business processes or cause any revenue loss to the CSPDCL.
ix. The integration mechanism adopted must have minimal impact on the
existing systems.
x. 10. CSPDCL can arrange for a session with existing the FMS Agency in case
the GIS SI need to understand any of the existing solutions and clarify their
doubts.

5. OEM Audits and Cyber Security Audit

5.1 Audits & Reporting


a. The audit and reporting activities will be carried out by any internal authority,
Product OEM, or any Third-party agency to ensure the compliance with quality and
overall requirements captured in RFP to achieve the goals and objectives as
envisaged by CSPDCL.

b. IT System being deployed as a part of this project will require an auditing and
validation both initially as well as on an on-going basis. The audit activities are
mandatory and shall be carried out periodically inline to the timelines/frequency
captured as per audit requirements of RFP. However, in case of any exception the
audit and validation activities can be carried out in an ad-hoc basis, at the
discretion of CSPDCL. The GIS SI must understate to cooperate and support such
audit or validation activities conducted by CSPDCL or any of its appointed agencies.

GIS SI will be responsible for facilitating and extending full cooperation for audits
by any internal authority, Product OEM, or any Third-party agency.

c. To carry out IT System audit (OEM Audit), the cost for initial two (2) iterations
shall be borne by the GIS SI including the cost to incorporate any post audit
suggestions / recommendations.

d. However, for any other third-party audit, the cost will be borne by CSPDCL. If in
case, due to un-fulfilment of requirement due to GIS SI, multiple iterations (more
than 1) are required to be carried out for any third-party audit, then the cost of
further audits will be charged to GIS SI for any subsequent iterations or visits of
third-party auditors.

5.2 Auditing
The purpose of audit will be to assess, evaluate and assure to the management of
CSPDCL, that the implemented GIS IT System, process, policy, and elements of
systems are functioning properly and effectively to achieve the planned objectives.
In case, any element of the solution is not functioning in line to the specific
requirements and standards, then audit shall recommend the required corrections
and corrective action.

The audit activity shall include verification, examination, and evaluation of overall
solution with objective evidence to assess, that GIS IT System solution has been
designed, developed, implemented, and documented in accordance and in
conjunction with specified requirements.

6. DATA MIGRATION SCOPE

Data to be migrated from its legacy systems as per requirement. Vendors must
indicate how they propose to do this.

6.1 INTEGRATION SCOPE

All required external systems shall be integrated on a continuous basis using an


integration middleware layer. The scope of integration of external systems
includes IT systems already existing and functional internal to the utility, but
outside the present scope of work. The integration is expected to be on-line real
time or batch where appropriate and shall operate in an automated fashion without
manual intervention. The scope of external integration will be, but not limited to :

 Integration with existing GIS system

This integration middleware layer could then be used to undertake any future
integration between applications. The integration middleware shall be based on
Service Oriented Architecture (SOA) and shall use publish / subscribe mechanism.
Purchaser does not want to build and maintain point to point integration.

 The integration middleware shall be open architecture based.


 Transactional as well as standing or master data to and from the offered
system will be required to be interfaced.

7. Technical Specification Requirement

General Guidelines

The bidder’s proposal shall include the list of special tools, testing equipment and
accessories required for day to day operation and maintenance of the system. All
such tools shall be supplied by the bidder. The bidder should clearly bring out the
list of such tools in their technical proposal.

including port and customs clearance will be borne by the bidder

Multi-Master Configuration in DC & DR-


The bidder has to be configure multi-master nodes for production environment in DC
& DR. The existing architecture of load-balancer is configured with single master and
3 worker nodes (1 M- 3 W). The proposed plan will be prepared by GISSI and will be
get approval from CSPDCL.

9. Facility Management Services (FMS)


The GISSI shall be required to provide the services to manage entire GIS
System (Existing + New GIS infrastructure) installed & commissioned for
CSPDCL in order that the GIS System have maximum availability to enable
CSPDCL to realize their desired business objectives.

i. System Management Services shall be provided by GISSI in order that

maximum uptime and performance levels of installed GIS System is


ensured. As such, GISSI is expected to provide services with performance
levels meeting or exceeding those mentioned in Service Level Agreement
(SLA) agreed between CSPDCL and the GISSI.

ii. The GISSI shall develop GIS specific automated helpdesk with necessary
ticketing tool to be able to log and resolve tickets pertaining to the GIS
System. To achieve the desired Service Levels, the GISSI may need to
interact, coordinate, and collaborate with the other vendors of CSPDCL.
GISSI will act as the Single Point of contact for all issues relating to the
Service Levels.

iii. The GISSI will be primary responsibility of providing desired services


during the project implementation period. The duration of Facility
Management Services (FMS) shall be for 3 years which shall start
immediately from the date of Enterprise-wide Go-Live of GIS System at all
locations of CSPDCL.

iv. The Facility Management Services (FMS) would, include following major
areas of services.
v. Ticket logging through Help Desk Services
vi. Technical Support Services
vii. SLA monitoring etc.

viii. The GISSI shall provide adequate resources for supporting the above said
services at the user locations. The Help Desk agents shall coordinate the
assigning of user calls to FMS resources. An indicative number of resources
required for this is mentioned in minimum resource requirement section of
this RFP.

ix. GISSI shall provide the Facility Management Services for agreed duration
for each day coinciding with the business hours of that particular location
and GISSI shall also make arrangement for handling of emergency calls.
The CSPDCL runs 24*7*365 days but the business hours of the utility may
be considered as 08:00 AM to 6:00 PM.

x. The GISSI shall submit a comprehensive Facility Management Services


process, plan and deliverables for the entire GIS System including the field
activities along with the proposal for approval of CSPDCL.

xi. GISSI shall perform periodic health check-ups and troubleshooting of all

the GIS System and implement proactive rectification measures as


required.

xii. FMS Team: GISSI shall appoint an FMS Helpdesk Coordinator of project in
the Facility Management Services phase. FMS Helpdesk Coordinator will be
single-point-of-contact for responding to all the queries or accepting its
problem management requests from

xiii. CSPDCL. The FMS Helpdesk Coordinator would be stationed at Corporate


Offices/ Head Quarters of CSPDCL. The helpdesk team shall be stationed
at CSPDCL HQ. The space for setting up the helpdesk would be provided
by CSPDCL. All requisite infrastructure and resources required for smooth
functioning of the FMS helpdesk would be provided by the GISSI at no
extra cost to CSPDCL.

xiv. The GISSI shall deploy enough and qualified, skilled manpower to carry
out the FMS services. It is imperative for FMS staff to know the tender
including scope of work, solution etc. and be able to deal with all the
queries related to the GIS System. The GISSI shall ensure replacement in
not more than 7 days of the FMS staff whose performance is not found
satisfactory by the CSPDCL.

xv. All Required FMS resources will be deployed at GIS centre Raipur for
defined FMS period.

includes daily delta (daily changes in GIS new/edit/update) sync-up with
Network Analysis DB, monitoring, maintaining and troubleshooting of
Kubernetes(K8s) container services (load balancer) and Docker images,
Maintaining DB with periodic DB compression activity, DB clean-up activity and
DB super files, daily monitoring and troubleshooting of GIS-SAP integration
batch jobs, daily incremental backup activity.

3. Network Analysis Expert - Network Analysis database & application services


monitoring and maintenance, daily NA DB incremental backup, monitoring and
maintenance of GIS-NA data sync-up services.

4. Server Administrator - Daily monitoring of server health check-up, Hardware


parameter check i.e. CPU Load check, RAM usage check, uptime down time
check, physical & logical volume drive check, error log report check, server
troubleshooting with communication and call-logs with OEM.

5. Database Administrator: - Daily monitoring of DB, Incremental Backup,


backup restoration, DB compression, monitoring and maintenance of DB sync-
up services etc.

Mobile application developer: Maintenance of Mobile android-based application


and web-based application, Mobile database (MongoDB) Maintenance, Mobile
Application tools customization and enhancement, daily incremental DB backup,
monitoring and maintenance of reverse proxy server for communication over
internet.

9.1 Functional Support


The Functional Support Services for application contemplated herein shall be
provided for GIS system implemented by GISSI. The GISSI shall render both
on-site maintenance and support services to CSPDCL.
The scope of the services is as below: -
a) Enhancements and defect fixes.
a) GISSI shall incorporate technological changes and provide enhancements as per
the requests made by CSPDCL. GISSI shall perform minor changes, bug fixes,
error resolutions and minor enhancements that are incidental to proper and
complete working of the application.
b) Routine functional changes:
a) The GISSI shall be responsible for user and access management, creating new
report formats, and configuration of reports. GISSI shall provide user support in
case of technical difficulties in use of the software, answering procedural
questions, providing recovery and backup information, and any other requirement
that may be incidental/ancillary to the complete usage of the application. The
GISSI shall perform user ID and group management services. The GISSI shall
maintain access controls to protect and limit access to the authorized End Users
of CSPDCL.
The services shall include administrative support for user registration, creating and
maintaining user profiles, granting user access and authorization, and providing
ongoing user password support.
c) Tuning of the GIS solution:
a) The GISSI shall also undertake tuning of GIS, databases, any third-party software,
and any other components provided as part of the solution to optimize the
performance.
b) Deployment/Re-Deployment of GIS solution: The GISSI shall be responsible for
deployment of the GIS solution and re-deployment in case of any upgrades to the
underlying hardware or operating System and carry out any necessary testing.

c) The key service level requirements need to be ensured by the GISSI during the operations
and maintenance period. These requirements shall be strictly imposed and either

CSPDCL or a third-party audit/certification agency shall be deployed for certifying


the performance of the GISSI against the target performance metrics as outlined
in the SLA‘s defined in the RFP.

10. Operations and Maintenance support for GIS System


GISSI shall provide GIS System application development and maintenance/support
services on an ongoing basis, especially in response to support required for integration,
data exchange along with requests for changes in the applications through an ATS.
Support in software development and maintenance shall include:

a) Maintaining usage of deployed GIS applications to ensure its effective day


to day operational usage. The job includes support maintenance of all the
application modules along with system software.
b) GISSI shall debug and fix the operational problems, perform error
handling while running the application during the project period.
c) GISSI shall generate the additional system report, modify existing reports
and queries, as per user‘s requirement
d) GISSI shall provide hands-on assistance to the users to resolve any
operational doubts as and when needed while the application is in
operations.
e) GISSI shall be responsible for Integration of deployed GIS applications with
other applications/systems during the project period.
f) GISSI shall document all the changes incorporated in the application
software and improve the documentation of existing user/system reference
manuals of different modules wherever it is necessary and required.
1. User Management Services
The user management services shall include Directory Services for CSPDCL
which comprises of the following services:
• Domain management
• Group management
• User management
• Implementation of domain policies and standards etc.
The above-mentioned directory services shall be implemented and used within the
enterise environment of CSPDCL including DC and DR

11. Annual Technical Support (ATS/AMC)


All software should be supplied with applicable OEM warranties and support
(including back-to-back) for the entire duration of the project. During warranty
period vendor must provide updates and patches.
a) Annual Technical Support (ATS) & Annual Maintenance Contract (AMC) will
start from the date of completion of 3 years (after Go-Live) of the product
warranty for the 4th & 5th year of the contract. ATS should cover 24 by 7
escalation supports from OEM for all software products to be provided

through Phone, Email or Onsite visit depending on the criticality and nature
of the problem. The support must be ensured by the GISSI.
b) The GISSI must carry out any requisite adjustments / changes in the
configuration for implementing different versions of the application
software.

c) The GISSI shall provide from time to time the Updates/Upgrades/New


releases/New versions of the software and operating systems as required.
The GISSI must provide free upgrades, updates & patches of the software
and tools to CSPDCL as and when released by OEM. The GISSI will
implement from time to time the Updates/ Upgrades/ New releases/ New
versions of the software and operating systems as required after necessary
approvals from CSPDCL about the same at no additional cost without
disturbing the implemented GIS system.

d) The GISSI shall provide and apply regular patches to the licensed software
including software, operating system, databases, and other applications.

e) The GISSI shall provide for software license management and control.
GISSI shall maintain data regarding entitlement for software upgrades,
enhancements, refreshes, replacements, and maintenance. The GISSI User
software licenses consistent with the terms and conditions of site license
agreements, volume purchase agreements and other mutually agreed upon
licensed software terms and conditions and report to CSPDCL on any
exceptions to GISSI‘s terms and conditions, to the extent such exceptions
are discovered.

f) The GISSI shall manage complete OEM technical support for all the licensed
software problems and/or questions, technical guidance, defect, and non-
defect related issues. The GISSI shall provide a single-point-of-contact for
software support and provide licensed software support including but not
limited to problem tracking, problem source identification, problem impact
(severity) determination, bypass and recovery support, problem resolution
and management reporting etc.

g) The GISSI shall undertake regular preventive maintenance of the licensed


software. If the Operating System or additional copies of Operating System
are required to be installed / reinstalled / de-installed, the same shall be
done as part of ATS.

12. Project Management

a) Project Management
The supply, development & customization, implementation, roll out and Go-Live of
the GIS system is envisaged to be completed within a period of 18 Months. The

implementation of entire GIS system would consist of hardware & software and
Other Services to meet the requirements of CSPDCL.

b) Project Timelines

The System Integrator (GISSI) is expected to follow the schedule as


mentioned below. Each of the project activity should be accompanied with
a presentation on the deliverables by GISSI.

1. The submission of deliverable will be considered complete only after the


submission of hard/soft copy of the deliverables and presentation by
GISSI.

2. The GISSI must submit a detailed project implementation schedule


including but not limited to the below mentioned project activities and list
of deliverables that would be delivered during the project implementation.

3. The table gives a set of high level of activities and corresponding expected
timelines, which CSPDCL envisions to be required as a part of this project.
The GISSI should use this list only as an indicative guideline expected in
terms of activities. The GISSI is required to furnish detailed information
regarding each step of activities proposed during and after the
implementation of the project.

4. System Integrator shall supply the GIS System - Software licenses (On
Prorated Basis) as per the schedule suggested by GISSI and accepted by
CSPDCL.

5. The project activities and timelines (In Months) as mentioned in the table
below is the schedule by which the required project activities shall be
completed with corresponding and required deliverables. (Where, T – Date
of Letter of Intent).

6. The GISSI must achieve the Go-Live target on or before 6 months from
the date of LoA.

c) Project Governance
Putting a governance structure around CSPDCL’s future GIS implementation
plan is essential to ensure that project implementation stays on track and
achieves its strategies, objectives, and goals. It acts as a mechanism to
measure the progress of the implementation. Also, IT systems today are
subject to many regulations such as governing data retention, confidential
information, financial accountability, and recovery from disasters. An IT
governance framework is an efficient system to ensure regulatory
compliance.
Overall responsibility for the implementation of all modules will remain with
the GISSI. Project progress review and monitoring will be the responsibility
of PMU during project implementation phase.
CSPDCL will appoint a Single Point of Contact (SPOC) for IT Administration.
Escalation of all issues related to the modules will be through this SPOC, who
will also be responsible for reviewing the SLAs being met. For the project
implementation phase, supervision and reporting during implementation will
be responsibility of GISSI.

d) Minimum Resource Requirement for GIS Work

 GISSI should ensure deployment of enough specialized and experienced


manpower throughout the project to complete the successfully
implementation & stabilization of the GIS System in time.
 At no stage, manpower (with requisite qualification and experience) shall
be less than that committed in the bid. Such manpower shall be maintained
from start of the project up to complete Go-Live stage and further during
Facility Management Support phase.
 Apart for performing his own work mobile app developer should also carry
out user training/help desk etc.
 GISSI must propose a team consisting of experienced and skilled
professionals with relevant experience in the proposed areas. The
minimum desired qualification for the key personnel has been indicated

Initial Composition, Full Time Obligation; Continuity of Personnel

a) The GISSI shall ensure that Key resources required for project execution
and management devotes substantial working time to perform the services
to which that person has been assigned.

b) The GISSI shall not make any changes to the composition of the Key
Resources or request any member of the Key Resource to cease or reduce
his or her involvement in the provision of the Services during the Term (or
agree to any request other than from CSPDCL that would have the same
effect):

 Unless that person resigns, is terminated for cause, dies, is long-term


disabled, is on permitted mandatory leave under Applicable Law or
retires; and
 Without CSPDCL prior written consent. The clauses of non-disclosure
agreement shall always operate in any such case.

c) The GISSI must provide the minimum number of resources at the locations
as specified by the CSPDCL. However, the number of resources and locations
provided below are only indicative, the GISSI shall carry out an assessment
and propose actual number of resources requirements with appropriate
approval from CSPDCL.

d) GISSI will be responsible for deploying the manpower during the Project
Implementation phase to meet the project timelines and during the Facility
Management Service (FMS) phase to meet the SLA requirements. Therefore,
for calculation of actual number of resources, the GISSI shall factor the
project implementation timelines and SLA’s requirements after Go-Live of
GIS system at CSPDCL.

e) Before GIS System Go–Live

GISSI shall deploy the Project Manager (Project In-charge) including


Technical, Functional Experts and Other Support Staff at the identified
project locations during the post Go-live and Facility Management support
Phase.

The Key project resources including Project Manager and Functional Expert
shall be based at CSPDCL headquarters. Also, the GISSI shall deploy
adequate no. of IT/Subject matter resources for overall support post Go-
Live and FMS phase of project which may be increase/decrease as per
requirement. After GIS System Go-live, the GISSI should provide necessary
resources and support staff for CSPDCL.

To ensure that the proposed GIS System & overall solution conforms to the
requirements, specifications, and delivery schedule, the GISSI shall submit
the documentation and deliverables for review and approval by CSPDCL.

The GISSI shall obtain the approval on the relevant deliverable at each stage
of project before proceeding for solution purchase, provisioning,
deployment, testing, roll out, training etc. at CSPDCL.

As part of GIS implementation, the GISSI shall submit all required


deliverables as necessary for successful completion of project and required
by the purchaser.

g) Deliverables Acceptance Procedure


The acceptance procedure of deliverables & overall solution for GIS system
shall include:

 Initially, GISSI will provide draft deliverable for GIS system & Overall
solution by considering the approved project timelines for review and
feedback of CSPDCL within stipulated timeframe.

 CSPDCL will provide feedback within the agreed timeframe to make


necessary change corrections (if required).

i) Documentation Requirements
a) End-User Documents
Documentation will be supplied and maintained by GISSI during the
project. The ownership of all documents, supplied by GISSI, will rest with
CSPDCL. The electronic copies shall be submitted along with all the paper
documents and manuals, required for operating and configuring the
system. The documents provided must include at least:
i. User Manual (both online and paper copies) providing detailed
instructions on how to use the GIS. In addition, it describes how to
access, submit inputs to, and interpret outputs from the application
ii. System installation guide including the configuration of the supplied
infrastructure.
iii. User will have the rights to duplicate the hardcopy and soft copy for the
documents created by the GISSI without any financial and legal
implications
iv. GIS Application Training Manuals.

b) Technical Documents

GISSI shall supply operation and maintenance manuals for all deliverables.
These shall be in such details as to enable CSPDCL to operate, maintain,
adjust, and fix the system etc.

methodologies in software development as per ISO and/or CMMI models. The

be used for independent testing, the test cases to be performed, and
the overall testing schedule. This includes methodology, schedule,
resources, tools, procedures, environment definition, test cases, and
software test results.
o) Systems Manual Detailing the data structure, table, forms, and report
structures.
p) Installation and maintenance manual for the servers and other
hardware
q) Operations Manual providing instructions for installing the application,
troubleshooting, interpreting message logs, and FAQs

j) Implementation Approach

a. The GISSI will be responsible for providing a full range of services in


implementation of the offered OEM Product including integration and
supporting the operation of the proposed solution during implementation.
b. The GISSI will provide required software and system applications for DC
& DRC
c. The GISSI shall commission the complete landscape of hardware both at
DC and DRC for CSPDCL as required.

13.3 Configuration / Customization


The GISSI shall be responsible for installation, customization and configuration
of hardware, software, database, tools, and any other hardware/cable/OFC
component required for making the system successfully operational as per the
requirements of CSPDCL. The system is to be a single instance; centralized
installation servicing the entire organization. The system will be installed at the
location identified by CSPDCL.

Configuration: Based on the approved Design Document, the GISSI will


undertake the system configuration and customization. After completion of
configuration to the system, GISSI shall carry out a trial run. If needed or/and
the result is not up to the expectation of CSPDCL, further reconfiguration will
be done by the GISSI.

Customization: CSPDCL intends to implement functionalities as per our


existing understanding and business process requirement. The GISSI is required
to undertake customization that may be needed in line with the changed,
improved, or specific business processes requirement prepared during Design
phase of implementation. However, the same must be tested, accepted, and
approved by CSPDCL.

All custom development should be carried out in a controlled and planned


manner with adherence to prescribed coding standards and naming
conventions. The GISSI needs to provide configuration, customization, and
installation documents to CSPDCL

13.3.1 Custom Developments


The GISSI should explore all options available in standard application package
to meet the requirements, demonstrate standard options to CSPDCL. If CSPDCL
concludes that no option meets the requirement and the requirement is critical
for business, GISSI shall submit the case for custom development to CSPDCL
or the agency appointed by CSPDCL. The following details should be submitted:

CSPDCL reserves the right to seek customization to meet its unique


requirements and validate the design or findings suggested as custom
development by the GISSI. In case it is difficult to arrive at the reasonableness
of these requirements on customization during the implementation, the same
shall be resolved through discussions.

13.4 Testing

GISSI shall create the test strategy document that defines the requirements
and goals of configuration, determines the tools and methods used to check
that the system responds correctly, determines how and when the test will be
performed and recommends how the approval process should occur.

The test strategy document shall guide the project team through the
implementation to ensure that planning and conducting testing activities.

13.4.1 Development Testing


The GISSI shall after development and customization/configuration of the
system, conduct tests to demonstrate that the system meets all the
requirements (functional and Non-Functional) specifications as brought out in
this RFP and would be in accordance with the procedures detailed in the
approved process document.

Based on these tests, a report would be submitted by the GISSI for review and
approval by CSPDCL. The test results and response times should be
demonstrated by the GISSI during the testing phases (System, integration) at
CSPDCL environment/infrastructure as mutually agreed upon by CSPDCL and
the GISSI. Development should be tested by the process owner to make sure
that the test results (output data) are correct and reflect the business processes
defined in the Business Blueprint Design.

After development unit testing is completed, all customer-specific programs and


forms shall be included in the Final Integration Test.

13.4.2 Integration and System Testing

The purpose of the Integration Test shall be to plan and execute the integrated
module touchpoints with SAP and non-SA, analyses the results, important for
the functional verification of the production system.

Integration testing shall be accomplished through the execution of predefined


business flows, or scenarios, that emulate how the system will run the processes
of CSPDCL. These business flows, using migrated data from the pre-existing

systems, shall be performed in a multifaceted computing environment


comprising of OEM Products, third-party software if any, system interfaces and
various hardware and software components. The integration tests shall build
the necessary level of confidence that the solution is complete and will perform
the processes of CSPDCL.

Integration testing shall focus on cross-functional integration points, as well as


end-to-end business processes. The Final Integration test plan shall start with
the testing of the cross-functional integration points (touch points) and end with
the end-to-end testing of critical business processes identified within the
Business Blueprint.

Integration test shall concentrate on testing all important business processes


inside the system, starting with touch point scenarios, and ending with end-to-
end-scenarios. It will be done by GISSI's functional consultants. Customer
specific development like user-exits and transactions and authorizations and
user roles would also be tested in the Integration Test.

Integration and System tests need to be an evolutionary process that is driven


from the previous testing efforts. The test cases and scenarios that were used
for Baseline need to be reviewed by CSPDCL and enhanced for the integrated
and System test.
These selected cases will be combined to represent a business process flow.
Problems encountered during these efforts also need to be tested under an
integrated environment.

13.4.3 System Acceptance Testing

The GISSI will develop acceptance test procedures and the same will need to
be approved by relevant stake holders of CSPDCL. The purpose of this
acceptance is to ensure conformance to the required process operations
response time, the integrity of the application after installation, and to eliminate
any operational bugs.

At the satisfactory conclusion of these Acceptance tests to the satisfaction of


CSPDCL, the implementation shall be considered to be complete, and a ‘System
Acceptance Certificate’ shall be issued by the CSPDCL within 7 days of
completion. However, if any bug/error is reported by CSPDCL, the GISSI shall
be responsible for taking the corrective action immediately.

a. User Acceptance Test (UAT)


It will be carried out as per mutually agreed Acceptance Test Plan (ATP) against
the systems requirements. The system will be considered accepted (supplied,
installed and operationalized) only after Acceptance Test is completed. Some of

1. The solution should correspond to what is stated in the purchase order without
deviation except where mutually agreed upon

2. The equipment is fully installed, commissioned and operational. The features


specified in the Functional Specifications / mutually agreed for implementation
should be demonstrated.

3. The final acceptance of the system will be based on successful processing under
live demonstration. The bidder shall be required to demonstrate all the features
/ facilities / functionalities as mentioned in the RFP.

4. First acceptance will be after solution are installed, commissioned, tested and
all features are demonstrated at the specified locations.

5. Supplier shall also submit Delivery and Installation Report, Warranty


certificates, License Copies for all the items supplied along with the supplies.

6. All documentations, but not limited to Design, Configuration etc. (HLD and LLD)
must be handed over to CSPDCL after successful implementation,
commissioning.

7. As build drawings, administrative guide, configuration files and database update


procedure and standard operating procedures.

8. In case of discrepancy in solution supplied & not matching the Bill of


Materials/Quantities or technical proposal submitted by the bidder in their
technical bid, the bidder shall be given 4 weeks’ time to correct the discrepancy
post which CSPDCL reserves the right to cancel the entire purchase contract.
The test will be arranged by the Bidder at the sites in the presence of the officials
of CSPDCL and/or its consultants and appropriate functional and technical
training should be given to the officials of CSPDCL / or its consultants.

9. There shall not be any additional charges for carrying out this acceptance test.
CSPDCL will take over the system on successful completion of the above
acceptance test. The Installation cum Acceptance Test & Check certificates
jointly signed by Bidder's representative and CSPDCLs official or its authorized
representative.

10. At the direction of CSPDCL, the acceptance test of the solution shall be
conducted by the successful bidder in the presence of CSPDCLs authorized
representative(s) and/or any other team or agency nominated by CSPDCL. All
expenses for acceptance test shall be borne by the bidder. The acceptance tests
should include verification of documentation for equipment start- up
procedures; shutdown procedures; configuration; failover testing and testing of

all redundancies – verification of documented fail-over and restoration


procedures. Draft Acceptance test procedure should be submitted by bidder.
The final acceptance test procedures will be discussed and mutually agreed after
the implementation.

11. CSPDCL also reserves the right to conduct any testing/benchmarking of


previously approved materials at any stage before taking over the system and
if the same reveal non-compliance to the specifications, the Bidder shall take
necessary action so that the material/system/software conforms to the
specifications to the satisfaction of the CSPDCL.

12. Acceptance or waiver of tests shall NOT relieve the Bidder from the responsibility
to furnish material in accordance with the specifications.

13. After satisfactory completion of acceptance tests and installation of the virtual
appliance/systems/software by the Bidder, the Taking over Certificate shall be
issued by Engineer In-charge or his/her authorised representative.

b. Partial Acceptance Testing (PAT):


After completion of mentioned stages of work as per timelines provided in the
RFP, the successful bidder shall request for Partial Acceptance Test (PAT).

Partial Acceptance Test will be conducted by the CSPDCL in accordance with the
timelines, scope of work as mentioned in the RFP and the solution documents
proposed by the successful bidder and accepted by CSPDCL. Successful bidder
will prepare and submit the report of PAT to CSPDCL and subject to its
acceptance, it shall be deemed as completion of Partial Acceptance Test (PAT).

c. Final Acceptance Test (FAT):


The acceptance of the Data Centre including DC site in accordance with the

facilities, functionalities and integrity of the commissioned devices, equipment
and services by CSPDCL, a Final Acceptance Test (FAT) Certificate shall be
issued by CSPDCL to the successful bidder. The test shall include the following:

1. Availability of all the defined services shall be verified. The successful bidder
shall be required to demonstrate all the features/facilities/functionalities as
mentioned in the RFP and solution documents.
2. Successful bidder in consultation with CSPDCL shall define detailed test plan.
3. The successful bidder will arrange the test equipment required for performance
verification and also provide documented test results.
4. The successful bidder shall be responsible for the security compliance of the
infrastructure and network before the final acceptance test.
5. The successful integration of all assets and its functioning in the prescribed
manner.

6. All points of Partial Acceptance Test (PAT) if any, should be addressed and
resolved before the final acceptance test.

13.5 Pilot Go-Live

1. After the System is customized and developed in line to the requirements of the
CSPDCL and all the system audits and tests are successfully cleared, a Pilot is
conducted to ensure the proper operation of implemented system before final
rollout.

2. Once the Pilot is successfully completed, the system is issued the Pilot Go- Live.

CSPDCL will consider Final Go-Live date of the system once the GISSI has
completed three (3) months of Stabilization Period after the successful rollout
of the system at CSPDCL. CSPDCL shall provide the “Go-Live Acceptance
Certificate” on following acceptance criteria:

a. Error free operation and running of all modules with real-time data during the
Stabilization Period at all the CSPDCL locations.
b. Resolution of all System related issues (Not limited to software application, Data
Center & Disaster Recovery Center)
c. Documentation of all issues/problems that come up during the stabilization
support period and resolution methodology / solutions

The system is considered ‘Operational’ for all purposes of Payments and SLA
compliance after the CSPDCL has issued the ‘Go-Live Acceptance Certificate’
and the FMS period is ongoing. The CSPDCL will also be responsible to issue the
‘Project Completion Certificate’ post the completion of the FMS period as defined
in this RFP.

13.6 Post Go-Live Stabilization Support

The GISSI shall provide post Go-Live support, as part of this scope, by
continuing the deployment of the same technical and functional consultants at
site for full three months after implementation and Go-Live. During the
stabilization period the GISSI would help CSPDCL users to correct any
errors/bugs incurred while executing transactions, generating reports,
handholding for one financial quarter closure. The GISSI will update the user
manuals and configuration manuals accordingly

13.7 Additional requirement for Implementation

The requirement for Implementation which the GISSI will be responsible for are
as follows:
1. The solution should support modular architectures.
2. System architecture should allow infrastructure simplicity and standardization.

3. The solution software including operating system should be certified for different
types of hardware.
4. The infrastructure should be capable of supporting disaster recovery.
5. The solution should have capability to present all business process and data via
familiar relevant office applications and should offer integration with all relevant
Forms.
6. The system should support latest OS versions and provide compatibility to
future versions
7. All CSPDCL components must be maintained with an ease, such that corrective
and preventive maintenance can be performed on the system without affecting
the entire working of the system.
8. The system should have the ability to scale up as and when the new business
applications and services are added without compromising the performance of
the overall solution.
9. The architecture should be proven to be highly scalable and capable of delivering
high performance as and when the transaction volumes increase.
10. The system should provide application architectures that are highly granular
and loosely coupled. The solution architecture design should promote flexible
business process management for future scalability. The solution should be
interoperable in nature and design.
11. The system is required to cover critical business function and process modules
and provide modularity that should support addition / removal of one or more
modules as and when required. However, these modules should be seamlessly
integrated in the core application system. The solution architecture should allow
minimum modifications to preserve the upgrade path.

14. Training Requirements

The primary objective of the training is to achieve 100% user adoption through
technical and behavioural competencies covering all end users of CSPDCL.
Training shall be provided in both Second Language & English Language as
required, mostly in Second Language to Field Staffs. The GISSI shall propose a
training plan (including training curriculum and calendar) so that there is a
proper transfer of knowledge about the deployed GIS systems to utility staff.

The audience of the trainings shall vary for each type of training. The basic
computer & IT Solution training will cover all Class-A, Class-B, Class-C, and
Class-D [Technical & Non-Technical] employees of the CSPDCL. The end user
training for GIS system. The GISSI shall provide training sessions to all
employees from lower level to higher level including officers from CSPDCL on
the domains listed in below table.

a) Professional Training (Implementation team) - This is the training for the


core group of implementation team of the CSPDCL. The Implementation/Core
team will comprise of members from GIS/IT domain. Each member would be
trained in the relevant function / module. This Training would be required to be
given to approximately 8 to 10 personnel for GIS System. It is the responsibility
of the GISSI to deliver this training. Standard curriculum designed and agreed
by the CSPDCL for hardware, software, and network preferably from the OEM
partner or OEM‘s certified training partner shall be arranged for each group.

b) End User Training - The GISSI will provide training to all end users of GIS
Systems. The End Users/Business Users team will comprise of members
carrying out day to day operation and task at CSPDCL for GIS System. Each
member of End User/Business user group would be trained in the relevant
function / module.

On instruction & approval of Nodal Officer, the train the trainer approach shall
be adopted by the GISSI for training & handholding. The Certified Functional,
Technical, System administration and Database management training for core
team of CSPDCL should be arranged by the GISSI directly from OEM/OEM
Certified Resources.

The training must be conducted using assistance from official OEM course
curriculum mapped with the Cloud Solution and Software Product ‘s to be
implemented in the CSPDCL. The Training Curriculum along with Calendar need
to be included as a part of technical proposal. The details of minimum training
curriculum and important consideration for training is mentioned below:

c. The training and delivery options shall be on-line, CBTs (Computer based
trainings), instructor led classrooms. Training material will be organized by
functional process that will serve as the training documentation for a
particular functional area.
d. CSPDCL plans to adopt training platform as e-classrooms in future. GISSI
should consider the same for compatibility.
e. Necessary handholding and change management support shall be provided
post training.
f. Feedback exercise shall be conducted for each training and accordingly
evaluation will be used for improvement of further trainings.
g. The GISSI in consultation and convenience of the CSPDCL shall workout the
training program and all the other modalities of the training, which should
be delivered by OEM certified consultants and GISSI.
h. The participants of CSPDCL will be issued a certificate by OEM/GISSI for
attending these courses.
i. The GISSI is required to submit the plan accordingly accommodating
training requirements to cover entire user base. If there is increase in end
user base during the project GISSI shall impart training at no extra cost to
CSPDCL. The expected increase in end user base is approximately 2% YoY
in the next 3 years.
j. The GISSI shall provide associated documentation for all deployed systems
to ensure a smooth transition from deployment to post-deployment
operations and maintenance of the system.
k. The ideal approach of the training should be formulation and involvement
of core implementation group from the very start of the project to ensure
maximum retention and adequate technical competency level.
l. Subsequent trainings and re-trainings should be conducted for identified
groups/personnel.
m. Handholding during pre-implementation, implementation, Go Live and Post
Go live should be done by the GISSI.
n. Training calendar should be published to stakeholders and training sessions
should be organized either on site or over the web as per the requirement
of CSPDCL.
o. Knowledge sharing strategy should be adopted.
p. Training staff would be deployed at CSPDCL offices during the course of
the project as per requirement of CSPDCL.
q. The GISSI shall provide the necessary access of OEM training platforms
and data repository to CSPDCL.
r. Training shall be planned in stages as required - before the implementation,
during the implementation and post implementation depending on the
frequency as finalized by
CSPDCL.
s. CSPDCL will consider competence development and capacity development
within Training. Product OEM will facilitate CSPDCL end users for the
customized code developed and deployed by the GISSI.
t. The GISSI shall carry out the capacity building of core team including
functional and technical employees with an intent to create a team of

u. The GISSI shall carry out the training of CSPDCL team on reports
development, configuration of application setups and other skill sets as
required to create a team of experts capable to independently handle the
maintenance & support requirement by CSPDCL.
v. The GISSI shall carry out the hands-on training of core team members &
end users on GIS System and Other associated applications including
training on system configuration, database administration, backup &
restoration, development, and maintenance task etc.
w. The GISSI shall formulate user manuals of GIS System and Other
associated applications by considering the specific configuration of
implemented solution.

1. Scope of training for GIS System End users


a. The GISSI along with OEM should propose comprehensive end user training
plan for adoption of the applications developed/proposed to CSPDCL.

b. The plan should incorporate a consistent, enterprise-wide user adoption


strategy focusing on the following five key areas:
 Business Alignment
 Communication
 User Training
 Performance and Management
 Reinforcement
c. As content may vary across key business units, the degree to which the
actual process, tools, and rollout strategy are consistent will provide added
economies of scale, as well as levels of skill standardization. In summary,
the end goal is striving to achieve 100% user adoption of the GIS System
application through behavioural and technical competencies.

2. Training Needs Analysis

Conduct a Training Needs Analysis to determine the training and


development needs for all the job roles that will be affected by the GIS
System technology initiative at CSPDCL. The OEM and the GISSI
consultants will collect the appropriate data on user groups, functional and
process requirements per user group, required skills and knowledge,
existing training culture and training resources through workshops and
interviews with CSPDCL business owners and key business users. This will
result in a Training and Development Plan including:
a. The training requirements per user group.
Recommendations on the most appropriate training delivery methods and
channels.
Identification of the criteria for training success along with any challenges
and risks.
b. Plan and responsibilities for the development of the training materials,

3. Content Development
Development of customized, modular training materials based upon user
roles and business process, and customized application. The OEM
consultants along with GISSI will work together with CSPDCL Core team
members and Project team to enable transfer of knowledge. The following
materials will be developed:
a. Paper-based classroom participant guides for each identified user group.
These guides include hands-on exercises and are based upon ‗Day in the
Life‘ scenarios.
b. Paper-based classroom instructor guides including instructor notes with
additional background information and points to be highlight during the
training.
c. Media-based training simulations for pre-class preparation, in-class
practicing and knowledge and skills validation.
d. The GISSI can also be required to provide context sensitive on-line help,
which includes all materials provided in the hard copy manuals. Where
possible, users should be able to add their own on-line help documentation.
e. Usage of GIS System must be documented in video form and made
available/distributed to all users of GIS System. All training manuals will be
uploaded to GIS System software, also as FAQs etc. for ready reference.

4. Train-the-Trainer Program

Development and delivery of a Train-the-Trainer program to prepare


Organization for the delivery of the training program. This program will
include:
a. Training the CSPDCL Core Team members on the customized version of the
GIS System application ‘s as it would be trained to an end-user, allowing
the training team to model the approach.
b. Opportunity for knowledge sharing in the areas of leading practice,
concepts, new business processes and knowledge to the CSPDCL Core Team
members.
c. Sharing of leading practices on creating an effective classroom and an
appropriate learning environment.
d. Sharing of leading practices on classroom communication to enable the
CSPDCL Core Team members to encourage student involvement and
student interaction.
e. The program includes instruction on non-verbal behaviour, listening skills,
questioning techniques, how to manage difficult behaviours, interpreting

Senior Management of CSPDCL to be able to access and extract reports and
other relevant analytical data for quick decision making.

c. Locations of training: The training shall be provided at the location(s) at


Corporate Office and Site office locations of CSPDCL. The space and
furniture at these locations would be provided by the CSPDCL.

d. The training center facility with seating capacity shall be provided by the
CSPDCL. The GISSI shall arrange the necessary equipment ‘s and
peripherals to carry out the training of end users.

15. Payment Terms


The payments shall be strictly made based on acceptance and quality of
deliverables, performance and timelines of services delivered by the System
Integrator, Consortium Partner and Other Third-party agencies. (As

16. Appendix A - Service Level Agreement

Service Level Agreement (SLA) shall be monitored as per the SLA Matrix
(15.x). It is expected that system shall meet the minimum threshold of
service defined against each level. Any degradation below this minimum
threshold will attract penalties as per bands of service level met. The idea is

that it triggers a proper review of any defect / failure / performance that


had been agreed upon for the project, and to find resolutions in keeping with
the highest standards of service excellence.

16.1 Service Level Agreements Monitoring


a) The CSPDCL will carry out the quarterly monitoring and performance
review of System Integrator against the monthly formulated reports for
SLA. A designated third party or personnel from CSPDCL will review the
performance of System Integrator against the SLA.
b) The SLA reports shall be formulated based on the automated system
generated reports.
c) The GIS –SI System Integrator shall submit the monthly SLA report to
designated Nodal officer as per agreed frequency and timeline.
d) For requirement of SLA audit, the CSPDCL may perform a visit either by
internal department or by an external contractor at respective DC/DR
locations.
e) The review / audit report will form a basis of any action relating to imposing
penalty on or breach of contract of the System Integrator (GIS-SI).

16.2 Availability Management


f) Availability of IT system - High Availability is a key requirement of CSPDCL
as the application will enable CSPDCL officials to deliver the key activities
related to various activities. The expected availability of the system should
be at minimum 99.90%. The project must also be able to rebound or recover
from any planned or unplanned system downtime, ensuring a minimal
impact on the operations. The selected System Integrator should provide a
single point of contact on a 24*7 basis.

g) Availability will be measured on quarterly basis. Planned downtime will


not be classified as unavailability. Planned downtime where both main as
well redundant systems are not available for providing service will be limited
to maximum of 48
Hours in a quarter. The selected bidder should endeavour to take such
downtimes
h) only during weekends or holidays preferably after End of Day (EoD).
However, duration of the maximum allowable planned downtime time will
be reviewed on yearly basis.
i) The failure of application on account of non-availability of infrastructure
provided by
CSPDCL shall not be considered while calculating SLA for that quarter.

j) In case of any breach in the SLA a penalty amounting to maximum of 10%


of the Quarterly O&M charges shall be levied on the selected bidder.

k) The downtime for scheduled maintenance (patch application, upgrades


– OS, Database, etc.) would need to be mutually agreed between CSPDCL
and the System Integrator. To reduce this time, various maintenance
activities can be clubbed together with proper planning.

l) "Total Hours" means the total hours over the measurement period i.e., one
month
(24 * number of days in the month).

16.3 SLA Change Control


15.3.1 It is acknowledged that SLA may change as CSPDCL’s business needs
evolve over the course of the contract period. As such, this document also
defines the following management procedures:
a) A process for negotiating changes to the SLA.
b) An issue management process for documenting and resolving particularly
difficult issues.
c) CSPDCL and selected bidder management escalation process to be used
in the event that an issue is not being resolved in a timely manner.

15.3.2 Any changes to the levels of service provided during the term of this
agreement will be requested, documented, and negotiated in good faith
by both parties. Either party can request a change. Changes will be
documented as an addendum to SLA and consequently the contract.

15.3.3 SLA Change Process


a) Both the parties may amend this SLA by mutual agreement in accordance.
b) Changes can be proposed by either party.
c) Normally the forum for negotiating SLA changes will be CSPDCL’s monthly
review meetings.

15.3.4 Version Control - All negotiated SLA changes will require changing the
version control number. As appropriate, minor changes may be
accumulated for periodic release (e.g., every quarter) or for release when
a critical threshold of change has occurred.

15.4.1 The service levels agreements shall be agreed by the System Integrator
(GISSI) as a key performance indicator for this engagement. These key
indicators shall be used while monitoring and measuring performance of

Uptime Calculation for the month:

maintenance, scheduled maintenance, infrastructure problems or any other
situation which is not attributable to Supplier’s (or Service provider's) failure to
exercise due care in performing Supplier’s responsibilities.

The Purchaser would provide a maximum of 04 hours of planned downtime for


the preventive maintenance (as part of scheduled downtime) per month per
equipment/service.

The downtime for scheduled maintenance (patch application, upgrades – OS,


Database, etc.) would need to be mutually agreed between Utility and the Bidder.
To reduce this time, various maintenance activities can be clubbed together with
proper planning.
"Total Hours" means the total hours over the measurement period i.e. one month
(24 * number of days in the month).

Downtime Calculation:
The recording of downtime shall commence at the time of registering the call with
Supplier or Service Provider for any downtime situation for the equipment.
Downtime shall end when the problem is rectified and the application/ service is available
to the user.
Down time will not be considered for following:
1. Pre-scheduled preventive maintenance and health checks (Scheduled Downtime).
Failover time (30 minutes) in case of cluster environment. Beyond which the
service would be considered to be not available and appropriate penalty shall be
imposed on the Supplier.
2. Bug in any application which causes the non-availability of the service.

If the utility elects to continue the operation of the machine / equipment, when a part of

The existing Business Process of mapping objects: -

a) Data capturing/survey:
New changes at field will have to be surveyed by field user with proper SLD
and send it to GIS center Raipur for updation in GIS.

In case of delta changes in RAPDRP & IPDS town, users will have to create
network proposals based on type of changes at field and draw proposed
changes in GIS web application itself.

Consumer proposal updated in GIS web application on daily basis. User can
get their zone proposal and map new consumer with pole number in GIS.

GIS web application training for consumer mapping & network changes has
already been conducted to field official.

b) Update in GIS: GIS center team at Raipur duly verify the provided field data
and digitize the same and post to final database after QA/QC.

c) The Integration with SAP : GIS is tightly integrated with SAP modules such
as-

1. NSC (new Service connection) module - GIS fetch all New consumer
proposal from SAP-NSC.

2. SAP-ISU/Billing- GIS fetch consumer payment details, consumer


arrears, consumer status active/disconnected etc.

3. SAP-Plant Maintenance - FL Creation: GIS sends New 33/11kv


Substation, HT feeder, Distribution Transformer, boundary meter data
along with Functional Location code to SAP for creation of functional
location code in SAP.
Transformer Install/Dismantle( Assets Mapping) : Transformer is
installed/dismantle at DTC Functional location locations with key elements as
Transformer ID value in GIS and this value is send to SAP to install/dismantle
equipment at designated DTC location in SAP as per information provided by
field user.

Functional locations, BP, Socket id of electrical object is same across all


integrated module. With FL, SAP-PM is integrated with SAP-EA and SAP-
Consumer Relationship Manager to get connected consumer of outage
feeder/DTC and propagate outage information to consumers.

1. SAP-Energy Audit- BP creation: Once new substation, Feeder, DTC,


boundary meter updated in GIS these updated data sent to SAP-EA for
creation of BP number and socket id and return the same to GIS.

Tagging: Tagging means maintaining parent-child relationship in-between


electrically connected objects such as SUB-FDR, FDR-DTC, DTC-Consumer, so
that feeder wise auditing of losses can be done.

1. GIS Based Network analysis: Network analysis is embedded in GIS


web application which provided various calculation such as Load flow
analysis & network forecasting tool with Indian standard libraries of
specification & parameters. This tool uses GIS data of electrically
connected objects to determine connected load of a feeder or DT.

NA is further integrated with MDAS for fetching load profile value kwh, kvar
etc.of feeder based on meter value and calculate tech loss against stored NA
test cases of feeder or DT. SAP-EA request NA with socket id of feeder for
providing tech loss.

d) The integration with Non-SAP Modules-

1. SCADA-DMS: Data extraction tool has been integrated with GIS


application and this extracted data works as an input for SCADA-DMS
to further sync DMS application with update electrical network as in GIS.

2. Mor-Bijli App: Mor-Bijli app and GIS has been integrated through web
services to exchange data i.e. Mor-Bijli app send request with lat /long
to GIS as input and as exchange GIS provide zone code to Mor-Bijli App.

Conclusion: With GIS CSPDCL has a robust framework for digitization of


assets & consumer, collection of utility specific assets data and consumer data
with tightly integrated mechanism with SAP module, SCADA-DMS, Popular
Mobile app Mor-Bijli app which helps to increases in operational
efficiency and better data management.
